BRASILIA, March 30 — China and Brazil have reached a deal to trade in their own currencies, ditching the US dollar as an intermediary, the Brazilian government said Wednesday, Beijing’s latest salvo against the almighty greenback.

The deal will enable China, the top rival to US economic hegemony, and Brazil, the biggest economy in Latin America, to conduct their massive trade and financial transactions directly, exchanging yuan for reais and vice versa instead of going through the dollar.

“The expectation is that this will reduce costs… promote even greater bilateral trade and facilitate investment,” the Brazilian Trade and Investment Promotion Agency (ApexBrasil) said in a statement.

China is Brazil’s biggest trading partner, with a record US$150.5 billion (RM665.2 billion) in bilateral trade last year.

The deal, which follows a preliminary agreement in January, was announced after a high-level China-Brazil business forum in Beijing.

Brazilian President Luiz Inacio Lula da Silva was originally scheduled to attend the forum as part of a high-profile China visit, but had to postpone his trip indefinitely Sunday after he came down with pneumonia.

The Industrial and Commercial Bank of China and Bank of Communications BBM will execute the transactions, officials said.

US Congress reveals where Ukraine money ends up

Direct aid to Kiev amounted to only 20% of over $100 billion appropriated so far

Most of the money the US Congress has designated for aiding the government in Kiev has actuallygone to the military-industrial complex, the chairman of the House Foreign Affairs Committee admitted during an oversight hearing on Wednesday.

“Of the$113 billion appropriated, across four supplementals, approximately 60% is going to American troops, American workers, and on modernizing American stockpiles,” said Representative Michael McCaul, a Texas Republican. “In fact,only 20% of the fundingis going directly to the Ukrainian government, in the form of direct budgetary assistance.”

McCaul is a staunch supporter of arming Ukraine, and insisted that his oversight of the aid is not intended “to undermine or question the importance of support” for Kiev, but to let American taxpayers know how their money was being spent.

The witnesses at Wednesday’s hearing on “oversight, transparency, and accountability of Ukraine assistance” included the acting or permanent inspectors-general at the Pentagon, the State Department and the US Agency for International Development (USAID).

The trio was featured in a Wall Street Journal report last month about American auditors going into Ukraine to ensure the weapons, equipment and cash are not “diverted” for unintended use. They told McCaul on Wednesday that, so far, there haven’t been any “substantiated” instances of diverting US aid. (That sounds like lies, they can’t admit they are money laundering)

“Every dollar counts,” said McCaul, arguing the oversight would promote the efficiency and effectiveness of Ukraine funding, in service of US interests. He also noted that the multinational consulting companyDeloitte is working with the Ukrainian governmentto verify the expenditure of US cash sent to prop up Kiev’s state budget.

“I don’t think the US has ever been engaged in anything quite like this,” McCaul said later in the hearing, referring to the “pipeline” of NATO weapons headed to Ukraine through Poland.

Moscow has repeatedly warned the West that supplying Ukraine with weapons and equipment only prolongs the war and raises the risk of direct confrontation between Russia and NATO. The US and its allies insist that sending over $100 billion worth of weapons to Kiev doesn’t make them a party to the conflict, even as many public officials described it as a proxy war that Russia “must lose.”

BRASILIA - China and Brazil have reached a deal to trade in their own currencies, ditching the US dollar as an intermediary, the Brazilian government said on Wednesday, Beijing’s latest salvo against the almighty greenback.

The deal will enable China, the top rival to US economic hegemony, and Brazil, the biggest economy in Latin America, to conduct their massive trade and financial transactions directly, exchanging yuan for reais and vice versa instead of going through the dollar.

“The expectation is that this will reduce costs… promote even greater bilateral trade and facilitate investment,” the Brazilian Trade and Investment Promotion Agency (ApexBrasil) said in a statement.

China is Brazil’s biggest trading partner, with a record US$150.5 billion (S$200 billion) in bilateral trade last year.

The deal, which follows a preliminary agreement in January, was announced after a high-level China-Brazil business forum in Beijing.

Brazilian President Luiz Inacio Lula da Silva was originally scheduled to attend the forum as part of a high-profile China visit, but had to postpone his trip indefinitely on Sunday after he came down with pneumonia.

The Industrial and Commercial Bank of China and Bank of Communications BBM will execute the transactions, officials said.

China has similar currency deals with Russia, Pakistan and several other countries. AFP

Ukrainian President Vladimir Zelensky has reportedly lamented that he hasn’t had any direct talks with Chinese leader Xi Jinping since Russia’s military offensive against Kiev began last year, and he wants to rectify the situation.

“We are ready to see him here,” Zelensky said in an interview with the Associated Press that was published on Wednesday. “I want to speak with him. I had contact with him before full-scale war, but during all this year, more than one year, I didn’t have.” (He wants Xi to go to Ukraine? Does he realize how bad this sounds to China. Beijing last month unveiled its 12-point roadmap for ending the Russia-Ukraine conflict, calling for a cease-fire and working toward a “sustainable European security architecture” rather than imposing sanctions and applying “maximum pressure” to force a solution. China has tried to play a “constructive role” in the crisis, resisting US pressure to condemn Russia and join in the West’s anti-Russia sanctions. US officials have dismissed the Chinese proposal as an offer that would help only Moscow.

Zelensky hashosted a paradeof Western politicians in Kiev, including US President Joe Biden and three UK prime ministers. He said last month that he was open to China’s peace planbut would only accept a dealthat led to Russia pulling all of its forces out of Ukrainian territory.

A team of astronomers have discovered one of the biggest black holes ever found, taking advantage of a phenomenon called gravitational lensing. The findings are published in Monthly Notices of the Royal Astronomical Society.

The team, led by Durham University, UK, used gravitational lensing - where a foreground galaxy bends the light from a more distant object and magnifies it – and supercomputer simulations on the DiRAC HPC facility, enabled the team to closely examine how light is bent by a black hole inside a galaxy hundreds of millions of light years from Earth.

They found an ultramassive black hole, an object over 30 billion times the mass of our Sun, in the foreground galaxy – a scale rarely seen by astronomers.

This is the first black hole found using the technique, whereby the team simulates light travelling through the Universe hundreds of thousands of times. Each simulation includes a different mass black hole, changing light’s journey to Earth.

When the researchers included an ultramassive black hole in one of their simulations the path taken by the light from the faraway galaxy to reach Earth matched the path seen in real images captured by the Hubble Space Telescope.

A gravitational lens occurs when the gravitational field of a foreground galaxy appears to bend the light of a background galaxy, meaning that we observe it more than once.

Like a real lens, this also magnifies the background galaxy, allowing scientists to study it in enhanced detail.

The study, which also includes Germany’s Max Planck Institute, opens up the tantalising possibility that astronomers can discover far more inactive and ultramassive black holes than previously thought, and investigate how they grew so large.

The story of this particular discovery started back in 2004 when fellow Durham University astronomer, Professor Alastair Edge, noticed a giant arc of a gravitational lens when reviewing images of a galaxy survey.

Fast forward 18 years and with the help of some extremely high-resolution images from NASA’s Hubble telescope and the DiRAC COSMA8 supercomputer facilities at Durham University, Dr Nightingale and his team were able to revisit this and explore it further.

The team hopes that this is the first step in enabling a deeper exploration of the mysteries of black holes, and that future large-scale telescopes will help astronomers study even more distant black holes to learn more about their size and scale.

The research was supported by the UK Space Agency, the Royal Society, the Science and Technology Facilities Council (STFC), part of UK Research and Innovation (UKRI), and the European Research Council.

This work used both the DiRAC Data Intensive Service (CSD3) and the DiRAC Memory Intensive Service (COSMA8), hosted by University of Cambridge and Durham University on behalf of the DiRAC High-Performance Computing facility.

Some historians call Vietnam the “last modern war,” others the “first postmodern war.” Either way, it was irregular: Vietnam was not a conventional war with the frontlines, rears, enemy mobilizing its forces for an attack, or a territory to be conquered and occupied. Instead, it was a formless conflict in which former strategic and tactical principles did not apply. The Vietcong were fighting in an unexpected, surprising, and deceptive way to negate Americans’ strengths and exploit their weaknesses, making the Vietnam War perhaps the best example of asymmetrical warfare of the 20th century.

The conflict was distinct in another way, too—over time, it came to be known as the first “pharmacological war,” so called because the level of consumption of psychoactive substances by military personnel was unprecedented in American history. The British philosopher Nick Land aptly described the Vietnam War as “a decisive point of intersection between pharmacology and the technology of violence.”

Since World War II, little research had determined whether amphetamine had a positive impact on soldiers’ performance, yet the American military readily supplied its troops in Vietnam with speed. “Pep pills” were usually distributed to men leaving for long-range reconnaissance missions and ambushes. The standard army instruction (20 milligrams of dextroamphetamine for 48 hours of combat readiness) was rarely followed; doses of amphetamine were issued, as one veteran put it, “like candies,” with no attention given to recommended dose or frequency of administration. In 1971, a report by the House Select Committee on Crime revealed that from 1966 to 1969, the armed forces had used 225 million tablets of stimulants, mostly Dexedrine (dextroamphetamine), an amphetamine derivative that is nearly twice as strong as the Benzedrine used in the Second World War. The annual consumption of Dexedrine per person was 21.1 pills in the navy, 17.5 in the air force, and 13.8 in the army.

“We had the best amphetamines available and they were supplied by the U.S. government,” said Elton Manzione, a member of a long-range reconnaissance platoon (or Lurp). He recalled a description he’d heard from a navy commando, who said that the drugs “gave you a sense of bravado as well as keeping you awake. Every sight and sound was heightened. You were wired into it all and at times you felt really invulnerable.” Soldiers in units infiltrating Laos for a four-day mission received a medical kit that contained, among other items, 12 tablets of Darvon (a mild painkiller), 24 tablets of codeine (an opioid analgesic), and six pills of Dexedrine. Before leaving for a long and demanding expedition, members of special units were also administered steroid injections.

Amphetamine, as many veterans claimed, increased aggression as well as alertness.

Research has found that 3.2 percent of soldiers arriving in Vietnam were heavy amphetamine users; however, after one year of deployment, this rate rose to 5.2 percent. In short, the administration of stimulants by the military contributed to the spread of drug habits that sometimes had tragic consequences—because amphetamine, as many veterans claimed, increased aggression as well as alertness. Some remembered that when the effect of speed faded away, they were so irritated that they felt like shooting “children in the streets.”

Psychoactive substances were issued not only to boost the fighters but also to reduce the harmful impact of combat on their psyche. In order to prevent soldiers’ mental breakdowns from combat stress, the Department of Defense employed sedatives and neuroleptics. By and large, writes David Grossman in his book On Killing, Vietnam was “the first war in which the forces of modern pharmacology were directed to empower the battlefield soldier.” For the first time in military history, the prescription of potent antipsychotic drugs like chlorpromazine, manufactured by GlaxoSmithKline under the brand name Thorazine, became routine. The massive use of psychopharmacology and the deployment of a large number of military psychiatrists help explain the unprecedentedly low rate of combat trauma recorded in wartime: Whereas the rate of mental breakdowns among American soldiers was 10 percent during the Second World War (101 cases per 1,000 troops) and 4 percent in the Korean War (37 cases per 1,000 troops), in Vietnam it fell to just 1 percent (12 cases per 1,000 troops).

This outcome, however, was short-sighted. By merely alleviating soldiers’ symptoms, antipsychotic medicines, and narcotics brought immediate but temporary relief. Drugs took without proper psychotherapy only assuage, suppress, or freeze the problems that remain deeply embedded in the psyche. Years later, those problems can explode unexpectedly with multiplied force.

By the same token, however, the armed forces contributed to the unprecedentedly widespread outbreak of PTSD among veterans in the aftermath of the conflict. This resulted, to a large extent, from reckless use of pharmaceuticals and drugs. The precise number of Vietnam veterans who suffered from PTSD remains unknown, but estimates range from 400,000 to 1.5 million. According to the National Vietnam Veterans Readjustment Study published in 1990, as many as 15.2 percent of soldiers who experienced combat in Southeast Asia suffered from PTSD.

In her book Flashback, Penny Coleman quotes a military psychologist who says that if drugs are given while the stressor is still being experienced, they will arrest or supersede the development of effective coping mechanisms, resulting in an increase in the long-term trauma from the stress. What happened in Vietnam is the moral equivalent of giving a soldier a local anesthetic for a gunshot wound and then sending him back into combat.

US Congress calls Chinese Communist Party organ-traffickers

The Stop Forced Organ Harvesting Act vows to hold party members who traffic body parts accountable

The US House of Representatives almost unanimously passed legislation sanctioning organ traffickers on Monday. In its opening statement of policy, the legislation implies that the Chinese Communist Party is overrepresented in the organ trade.

The Stop Forced Organ Harvesting Act of 2023 promises to “hold accountable persons implicated, including members of the Chinese Communist Party, inforced organ harvestingand trafficking in persons for purposes of the removal of organs.”

While the text of the bill makes no further mention of China or any other country, its sponsor, Republican congressman Chris Smith of New Jersey, spoke at length about the heinous “crimes against humanity” the Party was supposedly guilty of.

“Every year, under General Secretary Xi Jinping and his Chinese Communist Party, between 60,000 to 100,000 young victims – average age 28 – are murdered in cold blood to steal their internal organs,” Smith declared, adding that organs belonging to members of the Falun Gong sect are considered “highly desirable” due to their “peaceful meditation and exercise practices – and exceptional good health.”

The bill allows the president to sanction anyone he claims “funds, sponsors, or otherwise facilitates forced organ harvesting or trafficking in persons for purposes of the removal of organs,” imposing a $1 million fine and up to 20 years in prison, as well as revocation of any US passport or visa. It passed by a landslide vote of 413 to 2, with Republican representativesMarjorie Taylor Greeneof Georgia andThomas Massieof Kentucky being the sole holdouts.

Explaining his “no” vote, Massie told Newsweek the legislation “gives the president unilateral broad authority to sanction individuals and politicians without any adjudication or due process.” He was also troubled by thebroad definition of “organ trafficker” as “anyone who receives or offers compensation for an organ donation.”

Greene described the measure as “a flawed bill thatencourages more US involvementin globalist organizations” in a statement to Newsweek.

The bill was previously introduced in 2021, 2020, and 2016 without the China-specific language, but no previous version ever made it past introduction into the House. It must still be passed by the Senate before going to President Joe Biden to sign.

US foreign policy has grown markedly more belligerent toward Beijing in recent months. Several high-ranking members of Congress have traveled to Taiwan in the last year, while Taiwanese President Tsai Ing-Wen embarked on a trip to the US on Wednesday despite stern warnings from China.
