Shani Louk, 23-year-old kidnapped by Hamas from music festival, found dead, Israel says

 

A 23-year-old German-Israeli woman who was kidnapped from the Nova music festival by Hamas militants on October 7 has been found dead, the Israeli Ministry of Foreign Affairs has said.

 

“We are devastated to share that the body of 23 year old German-Israeli Shani (Louk) was found and identified,” the ministry posted on X, formerly known as Twitter, on Monday.

 

Louk was attending the festival in southern Israel on October 7 when Hamas breached the border between Gaza and Israel.

 

Louk was kidnapped at the festival and “tortured and paraded around Gaza by Hamas terrorists,” the foreign ministry statement said, adding that she “experienced unfathomable horrors.”

 

“May her memory be a blessing,” the statement said.

 

Militants blocked off the road to the festival from the north and the south during their October 7 attack, before swarming the sprawling site on foot, videos from the site showed.

 

They then encircled the crowds on three sides, gunning them down and forcing them to flee over fields to the east.

 

Ricarda Louk, Shani’s mother, told CNN earlier this month that she last spoke to her daughter after hearing rockets and alarms sounding in southern Israel, calling to see if she’d made it to a secure location. Shani told her mother she was at the festival with few places to hide.

 

“She was going to her car and they had military people standing by the cars and were shooting so people couldn’t reach their cars, even to go away. And that’s when they took her,” Ricarda told CNN, adding that she hoped to see her daughter again, but that the situation appeared bleak.

 

“It looks very bad, but I still have hope. I hope that they don’t take bodies for negotiations. I hope that she’s still alive somewhere. We don’t have anything else to hope for, so I try to believe,” she said.

 

More than 260 bodies were found at the Nova festival site itself, according to Israeli rescue service Zaka but, based on CNN’s analysis, the total death toll could be even higher.

Oil and natural gas resources in the occupied Palestinian territory could generate hundreds of billions of dollars for development.

Geologists and resources economists have confirmed that the occupied Palestinian territory (oPt) lies above sizeable reservoirs of oil and natural gas wealth, in Area C of the West Bank and the Mediterranean coast off the Gaza Strip, according to a recent UNCTAD study.

 

New discoveries of natural gas in the Levant Basin are in the range of 122 trillion cubic foot while recoverable oil is estimated at 1.7 billion barrels, according to the study entitled “The Economic Cost of Occupation for the Palestinian People: The Unrealized Oil and Natural Gas Potential.”

 

This offers an opportunity to distribute and share about US$524 billion among the different parties in the region and promote peace and cooperation among old belligerents, the study notes.

 

Palestinian oil and gas

These funds could finance socioeconomic development in the oPt as part of the United Nations 2030 Agenda for Sustainable Development.

 

However, so far the Palestinian people have been prohibited from exploiting the oil and gas reserves in their own land and water to meet their energy needs and generate fiscal and export revenues.

 

This increases both the opportunity costs and the total costs borne by the Palestinian people as a result of occupation, the study states.

 

Assessing economic cost of occupation

 

In a number of UN General Assembly resolutions, UNCTAD has been asked to assess and report on the economic cost of occupation borne by the Palestinian people.

 

The study focuses on oil and natural gas due to their high value and critical importance in potentially meeting basic Palestinian needs for energy, and fiscal and export revenues.

 

It identifies and assesses existing and potential Palestinian oil and natural gas reserves that could be exploited.

 

Also critical are the new oil and natural gas finds in the Eastern Mediterranean that Israel has begun to exploit for its own benefit, while these resources may be considered shared resources, as the oil and natural gas exist in common pools.

 

“What could be a source of wealth and opportunities could prove disastrous if these common resources are exploited individually and exclusively, without due regard for international law and norms,” the study warns.

 

Costs enormous and escalating

 

Israel’s exploitation of Palestinian natural resources, including oil and natural gas, imposes on the Palestinian people enormous costs that escalate as the occupation remains in effect, the study cautions.

 

It highlights the peculiarities of oil and natural gas as non-renewable resources, arguing that current generations are not necessarily the only owners of these resources that straddle national borders and can thus be jointly owned by multiple states and generations.

 

It also recommends further detailed studies to clearly establish the Palestinian people’s right to their separate natural resources, as well as their rightful share in the common resources collectively owned by several neighbouring states in the region, including Israel.

 

The study comes ahead of the release of UNCTAD’s report on its assistance to the Palestinian people, slated for 10 September.

We told you to work on this: Just this week, the Government Accountability Office released a report studying whether the nation's tax collectors are set up to use their cool $80 billion infusion of cash, doled out over the next decade, properly.

 

The report roughly boils down to: We told you to fix these things, so why haven't you yet?

 

It's actually incredible the number of problems that government auditors have been flagging for the IRS for years on end, to no avail.

 

For example: "IRS's policy is to generally respond to correspondence within 30 days of receipt. Responses that take longer than 45 days are considered late, or what IRS calls overage. As of the end of the 2022 filing season, about 55 percent of IRS's correspondence inventory was overage."

 

And: "As we reported in December 2022, IRS customer service representatives answered less than one out of five taxpayer calls seeking live assistance during the 2022 filing season." Last year, the Treasury Secretary "announced that Treasury was committing IRS to an 85 percent level of service [percentage of calls answered] for the 2023 filing season, the highest in the last decade." (Going from roughly 20 percent to 85 percent will be a mighty big jump for these beleaguered employees.)

 

Also: "Between the start of fiscal year 2010 and March 2023, we issued 451 recommendations to IRS related to protecting taxpayer information. As of October 2023, IRS had taken steps to address the gaps in safeguards we identified and implemented 85 percent of our recommendations." Phrased differently, over the course of 13 years, the IRS still didn't implement 15 percent of recommendations.

 

This is all unsettlingly par for the course. After all, it was only in July 2022 that the IRS finally worked "to prevent employees from saving data to external devices, making it harder for taxpayer information to be removed from IRS's network." Given that an IRS contractor leaked confidential taxpayer information about some of the wealthiest Americans to major news organizations in 2021, it's fairly shocking that the agency seems to want plaudits for having taken 11 months to secure a major vulnerability.

 

As you might expect, retention is in trouble—"the agency loses about 23 percent of new recruits within 2 or 3 years"—and the IRS hasmostly failed to work on improving its security systems. This is all after the agency blew past the initial deadline for releasing its report on how to use the Inflation Reduction Act funds. Deadlines for thee, but not for me.

 

One might be left wondering what the $3.2 billion in taxpayer services was for, if reps still can't pick up the phone,or the $25.3 billion in improving IT systems, if taxpayer data still isn't secured.

New Audit Finds San Francisco Takes 3 Years To Approve New Housing

The state housing officials who performed the audit describe San Francisco's approval process as a "notoriously complex and cumbersome" mess.

San Francisco takes three years on average to approve and permit a new housing development, the longest timeline of any jurisdiction in California, and the city is out of compliance with numerous state laws requiring expedited housing approvals. That's the damning, not necessarily surprising, findings of a new state audit released yesterday that found thecity's housing policies and practices added up to a "notoriously complex and cumbersome" messthat will ensure San Francisco falls well short of its state-set goal of building 82,000 units by 2031.

Currently, the city is producing only about 4,000 homes per year, orless than half of what it needsto hit that 82,000-unit goal. The state audit also found that the city takes 523 days on average to issue planning approval for housing projects and another 605 days to issue building permits to already approved projects.

"This audit puts cities across California on notice:there will be no more leniency for illegally obstructing housing construction," said state Sen. Scott Wiener (D–San Francisco). "San Francisco has added layer upon layer of unnecessary discretion and bureaucracy for decades."

This first-of-its-kind audit was launched by the California Department of Housing and Community Development (HCD) in August 2022. It came in response to a series of increasingly fiendish decisions by the San Francisco Board of Supervisors to route around state laws requiring them to approve new housing.

One notorious episode came in late 2021 when the board voted to require the sponsor of a planned 495-unit residential tower slated to replace a Nordstrom's parking lot to perform an additional environmental analysis of their project.

That wasdespite the fact that the project sponsor had already produced a 1,000-page environmental report.. individual supervisors told the SF Chronicle their vote was motivated by affordability concerns, not its environmental impact.

California law requires cities to approve projects that comply with the zoning code. If a city rejects a zoning-compliant project, state law entitles the project sponsor to sue in order to get their permits; the city was keeping the project in a legal twilight zone where it was neither approved nor denied; followed up by an even more clever scheme by a majority of the Board of Supervisors to thwart a state law, S.B. 9, that legalized duplexes on single-family lots and required localities to approve these duplexes "ministerially."

But rather than bow to the state requirements inS.B. 9, the board voted to eliminate single-family zoning altogether. Because S.B. 9 only applies to single-family-zoned properties, that decision effectively nullified the law. Duplexes were legal on paper, but the San Francisco Board of Supervisors retained the ability to reject any one individual duplex project.

These are not isolated examples either, as the HCD audit makes clear."San Francisco has perfected the art of avoiding obligations under state housing laws by maneuvering around them through local rules that exploit loopholes and frustrate the intent of state housing laws," reads the audit.

To remedy the situation, HCD issued 18 required actions, to come into compliance with state housing law.

•That includes the elimination of "discretionary review"—a process by which third parties can file an appeal of an otherwise code-compliant project and the Board of Supervisors can ultimately decide whether it gets permits or not.

• The state is also calling on San Francisco to reform its environmental review practices. Right now, the city requires developers to study a host of environmental impacts, including shadow and wind impacts, that go beyond what (already cumbersome) state environmental law requires.

• Some might remember the case of Robert Tillman, whose plans to convert a laundromat he owned in the city's Mission District into an apartment building were frustrated by the city's requirements that he do not one, not two, butthree separate shadow studies.

HCD's audit makes clear that San Francisco's average three-year timeline for permitting new housing is a problem the city government has created for itself with endless, meaningless process, red tape, and delay. Neighboring Oakland approves comparable housing projects three years faster, the report notes. San Francisco needs to do to get its housing house in order require the Board of Supervisors to act and pass proactive, pro-supply policies. As yesterday's audit makes clear, if there's any elected body less inclined to do that, it's the San Francisco Board of Supervisors.

Millennials and Generation Z were among the biggest share of people to flee San Francisco as the embattled city continues to see a population decrease since the COVID-19 pandemic began.

 

The number of San Francisco residents ages 25-29 plummeted 21% between April 2020 and June 2022, according to US Census data reviewed by the San Francisco Chronicle.About 94,000 people in that age group lived in the California city in April 2020 before shrinking down to 74,000 in June 2022 — the largest drop amongst age groups.

 

City dwellers ages 30 to 34 decreased from 105,000 in 2020 to about 88,000 in 2022, the newspaper reported – enough for a 16% drop.

 

And residents ages 20-24 and 35-39 also fell by about 10% each, according to the Census data compiled by the Chronicle.

 

San Franciscans ages 20-24 were more than 44,000 in 2020 before dropping to about 40,000 in 2022. And people ages 35-39 reached 81,000 in 2020 before decreasing to a bit under 73,000 in 2022, the data indicates.

 

Other notable decreases were ages 0-4 and 45-49, with an 11.7% drop and 9.6% decline, respectively, according to the Chronicle.

 

Meanwhile, the fastest growing population by five-year age bracket were senior citizens ages 75-79, notching a 15% increase, the Chronicle reported.

 

Overall, San Francisco’spopulation dropped from 873,000 to about 808,500 in the two years leading up to June 2022, the data shows. Other major cities in the country have also faced population declines.

 

The city has grappled withsky-high crime, rampant homelessness and exorbitant home prices in recent years.

 

Remote work has also contributed to the exodus. At the start of 2023, about 30% of job postings based in the city allowed for either hybrid or fully remote work, the Chronicle reported. In 2019, only 5% of job openings offered that.

 

A large number of businesses have also closed up shop in the city. At least 22 big-name stores have closed or announced plans to leave the area around the city’s Union Square since January 2022.

 

Since 2019, 47% of businesses in the area have shut their doors, the San Francisco Standard previously reported. The Census data dump also revealed San Francisco wasinching closer to becoming a minority-majority city, the San Francisco Standard reported Thursday.

 

About 51% of the city’s population was white at the start of July 2022, according to the data. There were 411,000 white people, 310,000 Asian people, 46,000 black people, 40,000 multiracial people, 6,000 Native American people and 3,700 Pacific Islanders, the news outlet reported.

‘Technology surprise’: Are China, Russia ahead of us in UFO retrieval, research?

Last week, a former senior Defense Intelligence Agency scientist became the 10th ex-government official, military officer or scientist to allege (or suggest) publicly that the U.S. government has recovered at least one UFO.

 

The overwhelming majority of these individuals also claim that the government transferred the retrieved craft to defense contractors for technical and scientific analysis.

 

Separately, sources interviewed by investigative journalist Michael Shellenberger allege that defense contractors are studying a dozen or more recovered UFOs. All of Shellenberger’s sources claim that excessive secrecy is hindering a comprehensive understanding of the retrieved objects’ enigmatic technology.

 

Moreover, an expanded network of sources told Shellenberger that at least 30 whistleblowers familiar with these alleged UFO retrieval and analysis efforts have provided testimony to Congress, the U.S. government’s congressionally-mandated UFO analysis office and the investigative watchdogs that oversee the U.S. Department of Defense and Intelligence Community.

 

Importantly, the inspector general for the intelligence community deemed the lead UFO whistleblower’s core allegations “credible and urgent.” Moreover, the whistleblower, former intelligence official and U.S. Air Force veteran David Grusch is represented by the intelligence community’s first inspector general. This high-profile attorney, now in private practice, sat prominently behind Grusch during an extraordinary July 26 congressional hearing.

 

As Rep. Mike Gallagher (R-Wisc.), a member of the House Permanent Select Committee on Intelligence, stated recently, new protections enacted by Congress resulted in “all sorts of [UFO whistleblowers] coming out of the woodwork.” These individuals, Gallagher said, are telling congressional investigators that “they’ve been part of this or that [UFO] program,” resulting in “a variety of pretty intense conversations.”

 

As Senate Intelligence Vice Chair Marco Rubio (R-Fla.) has put it, one of two astounding possibilities is now at hand. Either dozens of credible individuals are gradually revealing the “the biggest story in human history,” or a sizeable cohort of high-level government officials holding top security clearances is “crazy.”

 

Reflecting on the stature of the individuals who spoke to Congress, Rubio asked rhetorically, “What incentive would so many people, with that kind of qualification — these are serious people — have to come forward and make something up?”

 

Indeed, given the penalties for making false statements to investigative agencies, it is unlikely that these individuals — some of whom claim direct, firsthand knowledge of the alleged UFO retrieval and reverse engineering efforts — are participating in a sophisticated disinformation effort.

 

So, are numerous high-level government officials delusional and making false claims of firsthand UFO knowledge to investigators? Such a stark case of social contagion would amount to a concerning and extraordinary development.

 

Moreover, if dozens of senior officials are indeed “crazy,” they have still somehow convinced key members of Congress to treat their extraordinary allegations with utmost seriousness.

 

In July, Senate Majority Leader Chuck Schumer (D-N.Y.), along with a bipartisan group of five other senators, introduced remarkable UFO-related legislation.

 

Following reporting that China and Russia may also have retrieved UFOs, language in the legislation alluding to the “increasing potential for technology surprise from foreign adversaries” takes on a particular significance.

 

While the exact details of foreign UFO retrieval and reverse engineering efforts remain murky, Grusch has described a “publicly unknown Cold War over recovered and exploited physical material — a competition with near-peer adversaries over the years to identify UAP crashes/landings and retrieve the material for exploitation/reverse engineering to garner asymmetric national defense advantages.”

 

According to retired U.S. Army colonel Karl Nell, who served alongside Grusch in an early iteration of the U.S. government’s contemporary UFO analysis efforts, “[Grusch’s] assertion concerning the existence of a terrestrial arms race occurring sub-rosa over the past 80 years focused on reverse engineering technologies of unknown origin is fundamentally correct.”

These allegations, from two former high-ranking defense officials, in tandem with independent investigative reporting, raise a host of national security questions and issues. And clearly, Congress is paying attention. The Schumer-led legislation, for example, defines “non-human intelligence” as “any sentient intelligent non-human lifeform regardless of nature or ultimate origin that may be presumed responsible” for UFOs.

 

Notably, the term “non-human intelligence” appears two dozen times in the legislation, alongside frequent references to “biological evidence of non-human intelligence.”

 

Critically, the legislation Schumer proposed defines “legacy” UFO programs precisely as whistleblowers allege: Any government or private sector “endeavors to collect, exploit, or reverse engineer technologies of unknown origin or examine biological evidence of living or deceased non-human intelligence.”

 

Just as importantly, the draft legislation mirrors whistleblower allegations that recovered UFOs are now in the hands of defense contractors. If passed as drafted, the bill would require that “any and all recovered [UFOs] and biological evidence of non-human intelligence that may be controlled by private persons or entities” be turned over to the U.S. government “in the interests of the public good.”

 

A different section of the same legislation, also sponsored by Sens. Gillibrand (D-N.Y.) and Rubio, offers an intriguing glimpse into the programs described by whistleblowers.

 

Beyond putting an immediate halt to any unreported UFO recovery and reverse-engineering efforts, the Gillibrand-Rubio legislation describes, in some detail, retrieval efforts (“capturing, recovering, and securing [UFOs]”), scientific study (“analyzing [retrieved UFOs] for the purpose of determining properties, material composition, method of manufacture, origin, characteristics, usage application, performance, operational modalities”), security and counterintelligence (“managing and providing security for protecting activities and information relating to [UFOs] from disclosure or compromise”) and reverse-engineering efforts (“replicating [UFO] technology or performance based on analysis of materials or sensor and observational information associated with [UFOs]”).

 

Of particular interest, the legislation alludes to the existence of highly advanced forms of propulsion derived from recovered UFOs and based on “technology other than chemical propellants, solar power, or electric ion thrust.”

 

Intriguingly, following a classified briefing from the Department of Defense inspector general on UFOs this week, Rep. Eric Burlison (R-Mo.) stated, “It appears… somebody has discovered something – some advanced form of propulsion or technology – that may actually change all of our lives.”

 

Should it indeed exist, such technology could pose new dangers or solve any number of global challenges. But as the Gillibrand-Rubio legislation notes in its “Sense of Congress” section, extraordinary secrecy surrounding retrieved UFOs is creating “technology and security stovepipes” that may threaten the nation’s “global lead in critical advanced technologies.”

There’s an exodus going on in the Bay Area, and it’s not just Twitter employees fleeing the company.

 

An analysis of tax return data suggests that wealthy San Francisco residents moved out of the city during the early years of the pandemic, taking billions in income with them, according to according to the San Francisco Chronicle.

 

In 2020, 32,000 more people left San Francisco than moved into the city, and the income of those who cut out was nearly $8 billion more than those who came. That only compounded a problem the city was already experiencing. The year prior, San Francisco saw 39,000 more people depart than arrive, representing a net loss of $6.9 billion in salary. That means the city saw $15 billion dollars of income leave in a two year span.

 

The IRS follows migration patterns by checking if tax filers listed different addresses on their forms than the year prior. NASA, Pacific Disaster Center Increase Landslide Hazard Awareness

After years of development and testing, NASA’s Landslide Hazard Assessment for Situational Awareness model (LHASA) has been integrated into the Pacific Disaster Center’s (PDC) multi-hazard monitoring, alerting, and decision-support platform, DisasterAWARE. LHASA allows researchers to map rainfall-triggered landslide hazards, giving DisasterAWARE users around the world a robust tool for identifying, tracking, and responding to these threats. The aim is to equip communities with timely and critical risk awareness that bolsters disaster resilience and safeguards lives and livelihoods.

 

Landslides cause thousands of deaths and billions of dollars in damage every year. Developing countries often bear disproportionate losses due to lack of access to hazard early warning systems and other resources for effective risk reduction and recovery. Reports from the United Nations Office for Disaster Risk Reduction emphasize that early warning systems and early action are among the most effective ways to decrease disaster-related deaths and losses.

 

“Some local authorities develop their own systems to monitor landslide risk, but there isn’t a global model that works in the same way. That’s what defines LHASA: it works all the time and it covers most regions of the world,” says Robert Emberson, NASA Disasters associate program manager and a key member of the NASA landslides team. “Thanks to our collaboration with the Pacific Disaster Center, this powerful landslide technology is now even more accessible for the communities that need it most.”

 

LHASA uses a machine learning model that combines data on ground slope, soil moisture, snow, geological conditions, distance to faults, and the latest near real-time precipitation data from NASA’s IMERG product (part of the Global Precipitation Measurement mission). The model has been trained on a database of historical landslides and the conditions surrounding them, allowing it to recognize patterns that indicate a landslide is likely.

 

The result is a landslide “nowcast” – a map showing the potential of rainfall-triggered landslides occurring for any given region within the past day. This map of hazard likelihood can help agencies and officials rapidly assess areas where the current landslide risk is high. It can also give disaster response teams critical information on where a landslide may have occurred so they can investigate and deploy life-saving resources.

 

Partnering to Protect the Vulnerable

Generating landslide nowcasts is merely the first step. To be truly effective, vulnerable communities must receive the data in a way that is accessible and easy to integrate into existing disaster management plans. That’s where the Pacific Disaster Center comes in.

 

PDC is an applied research center managed by the University of Hawaii, and it shares NASA’s goal to reduce global disaster risk through innovative uses of science and technology. Its flagship DisasterAWARE software provides early warnings and risk assessment tools for 18 types of natural hazards and supports decision-making by a wide range of disaster management agencies, local governments, and humanitarian organizations. Prominent users include the International Federation of Red Cross and Red Crescent Societies (IFRC), the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), and the World Food Programme (WFP).

DisasterAWARE also creates comprehensive regional risk reports that estimate the number of people and infrastructure exposed to a disaster – focusing specifically on things like bridges, roads, and hospitals that could complicate relief efforts when damaged. This information is critical for allowing decision-makers to effectively deploy resources to the areas that need them most.

 

This effort between NASA and the PDC builds upon a history of fruitful cooperation between the organizations. In 2022, they deployed a NASA global flood modeling tool to enhance DisasterAWARE’s flood early-warning capabilities. They have also shared data and expertise during multiple disasters, including Hurricane Iota in 2020, the 2021 earthquake in Haiti, and the devastating August 2023 wildfires in Maui, PDC’s base of operations.

 

“The LHASA model is all open-source and leverages publicly available data from NASA and partners,” says Dalia Kirschbaum, lead of the NASA landslides team and director of Earth Sciences at NASA’s Goddard Space Flight Center. “This enables other researchers and disaster response communities to adapt the framework to regional or local applications and further awareness at scales relevant to their decision-making needs.” Kirschbaum and her team were recently awarded the prestigious NASA Software of the Year award for their work developing LHASA.

NASA C-130 Makes First-Ever Flight to Antarctica for GUSTO Balloon Mission

On Oct. 28, 2023, NASA’s C-130 Hercules and crew safely touched down at McMurdo Station, Antarctica, after an around-the-globe journey to deliver the agency’s Galactic/Extragalactic ULDB Spectroscopic Terahertz Observatory (GUSTO). The United States research station, operated by the National Science Foundation, is host to NASA’s Antarctic long-duration balloon campaign in which the GUSTO mission will take a scientific balloon flight beginning December 2023.

 

The C-130 crew, which has now completed half of the 26,400-nautical-mile round-trip journey, first stopped at Fort Cavazos, Texas, on Oct. 17, to load the GUSTO observatory and members of its instrument team. Additional stops to service the aircraft and for crew rest included Travis Air Force Base (AFB), California; Hickman AFB, Hawaii; Pago Pago, American Samoa; and Christchurch, New Zealand, before finally reaching McMurdo, Antarctica – a mere 800 miles from the South Pole.

 

GUSTO, part of NASA’s Astrophysics Explorers Program, is set to fly aboard a football-stadium-sized, zero-pressure scientific balloon 55 days and beyond, on a mapping mission of a portion of the Milky Way Galaxy and nearby Large Magellanic Cloud. A telescope with carbon, oxygen, and nitrogen emission line detectors will measure the interstellar medium, the cosmic material found between stars, and trace the full lifecycle of that matter. GUSTO’s science observations will be performed in a balloon launch from Antarctica to allow for enough observation time aloft, access to astronomical objects, and solar power provided by the austral summer in the polar region.

 

NASA’s Wallops Flight Facility Aircraft Office in Wallops Island, Virginia, which manages the C-130, spent nearly a year in coordination efforts preparing for GUSTO’s trip to its launch site. From international clearances with agencies, cargo configurations with NASA’s Balloon Program Office, logistical support with the National Science Foundation at McMurdo, to specialized training on nontraditional navigation systems in Antarctica, the Aircraft Office developed an extensive plan to safely deliver the intricate science payload.

 

The first-ever mission to Antarctica for the NASA C-130 aircraft presented several long-haul cargo flight challenges. Mission managers and NASA’s Office of International and Interagency Relations (OIIR) started early to stay ahead of coordination of international flight clearances.

 

“We work very hard to make sure that we execute the mission at a high standard of technical competence and professionalism to maintain NASA’s international reputation,” said John Baycura, Wallops research pilot on the GUSTO mission.

 

Large time-zone changes challenge the crew’s circadian rhythm. Ninety hours in flight across multiple time zones requires an extra pilot and flight engineer on the mission to share the workload. Mandatory crew rest days at strategic locations, per NASA policy, ensure the crew receives enough time to rest, adjust to the schedule, and proceed safely.

 

Unexpected weather also tops the list of most pressing challenges for this type of flight. Oceanic crossings come with the added risk of weather complicated by no radar coverage over the ocean. The crew uses DOD and civilian weather agencies to identify hazardous weather and adjust flight routes, altitude, and timings accordingly. “For the specific case of McMurdo, while en route, we called the weather shop at McMurdo Station to get a forecast update before we reached our ‘safe return’ point. Using a conservative approach, we decided whether to continue to McMurdo Station or return to Christchurch and try again the next day,” said Baycura.

 

For this mission, no commercial entities supported the final leg to Antarctica. U.S. Air Force C-17’s and the New York Air National Guard LC-130’s that typically transport to McMurdo Station had limited space in their schedules. By using NASA’s C-130 for this specialized cargo mission, “the balloon program gained a dedicated asset with a highly experienced crew and support team. This greatly reduced the standard project risks to schedule, cargo, and cost,” said Baycura.

Kremlin weighs in on call for US to reverse course on Russia

American economist Jeffrey Sachs has suggested that Washington should discuss security guarantees with Moscow

 

A recent article by US economist Jeffrey Sachs calling on Washington to establish a new sustainable détente with Russia is a rare sight, but evidence that debates on the issue are picking up steam, Kremlin Press Secretary Dmitry Peskov has said.

 

Speaking to reporters on Monday, Peskov commented on Sachs’ piece, which was published in early October but has only recently gained media traction. The economist, who serves as the director of the Center for Sustainable Development at Columbia University, wrote thatthe world is on the precipice of a “30-year US neocon debacle in Ukraine.”

 

He explained that Washington’s long-cherished hopes for NATO expansion eastward to Russia’s borders have been dashed by Ukraine’s devastating losses on the battlefield, the threat of Moscow launching a massive offensive, and collapsing support for this course in both Europe and the US.

 

As Ukraine teeters on the brink, Sachs argued, the US could avert a potential catastrophe by changing course and reaching security guarantees with Moscow. A potential deal could include a pledge that NATO would not expand closer to Russia, as well as an agreement between Moscow and Kiev that predominantly ethnic Russian areas would be recognized as part of Russia, the economist said, apparently referring to Crimea and four other former Ukrainian regions that overwhelmingly voted to become part of Russia.

 

Commenting on the article, Peskov said Moscow has not received any proposals on the matter. While describing the piece as “an economist’s point of view, nothing more,” he noted that “such thinking is quite rare at the moment.”

 

“Nevertheless, some kind of a discussion is gradually gaining momentum,” Peskov added.

 

In the article, Sachs suggested that Russia’s demands to NATO and the US which were made shortly before the outbreak of the Ukraine conflict in February 2022 should be used as a springboard for a thaw in relations.

 

In the proposals presented in December 2021, Moscow asked the West to formally ban Ukraine from entering NATO, while insisting that the alliance should retreat to its 1997 borders, before it expanded. The overture, however, was rebuffed by the West.

Everything in creation has systematic functions. Why? It’s how you automate complex systems so you don’t have to baby sit your creation. For example, if temperatures drop below x then do x. You can see it in all aspects of creation. I am pretty sure Rachel was Jewish they just didn't say it on the show. If you saw her dad he sounded Jewish. and part of her history.

 

Early Life

CBS reporter Catherine Herridge is facing contempt charges for refusing to disclose the identity of her confidential source.

 

In August, US District Court for the District of Columbia, Christopher Cooper, ordered Herridge to sit down for a sworn deposition regarding a confidential source she used for a 2017 story she covered on aDepartment of Defense-funded school that was at the center of federal investigations over Chinese military ties while she was at Fox News.

 

The judge ordered Herridge to turn over her source(s) in response to a lawsuit that was filed by Chinese-American scientist Yanping Chen against the FBI. Chen subpoenaed Herridge in an effort to find out who her sources were.

 

Herridge argued she should not be forced to disclose her source because of her First Amendment rights.

 

Judge Cooper, an Obama appointee, disagreed and forced Herridge to unmask her source.

 

“The Court recognizes both the vital importance of a free press and the critical role that confidential sources play in the work of investigative journalists like Herridge,” Cooper wrote in the ruling in August. “But applying the binding case law of this Circuit, theCourt concludes that Chen’s need for the requested evidence overcomes Herridge’s qualified First Amendment privilege in this case.”(so a Chinese spy in our government has more rights the Freedom of the press? Herridge refused to disclose her source during the deposition and now she faces contempt charges and potential jail time, The Epoch Times reported.

 

“With contempt proceedings now teed up, one of two outcomes appears likely: either Herridge will be held in contempt in the near future and can immediately appeal that order, or, as sometimes occurs in these cases, the sources may release Herridge from the privilege rather than watch her undergo the consequences of contempt,” Judge Cooper wrote in an order on Friday.

A reporter who was with Fox News when she reported on information provided by a confidential source is facing a contempt charge because she’s refusing to reveal the source’s identity despite a court order that she do so.

 

Catherine Herridge, now a reporter for CBS News, was ordered in August todisclose the identity and motive of the source, who provided information about an FBI investigation into a Chinese scientist.

 

But Ms. Herridge, during a deposition after the order was handed down, “refused to answer questions regarding the identity of her confidential source(s) and other aspects of her reporting process and editorial decision-making,” lawyers for Yanping Chen, the scientist, said in a recent filing.

 

They asked the court to hold Ms. Herridge in contempt, a criminal charge that can bring jail time.

 

U.S. District Judge Christopher Cooper, who gave the order, said on Oct. 27 that Ms. Herridge would likely be held in contempt unless she provided the information.
