The World Health Organization’s (WHO) list of diseases that could cause the next pandemic includes the ominous “Disease X.”

The pathogen “Disease X” is a new disease agent unknown to medical science that likely does not have any treatments or vaccines.

 

Researchers have to prepare for the unknown when it starts to spread.

“You cannot prevent an unknown pathogen from evolving into one that could lead to a pandemic,” Dr. Sandra Adams, a biology professor and virologist at Montclair State University, told NJ Advance Media.

 

However, researchers can use the knowledge they have gained to fight against pandemics.

“You can, however, use what we learned to combat the SARS-CoV-2 pandemic,” she added. The “availability of vaccines worldwide to prevent deaths and serious illness” and “mitigation strategies to reduce the spread” of COVID-19 “until vaccines were developed” were crucial in preventing the most recent pandemic from becoming much worse.

 

Most researchers believe the next “Disease X” will come from animals before infecting humans.

“If a ‘Disease X’ pathogen does evolve, it will likely be from a zoonotic RNA virus,” Adams said. “This means an RNA virus that resides in an animal will develop mutations that will allow it to infect human hosts.”

 

But they have not ruled out other sources, such as laboratory accidents or incidences of bioterrorism.

The WHO started using the term “Disease X” in 2018. It last used the term as COVID-19′s original name when the virus first began spreading across China.

“The COVID-19 pandemic was not the first to wreak havoc on the world and it will not be the last,” the authors of a 2021 article from the journal Infection Control & Hospital Epidemiology wrote. “Thus, we need to prepare for the next outbreak as soon as possible.”

 

Adams had a more positive outlook on the fate of “Disease X.”

“Hopefully, we will take the knowledge gained from battling SARS-CoV-2 to prevent ‘Disease X pathogen’ from becoming the next pandemic,” Adams said.

The World Health Organization keeps a short list of “priority diseases” that could cause the next deadly pandemic.

 

Most of the diseases are already known to us — Ebola, SARS and Zika made the cut — but the final entry has the terrifying name “Disease X.”

The term Disease X is used by the WHO as a placeholder to describe a disease that’s unknown to medical science as a cause of human infections.

And as a new disease agent — whether it’s a virus, a bacterium, a fungus or other agent — there likely won’t be any vaccines or few, if any, treatments available.

“This isn’t the stuff of science fiction,” Dr. Richard Hatchett, of the Coalition for Epidemic Preparedness Innovations, told the Telegraph.

“This is a scenario we have to prepare for. This is Disease X.”

 

The WHO coined the term Disease X in 2018.

One year later, as COVID-19 began to spread across China, the world witnessed a deadly pandemic caused by a new virus — a Disease X had emerged.

“It is not an exaggeration to say that there is potential of a Disease X event just around the corner,”

Dr. Pranab Chatterjee, researcher at the Department of International Health at Johns Hopkins Bloomberg School of Public Health in Baltimore, told the National Post.

“The recent spate of H5N1 bird flu cases in Cambodia is just a case in point,” Chatterjee added.

Some public health experts believe the next Disease X will be zoonotic, meaning it will originate in wild or domestic animals, then spill over to infect humans.

 

Ebola, HIV/AIDS and COVID-19 were zoonotic outbreaks.

 

However, there are other sources of diseases and bioterrorism could be the cause of the next pandemic.

“The possibility of an engineered pandemic pathogen also cannot be ignored,” said the authors of a 2021 article in the journal Infection Control & Hospital Epidemiology.

“The release of such pathogens, either through laboratory accidents or as an act of bioterrorism, might lead to a disastrous Disease X as well and has been remarked as a global catastrophic risk,” the authors added.

 

Another possible source could be “zombie” viruses that have been locked in permafrost or other frozen landscapes for centuries, but are released by a warming climate.

The other priority diseases on the WHO list include Marburg virus, Crimean-Congo hemorrhagic fever, Lassa fever, Nipah and henipaviral diseases, Rift Valley fever and Middle East respiratory syndrome.

 

To prevent and combat an outbreak of Disease X, medical experts worldwide are clamoring for an increase in funds to support the surveillance of, and research into, potential pandemic agents.

“The COVID-19 pandemic was not the first to wreak havoc on the world and it will not be the last,” wrote the authors of the Infection Control & Hospital Epidemiology article.

“Thus, we need to prepare for the next outbreak as soon as possible.”

To the Editor—An old adage says, “Prevention is better than cure.” Nothing exemplifies this idea better than “Disease X.”

According to the World Health Organization (WHO), “Disease X represents the knowledge that a serious international epidemic could be caused by a pathogen currently unknown to cause human disease.”1

 

Richard Hatchett, chief executive officer (CEO) of the Coalition for Epidemic Preparedness Innovations (CEPI), said about Disease X, “It might sound like science fiction, but Disease X is something we must prepare for.”2

In a list of diseases that the WHO considers high priority in terms of research and development, Disease X occupies a spot among diseases such as Ebola, Zika, and coronavirus disease 2019 (COVID-19).1

Unexpected outbreaks of infectious disease (Disease X) have repeatedly rocked the medical confidence and have taken the medical world by surprise.3

 

Some experts have even commented that COVID-19, caused by severe acute respiratory coronavirus virus 2 (SARS-CoV-2), met the standards to be considered the first Disease X,4

while some authors have called Zika a Disease X.5 However, one unfortunate possibility is that COVID-19 and other recent pandemics might have been milder versions of what will eventually be the most prominent Disease X.

Disease X is supposed to be caused by a “pathogen X.”

Such a pathogen is expected to be a zoonosis, most likely an RNA virus, emerging from an area where the right mix of risk factors highly promotes the risk for sustained transmission.6

 

The WHO has been criticized for underreacting on pandemics such as the 2014 Ebola pandemic,7

and as an organization with limited funding and weak political power, the WHO usually fails when it comes to timely and strong acts to reduce the spread of transmissible diseases.8

A study that aimed at figuring out where the responsibility lies for the 2014 Ebola outbreak also concluded that while the WHO might have been partly to blame, it’s also the lack of cooperation from governments and delayed funding aggravates the situation.7

 

Scientists have also commented that although the COVID-19 pandemic has had a significant impact on the world, as soon as it disappears into the background, healthcare systems will remain the same.

Politicians might use the weak recovering economy due to the pandemic as a reason to delay funding for epidemic preparation, as a result failing to produce timely effective measures.8

 

Similarly, while emerging zoonotic pathogens are a threat that needs to be monitored, the possibility of an engineered pandemic pathogen also cannot be ignored.9

The release of such pathogens, either through laboratory accidents or as an act of bioterrorism, might lead to a disastrous Disease X as well and has been remarked as a global catastrophic risk.10

 

There is a dire need to seriously fund the surveillance of, research into, and treatment of emerging potential pandemic agents that could cause Disease X.8 Despite the grim situation, steps can be taken to stop Disease X and to reduce the spread and damage of Disease X by properly and preemptively preparing for it. (1)

We need to develop international guidelines to control bioterrorism. Bioterrorism attacks could also result in an epidemic, for example, if Ebola or Lassa viruses were used as biological agents. (2)

Advice of the academics should be sought in a timely way without any political involvement. (3)

Immediate and appropriate travel restrictions and airport screening will need to be implemented to contain the spread of pathogen X across borders. (4)

The world’s scientists, clinicians, and infectious disease experts must act collaboratively to investigate, control, and eliminate the disease in a timely way. (5)

Widespread testing and aggressive contact tracing can effectively contain the outbreak. (6) Timely investments can be made to accelerate the development, availability, and approval of medical countermeasures (like diagnostics, vaccines, and clinical trials) required before and during the pandemic. (7)

Active surveillance of virus laboratories is needed to avoid a potential leak of a new virus.

A One Health approach has also been proposed that provides a complete way to address the underlying issues for the spread of Disease X: bridging institutional gaps, defining priority risk areas and pathogens, and emphasizing supposed risk factors for subsequent events involving emerging and re-emerging infectious disease pathogens.11

The COVID-19 pandemic was not the first to wreak havoc on the world and it will not be the last. Thus, we need to prepare for the next outbreak as soon as possible.

In a press release, he expressed that the region's name should not be used to endorse actions that promote illegal behavior, specifically referring to the practice of surrogacy.

 

While Rocca stated that his decision to resign is not directly linked to this particular incident, he conveyed his "deep sadness" in a letter addressed to the organisation's 192 members and secretariat.

He expressed his desire to protect the IFRC and prevent any potential manipulation of his decisions as the Lazio president, which could impact the international institution.

Rocca said he decided to resign to avoid the possibility that his decisions taken as president of the Lazio region might be instrumentalised in a way that affects the reputation of the IFRC.

In a letter to the 191 national societies and the IFRC secretariat, he said “with great sadness” that his decision to resign was a “very difficult one” reached after “some careful and painful reflections driven by my desire to protect our organisation and people we serve”.

Recent events related to Rome Pride have made him think “how every single decision or action taken by me, despite always being in line with our fundamental principles and values, could be instrumentalised in good or bad faith and risk to jeopardise the reputation of our beloved IFRC”.

 

He also said his growing engagements in Lazio were making it difficult to juggle the two jobs.

The IFRC presidency is an unpaid, voluntary role, so presidents have typically had other careers or positions while serving in the post.

Rocca will remain in charge at the Geneva-based IFRC until a successor is chosen.

 

An IFRC spokesman told AFP: “He called for an extraordinary session of the general assembly, and at the end of this session he will resign.”

The date of the assembly should be decided within the coming weeks, he added.

His resignation was first reported by Switzerland‘s ATS news agency.

The IFRC brings together more than 16 million volunteers around the world, acting before, during and after disasters and health emergencies to help meet the needs of vulnerable people.

 

Rocca, 57, became president of the IFRC in 2017 and was re-elected in 2022.

Of the decision not to sponsor the Rome Pride, Rocca, as Lazio president, had said the region’s name “cannot, nor will it ever, be used to support actions aimed at promoting illegal behaviour”, specifically surrogacy.

 

The theme of Rome Pride 2023 was “QueeResistenza”.

Campaigners have been condemning what they called “multiple attacks” on the LGBTQ community in Italy since Prime Minister Giorgia Meloni’s hard-right government took office in October.

 

Rocca was elected in Lazio with the backing of Meloni’s coalition, which styles itself as a defender of “traditional” family values.

 

The premier’s far-right Brothers of Italy party has proposed a law to extend Italy’s existing ban on surrogacy to include Italians who go abroad to find a surrogate mother.

A National Society is admitted as a member to the IFRC only after it is recognized by the ICRC.

 

The IFRC has come into conflict with the ICRC at various times, first and foremost when the American Red Cross threatened to supplant the ICRC with its creation of the league as "a real international Red Cross" after the First World War.[36] Several agreements about the respective roles of the organizations helped to smooth relations, beginning with the agreement of 1928, the 1997 Seville Agreement and most recently the Supplementary Measures of 2005. Rosario Valastro is the new President of the Italian Red Cross. In the aftermath of Francesco Rocca’s resignation, the most natural choice was to appoint the vice president at the helm of the historic voluntary organisation

A decision that was anything but surprising, in reality.

President Valastro, who was born in Acireale (Catania) in 1974, graduated in Law with a specialisation in Public Administration Sciences, has been working in the social field as a volunteer for thirty years,

and therefore combines a relatively young age with vast experience.

We asked for an interview with the newly elected president, and were kindly granted one.

 

Good morning President Valastro, let’s get straight down to business: within a few months there will be elections in the Red Cross. What is the ‘state of the art’ with which the CRI comes to us?

‘The Red Cross,’ the President replies, ‘will arrive at the April elections enjoying excellent health, both in terms of credibility and in terms of operations.

 

Credibility is undoubtedly necessary in an organisation that deals with humanitarian aid in general, as it means credibility in the eyes of institutions, credibility in the eyes of donors, and above all credibility in the eyes of people who are vulnerable and who need to be helped.

And it also comes to us in terms of operations, as we now have an all-round deployment, with committees that are very active on their own territory, in all the health and emergency aspects, and with interesting projects that are carried out abroad.

 

I think I can say that we have contributed to overcoming the pandemic phase, both at the beginning and in the vaccination campaign: I think we all come away volunteers proud of the association we belong to’.

I also ask you a question that I put to your ‘peer’ in ANPAS, Niccolò Mancini: the energy crisis is putting a strain on the accounts of voluntary associations.

Especially the smallest ones have to cope with pre-Covid agreement tariffs, but current costs have risen sharply. What do you ask of the institutions in this regard?

 

“The first thing I would ask the institutions is to leave what is working in this country, that is, the great professionalism, passion, motivation, and solidarity that all Italian volunteers express in the social-health field.

 

We really count on thousands of volunteers who are at the disposal of the communities during the day, at night, on Sundays, on holidays: they do it for free and they do it with great competence.

A competence they have acquired both through training and by being active in the field.

 

To squander this heritage would be to dissipate an immense patrimony, as well as not doing justice to the history that the voluntary sector has helped to create in this country.

And to do this, urgent action must be taken to support the Third Sector’.

‘We set up,’ says the President of the CRI, ‘a permanent table a few years ago, together with the ANPAS and the Confederation of the Misericordie:

we did this because we are the first to care about the professional intervention of our volunteers.

We are not against this.

 

We already do this: we have costs that are absolutely adequate for people who suffer a road accident or who are ill.

 

Any changes to these training events, which we already have substantial, must correspond to a rationale, which we do not see at the moment.

 

What we hope for is an all-round focus on service, for volunteers to be able to donate their time.

 

There is a great tradition of people who, after returning from work, go to the headquarters and donate their time because they want to be useful to their community in the social and health field.

 

It is easy to overlook this: just don’t look at the rising prices, the out-of-pocket expenses that the associations have to pay.

 

This is something that has to be considered’.

Let’s talk about Civil Protection: the climate change to which all the Red Crosses of the world devote initiatives and reflections is now a reality that Italians are touching with their own hands.

Maxi emergencies and natural disasters occur with increasing frequency.

How is the Red Cross structured in this area? I mean: are there hubs dedicated to specific sectors (e.g. hydrogeology in some places, drones in others, and so on) or is it a uniform distribution of resources in the individual regions?

Climate change was born, as you mentioned, as a somewhat niche activity: I remember that the Italian Red Cross talked about it for the first time in 2006.

 

In the beginning, perhaps the alarms were not seen, were not understood, were not believed in, and in the end we found ourselves acting in the context of disasters that are happening more and more continuously,

and with characteristics that had never been seen in our country.

 

This has entailed and continues to entail the commitment of the Italian Red Cross in the field of mitigation, so we continue to give tools and information to the population to be able to mitigate the effects of heatwaves or cold waves,

Also because where the citizenry is in disarray it also means having twice as many victims, so this education of the people is important because we eventually need everyone’s help.

and this is unacceptable in my opinion.

The Italian Red Cross is equipped for this: you mentioned the use of drones, we have a national drone school, and we are organising ourselves to be more and more trained in this.

 

The Italian Red Cross has a whole series of nuclei evenly distributed throughout the country, and there is constant and continuous training within them’.

Let’s talk about Ukraine: the Red Cross, which let us remember is engaged on both fronts of the conflict, has been a privileged ‘target’ of Russian fire for a month,

and unfortunately in Kherson you lost a very young volunteer. Does this seem to you to represent a ‘change of pace’ (in a negative sense) in conflict management?

 

“On the geopolitics of the conflict I don’t think I have any particular qualifications, except as a citizen who has his own opinions.

Having said that, it seems to me we have burnt at least 150 years of humanitarian legal traditions that laid the foundations for civilised coexistence in our countries.

 

The Geneva Conventions enshrine an absolutely intangible principle, namely that of the inviolability of humanitarian personnel and medical facilities,

precisely because war must not affect civilians and must allow medical personnel to treat the wounded on battlefields.

This principle, which has been sadly called into question in recent years, has found further cause for embarrassment in the intervention in Ukraine.

 

As far as the interventions of the National Red Cross Societies were concerned, they were all in favour of the victims: having had this ‘privilege’, having eyes in all the countries of the world,

we asked directly on the spot for what was needed and only sent what was needed.

 

As for what has happened in recent days, I must say in all fairness that it was not a real ‘target’ of the attack: Russia did not attack the Red Cross headquarters.

There was bombing in those areas, and there was also the Ukrainian Red Cross in those areas.

But civilian targets should not be a target of war, and this must be clear.

 

This has meant the sacrifice of women, men, boys who not only lose their lives or are injured, but obviously cannot help people.

And it creates fear and discouragement in those who want to help in the future.

This is devastating from the point of view of helping the civilian population.

 

This issue of the Geneva Conventions must be taken up again in all its importance’.

Let us close with a personal reflection from you.

I realise that your role imposes moderation and diplomacy on you, but if Rosario Valastro could choose, what would you like to see as the guideline for the Italian Red Cross in the coming years?

 

‘Certainly,’ Rosario Valastro reflects, ‘I would like a policy line to be really based on the territory:

we really do have a tradition in Italy of millions of volunteers in the Red Cross from its foundation to the present day, and who have contributed to alleviating the suffering of those in difficulty today.

 

It is an important heritage, I believe that there are few organisations that can boast this tradition and this impact in our country,

so much so that there are real pieces of the history of Italy that are intertwined with the history of the Red Cross.

 

So I would like it to be more and more a Red Cross that treasures what happens on the ground.

Clearly this entails a great deal of trust on the part of all the ‘stake holders’.

 

Furthermore, I would like it to continue as it is now, remaining firmly rooted in its principles, proud of its past but with a great look to the future,

because in any case there are always new ways of helping people and we must be able, as volunteers, to use them.

Also because help given efficiently is help twice as much.

 

In this sense, I think that being up to the challenges represents the challenge itself’.

The House Ways and Means Committee released bombshell new whistleblower testimony Thursday claiming that Hunter Biden failed to pay taxes on $8.3 million in income and the Department of Justice denied attempts to bring charges in other states. The testimony revealed that U.S. Attorney David Weiss - the Trump-era holdover who prosecuted the case against Hunter Biden - allegedly asked for special counsel status and was denied by the Department of Justice. Weiss also allegedly tried to bring charges against Hunter in Washington D.C. and California in the fall of 2022 and had that request denied in January 2023.
