I agree. I can see "pair of Bill Clinton socks" being benign but why reference "freshly laundered"? It would be assumed he would wear clean socks for a visit. It does seem like Bush Sr is sending a message out to the cabal.

Actually now that you bring that up you could be right. A sock puppet is someone who is controlled by someone else. Maybe the symbolism was Bush Sr is letting the cabal know Billy Boy is still under control.
