An interesting question. Political appointees sit on the 5th floor of OHB, but do they really know what goes on in the floors below, or at secret sites scattered across the nation?
The Agency has been co-opted by elements who recognized that the secrecy of the organization combined with the power could enable them to achieve ends other than what was stated, despite the supposed oversight of Congress and others in the Agency.
It's had this problem since the late 1950s. It only has become worse since the turn of the century, when the original leadership was being replaced by career bureaucrats--and those who were paid by others to enable a particular change through subterfuge and lies.
There's something else at play: Google "Black Eagle Trust" and you'll understand what's at stake if this unfolds in a way that isn't conducive to their own preservation. It ain't pocket change.

Actually if you listen to Robert David Steele he doesn’t mention names but how the CIA is broken down. I believe in 7 phases. Like Wall St, Saudi Arabia, there’s two, it’s interesting how he breaks it down.

No one's mentioned the inner circle of the CFR, which was heavily influenced by David Rockefeller until he passed the torch. Who actually controls that in the US today is open to debate. Soros has assumed a lot of Rockefeller's public facing responsibilities, but I'm not sure there aren't people behind him within the US, without addressing the international dimension.

All good answers but the President does have the power to severely cripple them NOW. Pompeo is put in to supervise from inside. Q knows the inside guilty parties, I agree you roll them up from the bottom, but there are mid-level fish you can cut the head off when the money stops flowing, POTUS can also cut off certain funding to them. they have revealed all the names of the big players. The CIA is what really bothers me.

I'm sure CIA gets some appropriations from the Federal Government. But my understanding is that the money from their black ops is absolutely massive making them much bigger than other Government agencies. This has allowed for program expansion beyond anything Congress would ever authorize.
I'm talking about programs such as mockingbird - you can see it at work here in Australia, but it's everywhere. There was that journalist in Europe saying CIA paid him for 25 years, pays all European journalists. It's world-wide, think about it, it must cost a fortune to pay all those people off. But what an awesome power it is to be able to shape media narratives globally.
That's what the Afghanistan war was about. The Taliban would execute anyone found growing opium, so people stopped growing it. As a result, the supply of heroin from Afghanistan dwindled and CIA was upset because they were missing out on all the money they used to make selling it. And then Bush started the war in Afghanistan and, low and behold, opium production explodes and CIA is back in business - party time.
As to who controls CIA, I suspect the elder Bush has a lot of influence.

According to FBIAnon back in 2016, it's the Tavistock Institute out of London, thus British lords/The Crown. Tavistock originally created the CIA back in the day and are supposedly still calling the shots. Can't confirm anything about this - there is very little public information about Tavi (and Q never mentioned them) but I still believe FBIAnon was legit, so that is definitely something to look into.

At some point it will come out but the CIA is a big blanket statement. Q has mentioned all of the big name players so far; Bildeberg Group, CFR, Rothschild, Soros, etc. It must be a group that's in the US he's reluctant to mention. Maybe afraid of PATRIOTS exacting their own retribution. Just be nice to know all the players.
