Mobile phone tracking applications are part of the solution to monitor the spread, but it means our privacy is invaded.

 

"We need to be very clear on whether we want this and whether It is acceptable or not," says Patrick Breyer (MEP, Greens/EFA) from the German pirate party. "There is a lack of respect for fundamental rights on the side of the EU Commission and I think that they need to get their act together and stand up for our rights because there is no contradiction between effectively addressing this crisis and respecting fundamental rights."

 

To address to all these concerns, the European Commission is unveiling coronavirus app tracking guidelines on Thursday.

 

"It is fundamental that the installation and the use of an app is voluntary,"Johannes Bahrke, Spokesperson of the European Commission told us ahead of the launch. "We want to ensure citizens that they can trust in these apps, that they respect security, privacy, data protection and they are effective so that people use them."

 

The EU's Industry chief Thierry Breton released a statement to the same effect saying:

 

"Strong privacy safeguards are a pre-requisite for the uptake of these apps, and therefore their usefulness. While we should be innovative and make the best use of technology in fighting the pandemic, we will not compromise on our values and privacy requirements.”

 

Privacy concerns have been front-and-centre in the discussions around COVID-19. In the public debate, the role of privacy professionals is important.

 

"We can look to the legacy from 9/11 for example, where a number of security measures were put in place and those who are standing today as we travel globally," explains Paul Jordan, Managing Director Europe – IAPP (International Association of Privacy Professionals).

 

"One of the big questions is how long these measures will be in place and also once those measures come to an end, what will happen to data that have been collected," says Jordan.

'I wasn't elected for that!' French mayor forced to run NAKED from his house after attack by angry local during lockdown

 

A French mayor fled for his life during the nationwide coronavirus lockdown after a disgruntled citizen forced him to strip naked at gunpoint in his own home.

 

The bizarre confrontation started as a seemingly ordinary meeting between Pascal Houbron, the 53-year-old mayor of the town of Bihorel in France's northern Normandy region, and one of the local residents on Tuesday morning.

The official was conducting work meetings at home because the town hall is closed due to the Covid-19 pandemic.

 

During the meeting, the attacker pulled out a firearm – which later turned out to be an airsoft pistol – to threaten Houbron. "He was pointing a gun at me, preventing me from leaving my house… He forced me to undress before taking my picture," the mayor told France Bleu radio.

 

Despite the attacker being armed, the mayor eventually managed to escape by sprinting out of his home in his birthday suit and running down the street.

 

I ran naked, shouting for help, to a neighbor who hid me in his garage.

 

The suspect, meanwhile, surrendered to police and was taken into custody. An investigation has been launched into the incident.

QFag here and I don't feel well today. Got a little shortness of breath and pain and some wicked bad fatigue. I felt fine yesterday but I've been out working during this. I can't find a thermometer anywhere. But my doctor's office is having a triage nurse call me soon, possibly to determine if I need a test. I'm in my late 50s. There are 3 testing sites in the area but one can go there only with a referral. Now that I'm out, I feel worse. Kinda run down. A little pain. So maybe they'll order a test.

UK food firm charters plane to fly in Romanians to help with harvest

Farmers across Europe have complained of having to either throw away their harvests or leave it to rot in the field because of the coronavirus lockdowns.

 

Confinement has meant losing their normal clients, like restaurants who have closed down, or not having seasonal workers to harvest their crops.

 

Air Charter Services told Euronews on Thursday that it has flown 2,000 eastern European harvesters across Europe since the beginning of the COVID-19 outbreak.

 

One of the latest will arrive at Stansted Airport, near London, around 5 pm local time on Thursday with scores of Romanians onboard.

 

"There will be health checks at both ends and the middle seat of the middle row will be kept empty to ensure a form of social distancing," it said

 

Thirteen of the 14 flights it has operated have flown into Germany.

 

A further five or six more charter flights to the UK are currently being discussed, Air Charter Services added.

 

The company confirmed that G's Fresh had chartered the Stansted flight but declined to divulge who it was in discussion with for the other flights and who was behind the German charters.

 

"G's Fresh" is one of the largest fresh food producers in the UK with farms across Cambridgeshire, Norfolk and Suffolk. On its website, it states that they employ around 2,500 seasonal workers during the busy period from April to November.

 

The UN's Food and Agriculture Organisation (FAO) raised the alarm over the impact COVID-19 could have on food security in mid-March warning of disruptions to the supply chain the longer the pandemic lasts.

 

The British and French ministries of agriculture have both called on furloughed people to work the fields.

 

Concordia, a UK charity placing volunteers in work placements, has launched a Feed The Nation initiative to mitigate the labour shortage faced by UK farms. It said on Tuesday that it has received thousands of applications for the minimum-wage roles

Coronavirus in Europe: Hunters and gamekeepers helped police enforce lockdown in France

French hunters and gamekeepers have been requisitioned by regional authorities to help the police enforce the rules of the French lockdown during the coronavirus pandemic.

 

The operation was held for one weekend before being cancelled due to their "thin legal basis", authorities said on Thursday.

 

They were requisitioned by the préfecture of Seine-et-Marne, an area south east of Paris, to "prevent and signal to the armed forces" any infraction to local lockdown rules, according to a decree released by the préfecture.

 

Hunters and gamekeepers were requisitioned at weekends only, operating on 3-4 April. A similar operation planned for the Easter weekend (11 to 13 April) was cancelled by the préfecture on Thursday.

 

"Due to their thin legal basis, the decrees have been removed and the operation will not be renewed in the coming weekends," the Seine-et-Marne préfecture said in a statement.

 

"The word 'hunter' was inappropriate," the prefect for Seine-et-Marne, Thierry Coudert, explained to Euronews. "They were sworn-in employees of the National Hunting Federation."

 

"Private hunters and gamekeepers whose name is listed in the present document are requisitioned", the préfecture's decree read.

 

Gamekeepers and hunters were requisitioned to receive orders from the French National Forest Office or the local gendarmerie and police, the decree said.

Privacy advocates are warning federal authorities of a new threat that uses inaudible, high-frequency sounds to surreptitiously track a person's online behavior across a range of devices, including phones, TVs, tablets, and computers.

 

The ultrasonic pitches are embedded into TV commercials or are played when a user encounters an ad displayed in a computer browser. While the sound can't be heard by the human ear, nearby tablets and smartphones can detect it. When they do, browser cookies can now pair a single user to multiple devices and keep track of what TV commercials the person sees, how long the person watches the ads, and whether the person acts on the ads by doing a Web search or buying a product.

 

Cross-device tracking raises important privacy concerns, the Center for Democracy and Technology wrote in recently filed comments to the Federal Trade Commission. The FTC has scheduled a workshop on Monday to discuss the technology. Often, people use as many as five connected devices throughout a given day—a phone, computer, tablet, wearable health device, and an RFID-enabled access fob. Until now, there hasn't been an easy way to track activity on one and tie it to another.

 

"As a person goes about her business, her activity on each device generates different data streams about her preferences and behavior that are siloed in these devices and services that mediate them," CDT officials wrote. "Cross-device tracking allows marketers to combine these streams by linking them to the same individual, enhancing the granularity of what they know about that person."

 

The officials said that companies with names including SilverPush, Drawbridge, and Flurry are working on ways to pair a given user to specific devices. Adobe is also developing cross-device tracking technologies, although there's no mention of it involving inaudible sound. Without a doubt, the most concerning of the companies the CDT mentioned is San Francisco-based SilverPush.

 

CDT officials wrote:

 

Cross-device tracking can also be performed through the use of ultrasonic inaudible sound beacons. Compared to probabilistic tracking through browser fingerprinting, the use of audio beacons is a more accurate way to track users across devices. The industry leader of cross-device tracking using audio beacons is SilverPush. When a user encounters a SilverPush advertiser on the web, the advertiser drops a cookie on the computer while also playing an ultrasonic audio through the use of the speakers on the computer or device. The inaudible code is recognized and received on the other smart device by the software development kit installed on it. SilverPush also embeds audio beacon signals into TV commercials which are "picked up silently by an app installed on a [device] (unknown to the user)." The audio beacon enables companies like SilverPush to know which ads the user saw, how long the user watched the ad before changing the channel, which kind of smart devices the individual uses, along with other information that adds to the profile of each user that is linked across devices.

 

The user is unaware of the audio beacon, but if a smart device has an app on it that uses the SilverPush software development kit, the software on the app will be listening for the audio beacon and once the beacon is detected, devices are immediately recognized as being used by the same individual. SilverPush states that the company is not listening in the background to all of the noises occurring in proximity to the device. The only factor that hinders the receipt of an audio beacon by a device is distance and there is no way for the user to opt-out of this form of cross-device tracking. SilverPush’s company policy is to not "divulge the names of the apps the technology is embedded," meaning that users have no knowledge of which apps are using this technology and no way to opt-out of this practice. As of April of 2015, SilverPush’s software is used by 67 apps and the company monitors 18 million smartphones.

 

SilverPush's ultrasonic cross-device tracking was publicly reported as long ago as July 2014. More recently, the company received a new round of publicity when it obtained $1.25 million in venture capital. The CDT letter appears to be the first time the privacy-invading potential of the company's product has been discussed in detail. SilverPush officials didn't respond to e-mail seeking comment for this article.

Eight percent of WHO’s budget in 2018 went to travel expenses, while just 4% went to medical supplies and materials, the report shows.

 

“Of total travel expenditure, only 45% was for staff travel, the rest was incurred for non-staff travel, mainly for meeting participants nominated by Member States,” the report states.

 

WHO’s travel expenditures have faced scrutiny in the past.

 

The Associated Press reported in 2017 that WHO “routinely has spent about $200 million a year on travel expenses, more than what it doles out to fight some of the biggest problems in public health, including AIDS, tuberculosis and malaria combined.”

 

The organization has only barely cut its travel spending since then.

 

Travel expenses dropped by just 1% between 2017 and 2018, according to WHO’s report.

Likely more such stories will inundate the media in the coming days and weeks as more unprecedented federal 'helicopter money' is simply booted out the door… who knows where it lands.

 

Massie followed up by saying the unnamed deceased man's estate did file his taxes for 2018 following his death. Further, it's common in such instances of the recently departed that a joint bank account be held in the name of living and non-living people.

 

As a separate report documenting instances of dead Americans receiving checks indicates: "Actually, stimulus checks are being cut (or money is being deposited into recipient accounts) based on who filed 2019 taxes. And if taxes haven’t yet been filed for last year (the new deadline isn’t until July 15), the Treasury is using 2018 returns."

This certainly isn't the first time this has happened, but the coronavirus stimulus is unprecedented and massive on a scale before unseen. In 2017 for example, at least 72,000 deceased citizens received checks under Obama's long-term economic stimulus program.

Hundreds of people on social media have shared stories of receiving payments for relatives who passed away in 2018 or 2019.

Lately, Mike Janke has been getting what he calls the “hairy eyeball” from international government agencies. The 44-year-old former Navy SEAL commando, together with two of the world’s most renowned cryptographers, was always bound to ruffle some high-level feathers with his new project—a surveillance-resistant communications platform that makes complex encryption so simple your grandma can use it. This week, after more than two years of preparation, the finished product has hit the market. Named Silent Circle, it is in essence a series of applications that can be used on a mobile device to encrypt communications—text messages, plus voice and video calls. Currently, apps for the iPhone and iPad are available, with versions for Windows, Galaxy, Nexus, and Android in the works. An email service is also soon scheduled to launch. The encryption is peer to peer, which means that Silent Circle doesn’t centrally hold a key that can be used to decrypt people’s messages or phone calls. Each phone generates a unique key every time a call is made, then deletes it straight after the call finishes. When sending text messages or images, there is even a “burn” function, which allows you to set a time limit on anything you send to another Silent Circle user—a bit like how “this tape will self destruct” goes down in Mission: Impossible, but without the smoke or fire.

 

Silent Circle began as an idea Janke had after spending 12 years working for the U.S. military and later as a security contractor. When traveling overseas, he realized that there was no easy-to-use, trustworthy encrypted communications provider available to keep in touch with family back home. Cellphone calls, text messages, and emails sent over the likes of Hotmail and Gmail can just be “pulled right out of the air,” according to Janke, and he didn’t think the few commercial services offering encryption—like Skype and Hushmail—were secure enough. He was also made uneasy by reports about increased government snooping on communications. “It offended what I thought were my God-given rights—to be able to have a free conversation,” Janke says. “And so I began on this quest to find something to solve it.”

 

Janke assembled what he calls an “all-star team”: Phil Zimmerman, a recent inductee to the Internet’s Hall of Fame, who in 1991 invented PGP encryption, still considered the standard for email security. Jon Callas, the man behind Apple’s whole-disk encryption (which is used to secure hard drives in Macs across the world), became Silent Circle’s chief technology officer. Other employees were top engineers and ex-special-forces communications experts based in England, Latvia, and Germany. Together, they designed their own software, created a new encryption protocol called SCimp, registered their company offshore and outside U.S. jurisdiction, then built up their own network in Canada. (They eventually plan to expand to Switzerland and Hong Kong.)

German authorities say police have arrested four suspected members of the Islamic State of Iraq and Syria (ISIS) who were planning an attack on American military facilities. Federal prosecutors said the suspects were arrested by tactical police units early Wednesday at various locations in the western state of North Rhine-Westphalia.

They identified the men as Azizjon B., Muhammadali G., Farhodshoh K. and Sunatullokh K. - all citizens of Tajikistan. The suspects' surnames weren't released for privacy reasons.

 

The men's alleged leader, a 30-year-old Tajik man identified only as Ravsan B., has been in jail since March 2019 on unspecified charges.

 

ISIS is still trying to make a comeback in Iraq and Syria and is still intensely recruiting online for soldiers. Tajikistan, a former Soviet republic until 1991, is a small, mountainous country that borders Afghanistan and China. It's not known as a hotbed of Islamic radicalism, although it's 96 percent Muslim. Authorities have tried, with some success, to stamp out radical fundamentalism, so the country has remained relatively peaceful since a civil war in the early 1990s that followed independence.

 

The men were charged with "membership in a terrorist organization."

 

Prosecutors said the men joined ISIS in January 2019 and were instructed to form a cell in Germany. They reportedly first planned to carry out an attack in Tajikistan but later shifted their target to Germany, including U.S. Air Force bases in the country and a person they deemed critical of Islam.

Throughout, they are alleged to have been in contact with two high-ranking ISIS figures in Syria and Afghanistan.

 

Prosecutors said the group had already obtained firearms and ammunition to carry out their attacks, while Ravsan B. had ordered materials to build an explosive device.

 

These are not "lone wolves" or rich Muslim kids trying to be terrorists. This was apparently a serious plot that was fairly well along when police stopped it. No word on how the men came to Germany, whether they were refugees or if they emigrated. What matters is that they were there and ready to commit violence against the United States.

The power of an I told you so might seem trivial, but is very useful when trying to talk someone out of a brainwashed trance. Few things are as effective as the ability to predict the cult leader's next move. The operation would go like this:

Now, the Executive order that will implement this, the Executive Order 11051, details responsibilities to the Office of Emergency Planning or FEMA. It gives authorization to put ALL Executive orders into effect in times of national emergency declared by the President, increased international tension or economical or financial crisis. (Note that it covers every conceivable domestic crisis but does not even mention war or nuclear attack.)

Now, the only thing that has to happen for FEMA to be able to implement all the executive orders, emergency executive orders, is for the President to declare a national emergency of any type, as long as it's a national emergency.

 

Chapter Six - H.R. 4079 & FEMA•

Executive Order 10995 provides for the takeover of the communications media.

Executive Order 10997 provides for the takeover of all electric, power, petroleum, gas, fuels, and minerals.

Executive Order 10988 provides for the takeover of food resources and farms.

Executive Order 10999 provides for the takeover of all modes of transortation, control of highways, seaports, etc.

Executive Order 11000 provides for mobilization of all civilians into work brigades under the Government supervision.

Executive Order 11001 provides for Governmental takeover of all health, education and welfare functions.

Executive Order 11002 designates the Postmaster General to operate a national registration of all persons.

Executive Order 11003 provides for the Government to take over airports and aircraft.

Executive Order 11004 provides for the Housing and Finance Authority to relocate communities, designate areas to be abandoned, and establish new locations for populations.

Executive Order 11005 provides for the Government to take over railroads, inland waterways and public storage facilities.

 

Now, all of these were COMBINED under Nixon into one huge Executive order, which allows all of this to take place if the President declares a national emergency and it can be implemented by the head of FEMA, NOT BY THE PRESIDENT. The President has already given him that power under these executive orders.

All of these were combined into Executive Order 11490 and that was signed by President Carter on July 20,1979, and is, in fact, law.So, if H.R. 4079 is passed and the President does what it says and declares a national emergency because of the drug situation, whether it's for one year, five years, five minutes or forever, it doesn't make any difference. FEMA then can implement all these Executive orders, take over all local, state, and national government suspend the Constitution and do what ever they want to do.Now, remember what North said during the Iran-Contra hearings. He said that they were prepared to suspend the Constitution of the United States. And he said if it hadn't been for their getting caught that this would have happened. And all that did was delay it. Dive Brief:

The U.S. Attorney's Office for the District of Oregon announced Tuesday that authorities have charged an Oregon contractor, 38-year-old Victor Hugo Lopez-Diaz, with one count of conspiring to commit tax evasion and two counts of filing false tax returns as part of a scheme to evade paying $65 million of income and employment taxes.

From at least 2014 through February 2018, Lopez-Diaz and his conspirators, according to prosecutors, were able to duck their personal and employment tax obligations by cashing approximately $185 million of checks at a co-conspirator’s check-cashing business and then using that money to pay construction workers under the table. Lopez-Diaz, along with others, set up subcontracting businesses to aid in their scam and paid unlicensed contractors cash off the books.

Lopez-Diaz, under the name Miguel Lopez, also accepted payments on behalf of other contractors, cashing those checks and giving the money back to contractors so that they could pay their own crews without withholding or paying the required taxes. According to prosecutors, this is one of the largest tax evasion schemes ever prosecuted in the U.S. District Court for the District of Oregon. The Internal Revenue Service's Criminal Investigation unit Division is leading the investigation. ​
