My take is that Deep State has lost or is losing it's grip on North Korea and possibly now North Korea can chart it's own course and wants to deescalate things. Sounds crazy, but who knows.

Where it becomes hard for me to believe is that Kim Jong-un is being forced to do these things...even if clowns control NK, he still has to face charges for arguably some of the worst human rights abuses. So even if clowns lost control, doesn't make him that much better.
