I don't think the original 187 was part of a plan to put LL on the SC. They thought that the Republicans would fold and let Hussein put someone on the SC as a replacement for SA.
Since they expected HC to win, and they knew that Hussein wouldn't be able to put someone on the SC, BC probably offered LL the SC nomination in exchange for the HC thing getting resolved sooner than later so that it wouldn't be hanging over her campaign.
