Somewhere within the volumes of secret NSD directives there is a plan to suspend the Constitution of the United States of America.

The existence of this plan surfaced during the Iran-Contra hearings. Congressman Jack Brooks (D), Texas, attempted to bring it into the open. When he asked Col. North directly if North had ever helped draft a plan to suspend the Constitution, Brooks was silenced by the committee chairman Senator Daniel K. Inouye (D), Hawaii. Senator Inouye stated that the subject dealt with national security, and any questions regarding the matter could be brought up during a closed-door session. We never learned the outcome.

In 1774 and the spring of 1775 Paul Revere was employed by the Boston Committee of Correspondence and the Massachusetts Committee of Safety as an express rider to carry news, messages, and copies of important documents as far away as New York and Philadelphia.

On the evening of April 18, 1775, Paul Revere was summoned by Dr. Joseph Warren of Boston and given the task of riding to Lexington, Massachusetts, with the news that regular troops were about to march into the countryside northwest of Boston. According to Warren, these troops planned to arrest Samuel Adams and John Hancock, who were staying at a house in Lexington, and probably continue on to the town of Concord, to capture or destroy military stores — gunpowder, ammunition, and several cannon — that had been stockpiled there (in fact, the British troops had no orders to arrest anyone — Dr. Warren’s intelligence on this point was faulty). While the horse was being made ready, a member of the Committee of Safety named Richard Devens warned Revere that there were a number of British officers in the area who might try to intercept him. About eleven o’clock Revere set off. After narrowly avoiding capture just outside of Charlestown, Revere changed his planned route and rode through Medford, where he alarmed Isaac Hall, the captain of the local militia. He then alarmed almost all the houses from Medford, through Menotomy (today’s Arlington) — carefully avoiding the Royall Mansion whose property he rode through (Isaac Royall was a well-known Loyalist) — and arrived in Lexington sometime after midnight.

What happened at a Galveston County nursing home over the last week was one of the first big tests of hydroxychloroquine to treat COVID-19 patients in Texas.

“I thought the risk of seeing 15% of that nursing home die was just not an acceptable,” said Dr. Robin Armstrong, MD, medical director at The Resort at Texas City.

Two patients receiving hydroxychloroquine have had to go to hospital for unrelated conditions, Armstrong disclosed; a woman had a fall and a man got dehydrated in his room because he was not eating and drinking.

But for the first time since this treatment began, many of those who have recovered from the virus have been able to go outside and get some fresh air over the last 48 hours, Armstrong said.

Paul O' Neill, former Bush Treasury secretary, dies at 84

Paul O'Neill, the former Secretary of the Treasury under George W. Bush who was fired after publicly disagreeing with the administration over tax cut policy, died on Saturday at age 84.

O'Neill, who prior to serving in the Bush administration lead several companies including the RAND Corporation, passed away at his Pittsburgh home due to complications from lung cancer, his son Paul Jr. confirmed on Saturday. O'Neill had been battling the disease for several years and had last year decided to forego any further treatment.

The former secretary received national attention in late 2002, in the early days of the Bush administration, when he publicly disagreed with Bush officials over the Jobs and Growth Tax Relief Reconciliation Act, fearing the measure would significantly burden U.S. finances and increase the federal deficit.

O'Neill was forced to resign over the dispute, after which he collaborated with journalist Ron Suskind in writing a book about the Bush administration in which O'Neill alleged that administration officials had planned the Iraq War as early as February of 2001. The former secretary famously described Bush during cabinet meetings as like "a blind man in a roomful of deaf people."

After beginning his retirement several years after leaving the administration, O'Neill worked on initiatives to help bring clean drinking water to the African continent. His son on Saturday said that he died "peacefully" with family members present.

Support Surges in House for Bringing Back Supply Chains From China

Support for returning medical manufacturing from China to the United States is building in the House of Representatives, as lawmakers look to disengage from the country that gave the world the novel coronavirus.

At least three proposals have emerged in recent weeks that would use government purchasing and regulatory authority to encourage production of pharmaceutical ingredients, personal protective equipment, and other medical goods to return to the United States.

Republicans have led the charge, but House Republican Conference chair Liz Cheney (Wyo.) told the Washington Free Beacon, "there is bipartisan support for repatriating supply chains in the House."

The push for repatriation comes as the PRC faces increased scrutiny for its mishandling of and propaganda about the coronavirus epidemic. A new generation of congressional China hawks, meanwhile, sees the crisis as a chance to awaken their colleagues to the threat of supply chain dependence. As Rep. Michael Waltz (R., Fla.) told the Free Beacon, "the current crisis has put a gigawatt spotlight" on the entanglement between the United States and its biggest geopolitical adversary.

Waltz is the main sponsor of the House version of the Strengthening America's Supply Chain and National Security Act, one of several competing proposals that would require pharmaceutical firms to label the country of origin of the ingredients they use, as well as reimposing "buy American" mandates for pharmaceuticals on the DoD, VA, and other government agencies.

Waltz's bill, like others, aims to reduce the extent to which key parts of the American medical system are now made in China. An estimated 40 percent of the world's active pharmaceutical ingredients are sourced in the PRC. China also makes many American generic drug imports, including 95 percent of ibuprofen, 70 percent of acetaminophen, and 40 to 45 percent of penicillin. The slowdown attributable to the coronavirus's effect on Chinese manufacturing has already created the possibility of a shortage of over 150 drugs, according to an FDA report.

After Exiting Loans And Hiking Mortgage Standards, JPMorgan Stops Accepting HELOCs

Earlier this week, JPMorgan reported that its loan loss provision surged five fold to over $8.2 billion for the first quarter, the biggest quarterly increase since the financial crisis (even if its total reserve for losses is still a fraction of what it was during the 2008-2009 crash). And while Jamie Dimon was mum on how much more losses the bank may be forced to take in coming quarters to offset the coming default surge (something we discussed in Houston: The Banks Have A Huge Problem), it hinted that things are about to get much worse when it first halted all non-Paycheck Protection Program based loan issuance for the foreseeable future (i.e., all non-government guaranteed loans) because as we said "the only reason why JPMorgan would "temporarily suspend" all non-government backstopped loans such as PPP, is if the bank expects a default tsunami to hit coupled with a full-blown depression that wipes out the value of any and all assets pledged to collateralize the loans." Then, just a few days later, the bank also said it would raise its mortgage standards, stating that customers applying for a new mortgage will need a credit score of at least 700, and will be required to make a down payment equal to 20% of the home’s value, a dramatic tightening since the typical minimum requirement for a conventional mortgage is a 620 FICO score and as little as 5% down. Reuters echoed our gloomy take, stating that "the change highlights how banks are quickly shifting gears to respond to the darkening U.S. economic outlook and stress in the housing market, after measures to contain the virus put 16 million people out of work and plunged the country into recession."

In short, JPM appears to be quietly exiting the origination of all interest income generating revenue streams over fears of the coming recession, which prompted us to ask "just how bad will the US depression get over the next few months if JPMorgan has just put up a "closed indefinitely" sign on its window." That question was especially apt today, when JPM exited yet another loan product, when it announced that it has stopped accepting new home equity line of credit, or HELOC, applications. The bank confirmed that this change was made due to the uncertainty in the economy, and didn't give an end date to the pause according to the Motley Fool.

Like in the other previous exits, the move doesn't affect customers who already have HELOCs with the bank. They'll still be able to withdraw funds on their existing HELOCs as they wish. With HELOCs generally seen as riskier for banks than purchase or refinance mortgages as they represent a second lien on the home, it was only a matter of time before the bank - which had already exited new first-lien loan issuance would but up a "closed" sign on this particular product.

In short, JPMorgan wants no part of the shitstorm that is about to be unleashed on middle America, and especially the housing sector which is about to be hammered like never before. While the U.S. housing market was on a steady footing earlier this year, all hell broke loose as a result of the economic paralysis and deepening depression resulting from the Coronavirus pandemic. And with would-be home buyers unable to view properties or close purchases due to social distancing measures, the health crisis now threatens to derail the sector, especially as banks are going to make it next to impossible to get a new mortgage. To be sure, as we reported last week the residential mortgage market is already freefalling after borrower requests to delay mortgage payments exploded by 1,896% in the second half of March. And unfortunately, this is just the beginning: last week, Moody’s Analytics predicted that as much as 30% of homeowners - about 15 million households - could stop paying their mortgages if the U.S. economy remains closed through the summer or beyond. Bloomberg called this the "biggest wave of delinquencies in history."

This would result in a housing market depression and would lead to tens of billions in losses for mortgage servicers and originators such as JPMorgan.

Contamination at CDC lab was likely cause of critical early delays in rolling out coronavirus testing

Contamination in manufacturing the Centers for Disease Control and Prevention test for the coronavirus caused weeks of delays that slowed the US response to the pandemic, multiple health officials have told CNN, a problem that stemmed in part from the CDC not adhering to its own protocols, according to a US Food and Drug Administration spokesperson.

"CDC made its test in one of its laboratories, rather than in its manufacturing facilities," the FDA spokesperson told CNN on Saturday. "CDC did not manufacture its test consistent with its own protocol."

The government has never fully explained what stalled the rollout of a crucial test needed to begin measuring the extent of the spread of Covid-19. It would take until the end of February to correct and the US continues to lack extensive testing capability even as some states prepare ease up on restriction and reopen to a degree.

The Washington Post first reported details of the breakdown in the CDC's manufacturing of the tests.

In mid-February, the CDC was uncertain whether its test was malfunctioning due to a design issue or a manufacturing issue, two FDA officials said.

That was concerning to the FDA. On February 22, an FDA official traveled to Atlanta and spent the following days visiting CDC labs to try to sort out the testing problem.

According to an administration official, the FDA determined contamination was most likely occurring during the manufacturing process and that the CDC had appeared to have violated its own manufacturing protocols.

Within days – by February 27 – the FDA and the CDC worked together to shift the manufacturing of the CDC test kits to IDT, an outside manufacturer, two FDA officials said. Those test kits functioned correctly and were shipped to public health labs.

The FDA was simultaneously working with the CDC to allow public health labs to use the existing test kits with two of the three components, eliminating the third component that had been causing many of the tests to deliver inaccurate results, the two FDA officials said.

Two FDA officials and an administration official said there did not appear to be an issue with the design of the CDC test. The problem was the manufacturing process.

The FDA expert determined it was a manufacturing issue and worked with the CDC to facilitate the production and quality control processing of test kits made by one of its contract manufacturers – IDT – to expedite test kit distribution to public health and non-public health laboratories.

"The test manufactured by IDT was distributed and has encountered no issues, thus supporting the conclusion that it was a manufacturing issue," the FDA spokesperson said in the statement provided to CNN on Saturday.

CDC spokesman Benjamin Haynes said the matter is being investigated by the Department of Health and Human Services and acknowledged it "may be the result of a design and/or manufacturing issue or possible contamination."

"Routine quality control measures aim to identify these types of issues. Those measures were not sufficient in this circumstance, and CDC implemented enhanced quality control to address the issue and will be assessing this issue moving forward."

The HHS inspector general said it expects to complete the review by 2021.

Fauci had completed a residency in internal medicine in 1968, followed by an infectious diseases fellowship at NIAID. He was in the early stages of a successful career studying immune-mediated diseases when a report from the Centers of Disease Control and Prevention in 1981 described a strange array of symptoms affecting a group of gay men. He felt compelled to study this mysterious disease. While his friends, colleagues, and mentors advised him against pursuing what they called “a self-limited curiosity,” he ignored their advice. That choice informed the trajectory of his career, launching him into the field of infectious disease. “Life is not lived, nor careers formed, in a vacuum,” he said.

Fauci accepted a fellowship at the NIH, even though he feared he was entering a disappearing subfield of medicine. Starting in the 1960s, emphasis had begun to shift from infectious disease to chronic disease. By 1980, many doctors believed that the war against infectious diseases had been won. The victory was short-lived: Shortly after Fauci began at the NIH, the HIV/AIDs epidemic gripped the United States. As such pathogens as Ebola and Zika emerge and reemerge, and researchers discover new ones, Fauci told the graduates, continual learning is integral to any field of medicine. “The scope of what we need to learn is like a giant mosaic, and this giant mosaic is eternally unfinished.” Doctors must keep up with scientific advancements, all the while caring for patients. “You will be participating in the implementation of these techniques while holding on for dear life. … Rest assured that being bored will not be a problem for you.”

He closed by reminding the graduates of the foundation of medicine—a thirst for knowledge and respect for the patient. He quoted Francis W. Peabody, a 19th century physician known for his research on polio and typhoid, by saying, “One of the essential qualities of the physician is an interest in humanity, for the secret of the care of the patient is in caring for the patient.”
