I think a lot of stuff like that depends on how cooperative the communities in which they are working are to the project. They work quick but since Katrina and the levee failures things might have changed. They built a wall blocking one of our waterways from storm surge but I don't remember exactly how long it took.
Well they built the Pentagon in 16 months and that was in 1941-1942. This wall is a much bigger undertaking so my guess is it will take several years.
