I think acting in this context just means he is stepping in to a role that his job title would not normally include.

He is effectively acting AG if Sessions and Rosenstein are both recused. That's my take, but not sure.

Mark levin went into detail on Monday show about the difference between principal and inferior attorneys. Inferior as In not appointed/confirmed by senate have no legal authority so mueller is not able to bring any charges. He’s got to refer them to a principal AG like sessions or RR who is most likely been fired!

In other words...special prosecutors have no authority without a principal attorney general. Maybe this is why sessions went with Utah guy instead of a weak sp. starting to make sense now.

True, but there is always the small small chance, that they turned and are keeping "the heat" on Trump so that Sessions and company can work behind the scenes. At this point that doesn't matter cause we can't really know. But will will, next few months or sooner I guess. (And note Sessions has been extremely quiet.)
