Charges Were Dropped Against Man At Portland Riot. He Later Stabbed Multiple People To Death, Police Say

A man accused of stabbing two people to death in Portland in June was previously arrested during a riot in downtown Portland a week prior to the killings but the charges were dropped when progressive District Attorney Mike Schmidt reportedly decided to not pursue charges.

“Cassy Leaton, 22, and Najaf ‘Nate’ Hobbs, 39, were stabbed on June 16 near Northeast Davis Street. Police arrested Phillip Lawrence Nelson, 39, two days later,” KOIN News reported Tuesday. “He faces two murder charges and is being held without bail. Just days before he allegedly killed Leaton and Hobbs, though, Nelson was taken into custody at a protest in downtown Portland. Court records show he was arrested on charges of interfering with a peace officer. Those charges were dismissed the next day.”

Journalist Andy Ngo noted that the charges from the “violent antifa protest” were dropped because the case “wasn’t pursued by the DA.”

The report from the local CBS affiliate says that investigators believe that the two victims were murdered as part of a dispute they had with Nelson over a renting issue.

“Leaton and Hobbs’ roommate told police that they were originally renting the unit in a fourplex from Nelson, who claimed to be the owner of the building, according to court records,” the outlet reports. “When the three roommates found out Nelson was actually just squatting there, they changed the locks to their unit, angering Nelson, records state.”

Sheriffs in Oregon have cited the fact that so many rioters in Portland have had their criminal charges dropped as reason that they will not be sending any deputies to the city to quell the nightly violence as part of a plan put together by the state’s governor.

Oregon Democratic Governor Kate Brown said she will be asking sheriff’s deputies from Clackamas and Washington county and Gresham to help Portland Police gain control of the embattled city. “The governor is convening a community forum on racial justice and police reform, which will include Black protest organizers and community leaders, as well as Portland Mayor Ted Wheeler,” KATU News reported.

Clackamas Sheriff Craig Roberts responded:

On Sunday, August 30th, I read that Governor Kate Brown announced a new plan to address the lawlessness happening in Portland. I was surprised to read that the Clackamas County Sheriff’s Office was part of the plan since the Governor’s Office never contacted me.

Had Governor Brown discussed her plan with my office, I would have told her it’s about changing policy not adding resources. Increasing law enforcement resources in Portland will not solve the nightly violence and now, murder. The only way to make Portland safe again, is to support a policy that holds offenders accountable for their destruction and violence. That will require the DA to charge offenders appropriately and a decision by the Multnomah County Presiding Judge not to allow offenders released on their own recognizance, and instead require bail with conditions. The same offenders are arrested night after night, only to be released by the court and not charged with a crime by the DA’s Office. The next night they are back at it, endangering the lives of law enforcement and the community all over again.

For all of us in law enforcement, keeping our community safe is our first priority. Had Governor Brown asked me, I would have told her that no amount of human resources will stop the “cycle of violence” (her term) that is making Portland unsafe. For that to occur, the criminal justice system will need do its part and hold offenders accountable.

Washington County Sheriff Pat Garrett responded:

Yesterday, Governor Brown issued a statement asking local law enforcement leaders to provide personnel and resources to assist the Portland Police Bureau (PPB), following Saturday’s shooting death that was connected to protests.

As Washington County Sheriff, I commit to support PPB through indirect ways, like analyzing risks associated with social media, air support, assisting with a specific criminal investigation, etc. At this time, I do not plan to send deputies to work directly in Portland. PPB is a terrific partner and I am very sympathetic to what they are enduring. However, the lack of political support for public safety, the uncertain legal landscape, the current volatility combined with intense scrutiny on use of force presents an unacceptable risk if deputies were deployed directly. Lastly, I support the steps outlined in the Joint Media Release by the Oregon State Sheriff’s Association and the Oregon Association of Chiefs of Police, and remain committed to work with partners and community leaders towards peace and an end to violence.

Ethics Foundation Requests A.G. Holder Investigate Sen. Boxer

In a breaking development that may affect the close California Senate race, Pajamas Media has learned The Foundation for Ethics in Public Service sent a letter to Eric Holder last Thursday requesting the attorney general “begin an investigation to determine whether United States Senator Barbara Boxer violated any criminal laws or should be liable for any civil penalty for failure to disclose real property on her Personal Financial Disclosure Reports between 2002 and 2010.”

The Foundation for Ethics in Public Service is a 501(c)(3) tax-exempt organization “that seeks to bring a new level of transparency, accountability and integrity to all levels of government in the United States.” Boxer is the chair of the Senate Select Committee on Ethics.

The specific property FEPS is referring to is an Oakland, California, home valued at over a million dollars and co-owned by Boxer, her husband Stewart, their son Douglas, and his wife Amy. The letter to Holder reads in part:

Despite the fact that Senator Boxer had an ownership in854 Longridge Road [in Oakland], she failed to report this substantial real property asset on any of her personal financial disclosures between 2002 and 2010. She had also failed to report the mortgage on the property. Further, she failed to report the purchase of 854 Longridge Road in 2002. Each yearBoxer was required to have filed a “full and complete report.”

The filing of false or incomplete disclosure statements is in violation of the Ethics in Government Act. The Act authorizes the Attorney General of the United States to seek civil penalties against Senators whoknowingly and willfully falsify or fail to report required information. Theknowing and willful concealment of the existence of substantial amount of real property for a prolonged period may subject Senators to federal criminal prosecution under 18 U.S.C. paragraph 101. Using the venom from 312 honeybees and bumblebees in Perth Western Australia, Ireland and England, Dr Ciara Duffy from the Harry Perkins Institute of Medical Research and The University of Western Australia, tested the effect of the venom on the clinical subtypes of breast cancer, including triple-negative breast cancer, which has limited treatment options.

Results published in the journal npj Precision Oncology revealed that honeybee venom rapidly destroyed triple-negative breast cancer and HER2-enriched breast cancer cells.

Dr Duffy said the aim of the research was to investigate the anti-cancer properties of honeybee venom, and a component compound, melittin, on different types of breast cancer cells.

"No-one had previously compared the effects of honeybee venom or melittin across all of the different subtypes of breast cancer and normal cells.

"We tested honeybee venom on normal breast cells, and cells from the clinical subtypes of breast cancer: hormone receptor positive, HER2-enriched, and triple-negative breast cancer.

"We tested a very small, positively charged peptide in honeybee venom called melittin, which we could reproduce synthetically, and found that the synthetic product mirrored the majority of the anti-cancer effects of honeybee venom," Dr Duffy said.

"We found both honeybee venom and melittin significantly, selectively and rapidly reduced the viability of triple-negative breast cancer and HER2-enriched breast cancer cells.

"The venom was extremely potent," Dr Duffy said.

A specific concentration of honeybee venom can induce 100% cancer cell death, while having minimal effects on normal cells.

"We found that melittin can completely destroy cancer cell membranes within 60 minutes."

Melittin in honeybee venom also had another remarkable effect; within 20 minutes, melittin was able to substantially reduce the chemical messages of cancer cells that are essential to cancer cell growth and cell division.

"We looked at how honeybee venom and melittin affect the cancer signalling pathways, the chemical messages that are fundamental for cancer cell growth and reproduction, and we found that very quickly these signalling pathways were shut down.

MSP searching for Kalamazoo pastor accused of sex crimes

KALAMAZOO, Mich. (WOOD) — A Kalamazoo pastor accused of paying teens for sex is considered a fugitive after he failed to turn himself in Wednesday morning, police say.

Michigan State Police Detective 1st Lt. Chuck Christensen said that Rev. Stricjavvar “Strick” Strickland called to say he was having car trouble as an explanation for why he didn’t turn himself in by the expected time.

Christensen said that because Strickland has not turned himself in in a “reasonable amount of time,” he is considered a fugitive. His case has been assigned to the MSP Fugitive Task Force.

Strickland, the longtime pastor of Second Baptist Church, faces 11 felony charges including counts of criminal sexual conduct and human trafficking. Authorities say he and his wife used their positions within Kalamazoo Public Schools and the church to coerce four teen boys into sex. According to court documents, investigators allege Strickland paid the teens to have sex with his wife and send him nude photos between 2015 and 2018.

His wife Jazmonique Strickland does not currently face criminal charges.

Strick Strickland has denied the allegations.

Eight charged with sexually assaulting unconscious teen after video surfaces

Eight men are facing charges in Rhode Island for allegedly sexually assaulting a 16-year-old unconscious girl at a party — after the girl’s mother found footage of the attack on Facebook and shared it with detectives, according to a report.

The teen told detectives in Providence she awoke in an apartment on Dec. 20 with vaginal pain and cuts on her thighs, police and court records obtained by the Boston Globe show.

She told police she could remember being naked in a bathroom shower, with roughly 15 men laughing at her while possibly taking photos before she recalled being taken into a bedroom. However, she was unconscious during the alleged assault.

The girl went to police later that day, but she was only able to provide the first names of some of the men, including two who brought her to the party, the Globe reports — hampering the investigation.

But a Facebook video then surfaced in June showing the girl naked and unconscious on a bed as men victimized her and others looked on, the newspaper reports.

“The video was more than enough to see the crime and identify the culprits,” Providence Police Major David Lapatin told the newspaper. “It is sickening to see it. It was tough on the investigators. They did a really good job.”

The girl’s mother was alerted to the video and was the one who shared with detectives, Lapatin told The Post early Wednesday.

“It obviously moved our case right along,” Lapatin said. “That’s when it really picked up steam and we were able to identify many suspects from the video and shortly thereafter, arrests were made.”

Detectives got warrants for eight men who were allegedly in the room with the teen and police arrested seven suspects late last week, the Globe reports.

Israeli espionage pushes the national security community to fight Israel’s inclusion in the U.S.’s visa waiver program.

The American Conservative – Long-time readers of The American Conservative are certainly aware of persistent Israeli spying directed against the United States, but it is a subject seldom explored by the mainstream media. That taboo has apparently been lifted with the recent appearance of three feature pieces by Jeff Stein in Newsweek, “Israel Won’t Stop Spying on the U.S.”, “Israel’s Aggressive Spying in the U.S. Mostly Hushed Up” and“The Latest Document from the Snowden Trove Highlights Israeli Spying”, which together provide details relating to Tel Aviv’s persistent efforts to obtain American secrets. The espionage occurs both inside the United States and in Israel itself, directed against naive U.S. citizens, including government officials, who are subjected to aggressive recruitment attempts while attending meetings and conferences. It has even been reported that “CIA considers Israel its No. 1 counterintelligence threat in the agency’s Near East Division, the group that oversees spying across the Middle East.”

Stein, a Vietnam-era military intelligence officer, formerly a regular columnist on espionage issues for the Washington Post, now writes “Spy Talk” for Newsweek. He is highly respected in the intelligence and law enforcement communities and has excellent contacts within the government.

The recent exposure of the depth and breadth of persistent Israeli espionage against the U.S., which Stein refers to as both “unrivaled and unseemly” and “crossing red lines,” came about in a curious fashion. For some time, the Israeli government has been pressing for inclusion in the visa waiver program. The program permits citizens of 38 countries with low fraud levels, mostly in Europe, to travel to the U.S. without first obtaining a visa. It also mandates reciprocity, so that those countries do nor not require American visitors to get visas in return. Israel’s inclusion in the program has met resistance because it has high fraud levels, largely consisting of young Israeli visitors who overstay their visas and illegally work selling art and so-called Dead Sea products at U.S. malls. Israel has also balked at the reciprocity aspect of the waiver program, frequently exercising its prerogative to refuse entry to American citizens who are of Palestinian or other Arab origin.

Congress would dearly love to accommodate the Israelis,leading Sen. Barbara Boxer to introduce legislation allowing Israel, uniquely, to have the waiver despite its high fraud levels, while also permitting Israel to retain the ability to turn away Americans based on “security concerns.” Allowing Israel to have its cake and eat it too did not, however, go down well with critics, who noted that frequent discrimination against Arab-Americans was not acceptable. The Department of State resisted, and the White House has tacitly supported John Kerry on the issue.

Gravitational waves: astronomers spot a black hole so massive they weren't sure it could exist

One of the greatest things about being an astrophysicist is that you keep discovering things you didn’t think were possible. Now the Laser Interferometer Gravitational-wave Observatory (LIGO) and Virgo Observatory have discovered their largest black hole yet. It’s important because scientists had in fact doubted whether black holes of this mass could even exist.

After months of painstaking analysis, the team has just reported their discovery in papers in the Physical Review Letters and the Astrophysical Journal Letters.

The black hole was discovered because its merger with a slightly less massive companion emitted gravitational waves. These are ripples in spacetime that can be detected on Earth – the echoes of violent cosmic collisions that, in this case, happened billions of years ago.

The finding is hugely important from a research perspective. It also settles a bet among astrophysicists. In February 2017, a number of us met at the Aspen Center for Physics in Colorado, USA. We were excited to be discussing the results that we already had from LIGO. But we were also looking forward to future discoveries and arguing about how pairs of black holes actually merge.

There were multiple ideas under discussion. One was that pairs of massive stars gradually evolve side by side until both collapse into black holes and ultimately merge. Another was that previously unacquainted black holes can be brought together by the jostling of a crowd of other stars in dense stellar regions. But which is the main process?

Violent stellar deaths

At the end of their lives – when stars run out of nuclear fuel and no longer have the support pressure to counter their own gravity – they collapse. Low-mass stars, including our Sun, eventually become faint stellar ghosts known as “white dwarfs”. Stars that started out heavier than about eight times the mass of the Sun become incredibly dense and small objects called neutron stars. And really massive stars of more than 20 solar masses at birth become black holes, with final masses between a few and around 40 solar masses.

But something weird has long been conjectured to happen to very, very massive stars, perhaps those with initial masses between around 130 and 250 solar masses, whose centres get really hot (around a billion degrees Kelvin) late in their evolution. The light bouncing around inside these stars, and providing much of the pressure support, is so energetic that it can transform into pairs of electrons and positrons (positrons are the antimatter counterparts of electron - they are nearly identical but have opposite charge).

This, in turn, makes the star unstable: the pressure suddenly drops, the centre of the star contracts and heats up, and runaway nuclear fusion causes the entire star to explode in a bright “pair-instability” supernova, leaving no remnant behind.

This means that, if all black holes in merging pairs were created by collapsing stars, there should be no black holes with masses between around 55 and 130 solar masses – the stars that could have produced such remnants would have ended their lives in explosions that leave nothing behind. More massive black holes, however, can be formed from even heavier stars (of more than 250 solar masses) which do not undergo the same runaway nuclear fusion, and collapse completely into black holes.

But this wouldn’t be the case for black holes merging in a crowd. When two black holes merge, they create another black hole, almost as heavy as the sum of their masses. If this black hole remains in the dense environment it can merge again, giving rise to even more massive black holes of a range of sizes, filling in the mass gap. This is what brought us to signing this bet in Aspen: would we find a merging black hole with mass between around 55 and 130 solar masses or not?

Hackers Try To Knock Trump Campaign Offline Before Election: Report

"As we get closer to the election, attacks are increasing."

Hackers have been trying to “knock Trump campaign and business websites offline” before Election Day, according to a new report.

U.S. cybersecurity firm Cloudflare, hired by President Donald Trump to help secure his campaign’s websites, says the attempts might be preparation for a full-scale assault, according to emails seen by Reuters.

Cloudflare helps businesses defend against distributed denial-of-service (DDoS) attacks, used by hackers to take websites offline by flooding them with traffic.

“Internal Cloudflare emails sent to senior company managers — including CEO Matthew Prince — on July 9 state that the number and severity of attacks on Trump websites increased in the preceding two months and reached record levels in June. The emails did not give the total number of attacks,” Reuters wrote.

“As we get closer to the election, attacks are increasing in both numbers [and] sophistication,” said Cloudflare’s assessment. The firm also said hackers “succeeded in disrupting access to the targeted websites for short periods of time between March 15 and June 6.”

“We have seen an increase in cyberattacks targeting political candidates. We will continue to work to ensure these attacks do not disrupt free and fair elections,” Cloudflare said in a statement to the news agency.

The security firm did not identify the hackers or say from where the attacks originated.

Both the Trump campaign and the Biden campaign have been hit by hackers. Google said in June that foreign adversaries tried to hit both.

“Chinese-backed hackers were observed targeting former Vice President Joe Biden’s campaign staff, and Iranian-backed hackers were seen targeting President Trump’s campaign staff. Both were targeted with phishing attacks, according to Shane Huntley, the head of Google’s Threat Analysis Group,” NPR reported.

“Phishing” is when hackers send emails to a target disguised to appear as if they come from trusted sources. Often, when the target clicks an enclosed link, a malicious software downloads onto the computer, which can then be used to take control.

“We have known from the beginning of our campaign that we would be subject to such attacks and we are prepared for them,” the Biden campaign said in a statement at the time. “Biden for President takes cybersecurity seriously. We will remain vigilant against these threats and will ensure that the campaign’s assets are secured.”

Iranian hackers have tried to break into Trump campaign officials’ email accounts before. Last year, Microsoft Corp announced that a group nicknamed Charming Kitten tried to hack into email accounts “belonging to an unnamed U.S. presidential campaign, which sources identified as Trump’s,” Reuters reported in June.

At the time, Iran’s mission to the United Nations denied involvement in the cyber attacks. “The Iranian government does not engage in cyber warfare,” spokesman Alireza Miryousefi said. “Cyber activities Iran engages in are purely defensive and to protect against further attacks on Iranian infrastructure.”

The United States Food and Drug Administration (FDA) last week ruled to disallow the use of the more than a dozen antibacterial compounds in so-called “antibacterial” handwashes. Australia’s regulator is now assessing whether it will follow suit.*

Triclosan is one of the most common antibacterial ingredients in domestic and medical handwash products, toothpastes and cosmetics. It is also used as a pesticide in many plastic consumer goods such as toys, and textiles such as carpets.

The FDA ruling applies only to consumer antibacterial handwashes and soaps designed and marketed for use in general domestic settings in the US. It doesn’t apply to those formulated specifically for hospital and other medical settings.

Manufacturers have a year to comply with the ruling.

Companies promoting these products have until now been able to make exaggerated claims about their relative germ-killing ability. As a result, they have enjoyed almost four decades of unfettered sales in a US handwash market, which is estimated to be worth about US$1 billion.

In theory, in order to be allowed to market products with a claim of antibacterial activity, there must be evidence to prove the claim as well as data showing it’s safe to use, including in the long term. Without data proving effectiveness and safety, products are not supposed to be approved.

It turns out that for triclosan and consumer handwashes, there was neither.

The post cites “[a] lack of accountability and formal organizational structure in The Satanic Temple National Council and Executive Ministries,” which according to The Satanic Temple’s After School Satan Club’s website, is the group in charge of vetting people associated with the youth organization, such as the one that opened in Portland two years ago.

The post further cites actions by members of the Executive Ministries as “allying ourselves with, or fundraising for, those condoning the beliefs of Neo-Nazis or their sympathizers by giving them a platform.”

The freelance journalist Mike Bivins, who first tweeted about Satanic Portland’s announcement, linked to stories by Vox and Jezebel, which point to a deeper division at the national level over Satanic Temple co-founder Lucien Greaves’ decision to hire Marc Randazza to represent them in their religious discrimination lawsuit against Twitter, who allegedly suspended their accounts for reporting that a woman encouraged people to burn down their headquarters. Randazza has previously represented Alex Jones and the neo-Nazi site The Daily Stormer.

“We cannot stand idly by while Patriot Prayer, Proud Boys, and other white supremacist groups march in our city,” the statement concludes, noting that the group is now going by the name under which it originally founded. Satanic Portland says those who still belong to The Satanic Temple may still partake in Satanic Portland activities, which include community service, potlucks and participating in Portland LGBTQ+ Pride celebrations.

President & Executive Vice President Of Republic Group, Inc. Indicted And Arrested For Conspiracy To Commit Wire Fraud

SAN JUAN, P.R. – On Monday, August 31, 2020, defendant, Gary Steven Wykle and Alejandro Cortés-López were arrested and charged in a fourteen-count indictment alleging Conspiracy to Commit Wire Fraud, Securities Fraud, and Wire Fraud, announced today W. Stephen Muldrow, United States Attorney for the District of Puerto Rico. The FBI was in charge of the investigation.

Gary Steven Wyckle and Alejandro Cortés-López were, respectively, the President and Executive Vice President of The Republic Group, Inc. From in or about 2010, through 2017, Wyckle, and Cortés-López, along with other individuals known and unknown to the Grand Jury, raised over $12,000,000 in so-called Promissory Notes on behalf of The Republic Group, Inc.

Defendants Wyckle and Cortés-López solicited investors in person, via telephone, and via the internet, and caused materially false and misleading representations to be made to investors. Wyckle and Cortés-López falsely stated to investors that their investment would facilitate high-interest rate, short-term loans for various companies, including hotels, resorts, and other hospitality industries in the Dominican Republic, and elsewhere. The defendants failed to disclose to investors that investments would be used for Wyckle’s personal expenses, goods and services at retail stores, restaurants, travel, rent, entertainment, and to make lulling payments to existing investors. Defendant Cortés-López was paid a commission, which he failed to disclose, from each investor that he brought to The Republic Group, Inc.

“The defendants’ alleged conduct undermines the confidence investors place in the financial markets,” said U.S. Attorney W. Stephen Muldrow. “Financial markets are governed by rules that are supposed to protect investors. These defendants, skilled at convincing individuals to place their trust in them, engaged in a ‘Ponzi’ scheme to defraud investors, and ultimately cost them millions of dollars. We will investigate and prosecute these types of crimes to the fullest extent of the law.”

“When people lose trust in the systems, society crumbles. This is why the FBI is committed to staying ahead of this threat, by following the evidence wherever it may lead and pursuing these cases to the fullest extent of the law,” said Rafael Riviere Vázquez, Special Agent in Charge of the FBI.

Investors who believe they are victims of Gary Steven Wykle and Alejandro Cortés-López, and who signed contracts with them or The Republic Group, Inc., are encouraged to contact the U.S. Attorney’s Office at (787) 766-5656, to obtain information about the proceedings and their rights to restitution.

The case is being prosecuted by Assistant United States Attorney Edward Veronda. Both defendants are facing a maximum term of imprisonment of 30 years, and a fine not to exceed $1,000,000.

An indictment is only an accusation and not evidence of guilt. All defendants are presumed innocent until proven guilty.

==Operation LeGend Results in 355 Arrests, Including 33 Murder Suspects

Officers Seized 122 Firearms==

KANSAS CITY, Mo. – U.S. Attorney Tim Garrison announced today that 355 arrests have been made by local and federal law enforcement officers in Operation LeGend.

Among those arrested since the launch of the operation, 88 are federal defendants in the Western District of Missouri and 21 are federal defendants in Kansas (18) and Texas (3). Among the remaining 246 arrests, 33 were homicide cases and 62 were fugitives with either state or federal warrants for their arrest. The remaining 151 non-fugitive arrests were either supervised release violators or were referred for prosecution in state court.

In addition to the arrests, agents and officers have seized 122 firearms during Operation LeGend.

The U.S. Attorney’s Office is not able to track cases that are referred for prosecution in state court or in other districts. Defendants have been charged in the Western District of Missouri with the following federal crimes:

35 defendants have been charged with being a felon in possession of a firearm;
26 defendants have been charged with drug trafficking;
Five defendants have been charged with being a drug user in possession of a firearm;
Six defendants have been charged with being in possession of a firearm in furtherance of drug trafficking;
Five defendants have been charged with being in possession of a firearm in furtherance of violent crime;
Two defendants have been charged with being a felon in possession of ammunition;
Four defendants have been charged with armed robbery;
Three defendants have been charged with carjacking; and
Two defendants have been charged with arson.

Operation LeGend is a federal partnership with local law enforcement to address the increase in homicides and violent crime in Kansas City, Mo., in 2020. The operation honors the memory of four-year-old LeGend Taliferro, one of the youngest fatalities during a record-breaking year of homicides and shootings. Additional federal agents were assigned to the operation from the FBI, Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the U.S. Marshals Service.

But the truth is, the PCR test is not able to produce ANY reliable number that reflects how much virus a person is carrying.

The test has never been validated, in a large-scale study, for the ability to quantify the amount of virus a person is carrying.

The PCR isn’t even testing for a particular virus in the first place. It’s using a piece of RNA assumed to be part of a virus. The assumption is unproven.

And finally, as I’ve been writing and demonstrating for months, there is no evidence that researchers used proper procedure to discover “a new coronavirus that is causing a pandemic.”

Therefore, the PCR test, as worthless as it already is, aims to show the presence of a germ that has never been shown to exist.

But let’s lock down the planet, destroy economies and untold numbers of lives in the process.

China And US: The 21st Century’s ‘Great Game’ – Analysis

From 1830 to 1895, the British and Russian empires schemed and plotted over control of Central and South Asia. At the heart of the “Great Game” was England’s certainty that the Russians had designs on India. So wars were fought, borders drawn, and generations of young met death in desolate passes and lonely outposts.

In the end, it was all illusion. Russia never planned to challenge British rule in India and the bloody wars settled nothing, although the arbitrary borders and ethnic tensions stoked by colonialism’s strategy of divide and conquer live on today. Thus China, India, Pakistan, Afghanistan, and Nepal battle over lines drawn in London, while Beijing, Tokyo and Seoul vie for tiny uninhabited islands, remnants of Imperial Japan.

That history is important to keep in mind when one begins to unpack the rationales behind the increasingly dangerous standoff between China and the United States in the South China Sea.

To the Americans, China is a fast rising competitor that doesn’t play by the rules and threatens one of the most important trade routes on the globe in a region long dominated by Washington. U.S. Secretary of State Mike Pompeo has essentially called for regime change.

According to Ryan Hass, former China director on the National Security Council, the Trump administration is trying to “reorient the U.S.-China relationship toward an all-encompassing systemic rivalry that cannot be reversed” by administrations that follow. In short, a cold war not unlike that between the U.S. and the Soviet Union.

To the Chinese, the last 200 years—China does tend to think in centuries, not decades—has been an anomaly in their long history. Once the richest country on the globe that introduced the world to everything from silk to gunpowder, 19th Century China became a dumping ground for British opium, incapable of even controlling its own coastlines.

China has never forgotten those years of humiliation or the damage colonialism helped inflict on its people. Those memories are an ingredient in the current crisis.

But China is not the only country with memories.

The U.S. has dominated the Pacific Ocean—sometimes called an “American lake”—since the end of World War II. Suddenly Americans have a competitor, although it is a rivalry that routinely gets overblown.

An example is conservative New York Times columnist, Bret Stephens, who recently warned that China’s Navy has more ships than the US Navy, ignoring the fact that most of China’s ships are small Coast Guard frigates and corvettes. China’s major strategic concern is the defense of its coasts, where several invasions in the 19th and 20th centuries have come.

The Chinese strategy is “area denial”: keeping American aircraft carriers at arm’s length. To this end, Beijing has illegally seized numerous small islands and reefs in the South China Sea to create a barrier to the US Navy.

But China major thrust is economic through its massive Belt and Road Initiative (BRI), not military, and is currently targeting South Asia as an area for development.

South Asia is enormously complex, comprising Afghanistan, Pakistan, India, Bangladesh, Bhutan, Tibet, the Maldives and Sri Lanka. Its 1.6 billion people constitute almost a quarter of the world’s population, but it only accounts for 2 percent of the global GDP and 1.3 percent of world trade.

Those figures translate into a poverty level of 44 percent, just 2 percent higher than the world’s most impoverished region, sub-Saharan Africa. Close to 85 percent of South Asia’s population makes less than $2 a day.

Much of this is a result of colonialism, which derailed local economies, suppressed manufacturing, and forced countries to adopt monocrop cultures focused on export. The globalization of capital in the 1980s accelerated the economic inequality that colonialism had bequeathed the region.

Development in South Asia has been beholden to the World Bank and the International Monetary Fund (IMF), which require borrowers to open their markets to western capital and reduce debts through severe austerity measures, throttling everything from health care to transportation.
