β€˜Bill Has Come Due’: White House Trade Adviser Hints at Punitive Tariffs on China

 

On Monday, White House Trade Policy Director Peter Navarro voiced his support for tariffs against China, claiming Beijing needs to be held β€œaccountable” for the COVID-19 pandemic that started there last year. Meanwhile, representatives from both countries have vowed to push ahead with Phase 2 of the trade deal.

β€˜Holding China Accountable’

 

Figures across US President Donald Trump’s administration and his Republican Party have unleashed a full-scale ideological assault on China as the cause of the United States’ extensive economic and medical woes, pinning the blame for the crashing US economy, tens of millions of US residents being unemployed and even the spread of the COVID-19 novel coronavirus itself on Beijing and the ruling Chinese Communist Party (CCP) specifically.

 

β€œA bill has to come due for China,” Navarro told CNBC’s β€œSquawk Box” on Monday. β€œIt’s not a question of punishing them, it’s a question of holding China accountable, the Chinese Communist Party accountable.”

 

β€œThey inflicted tremendous damage on the world which is still ongoing,” Navarro said. β€œWe’re up to close to $10 trillion we’ve had to appropriate to fight this battle.”

 

The day prior, during Navarro’s appearance on Fox News’ β€œSunday Morning Futures,” he still more fervently denounced China, claiming Beijing deliberately β€œseeded” the deadly COVID-19 novel coronavirus around the globe, effectively laying the blame for the pandemic on China’s shoulders.

 

β€œPresident Trump built the most powerful and beautiful economy in the world in three years; the Chinese Communist Party took it down in 60 days,” the senior White House trade adviser said.

 

β€œWe know that patient zero in China was about mid-November, it was in Wuhan,” Navarro told Fox News’ Maria Batiromo. β€œWe know that ground zero had the P4 weapons lab where the virus likely came from. For the next two months, we know China hid the virus from the world behind the shield of the World Health Organization, and as they did that, they sent the gleaming passenger jets from China - not into the rest of China from Wuhan, but to places like New York and Milan, seeding the world with what would become a pandemic.”

 

Trump threatened last week to hit China with retaliatory tariffs, waffling between the trade penalties being punishment for COVID-19 or because Beijing had allegedly failed to live up to its January promise to buy $200 billion worth of US goods over the next two years, including $40 billion in agricultural goods.

 

β€œI’m not happy with China; they could have stopped it at the source,” Trump said at a Monday news conference. When asked by a reporter what he thought about the FBI and Department of Homeland Security concluding that Chinese hackers have attempted to steal US vaccine information, Trump said, β€œWhat else is new?”

Fed says it will start buying corporate-bond ETFs on Tuesday

 

The Federal Reserve's new lending facility will begin purchasing corporate bond exchange-traded funds on Tuesday, the New York Fed announced Monday evening. The Fed said most of the purchases would be in exchange-traded funds with exposure to U.S. investment-grade corporate bonds, but some of the purchases will be of ETFs whose primary exposure is to U.S. high-yield corporate bonds. The Fed said it will soon start purchasing debt issued by companies directly. Analysts said the Fed's announcement of the lending program in early April was enough to arrest turmoil in corporate bond trading and has allowed businesses like Boeing to issue debt. The New York Fed said the U.S. Treasury Department had made $37.5 billion of the $75 billion equity investment it will make in the special purpose vehicle established by the central bank to undertake the primary- and secondary-market credit facilities. Treasury Secretary Steven Mnuchin said earlier Monday he had sent the Fed money for the program.

 

The β€œpreponderance of ETF holdings” will consist of those mainly exposed to U.S. investment-grade corporate bonds, with the remainder largely exposed to U.S. high-yield corporate bonds, the New York Fed announcement said.

 

Other factors being considered for eligible ETFs include the composition of investment-grade and non-investment-grade rated debt, the management style and the amount of debt held in depository institutions.

 

Blackrock Agreement

 

The reserve bank also posted to its website the investment management agreement with BlackRock, the asset-management giant it’s retained to administer the program. The document offered more information on the strategy the Fed would pursue.

 

Corporate-debt buying, including via ETFs, will occur in three stages, according to the agreement: a β€œstabilization” phase, an β€œongoing monitoring” phase, and a β€œreduction in support” phase.

 

β€œPurchases will be focused on reducing the broad-based deterioration of liquidity seen in March 2020 to levels that correspond more closely to prevailing economic conditions,” the document said. It listed an array of metrics that would guide investments, including transaction costs, bid-ask spreads, credit spreads, volatility and β€œqualitative market color.”

 

β€œOnce market functioning measures return to levels that are more closely, but not fully, aligned with levels that correspond to prevailing economic conditions, broad-based purchases will continue at a reduced, steady pace to maintain these conditions,” the document said.

 

The corporate credit facilities are among the nine emergency lending programs the Fed is rolling out to help cushion the blow to the U.S. economy from the pandemic and keep credit flowing. They mark a dramatic escalation of the central bank’s interventions in financial markets by stepping into corporate debt potentially including the purchase of some sub-investment grade securities for the first time since the 1950s.

Omar deleted the social media posts, then scrambled to direct the money collected to MN FoodShare. There are many reasons to believe this was a ruse after-the-fact to cover up for her dishonest attempt, but the most telling piece of evidence is that she initially pulled the donations into her campaign coffers. This is important because nobody would EVER do that. They would have the money go directly to the charity. We know this because her own campaign fundraising is limited per individual donor. Why would she have people send her campaign money if she was going to then send it to MN FoodShare? Let’s say someone donated the maximum amount for her campaign. Even if that money is sent to MN FoodShare, it would still count as a campaign contribution. Therefore, the donor thinking they were giving to MN FoodShare would not be able to donate to Omar’s campaign because technically they already did.

PBOC To Cut Rates Next: China CPI Huge Miss, PPI Prints At 4 Year Low

 

Heading into today's Chinese inflation print, the bond market was sending a mixed message: while consensus expected that China's economy would be hit hard by the coronavirus pandemic, the yield on China’s government bonds climbed to the highest level in nearly two months, suggesting either the worst from the deflationary drag was now behind China, or was the result of expectations for a large supply increase later this month. In retrospect, it was the former, because moments ago China's NBS reported that in April, CPI rose just 3.3%, sliding 1% from March and not only a huge miss to consensus of 3.7%, but missing the lowest estimate (the range was 3.4% to 4.3%). This was the lowest print since September 2019 when China was suffering from an acute surge in food prices driven by pork hyperinflation (the result of another virus).

 

The bulk of the miss was due to a drop in food inflation, which dropped from 18.3%YoY to 14.8% vs March (a -3%MoM decline), with pork prices falling 7.6% as supply continues to come to market just as demand is fleeing said market. There was also weakness in transportation and recreation segments, reflecting subdued activity despite China’s bombastic reopening.

 

Meanwhile, factory gate prices, or Producer Price Inflation a proxy for corporate profits, plunged deeper into the red, sliding to -3.1%, more than double the March decline of -1.5%, missing consensus estimate of a -2.5% drop, and the lowest print since April 2016. And since PPI is a close proxy for industrial profits which as discussed recently are in freefall, it is very likely that we will witness a record low PPI print as soon as next month. And while China's accelerating disinflation is bad news not only for the country but also the entire world, as China was critical during the last financial crisis do unleash a global reflationary wave across the globe, the fact that China is also succumbing to lower prices has very adverse consequences for global growth.

 

There is a silver lining: as we wrote earlier today when looking at China's credit creation, the elevated CPI inflation in recent months had been an unfavorable factor for monetary policy (even though it has largely been due to virus shock impacts such as supply shock to food). However, as the PBOC noted over the weekend in its quarterly monetary policy report - in which it reaffirmed its expansionary stance by promising stronger monetary policy action ahead - CPI inflation has started to go downward, and inflation expectations are currently stable.

 

As a result, with inflation now sliding fast the biggest hurdle before the PBOC for a wholesale rate cut is now gone, and instead of using a targeted approach to injecting liquidity in the system via new yuan loans, local bond issuance and the occasional RRR cut, the central bank will very soon enter the comfort zone where it too follows the rest of the world in cutting rates sharply lower in hopes of stimulating the economy.

A Jewish pediatrician who was convicted of possessing and distributing some 190,000 child pornography videos and images can serve as a medical supervisor at the Health Ministry’s student health services department, an Israeli court ruled last week:

 

"Avraham Barkai will be able to pay visits to schools but not treat children in his new position, which a panel of judges at the Nazareth Regional Labor Court determined that he should be allowed to fill, going against the recommendation of the Civil Service Commission.

 

Barkai was convicted in 2011 of being part of an international child pornography distribution ring and later sentenced to 18 months behind bars. However, the punishment was reduced on appeal to six months of community service, a nine-month suspended sentence and a NIS 20,000 ($5,690) fine.

 

For over a year up to his conviction, but after he had already been charged, Barkai continued to practice at a Haifa clinic of the Meuhedet HMO after a Health Ministry disciplinary committee ruled that he could continue to see children as long as a parent or nurse was in the room.

 

The disciplinary committee went on to rule that despite the charges, Barkai did not pose a danger to children as he had not been accused of physical acts against minors. As a result, it ruled that the pediatrician’s license should only be stripped for two years, and by July 2013 Barkai got his license back….

 

However, senior officials in the Health Ministry have come to Barkai’s defense. In 2014, the Health Ministry’s senior vice president of Administration and Human Resources, Dov Passat, submitted a letter to the disciplinary committee asserting that there should be nothing preventing Barkai from applying for tenders for positions as a pediatrician. The letter was submitted by Barkai as an official position of the Health Ministry to the Petah Tivka Magistrate’s Court, which ruled in 2018 that he be granted an exemption from the ban on employing convicted sex offenders as he does not pose a risk to the public, even if he works as a pediatrician.

 

In late 2018, a medical board voted unanimously to award Barkai a position as medical supervisor at the Health Ministry’s student health services department in the northern district. The Civil Service Commission subsequently interfered and blocked the appointment, stating in a 2019 hearing that β€œwhile the job at hand does not require clinical care for children, its core is oversight of student services and some of its assignments take place on school grounds and during the school day… Taking into account the nature of the offenses of which Dr. Barkai was convicted, [granting him this position] can greatly damage the image of the Civil Service Commission and the public’s confidence in its institutions.” "

 

Simply put, Jews β€” especially Jews in Israel β€” do not treat pedophilia as a serious crime the way White Christian societies do. The pedophile is always given the benefit of the doubt with reduced prison sentences and cursory slaps on the wrist.

That was mainly what I was getting at without explicitly stating it, not because I want to see it, but I'm just curious.

 

I don't know if the country would be able to handle two justices stepping down like that, especially two of the younger left wing judges on the bench
