FBI investigating vials labeled 'smallpox' found in lab near Philadelphia

WASHINGTON — The FBI and the Centers for Disease Control and Prevention are investigating “questionable vials” labeled "smallpox" and found in a freezer last night at a Merck facility outside Philadelphia, according to an alert sent to Department of Homeland Security leadership on Tuesday night.

There were reportedly a total of 15 questionable vials, according to the unclassified "For Official Use Only" alert, a copy of which was obtained by Yahoo News. Five of the vials were labeled as “smallpox” and 10 were labeled as “vaccinia." The vials were secured immediately.

The discovery of the vials prompted a lockdown of the facility, which has since been lifted. The FBI and CDC launched investigations, which remain ongoing.

“There is no indication that anyone has been exposed to the small number of frozen vials. The frozen vials labeled ‘Smallpox’ were incidentally discovered by a laboratory worker while cleaning out a freezer in a facility that conducts vaccine research in Pennsylvania,” a CDC spokesperson told Yahoo News.

“CDC, its Administration partners, and law enforcement are investigating the matter, and the vials’ contents appear intact. The laboratory worker who discovered the vials was wearing gloves and a face mask. We will provide further details as they are available,” the spokesperson said.

Smallpox, a disease caused by the variola virus, is considered so deadly that only two labs in the world are authorized to store samples of the virus, including one in Russia and the other at the CDC in Atlanta.

“Q Shaman” Sentenced to 41 Months in Prison For Non-Violent Offense After He Was Allowed Inside US Capitol by Police

The 34-year-old who was seen inside the Capitol wearing a furry hat with horns, pleaded guilty in a DC federal court to obstruction of an official proceeding.

Jacob Chansley did not cause any violence, he listened to officers and he was let in the building by Capitol Hill police.

A video released in May revealed Capitol Police gave Chansley and several protesters the clearance to walk into the Capitol. This was all captured on video.

A federal judge on Wednesday sentenced Chansley to 41 months in prison.

Chansley has already been in solitary confinement for 10 months.

Chansley was originally charged with 6 counts, but 5 of the charges were dismissed in a deal with federal prosecutors, according to court documents.

“Biden didn’t want to discuss it during their two-hour phone call in February,” Chang said on Newsmax’s “Wake Up America.” “I’m sure it didn’t come up in their September call … they say, well, we don’t want to veer into conflict, but you know, conflicts are not preceded by an absence of communication. They’re preceded by communication of the type we had last night for 3.5 hours.”

Washington State Election Official Caught on Video – Says Writing a Name on a Napkin Can Count as a Ballot

A recent election review training in Seattle, Washington has revealed several unbelievable voter procedures – including accepting a candidate’s name that is written on a napkin as a write-in ballot – which has left many people questioning how the state could possibly conduct free and fair elections with such lax measures in place.

Video of the training session that was posted online shows King County election officials reviewing examples of ballots that were filled out incorrectly, and it turns out they will accept just about anything as a valid vote.

In one example of a mail-in submission that was shown by the officials, a voter in Seattle’s most recent election sent in an envelope with no ballot, but included a newspaper clipping of Democratic candidate Lorena Gonzalez. Unbelievably, officials said that if the person who submitted the clipping had just circled the candidate’s name it would have been tallied in the final vote total.

“This one is for Seattle Mayor. This voter did not send in a ballot – their envelope was empty, but we did get this part of the voter pamphlet with the candidate statement along with the contest info at the top of the page – ‘City of Seattle mayor.’

If there had been no handwriting at all, we would have just called this superfluous material and wouldn’t bring it before the board – [but] the fact they [drew] what looks like an ‘L’ and a ‘+’ or a ‘V’ and a ‘+’ made us want to bring this forward for you to look at – if they had circled Lorena’s name we would have counted it as a vote, but this is a little more ambiguous for us.

So the question is: is this a vote for Lorena? We want to look at [the election rule titled] ‘writing in the wrong place’ – in voter intent manual page 70 – so really what you need [is] the office and the position number if that’s applicable to call it a ‘write-in in the wrong place.’

For this instance if we thought this [scribble] was an indication that they meant to vote, then this would have everything we need to call it a ‘write-in in the wrong place.'”

After showing the example to the trainees, one woman asks for clarification from the speaker by comparing the newspaper clipping to a voter sending in a napkin that’s been filled out with a candidate’s name and information about the race.

Without skipping a beat the election official confirmed that yes, a napkin would be a proper replacement for a ballot, saying “that would be enough and we would count that as a vote.”

Another trainee can’t believe what he just heard so he questions the speaker about the rule in the elections manual that she is referencing to say napkins and newspaper clippings can be substituted for an official ballot. He points out how the “write-in in the wrong place” rule specifically states that the write-in needs to be “elsewhere on the ballot” and doesn’t say anything about napkins or any other item that can be changed in place of the ballot itself.

"The View" abruptly cut to commercial Tuesday amid an intense interview with a conservative guest who was defending her decision not to receive the COVID-19 vaccine.

Conservative Jedediah Bila, a former Fox News host, appeared on "The View" to promote her new book, "Dear Hartley." Sometime during the segment, co-host Joy Behar said it was time to "address the elephant in the room."

Behar was referring to the fact that Bila was not present in the studio. In fact, Bila was not permitted to appear on-set because she is not vaccinated, and as Behar noted, ABC has a "very strict policy" that everyone in its studio must be vaccinated against COVID-19.

"Why didn't you get it?" Behar asked, after repeating guidance from the Centers for Disease Control and Prevention that people vaccinated against COVID-19 are significantly less likely to be hospitalized from COVID complications or die from COVID.

"I am not a candidate for this vaccine," Bila responded, explaining she has received a medical exemption from her doctor, which she said was endorsed by other doctors.

"I also have sky-high, multi-tier, multi-faceted natural immunity, very, very high, that has also been proven, it has been shown, and it has been substantiated by letters from these doctors," Bila explained. "So, for me, personally, this vaccine poses a greater risk than a benefit. I am also not a risk to any of you."

"My point about all of this is: I am not anti-vax. What I really want is for people to make these decisions for themselves," Bila added. As she endorsed personal choice, audio picked up one of the show's co-hosts loudly groaning dismissively in the background.

Bila appealed to the CDC itself, explaining the CDC recommends vaccinated people wear face masks indoors because being vaccinated does not prevent someone from transmitting COVID.

Co-host Sunny Hostin then interjected.

"You know what Jed, you know what Jed: 762,000 people have died from COVID," Hostin said. "We've been friends a long time, I just don't understand why you would choose to prioritize your personal freedom over health and safety of others."

Then co-host Whoopi Goldberg intervened, abruptly ending the tense exchange.

Rep. Bennie Thompson – chairman of the Congressional January 6th Commission – praised a program sponsored by a separatist Nation of Islam faction as “absolutely important,” The National Pulse can reveal.

Thompson, who has also supported the extremist secessionist group the Republic of New Afrika (RNA), joined the New Nation of Islam’s (NNOI) radio program in April 2014.

Ahead of Thompson’s hour-long long discussion with the “Son of Man,” the leader of the NNOI, he praised the radio program as “absolutely important”:

“Your program is absolutely important to people in southwest Mississippi that’s why I think it’s so good [unclear] and I appreciate the opportunity of being on it.”

“There’s no substitute for accurate information, and that’s why your show is so important because what you’re saying is what’s already out here. You can put opinions on it, but nobody can ever say that the facts you present were anything other than the facts,” Thompson reiterates roughly one hour into the program.

The NNOI website reveals that the “Son of Man” is a follower of the teachings of Elijah Muhammad, who led the Nation of Islam (NOI) from 1934 to 1975 and counted Malcolm X and anti-semite Louis Farrakhan as mentees:

“In 1973, the Son of Man visited Muhammad’s Temple where he heard and accepted the teachings of the Honorable Elijah Muhammad. He attended Temple #27 in Los Angeles, California. After the Honorable Elijah Muhammad passed in 1975, the Son of Man realized, thanks to the teachings of the Honorable Elijah Muhammad, that he is the Son of Man whom that teaching was designed to raise from a dead level to a living perpendicular.”

Among the demands called for by the NNOI are a “separate state or territory of our own”:

“WE WANT our people in America whose parents or grandparents were descendants from slaves, to be allowed to establish a separate state or territory of our own – either on this continent or elsewhere.”

“Since we cannot get along with them in peace and equality, after giving them 400 or more years of our sweat and blood and receiving in return some of the worst treatment human beings have ever experienced. We believe our contributions to this land and the suffering forced upon us by white America more than justifies our demands; and our complete separation in a state or territory of our own,” adds the NNOI before insisting:

“We know that the above plan for the solution of the black and white conflict is the best and only answer to the problems between the two peoples.”

Joe Biden Backs Down on Taiwan After Xi Jinping Warns of ‘Playing with Fire’

President Joe Biden walked back a comment apparently describing Taiwan as “independent” on Tuesday after dictator Xi Jinping threatened Biden in a virtual meeting that those supporting the island nation would get “burned.”

After an event on infrastructure in New Hampshire, Biden told reporters he made it very clear to Chinese Communist Party leader Xi Jinping during their video conference that the United States supported the 1979 Taiwan Act.

“We have made very clear we support the Taiwan Act, and that’s it,” Biden said to reporters. “It’s independent. It makes its own decisions.”

The Taiwan Act does not recognize Taiwan’s sovereignty. The United States does not acknowledge that Taiwan – run under a democratic system independent from Beijing for its entire existence – is a sovereign state as doing so would automatically trigger the end of diplomatic ties with communist China. The Taiwan Act does allow Washington to establish “relations” with Taipei separately from Beijing and allows the United States “to provide Taiwan with arms of a defensive character,” effectively lending support against a Chinese invasion.

Biden acted quickly to correct his comments to reporters, speaking to them again before boarding Air Force One for his trip home.

“We are not encouraging independence,” Biden said, repeatedly saying that “nothing” would happen on the issue of Taiwan.

“We’re encouraging that they do exactly what the Taiwan Act requires, and that’s what we’re doing,” he continued. “Let them make up their mind. Period.”

Biden repeatedly cited the Taiwan Act.

“Nothing happens. We’re not going to change our policy at all,” he clarified.

Biden commented on Taiwan after his over three-hour video conference call with Xi on Monday evening where the Chinese dictator scolded the United States on the issue of Taiwan.

“Such moves are extremely dangerous, just like playing with fire,” Xi said to Biden according to Xinhua. “Whoever plays with fire will get burnt.”

Chinese warplanes actually entered Taiwan’s Air Defense Identification Zone during Biden’s video call with Xi on Monday.

Biden’s stumble over his rhetoric on Taiwan occurred after he promised to improve communications with China to “manage differences,” on the issue.

It’s not the first time that the White House has had to clarify the president’s comments on Taiwan.

In October, the White House clarified remarks from Biden during a CNN town hall where he said the United States would act to defend Taiwan if China attacked.

“Yes, we have a commitment to do that,” he said.

“He had committed to 11 million, to regularize the situation for 11 million immigrants,” Lopez Obrador said toward the end of the conference, adding the plan did not rest on Biden alone and he needed support on Capitol Hill.

“It depends on the Congress–it depends on this initiative being backed up and supported by the Congress,” he said. “By legislators from the Republican Party and the Democratic Party.”

Lopez Obrador said he hoped for unified support of the future initiative, but opponents would be directly attacked.

“We will make it known from here, that one party–their legislators–did not help something that is fair and humanitarian,” Lopez Obrador said.

The Mexican leader said that he would not accept a negative result and opponents would be made famous in his morning conferences.

It’s hard to put into words how repugnant the nation’s first “Managed Private Networks” really is.

“Together, Cox and the city will leverage Citizens’ Broadband Radio Service (CBRS) to power Smart City solutions that deliver insights into visitor attendance and after-hours activities at a local park (Baker Park, 1010 E. St. Louis Avenue, Las Vegas, NV 89104) through parking lot management, safety detection and trend analytics. The learnings from this pilot will empower Cox and Las Vegas to push the boundaries of how networks of the future can be used to scale and support solutions and services.”

Cox wants to “push the boundaries of how networks of the future can be used to scale and support solutions and services.” Translation: Cox wants to expand their business model into the profitable world of corporate/police surveillance.

“The combination of Cox’s existing fiber network with the city’s infrastructure will accelerate the ability to deploy solutions and will provide an ideal path to a long-term, sustainable solution should the pilot prove successful.”

Cox’s ability to “accelerate the ability to deploy solutions” is a fancy way of saying it is cheaper for them to install public surveillance devices because they own the fiber optics network.

Since when does a cable television company equate public surveillance with a “long-term sustainable solution”? The only way this is a “long term sustainable solution” is if they remain the only cable television company of choice in the state.

Bush Family Scion Sponsors Event With Blacklisted Chinese Company

Event will feature Chinese military contractors behind hypersonic missile test

A scion of the Bush family is lending his influence and family name to boost a Chinese government contractor blacklisted by the U.S. government for its links to the Chinese military.

Neil Bush, the son of President George H.W. Bush, is a cosponsor of the International Symposium on the Peaceful Use of Space Technology that begins Nov. 18 in Beijing. Three co-chairmen of the forum are executives with the China Aerospace Science and Technology Corporation (CASC), a state-controlled contractor that builds China's military and space equipment. A subsidiary of CASC reportedly developed a hypersonic missile that the Chinese military tested in August. American officials called the nuclear-capable missile a "national security crisis" because of its ability to evade detection.

Bush's sponsorship of the space symposium adds a veneer of respectability to the event amid growing concerns about China's increasingly aggressive military and space activities. The Trump and Biden administrations have prohibited American companies from doing business with CASC because of its position in the Chinese military-industrial apparatus. The Australian Strategic Policy Institute, which tracks China's military activities, rates CASC a "very high risk" to foreign nations' security because of its links to China's military and intelligence services.

Bush has extensive business ties in China and has worked closely with some of the country's propaganda organizations. He chairs the George H.W. Bush Foundation for U.S.-China Relations, which is cosponsoring the space symposium. The Bush Foundation received $5 million in funding in 2019 from the China-United States Exchange Foundation, a leading think tank in the Communist Party's propaganda network. Bush's business partner, the Chinese real estate investor Wang Tianyi, is executive chairman of the space symposium.

"Bush is basically a power broker. He's an access point for the Chinese to leverage," said Brandon Weichert, a space security analyst and author of the book Winning Space.

Weichert said the space symposium follows "the classic Chinese model" of using academic and business forums to recruit experts and investors in the West.

"One of their big missions is to get Western talent and investment to come to China to do cutting-edge research and development," Weichert told the Washington Free Beacon.

A spokeswoman for the Bush-China Foundation said they are not concerned by CASC's links to the Chinese military, saying that the symposium will focus on the development of space technology for use in the health care industry.

"We are not concerned because it is not relevant to the content of this particular conference, which is unrelated to China's military and is instead focused on global space technological advancements and rules-setting," said Leslie Reagan, the communications director for the Bush-China Foundation.

Reagan said that Bush does not have a financial interest in the space symposium and that neither he nor the foundation are paid to take part in the event.

Biden blames rising gas prices on 'anti-consumer behavior' from oil companies; industry fires back

President Joe Biden on Wednesday blamed collusion between oil and gas companies for rising prices at the pump and is asking the Federal Trade Commission to investigate "anti-consumer behavior."

In a letter to FTC Chairwoman Lina Khan, Biden claimed there is "mounting evidence of anti-consumer behavior by oil and gas companies." His letter comes as gas prices are at a seven-year high, on average more than a dollar more expensive than they were last year.

"The bottom line is this: gasoline prices at the pump remain high, even though oil and gas companies' costs are declining," Biden wrote. "The Federal Trade Commission has authority to consider whether illegal conduct is costing families at the pump. I believe you should do so."

The president observed that gasoline prices rose by 3% last month while the price of unfinished gasoline declined by 5% in the same period.

"This unexplained large gap between the price of unfinished gasoline and the average price at the pump is well above the pre-pandemic average," Biden wrote.

He added that the "two largest oil and gas companies in the United States" — Exxon and Chevron, according to CNBC — are projected to nearly double their net income compared to 2019, before the pandemic. "They have announced plans to engage in billions of dollars of stock buybacks and dividends this year or next," Biden wrote.

"I do not accept hard-working Americans paying more for gas because of anti-competitive or otherwise potentially illegal conduct," Biden declared.

"I therefore ask that the Commission further examine what is happening with oil and gas markets, and that you bring all of the Commission's tools to bear if you uncover any wrongdoing."

According to an October report from the American Automobile Association, the national average price for a gallon of regular gas stood at $3.22, the most expensive it has been since 2014. Prices have continued to rise, reaching an average of $3.41 per gallon on Nov. 8, according to data from the U.S. Energy Information Administration. The agency reported that fuel taxes account for about 15% of the price average consumers nationwide pay per gallon.

The president's letter did not provide evidence of illegal activity by oil and gas companies.

Economists say the real cause of rising gas prices is factors entirely outside of any president's control — market supply and demand.

As coronavirus lockdowns were lifted and Americans have begun traveling more frequently, demand for gas went up. In the spring of 2020, after "15 days to slow the spread," the number of vehicle miles measured by the Federal Highway Administration plunged from 272 billion miles traveled in December 2019 to 166 billion miles in April. By summer 2021, highway traffic returned to its pre-pandemic normal.

At the same time, supply chain disruptions and energy market disruptions overseas have constrained the supply of gas, Business Insider reported.

Oklahoma bill would hold employers liable for vaccine injuries caused by their mandates

'If an employee is required to receive the vaccine or some other medical treatment as a condition of employment and it causes that person harm, our citizens need to know they’ll have some recourse that will provide them with meaningful relief,' said State Sen. Rob Standridge.

An Oklahoma state senator has introduced a bill that would hold employers financially liable for each injury caused by enforcing a vaccine mandate.

On Friday, State Sen. Rob Standridge introduced Oklahoma’s Senate Bill 1106, the “Citizen Health Mandate Protection Act.” The bill is aimed at both the private and public sectors and seeks to hold all employers financially liable for a minimum of 1 million dollars for each injury resulting from a vaccine or other medical treatment that was mandated as a condition of employment.

The bill would also apply to employers who enforce President Joe Biden’s federal vaccine mandate that seeks to require any businesses with more than 100 employees to impose a vaccine mandate for its workers.

“Many Oklahomans may not know that COVID-19 vaccines have already been given liability protection from the federal government,” Standridge said.

“If an employee is required to receive the vaccine or some other medical treatment as a condition of employment and it causes that person harm, our citizens need to know they’ll have some recourse that will provide them with meaningful relief. That’s what my legislation will do.”

As Standridge mentioned, Health and Human Services (HHS) Secretary Alex Azar invoked the 2005 Public Readiness and Emergency Preparedness (PREP) Act in February, providing legal immunity to COVID-19 vaccine manufacturers such as Pfizer and Moderna. This means that even if serious injury or death occurs, these companies cannot be sued for financial compensation. The immunity for these companies currently lasts until 2024.

With this in mind, Standridge penned in his bill, “An employer subject to a claim made pursuant to the Citizen Health Mandate Protection Act shall not have the limitations of liability or immunity provided by the Governmental Tort Claims Act or the Public Readiness and Emergency Preparedness Act” and “upon a finding of liability after a claim, the employer shall automatically be subject to punitive damages. The minimum award for punitive damages shall be One Million Dollars ($1,000,000.00).”

This is not the first time Oklahoma has taken direct action to oppose vaccine coercion and defend the long-standing principles of personal autonomy and informed medical consent.

Earlier this month, Oklahoma’s Republican governor Kevin Stitt wrote a letter to the U.S. Secretary of Defense rebuking the vaccine mandate being imposed on National Guardsmen in his state.

“I am writing to request that the Department of Defense immediately consider suspending the COVID-19 vaccine requirement for national guardsmen in Oklahoma,” Stitt wrote. `

“This mandate violates the personal freedoms of many Oklahomans, as it asks them to potentially sacrifice their personal beliefs in order to not lose their jobs,” he continued.

Democrats' SALT Proposals Would Give Tax Windfall To Rich Americans On Both Coasts

Wealthy professionals on both coasts of the United States would receive a massive tax windfall if Congressional Democrats are successful slipping in one of two competing plans to change the State and Local Tax (SALT) deduction - which was capped at $10,000 as part of the Trump tax plan.

According to a Bloomberg-sponsored analysis by accounting firm Marcum, those with six-figure salaries and high property / state income tax bills will benefit the most.

If Democrats get their way in the new reconciliation bill, the rich - and the superrich - would be able to deduct up to $80,000 of SALT.

Dems, of course, are pitching it as a benefit to the middle-class.

"This fix will put money back in the pockets of hardworking, middle-class families in our districts and help ensure that our local communities can continue making the investments that we need," said Reps. Tom Suozzi (D-NY) and Mikie Sherrill and Josh Gottheimer (D-NJ) said in a statement.

In an attempt to temper outrage over a tax cut for the uber-wealthy, Rep. Bernie Sanders (I-VT) and Bob Menendez (D-NJ) have suggested limiting the SALT cap removal to households under a certain threshold which has ranged from a proposed $400,000 to $500,000. Sanders said his plan is a "proposal that protects the middle class, but does not end up with an overall reconciliation bill in which millionaires are better off tax-wise than they were under Trump," adding that rich taxpayers would still be able to deduct $10,000 in SALT as they can under current law.

The practical impact of each proposal would vary widely based on where a taxpayer lives, what they pay in property taxes and how many other deductions they claim, including for mortgage interest and charitable donations. -Bloomberg

Scenarios:

According to Marcum, a married suburban couple in New York earning $150,000, who have a $400,000 mortgage, pay $10,000 in property taxes, and have $2,500 in charitable donations per year would save them $1,743, lowering their overall tax rate by 1%.

For a couple earning $400,000 - owing $25,000 in property tax, deduct interest on a $750,000 mortgage, and give $6,000 to charity each year, they would be able to deduct over $50,000 in SALT expenses on their federal returns - saving nearly $12,000 for a 3% drop in their effective tax rate.

Navy starts kicking out unvaccinated; sailors denied exemptions have 5 days to start shots

The U.S. Navy has begun the process of separating sailors who missed the Sunday, November 14 deadline to get their second COVID-19 vaccine shot. The Navy also announced service members who have applied for but are denied vaccine exemptions will have just five days to begin the vaccination process before the Navy begins the separation process.

On Monday, the service issued a naval administrative (NAVADMIN) message reiterating that active-duty sailors have until November 28 to meet the vaccination requirement. In order to meet that deadline, sailors had to get their second shot by Sunday to leave enough time for the two-week period before they’re considered fully vaccinated. Reserve sailors have until December 28 to be fully vaccinated.

The Monday NAVADMIN message states, “In order to ensure a fully vaccinated force, U.S. Navy policy is to process for separation all Navy service members who refuse the lawful order to receive the COVID-19 vaccination and do not have an approved exemption.”

The NAVADMIN does acknowledge some vaccine exemption requests, for both religious and medical reasons, are still pending. The NAVADMIN states that if an exemption is granted, sailors “shall not be processed for separation,” however, sailors who are denied their exemption must begin the vaccine process within five days of being notified their exemption request was denied.

“Navy service members whose COVID-19 vaccination exemption request is denied are required to receive the COVID-19 vaccine as directed by the exemption adjudicating authority or commence vaccination within 5 days of being notified of the denial, if the exemption adjudicating authority does not specify,” the NAVADMIN states. “Navy service members who refuse the COVID-19 vaccine after expiration of the specified time to commence vaccination, will be processed for separation.”

It is unclear how many pending vaccine exemptions are still awaiting the Navy’s consideration. According to USNI News, the Navy has granted six permanent medical exemptions so far. The Navy has not granted a single religious exemption to a vaccine in the past seven years.

CNN reported some 1,750 sailors remain unvaccinated out of a force of nearly 350,000 members.

The Monday NAVADMIN also reiterated its previous statement that the least favorable discharge characterization that sailors separated for refusing the vaccine can receive is a general discharge under honorable conditions. Such a discharge is a step down from an honorable discharge, but not the most negative discharge characterization.

Service members separated with an honorable discharge status are eligible for the full range of veterans benefits, but those who are separated with a general discharge under honorable conditions lose some benefits, such as the GI bill, which provides post-service education and job training support.

LONDON/HONG KONG, Nov 17 (Reuters) – Ships in Chinese waters are disappearing from tracking systems following the introduction of a new data law in China, frustrating efforts to ease bottlenecks that are snarling the global economy, according to three shipping sources directly impacted.

China’s Personal Information Protection Law, which came into effect on Nov. 1, has added to a raft of new rules designed to increase government control over how domestic and foreign organizations collect and export China’s data.

Although there are no specific guidelines on shipping data in the regulations some domestic providers in China have stopped giving information to foreign companies as a direct consequence of the new rules, the sources told Reuters on Wednesday.

The data is relied upon to provide information on cargo volumes and helps optimize logistics by predicting congestion so companies can make key decisions on shipping routes.

MarineTraffic, a top global provider of ship tracking and maritime intelligence, is among those foreign companies now experiencing gaps in vital shipping location data from China, where much of the world’s supply of manufactured goods and some industrial commodities come from.

“If this continues, there will be a big impact in terms of global visibility especially as we come into the busy Christmas period with supply chains already facing huge problems all over the world,” said Anastassis Touros, AIS network team leader at MarineTraffic.

“All of a sudden we do not know when ships are leaving and from where, and we also don’t have the full picture on port congestion which AIS offers us.”

The so-called Automatic Identification System (AIS) provides the locational positions on ships. It is used by other vessels, ports, and many other organizations from banks and traders to search and rescue operations.

From Oct. 28 to Nov. 15 the level of terrestrial shipping data across all Chinese waters was estimated to have dropped 90% according to market intelligence and valuations provider VesselsValue.

“With China being a major importer of coal and iron ore and one of the main container exporters globally, this decline in positional data could cause significant challenges concerning ocean supply chain visibility,” head trade analyst Charlotte Cook said.

Two other sources put the drop in terrestrial AIS data at up to 45% in recent days.

An official with the Guangdong Maritime Safety Administration told Reuters that AIS rules were set by the department’s headquarters in Beijing. Calls to the Maritime Safety Administration’s Beijing office were not answered.

Other Chinese officials did not immediately respond to requests for comment.

A spokesperson with U.N. agency the International Maritime Organization, which adopted global AIS regulations, had no comment when contacted.

The AIS information is taken from continuous transmissions and although it can be collated using satellite data, for heavily congested areas or places where frequent updates are needed, terrestrial data is required.

It was unclear how AIS users will be able to keep tabs on shipping movements if the data gaps continue.

The lack of tracking capability comes at a time when COVID-19 has already exposed the fragility of global supply chains used for everything from food to fashion.

The surge in demand for goods and shortage of containers has created port disruptions around the world, which makes the AIS data even more important to determine schedule times for shipments from key suppliers in China.

Mainland China is home to six of the world’s ten largest container ports.

An employee at Elane Inc, a Beijing-based company that owns an AIS data platform with around 2.5 million users, told Reuters that “all dealings with foreign entities were recently halted.”

“The changes happened last month, we only supply data to domestic users now,” said the employee, who asked not to be identified. (Reporting by Jonathan Saul in London and Eduardo Baptista in Hong Kong; Editing by Elaine Hardcastle)
