Her Biggest Scandal Yet! Iran and China Are Circumventing Sanctions via Notorious Bank and Letitia James Is Implicated

The case implicates NYAG Letitia James and the Federal Reserve for ignoring billions of these illicit payments and ignoring Treasury sanctions designations. Maximum Pressure is not being enforced because of the failures of the Fed and the NYAG.

At least $9.6 billion of specifically identified illicit payments were made by SCB from its NYC branch to OFAC and known terrorist names. The $9.6 billionwas found in internal trade reports turned over by bank whistleblowers and represents the first batch from SCB Dubai office that cleared through SCB NYC. There are estimated over $100 billion more of illegal payments that are more recentand from SCB China where it has 53 mainland branches that facilitate dollar trade payments for oil and war-making materials.

These payments were hidden by SCB from required disclosure in its ongoing Deferred Prosecution Agreement now under the jurisdiction of DCUSA Pirro and SDNY Clayton where both were briefed on SCB after their appointments. There are career blockers at each jurisdiction.

Involvement by the NYAG

In early 2024, NYAG was briefed by terrorist financing experts and the whistleblowers in detail on the illicit payments yet did nothing about it other than reapprove SCB annual license.

NYAG was briefed in two meetings in February and March 2024 about the $9,6 billion of illegal payments and did nothing but approve the annual renewal of SCB State banking license.One of meetings was recorded and clearly shows that NYAG officials recognized the payments were not previously known and not in prior SCB sanctions settlements. Five NYAG senior staff including Letitia James Deputy Scott Spiegleman were in all meetings. In late 2024, Spiegleman went to work for IBM which has a large tech contract running the SWIFT platform.IBM Promontory advised SCB to hide currency trade data.

Involvement by the Federal Reserve

The Fed, along with its wire operations platform SWIFT, failed to block the SCB payments to sanctioned names – ignoring the Treasury OFAC and SDGT lists. The COO of SWIFT, Cheri McGuire had been at SCB where she was directly involved in SCB hiding its currency trades. Cheri McGuire was approved by the Fed and is now COO of SWIFT – designated under Dodd-Frank as a Systematically Important Financial Market Utility quasi-regulated by the Fed. The Eastern District of Virginia USA is also considering investigation because SWIFT its US headquarters in VA.

With all oil trade required to be in $USD, China is using Standard Chartered Bank (“SCB”) and it’s NYC branch to buy Iranian oil in $USD. Maximum Pressure is being thwarted by a lack of enforcement by the Fed and the SWIFT system – each have ignored the Treasury sanction designations.

Recommendations:

Direct USA Pirro to prosecute SCB for breach of its Deferred Prosecution Agreement; Direct SDNY Clayton to intervene and prosecute SCB in the case now in the US Second Circuit.

Retract delegated authority from the Fed returning it to Treasury to enforce Maximum Pressure. End any operating agreement the Fed has with Brussels-based Society for Worldwide International Financial Transactions and merge its operations into Treasury.

Collect more than $10 billion from SCB for the US in sanction evasion penalties.

The Fed is undermined and ignoring Treasury. Treasury too is being ignored by State regulators like those in New York where the NYAG ignored and was busy doing lawfare.

Background

The SCB evasion case is a rare situation where inside whistleblowers turned over 40,000 emails that contained the currency trade records for several years. SCB attempted to hide 100% of their currency trades. The internal whistleblowers were fired and filed suit in a case now on appeal in the US Second Circuit. Obama and Biden career DOJ officials (John-David Barnea in SDNY, Gregg Maisell in DCUSA, and Matthew Komar FBI) have been blocking action on this case since 2024 because it was likely that news of $9.6 billion in specific evasion payments made by a NYC bank branch to known sanctioned terrorist and Iran linked entities would be embarrassing to a Biden campaign. Enforcing the sanctions laws on the currently known sanctions evasion payments in this case will yield the US more than $10 billion in settlements, while full investigation of the SCB China oil trade payments is likely to be a much higher amount of proceeds to the US. The exact same evidence of $9.6 billion of SCB illicit payments is the subject of a UK Royals Court investor suit that is going to trial.

Standard Chartered Bank USA Iran Sanctions Evasion Case

Allegations by two former SCB whistleblowers:

Standard Chartered Bank “(SCB”) concealed more than $9.6 billion of illicit payments to 92 OFAC / SDGT entities that were not previously disclosed nor part of prior sanctions settlements with the US.

SCB knowingly and frequently violated its obligations to self-report SARS to Treasury FinCen and excluded 100% of its F/X trades in breach of its Deferred Prosecution Agreements of 2015, and 2019.

Whistleblowers in late 2023 realized they were in possession of all the SCB’s internal trade reports over a 6-year period that formed the basis of SCB’s prior sanctions evasion settlements and DPAs.

After 3 meetings (one recorded) with SDNY USA Damian Williams and NY AG Letitia James senior staff in 2024 where the new sanctions evasions evidence was presented, Brutus alleges a coverup began.

FBI agent Matthew Komar, Treasury’s Alexander Manfull, and SDNY’s Jean-David Barnea made false statements to the Court claiming the SCB’s currency trades had been includedeven though the $9.6 billion to the 92 SDGT entities were not previously listed in the DPA’s nor part of prior settlements.

Based on these shocking findings and the change in DOJ’s case posture in 2024, Brutus moved to re-open its case against SCB.Biden DOJ denied the existence of any of the currency trades that had been in the 75 excel files given to the Government by Brutus as evaluated by Declarant David Scantling, a terrorism financing expertand former Assistant Secretary of Defense for Counter Terrorism who evaluated a subset of 551,000 trades to find the 92 entities on the OFAC / SDGT list.

New OFAC / SDGT entities uncovered include Euro African Group Ltd, majority owned by Mohommed Bazzi, the lead global Hizballah financing agent, Koussani Steel, Kuwait Automotive Group, Bank d’Algeria, Iranian oil trading cutouts and know SDGT proxies, and Bank of Gambia.

Policy Implications:

The Biden Administration and NYAG adopted a posture to ignore the $9.6 billion of illegal payments.

SCB has chosen a major ongoing role in lucrative illicit payments while purposely concealing those payments.

Policy Goal is to align Maximum Pressure with Robust Sanctions Enforcement to deter illicit payments

NPR News Chief Edith Chapin Stepping Down

NPR’s news chief Edith Chapin — who has served as the chief editor since 2023 — is stepping down from her role by the end of the year, an email to staffers revealed.

“Two years with two big executive jobs has been a comprehensive assignment,” Chapin wrote in a memo obtained by the Washington Post. “I love journalism, it has been my life for more than 35 years, and I will keep championing it for many more years.”

She added that she plans to “reset after a few months of a career break.” Her last day has not been explicitly stated, however, as she wrote, “I’ll be here for a while.”

NPR chief executive Katherine Maher wrote in a memo to staffers on Tuesday that Chapin — who has been with NPR in various capacities since 2012 — made the decision roughly two weeks ago, writing, “Edith has been an indispensable partner during my first year at NPR, a steady leader for a large part of this organization, and a fantastic collaborator as a member of the executive team.”

“She didn’t bat an eye when I walked in the door, and has shown me the ropes around this place with patience and sincerity. When it comes to steely fortitude in service of the mission, I sure wouldn’t want anyone else in our foxhole,” Maher continued.

This news comes as NPR goes through another major transition, as broadcasting institutions NPR and PBS are losing their flow of taxpayer dollars thanks to President Donald Trump’s rescission bill.

As Breitbart News reported last week:

The Financial Times reports broadcasting institutions NPR and PBS would lose their flow of taxpayer dollars when the package, which the Republican-led Senate approved after 2 a.m. by 51 votes to 48, is signed into law.

… NPR and PBS have long been positioned as staunch left-wing opponents to the Republican agenda even as Trump vowed to deliver on his promise to drain the swamp in Washington, DC, and embrace fiscal sanity over a never-ending flow of taxpayer funds to public institutions.

Kentucky Senate Republican Candidate Andy Barr Bankrolling Pro-Amnesty Republicans Like Maria Salazar

Kentucky Senate Republican candidate Rep. Andy Barr (R-KY) has bankrolled prominent Republican sponsors of a recently proposed bill that would provide amnesty to illegal aliens.

Barr hopes to replace the outgoing Sen. Mitch McConnell (R-KY), saying, “In the Senate, no one will fight harder to keep the border closed and deport illegals.”

He wrote on his campaign website, “Andy Barr believes we must deport all illegals and close the border.”

The Kentucky Republican also attacked MAGA Republicans who want to deport illegal aliens and curb immigration as “nativists,” in a similar vein to Hillary Clinton accusing Donald Trump of embracing a nativist political movement.

Barr told Red, White, and Bluegrass host Bode Brooks, “At the same time, our agriculture sector, our hospitality sector in Kentucky, they certainly need legal workers, the horse industry, I’ve had the privilege of representing them and the great thing about the president’s policies that will secure the border and keep our communities safe is that it will create the opportunity to streamline our overly bureaucratic legal guest worker programs so that our signature industries have the labor they need.”

The Kentucky Republican remarked, “Some of these ‘nativists,’ frankly, are directly at odds with the agriculture sector in Kentucky. We are a nation of immigrants, but we are also a nation of laws.”

It appears that Barr has financial backed Rep. Maria Elvira Salazar (R-FL) and ten other House Republicans that introduced the Dignity Act, a bill to provide amnesty to illegal aliens.

Former Breitbart News Executive Chairman and War Room host Steve Bannon described these Republicans as “traitorous.”

The National Review chastised the bill, writing, “Congress should read the signs of the time and reject this bill as yet another attempt to sneak mass amnesty by an American people who have been demanding law and order for decades.”

The Trump administration shot down this proposal, summarily stating, “The president made it clear he will not support amnesty for illegal aliens in any way.”

It appears that Barr has backed Salazar and many of the lawmakers backing the bill.

Building America’s Republican Representation PAC, Barr’s leadership PAC, has donated $10,500 to Salazar’s congressional campaign since 2020.

Valadao has long called for amnesty, saying in 2013, “Addressing immigration reform in the House cannot wait. I am serious about making real progress and will remain committed to doing whatever it takes to repair our broken immigration system.”

He even voted against a bill proposed by then-Rep. and now-Sen. Marsha Blackburn (R-TN) to stop Barack Obama’s Deferred Action for Childhood Arrivals (DACA) amnesty program.

Bacon has said he backs amnesty to illegal aliens, including those in the DACA program.

“I do think the President’s willing, and I’m surely willing, to have a balanced approach. I personally think people came here as kids, no fault of their own, and we should have a plan for them,” Bacon said in January.

Exclusive – Sen. Eric Schmitt: Rescissions Victory Will ‘Disrupt the Status Quo’ in DC

President Donald Trump achieved another landmark win early Friday morning, and Sen. Eric Schmitt (R-MO) played a starring role.

Trump and Office of Management and Budget Director Russ Vought tapped Schmitt to run point on the White House rescissions package in the Senate, ultimately securing passage in a tight 51-48 vote. The House of Representatives then passed the Senate-amended $9 billion rescissions package in the wee hours Friday morning, the culmination of weeks of work for a victory that has eluded conservatives for decades.

“It doesn’t happen every day,” Schmitt told Breitbart News in an exclusive interview. “It’s the first time really had one in decades. It just further cements President Trump’s agenda.”

The package ends taxpayer subsidization of left-leaning NPR and PBS and eliminates funding for foreign aid grants for the U.S. Agency for International Development (USAID).

“People have talked about defunding NPR and Corporation for Public Broadcasting for a long time, but it’s never happened,” Schmitt said. “I think as much as the 9 billion matters — or 90 billion in the ten-year window, that matters a lot — but I also think for us to be able to say, ‘Look, we found the waste, fraud, and abuse, and we actually did something about it’ is pretty meaningful.”

The $9 billion in cuts is far from chump change, but the White House would like to go even further in rescinding “crazy” spending through additional rescissions packages, Schmitt said.

“The American people spoke pretty loudly,” in November, he said. “They wanted us to disrupt the status quo here in permanent Washington.”

By essentially disabling USAID, the rescissions package delivered on a core America First promise that should send a message to other rogue agencies, Schmitt believes.

“You’re gone, and you need to fold it up into the State Department so that your mission aligns with core American interests, as opposed to this wandering woke ideology of the left,” he said emphatically.

The rescissions package, while significant, also represents a piece of an even larger puzzle, “not just the dollars and cents, but symbolically, this course correction that we’re able to execute,” Schmitt told Breitbart News, adding he is “really gratified to be the sponsor and then managing the floor and working with colleagues throughout the night.”

“We didn’t lose any amendment votes,” he added. “We didn’t lose any of the 9 billion along the way — that took a lot of hard work and effort. And I think [Senate Majority Leader] John Thune (R-SD) and [Senate Majority Whip] John Barrasso (R-WY) were great to work with on this. They were incredibly helpful, and they were steady on this. They wanted to make sure we got this done for the President, for the American people.”

Congress’s inability to pass timely appropriations bills is well discussed, routinely passing massive omnibus legislation or continuing resolutions instead of each of the twelve appropriations bills required by law.

Rescissions gives Congress the ability to perform surgical cuts with only 51 votes in the Senate, eliminating much of the waste stuffed into spending bills which require 60 votes in the upper chamber.

“That is what the rescissions process is for, is you find it and you cut it out,” Schmitt said. “It’s a great way for us to help restore some trust that if there is this wasteful spending, there’s a mechanism that can work to go do something about it. And, and I think that was what was unique about this. Hopefully we get this into our muscle memory and we can do more of these.”

Schmitt blasted Democrats for their budget priorities, as the party struggles to find a direction amid a Marxist insurgence led by New York City’s Democrat mayoral nominee Zohran Mamdani.

“Are they a mainstream party?” he asked. “They’re about ready to elect a communist in New York, and AOC and Bernie Sanders are the ones that draw crowds, and they still have Trump Derangement Syndrome, and they have no agenda. They have no leader. They’re just a wandering woke party that doesn’t appeal to Middle America in any way, shape or form.”

Democrats’ crisis presents Republicans an opportunity, but also a responsibility, Schmitt believes.

“It’s up to us, then, as Republicans, to say, ‘Okay, we’re going to find this nonsense and we’re going to root it out.’ I think that’s what people voted for, and that’s the kind of reform agenda that’ll allow us to grow our majorities.”

Vought, always on the offensive, said Thursday ahead of the House rescissions vote that the appropriations process has to be “less bipartisan,” adding, “There’s no voter in the country that went to the polls and said, ‘I’m voting for a bipartisan appropriations process.'” Yet with only 53 votes in the Senate and a slim House majority, and a handful of moderates in each chamber — most notably Sens. Lisa Murkowski (R-AK) and Susan Collins (R-ME), Republicans must strike the right balance to notch wins.

“You gotta have the votes pass, but for me, I’d certainly like to have the most conservative bill possible. And I think we did that during the rescissions package,” he said. “That’s a $9 billion product, and the key was the Democrats and others were trying to whittle that number down throughout the evening. We beat all that stuff back. So I think it’s a testament that we can have conservative legislation.”

With just over two months before the end of the fiscal year, Trump and his allies on Capitol Hill want to press the agenda on spending after securing a rescissions win.

“Look, we want to be successful, and I think that kind of success brings its own momentum and also allows us to tell a very important story,” Schmitt said. “President Trump got elected in a landslide popular vote in battleground states to shake up Washington, and we can be partners in that. And I think that’s what the American people want to see, and why the successes from the big, beautiful bill and the rescissions package now are really important.”
