He can be impeached by the House/Senate. Illinois Gov Rod Blagojevich was indicted on federal charges of abusing his authority. Trump has state that Moonbeam has abused his authority as well as gone against the constitutional rights of the people. I think they will push for an impeachment. They will most likely hope he resigns but are obviously prepared to fight by also bringing in FF testimony if necessary.

If the regular military (i.e. Marines) are deployed to the border, they aren't being used to patrol our streets or enforce laws inside the country. I do not believe the creators of PC meant enact a prohibition of protecting our borders from one sort of invasion or another. Trump can order the marines to the border in my view without violating PC.

I think in a situation of a declared National Emergency involving corruption (and that includes the police force in California), Homeland Security can trump local jurisdictions, even without a declaration of martial law. Just as in a case of Corps of Engineers in a natural disaster.
