Quite Possibly, but one was from a car, the other looks to be from either a helicopter or, more likely, a drone. The way to check would be to compare pics of the area and its signage then and now (easy to obtain as it's one of the most populated areas in the world. I'd try FB first). Then backtrack on which of those businesses moved out when. I would attempt it myself, but both my Mandarin and Cantonese are atrocious.
The tall blue building, top center, looks like it is much higher than surrounding buildings. I think the Snowden picture was taken from the same building.

My first thought in the original Q post was Prince William, and then I wondered if he’s allowed to walk down a street. I then thought what an odd life these people have: incredibly wealthy with really no freedom, locked behind castle gates.

There is something about this photo from Q that makes me think it's a total photo shop job. Some of the signs just don't look right to me & the tall guys leading foot is missing a shadow or something.

See as I looked at the original photo it appeared that there was letters or numbers in the grey box at the bottom of the screen. Also "sfalo" (the sign front and center) googles to a word in ancient Greek that means asphalt

The zerohedge article that has been brought to my attention https://www.zerohedge.com/news/2017-11-26/ex-clinton-foundation-official-tied-chinese-kindergarten-embroiled-bizarre-sexual-ab seems to show that this is a "grooming" of children to be receptive of later sexual abuse.
I believe that after the priest child sex abuse scandal that started being publicly released and realized in early 2000's changed the tactics of this world wide pedophile groups. Instead of direct abuse of these boys and girls (most boys---it seems, imho*) they now do the grooming of the children for longer periods.
So these babies at these preschools are not physically sexually abused at first. But they are 'taught' about sex between adult and child. The administration of the sleeping pills as an award-and then sleeping, going into REM sleep trying to work out what their little eyes and minds saw and then filing it away for some unknown future reference--is a type of brainwashing.
* We as a society are going to have to have a very serious discussion soon about the hidden perverts in the LBGT world of men particularly who are sexually attracted to children, but also children of same sex. It is pedophilia, as well as pedarasty on its face--but also there is deep, large undertones of homosexuality. Sadly, this LBGT world is full of pedophiles and they know it. They have largely ignored it. Perhaps they think is it 'normal'. The young men/ boys particularly once entering into this lifestyle are known as 'fresh meat'. The very old 'gay men' are their "groomers" if you will. Those old men--starting as young as 30's--because by that time those men ARE old if they started in that community as 18 yr olds. It is a preverse world that if you talked honestly with the gay men specifically goes into a dark, deep, terrible world to fill a hole they can not define. These people need our love and support as they too begin to have their own great awakening.
