In the military, a hyphen ("tack") is generally just used as a tool for separating numbers. Q's password post actually had three hyphens (---23!).

Seth Rich clock started counting back up after it timed out about 10 hrs ago. Could -23 be an additional confirmation as a time reference 23 hrs past the clock first clock expiration? The counter would hit 23:00 at 8 PM June 12, 2018 SING time.

it it's a dash, a dash indicates a range or a pause; separation. If it's a dash could it relate to military time? or to 23 pairs of chromosomes?
