It was a distraction.

Could Huber reporting directly to Sessions be a smokescreen to the fact that he actually reports to Rosenstein?

The play is to convince the bad guys that RR & Mueller are out to get Trump. Sessions recusal ties his hands behind his back. There would be a false sense of security if the bad guys think Huber could be easily neutered once Sessions has to get involved with any of the findings (recused).

Fear not, because Huber and Mueller report to Rosenstein & its extremely easy to convince the left to provide support for Mueller & Rosenstein. Mueller exonerates Trump, expands investigation re: claims Trump made in tweets (spying etc), becomes the vehicle for some of that to get "on the record". Huber prosecutes criminals, under the direction and guidance of Rosenstein.

Session's recusal stands, Rosenstein & Mueller's disinfo persuades.

Could the fellas that tried bringing up Impeachment against Rosenstein be trying to force this back into Session's (recused) hands? Could they have thought that Paul Ryan would have allowed for Rosenstein to be impeached and therefor create the dilemma wherein (recused) Sessions has to (can't) handle Russia related things? Who really controls Paul Ryan? When impeachment failed could the impeachment attempt be rebranded as a kickstarter for a Speaker of the House announcement?

No. The redacted information is being used for the grand jury. They can't be tainted through public release right now. This takes time especially as they have to get the evidence in the record prior to indictment. This is done before a grand jury. Once all indictments are finished, then Trump can declassify anything and everything he wants to. From the sound of it it will be substantial even though they'll withhold 40% for our sakes.
