=FBI, U.S. attorney in Brooklyn probing Cuomo administration on nursing homes

Investigation is in its early stages; no allegations of wrongdoing have been made

 

ALBANY β€” The FBI and the U.S. attorney's office in Brooklyn have launched an investigation that is examining, at least in part, the actions of Gov. Andrew M. Cuomo's coronavirus task force in its handling of nursing homes and other long-term care facilities during the pandemic, the Times Union has learned.

 

The probe by the U.S. attorney's office in the Eastern District of New York is apparently in its early stages and is focusing on the work of some of the senior members of the governor's task force, according to a person with direct knowledge of the matter who is not authorized to comment publicly.

 

Last March, as the virus began spreading in New York, Cuomo issued a news release listing the 13 initial members of his coronavirus task force, which has been headed by Linda Lacewell, an attorney and former chief of staff for Cuomo. Lacewell is the superintendent of the state Department of Financial Services. Other task force members include state health Commissioner Howard Zucker, Secretary to the Governor Melissa DeRosa and Beth Garvey, counsel to the governor.

 

"As we publicly said, DOJ (Department of Justice) has been looking into this for months," said Richard Azzopardi, a spokesman for the governor. "We have been cooperating with them and we will continue to."

 

Azzopardi did not disclose whether any members of the administration have been interviewed or if they have been served with any subpoenas.

 

John Marzulli, a spokesman for the U.S. attorney's office in Brooklyn, on Wednesday afternoon said he could not "confirm or deny" whether the office has initiated an investigation.

 

Nearly three weeks after the governor's task force was announced last year, the state health department issued an order directing nursing homes and other long-term care facilities that they must accept residents who were being discharged from hospitals even if they were still testing positive for the infectious disease, as long as they were able to care for them properly.

 

That directive, which was rescinded less than two months later, has been the focus of a firestorm of criticism directed at Cuomo's administration, including allegations that the order β€” which the governor said was based on federal guidance β€” had contributed to the high number of fatalities of nursing home residents in New York. That assertion was largely dismissed in a report by the Department of Health that was released in July.

 

Last month, the office of Attorney General Letitia James issued a scathing report that concluded the practice may have increased the risk of COVID-19 infections at the congregate facilities and that Cuomo's administration had delayed reporting that thousands of additional nursing home residents died at hospitals after being infected in their residential facilities.

It's unclear whether the federal probe by the office of acting U.S. Attorney Seth D. DuCharme is tied to two letters that Cuomo's administration received from a civil division attorney at the Justice Department in Washington, D.C., last year seeking information on the state's nursing home policies and data.

 

The controversy boiled over again last week when DeRosa, in a closed-door meeting with key Democrats in the state Legislature with the authority to subpoena and investigate the governor's administration, told the group that the administration had withheld information lawmakers had requested on nursing homes for months due to the Justice Department's inquiry.

 

DeRosa, in the private meeting that was the subject of a subsequent leak, characterized the Justice Department official who sent the letter, Jeffrey Clark, an attorney who headed the department's civil division, as a "political hack" that she contended had pursued the probe at the urging of President Donald J. Trump.

 

"Basically, we froze because then we were in a position where we weren't sure if what we were going to give to the Department of Justice or what we give to you guys and what we start saying was going to be used against us and we weren't sure if there was going to be an investigation," DeRosa told the Democratic lawmakers.

 

In a formal statement a day after her remarks were leaked, DeRosa said the administration has cooperated fully with the Department of Justice.

 

The recent probe by the U.S. attorney's office in Brooklyn is not the first time that New York City-based federal prosecutors have launched investigations in New York's Northern District, which stretches from Kingston to the Canadian border with headquarters in Albany and Syracuse. A sprawling fraud and bribery case involving top Cuomo aides in Albany was prosecuted by the U.S. attorney's office in Manhattan; the prosecution of NXIVM co-founder Keith Raniere and other top members of his organization was handled by the U.S. attorney's office in Brooklyn.

 

Sen. Chuck Grassley, R-Iowa, issued a statement Wednesday urging President Joe Biden to allow Antoinette Bacon, the acting U.S. attorney in New York's Northern District, to be assigned to investigate Cuomo's administration in connection with its reporting of nursing home fatalities.

 

Grassley noted that the U.S. attorney in New York's Manhattan-based Southern District, Audrey Strauss, is the mother-in-law of DeRosa and should not be involved in any probe.

 

Bacon, who was appointed acting U.S. attorney in Albany in September, is among dozens of U.S. attorneys who may be removed from their positions by the Biden administration. Bacon had recently been the Justice Department's national elder-justice coordinator and served as the national white collar crime coordinator at the executive office for U.S. attorneys.

 

She is a highly decorated prosecutor and has received special awards from the IRS, U.S. Postal Service and the Justice Department "for her prosecutions of fraud, waste, abuse, and corruption," according to her professional biography.

 

But the probe being conducted by the U.S. attorney's office in Brooklyn apparently does not involve the Northern District.

 

Earlier this week, Cuomo stopped short of apologizing for his administration's handling of nursing homes' fatality data, repeatedly noting they had created a "void" by not providing the information requested by state lawmakers.

 

"Apologize? Look, I have said repeatedly, we made a mistake in creating the void," he said. "When we didn’t provide information it allowed press, people, cynics, politicians to fill the void. When you don’t correct this information you allow it to continue and we created the void."

NY Fed Q4 Report: "Total Household Debt Increased in Q4 2020, Newly Originated Mortgages Reach Record High"

 

The Federal Reserve Bank of New York's Center for Microeconomic Data today issued its Quarterly Report on Household Debt and Credit. The report shows that total household debt increased by $206 billion (1.4%) to $14.56 trillion in the fourth quarter of 2020, driven in part by a steep increase in mortgage originations. The total debt balance is now $414 billion higher than the year prior. The Report is based on data from the New York Fed's Consumer Credit Panel, a nationally representative random sample of individual- and household-level debt and credit records drawn from anonymized Equifax credit data.

 

Mortgage balancesβ€”the largest component of household debtβ€”surpassed $10 trillion in the fourth quarter, increasing by $182 billion to $10.04 trillion at the end of December. While credit card balances increased by $12 billion over the quarter, they were $108 billion lower than they had been at the end of 2019, the largest year over year decline since the series began in 1999. This overall decline is consistent with continued weakness in consumer spending and revolving balance paydowns by card holders. Auto and student loan balances increased by $14 billion and $9 billion, respectively. In total, non-housing balances (including credit card, auto loan, student loan, and other debts) increased by $37 billion during the fourth quarter but remained below end-2019 levels.

 

Newly originated mortgages reached a record high and auto loan originations reached their second highest quarterly volume since 2000. Mortgage originations, which include refinances, were at $1.2 trillion, surpassing in nominal terms the volumes seen during the historic refinance boom in 2003Q3. Auto loan originations, which includes both loans and leases, were down slightly from the record high seen in the third quarter but were at the second highest level for the series, at $162 billion.

Myanmar military woos ethnic minorities after coup

 

With Myanmar's military in full control of the country since a Feb. 1 coup, the junta is now trying to win over ethnic minorities in the face of continuing street protests against the takeover.

 

For decades the military has been locked in a violent struggle with minority groups demanding greater autonomy. The military hopes to justify the coup by bringing the civil war under control and highlighting its ability to govern. The State Administration Council (SAC), Myanmar's highest decision-making body that was set up after the coup, pardoned more than 2,300 people serving jail sentences. Aye Maung, a former member of the lower house of parliament from the western state of Rakhine who was arrested on treason charges, was among those released, according to local news media. In a TV address on Feb. 8, Commander-in-Chief Min Aung Hlaing said reconciliation with ethnic minorities is a priority for the junta. "We shall perform our responsibility to achieve eternal peace in as many ways as possible" while the military holds power, he said. Myanmar's Rohingya Muslims are not among the ethnic minorities the military will seek to achieve peace agreements with.

 

The aim is to achieve peace with ethnic minorities under the military's leadership before a new government is formed through a "fair" general election. The junta has promised to hold such a vote but has not given a date. The SAC is made up of 16 members, six of whom the junta appointed from ethnic minorities, including the leader of the Arakan National Party (ANP) in Rakhine State, and others from the eastern states of Mon and Shan. Between the general election last November and the coup, ethnic armed groups allied with the ANP agreed to a cease-fire with military. Yohei Sasakawa, chairman of the Nippon Foundation, the Japanese government's special envoy, acted as mediator. The two sides started peace talks and the military created a negotiation committee independent of the government, then led by Suu Kyi.

 

After the coup, the military said it would open its hospitals to ethnic minorities because the quality of public hospitals has dropped due to health care workers' participation in the civil disobedience movement against the coup. Through reconciliation efforts with minorities, the military hopes to demonstrate that it can govern Myanmar more effectively than the National League for Democracy, which won a landslide victory in the 2020 election under Suu Kyi, who is now under house arrest. After notching up a big win in the 2015 general election, the NLD came to power and began trying to move Myanmar toward a federal system. Although the party promised to mend fences with ethnic minorities during the election campaign, negotiations became snarled over such issues as local autonomy. The talks also failed to make headway due to mutual distrust and a lack of coordination between Suu Kyi and the military, which continues to battle armed groups. Under the government led by Suu Kyi, only two ethnic armed groups agreed to a cease-fire with the military.

 

The central government of Myanmar is largely led by ethnic Burmese, who make up 70% of the population. Following independence from Britain in 1948, the military began to clash with ethnic minorities demanding greater rights. Thein Sein, a former army officer, became president in 2011 and began peace talks with some 20 ethnic armed groups. In 2015, eight of these signed cease-fire agreements. The military now hopes to conclude cease-fires or peace accords with the remaining 10 or so groups. But the military is unlikely to see its hopes fulfilled, as many minorities remain hostile to the armed forces. Moreover, ethnic minorities are hardly in step with each other. Ten armed ethnic groups that have already signed cease-fire agreements denounced the coup in a statement released Feb. 2. And some ethnic parties reportedly refused to participate in the SAC.

 

Before the 2020 election, political analysts predicted ethnic minorities would turn their backs on the NLD. But the party appears to have received more votes from minorities than in 2015. That reflected voters' concerns that a defeat for the NLD would bring the military back to power, said political analyst Min Zaw Oo.

You may remember this account from the very beginning of Q Research. This was me as well. I was contacted away from Q research about my posts here and on twitter directly by "someone" with access to law enforcement files. Almost a year after this, without ever stating I was PolitiFvct Karen/GYB/Freebaker repeated the threat that was sent to me on twitter and knew I was the original Politifvct. How could they possibly know this from an "anonymous" message board?

 

Yesterday, when they were going off on me for the 80% lower shit, they were trying to again intimidate me with the same threat if any of you saw it.

it's guud we have structure here, a BO that's decisive and the bakers have enough experience to handle problems and know when to leave it to BO, that's a big plus, we are a small group and run tight, mostly, if the board gets bigger we'll have to see how that holds

Have read some of the stuff next door, but since they have been droning on and on - mostly nonsense - haven't got all the details.

 

Mostly just lies and weirdness. Just amped up another level, coz power brokers think everything is like them - into "power over" others.

 

Seems to me like everything is ok. QR is messed up and has been for some time. And we all know why.

 

MNR has a good board, good bakers, and balanced approach. Except the in minds of those who are unbalanced. And who therefore create unbalance around them.

I'm grateful for these boards and I know it takes a lot of wotk, but the BO/BV drama rivals that of a bunch middle school girls doing battle for popularity and a prom queen pecking order that will take years of catty posturing and back stabbing to defend. All that energy spent for what amounts to earning the right to paint one's self up like a whore for one night where they can prance in front of their peers who can only look on with freak show fascination.

right. And thanks. We are all trying, and even our little group has been awesome, as I bake noticing the Midnight Rider show.. etc. We evolved because we are tight and smaller. QR could not do that, maybe anons could do that, but I just dont see a sight like QR, err.. a board like QR being able to handle such a big undertaking and keeping it all straight.
