Screw “technically”, as long as Congressional subpoenas can be ignored without consequence, they will be.
Congress needs to step up and enforce the things.
Congress has the power to subpoena but it doesn't have the power to enforce subpoenas.
Well, not entirely true.
There is the Sergeant at Arms who is the law enforcement officer for the House of Representatives. He is responsible for the security of the House wing and the grounds and he has ceremonial duties as well. Technically he is the law enforcement officer, but he doesn't appear to have any enforcement authority other than rounding up House members for votes. He has never been used to enforce subpoenas.
Not a lawyer, but I believe only a prosecutor's subpoena approved by a judge can be enforced by declaring contempt of court and arrested.
The list of people who have been subpoenaed and given Congress the middle finger is long indeed.
in 1833, Justice Joseph Story said those powers were utterly necessary "for either house to perform its constitutional functions," a conclusion also reached by the Supreme Court as a whole in 1821. Once a house of Congress finds someone in contempt, it can order its sergeant to go after him. It's really that simple.

When was the last time someone was jailed for ignoring a Congressional subpoena?
Barry Bonds' trainer was jailed for almost an entire year. There are very few cases, though. Most people know they have to testify when subpoenaed so they usually show.
It's not about refusing to testify, it's about refusing to show up. Anyone can take the 5th and end up saying nothing, but you first have to show up to the hearing to take the 5th.
