If martial law gets declared the NSA can use its data for military tribunal cases according to national security laws.
This is why we havenβt seen mass arrests happen yet (except some like Epstein/Maxwell, which were mostly BAIT).
Itβs because many of these arrests are going to be processed under MILITARY law, not federal law.
The NSA has all the evidence they need to prosecute the Cabal as well as many other criminals (technically outside of the Cabal itself).
The Cabal are terrorists, acting under a declared War on Terror, against the US Government.

Much of the reason for the timing of mass arrests taking place at this exact point in time is that they are a condition for First Contact.
