Days after it fired co-founder Morris Dees for undisclosed misconduct issues, the Southern Poverty Law Center hired a Chicago-based lawyer well-versed in gender and racial equity issues to review its workplace environment and policies.

Tina Tchen previously worked as chief of staff to then-first lady Michelle Obama and now leads a "workplace cultural compliance" practice at Buckley LLP, which examines "gender and racial equity, sexual harassment" and other diversity barriers in the workplace.

The review was announced on Thursday alongside the termination of Dees. SPLC President Richard Cohen said at the time Dees failed to adhere to the organization's "values," hinting at misconduct.

“The events of the last week have been an eye-opening reminder that the walk towards justice must sometimes start at your own front door and force you to look at your past so you can improve your future," said Bryan Fair, chair of SPLC's board, in a release. "A key first step in that process for the SPLC is an immediate, top-to-bottom external review of our workplace culture and our past practices and policies. Tina Tchen's extraordinary experience and qualifications will be indispensable in helping us build a more effective and just organization.”

According to a biography on Buckley LLP's website, Tchen previously served as chief of staff to first lady Michelle Obama and assistant to President Barack Obama. She was involved in multiple White House gender equity initiatives, as well as in the formation of the White House Task Force to Protect Students from Sexual Assault. She is also a co-founder of the TIME'S UP Legal Defense Fund, according to an SPLC release.

Tchen on Monday would not specifically speak to the issues her SPLC review might focus on, though she said it would look "holistically" at its workplace culture to "build diverse workplaces" for all groups of people.

"This is an incredible institution in our country, and I’m honored to be working with them to build a workplace that will live up to the values of SPLC, of justice and equality," Tchen said.

Though it remains unclear what may have led to Dees' termination last week, the civil rights lawyer has weathered criticism for decades, with a 1994 Montgomery Advertiser series citing concerns about racial discrimination against back employees.

Staffers at the time “accused Morris Dees, the center’s driving force, of being a racist and black employees have ‘felt threatened and banded together.’” Dees strenuously denied the accusation at the time.

A review of the center's 2019 board and senior staff reveals that senior leadership at SPLC remains largely white. This week, multiple employees sent a signed letter to SPLC leadership outlining concerns about workplace culture as well as sexism and racism, according to a Los Angeles Times report. Former employees tell the Advertiser the SPLC has been a "toxic" work environment for some time, with high employee turnover.

But it's unclear if these complaints are directly connected to Dees' termination, as the aging co-founder said he hadn't tried a case in nearly a decade and was not involved in the center's day-to-day operations. A former employee said he maintained a desk at the Montgomery office in recent years, but wasn't in the office every day.

Tchen said Monday her charge is to look at the entire organization, not just its Montgomery headquarters, and to craft recommendations

“Every workplace, including social justice organizations, must work hard to create a workplace culture that fully reflects their values and priorities, including when it comes to racial and gender diversity," Tchen said in a release. "I am honored to have been asked to lead a comprehensive process to address all aspects of the workplace culture at SPLC, and look forward to working with staff, management and the board to build a workplace at SPLC that will truly reflect respect and safety for all, and the principles that SPLC has long stood for: truth, justice, equity and inclusion.”

Patricia Brown Holmes, an attorney for Empire actor Jussie Smollett, lectured the Chicago Police Department after charges were dropped against the Fox star for allegedly filing a false police report, chiding them for what she called trying their cases in the press.

Prosecutors dropped all charges Tuesday against Smollett, who was accused of lying to police about a fabricated racist and homophobic hate crime, his attorneys said.

“Today, all criminal charges against Jussie Smollett were dropped and his record has been wiped clean,” Holmes and Tina Glandian said in a joint statement.

The Supreme Court on Tuesday tossed a $314.7 million judgment against Sudan in favor of U.S. sailors injured in the 2000 attack on the USS Cole, saying the Americans lodged the lawsuit incorrectly. The high court voted 8-1 against the plaintiffs in the suit, saying they should have sent a copy of the lawsuit to the Sudan Ministry of Foreign Affairs instead of the Sudan Embassy in Washington, D.C. The Foreign Sovereign Immunities Act of 1976 requires notifications of lawsuits between countries to go to foreign affairs departments. The only justice who dissented, Justice Clarence Thomas, said he believed the plaintiffs did comply with the law by notifying the embassy.

Writing for the majority, Justice Samuel Alito said foreign ministers must be notified of lawsuits where they regularly work, "not a far flung outpost that the minister may at most occasionally visit."

The 2000 suicide bombing on the USS Cole, a Navy guided-missile destroyer, in Yemen left 17 U.S. sailors dead and 39 injured. The lawsuit on behalf of the injured accused Sudan of providing support to the al-Qaida militant group, which claimed responsibility for the attack. The Supreme Court said its judgment doesn't prevent a second lawsuit from going forward, but that the plaintiffs should send the court documents directly to the Sudanese Ministry of Foreign Affairs next time. A separate lawsuit by the families of the 17 dead sailors also must be refiled directly to the Sudanese government. An appeals court tossed that $34 million judgment because the families sent the paperwork to the Sudanese Embassy. "There are circumstances in which the rule of law demands adherence to strict requirements even when the equities of a particular case may seem to point in the opposite direction," Alito said.

NEW YORK/WASHINGTON (Reuters) - U.S. labor officials on Tuesday pressed lawmakers to strengthen enforcement of the provisions of the United States-Mexico-Canada Agreement (USMCA) intended to protect workers, the latest sign that the trade deal could face hurdles to passage in the Democrat-led House of Representatives.

Renegotiation of the North American Free Trade Agreement (NAFTA) was one of President Donald Trump’s campaign promises and part of his broader push for better terms of trade for the United States. He has said that bad deals have cost millions of jobs.

Representatives from some of the largest and most influential unions in the United States told lawmakers on Tuesday that the reworked pact does not go far enough to ensure improvement of wages and working conditions, especially for Mexican workers.

“All the NAFTA renegotiation efforts in the world will not create U.S. jobs, raise U.S. wages or reduce the U.S. trade deficit if the new rules do not include clear, strong and effective labor rules that require Mexico to abandon its low wage policy,” Celeste Drake of the American Federation of Labor and Congress of Industrial Organizations said at a House Ways and Means subcommittee hearing.

In late 2018, the leaders of the United States, Mexico and Canada signed the deal to replace NAFTA, but it has yet to be reviewed and ratified by Congress. Trade among the three countries totals more than $1 trillion.

Democrats, who took control of the House of Representatives in January, have traditionally been skeptical of free trade agreements and sympathetic to labor groups. Their support is essential to USMCA’s passage.

USMCA requires its three signatories to maintain labor laws in line with international standards, and to enforce them. But critics have called the agreement’s enforcement mechanism insufficient, saying it will still allow weak unions and resulting low wages in Mexico, while failing to stanch the flight of U.S. factories to lower-cost Mexico.

NAFTA, launched in 1994, put labor provisions in an unenforceable addendum to the agreement, allowing Mexican wages to stagnate despite a flood of factory investment from U.S. companies.

Internal U.S. Department of Justice documents confirm the existence of a department “slush fund” under the Obama Administration and that DOJ officials “went out of their way” to exclude conservative groups, the head of the House Judiciary Committee told fellow lawmakers Tuesday.

The Stop Settlements Slush Funds Act of 2017, or H.R. 732, was introduced in January.

On Tuesday evening – after hours of discussion – the House voted mostly along party lines, 238-183 in favor of the bill. Of the “yes” votes, 231 were Republican and seven were Democrat. Democrats made up all 183 “no” votes. Eleven members did not vote.

OneWeb to mass-produce satellites in Florida

In the shiny white laboratory that is OneWeb Satellites' new Florida manufacturing plant, a historic first happened this week: The first few mass-produced satellites ever to be built in Florida started coming together. Workers in lab coats and hairnets pushed solar panels into cabinets where bright lights checked for fractures. Satellite frames covered in gold-colored film, about the size of a washing machine, neared the final radio-frequency test chambers. "There are about 40 people working here now, and we're hiring another 30 this month," said John Start, resident expert engineer at OneWeb Satellites plant near Kennedy Space Center.

Starting in August, the space firm intends to hire another 50 workers for a total of more than 120. The goal is to crank out two small satellites a day. Many will be launched from Florida; some will be carried on rockets made across the street by Jeff Bezos' Blue Origin. Hiring so many people to work in such advanced high-tech manufacturing for the space industry hasn't happened before in Florida. The state has aerospace companies like Northrop Grumman and Lockheed Martin, but they've mostly been focused on defense contracting. "Having once been just a launch site, it is deeply encouraging to see Florida now building capsules, rockets, commercial lunar landers, and today, as the home of the most advanced satellite production facilities on the planet," said Dale Ketcham, vice president of government and external relations for the state's space agency, Space Florida. "We are eager to see this endeavor succeed. Not just to perform, but to grow."

OneWeb is a communication startup backed by deep pockets: France's Airbus, Virgin Galactic's Richard Branson and Japan's SoftBank, which owns Sprint. Its sister company, OneWeb Satellites, is a technically a joint venture between Airbus and OneWeb. The startup plans to launch hundreds of satellites over the next few years to provide new high-speed Internet and wireless service around the globe. OneWeb launched its first six satellites Feb. 27 on a Russian-made Soyuz rocket from South America. The company says the small satellites are functioning as planned. Since that launch, OneWeb announced it raised another $1.25 billion for expansion.

Back in Florida, Start is handling hiring and setting up the manufacturing process. He's considered a black belt in the ultra-efficient manufacturing process known as Lean Six Sigma, which trains staff to eliminate waste and defects. Start said the plant in Florida only has inventory on hand for about two months' of production at any time. The framework for its satellites comes from another European-based company, RUAG Space, which has set up a new plant and is hiring just across the Indian River, about 10 miles away from OneWeb Satellites.

In the past, satellites and rockets were made elsewhere, such as Colorado or Washington, and shipped for launch at Cape Canaveral. OneWeb, RUAG and several other companies have formed the Space Coast Consortium Apprenticeship Program to work jointly on developing a workforce, among other goals. The apprenticeships are focused on skilled labor positions – mechanics and technicians to operate or repair high-tech equipment like computer network controls tools. In the first year, 19 apprenticeships will be offered. They start with a paid two-week summer orientation trial in June. Students will receive part-time paid jobs while they attend a two-year degree program at Eastern Florida State College for degrees in engineering and aerospace.

Once that's done, they could be offered a full-time position at OneWeb Satellites, RUAG Space, Knight's Armament, Matrix Composites, Rocket Crafters, Discovery Aviation or Precision Shapes. To kick things off, the group will hosting a town hall meeting and tour of OneWeb Satellites' high-tech facility this week from 5 to 7 p.m. Wednesday starting at Space Florida's headquarters, 505 Odyssey Way, Merritt Island.
