SecDef Esper Calls for More Defense Dollars to Offset Gains by China and Russia

The U.S. military is ready to fight tonight, but it won't be in the future unless Congress continues to boost defense budgets, Defense Secretary Mark Esper said Thursday.

The addition of $200 billion to defense spending in recent years to a record level of $740 billion has resulted in a better-trained military that can deploy rapidly to meet current threats, Esper said, but an increase of 3% to 5% in Defense Department budgets will be vital to maintain readiness in the coming years.

"The bottom-line question we must answer is this: If called upon to fight tonight, are we ready? Today, given our efforts of the past few years, I am fully confident that the answer to that question is a resounding 'Yes,'" Esper said at a virtual Heritage Foundation forum.

But the answer will be less certain without more funding as the military continues to transition from the post-9/11 counterterrorism wars to preparations for potential conflict with China and Russia, he added.

Esper cited a range of immediate needs, including $20 billion for shipyard overhauls, and long-term goals to improve sealift and airlift, install a new and secure IT structure for force management, and protect space assets.

"The success of our efforts relies on the support of Congress," he said. "In the face of rising strategic threats, we depend on steady fiscal commitments to sustain our current force and prepare for tomorrow's challenges. … Our people must have the resources they need, when they need them, so that they never find themselves in a fair fight."

Esper did not address, and was not asked about, his own status in carrying out ambitious plans that include a 500-ship Navy by 2045.

He has adopted a decidedly low profile in recent weeks, to the point where he does not go on record with reporters traveling with him. He almost certainly will be replaced should former Vice President Joe Biden win the November presidential election.

In addition, President Donald Trump appears to have added him to a list of administration officials in disfavor since Esper in June made clear that he was against sending active-duty troops into the streets to quell protests.

On June 3, the day after Esper made that statement, White House Press Secretary Kayleigh McEnany declined to say whether Trump still had confidence in him.

"As of right now, Secretary Esper is still Secretary Esper and, should the president lose faith, we will all learn about that in the future," she said.

Esper also was not asked at the Heritage Foundation, and did not comment upon, whether troops might become involved if the election results in November are disputed, or whether they might assist at polling places.

In a National Public Radio interview that aired Monday, Joint Chiefs Chairman Gen. Mark Milley said there is "zero" chance of the active-duty force becoming involved in a contested election.

US, Taliban Agree to Reduce Operations After Increase in Violence

Agreement comes after heavy fighting in Afghanistan's Helmand Province

The US and the Taliban agreed to ‘re-set’ and work towards implementing the Doha peace agreement, according to the US envoy for the Afghan peace process.

“Following several meetings General Miller and I had with the Taliban, we agreed to re-set actions by strictly adhering to implementation of all elements of the US-Taliban Agreement and all commitments made,” US envoy Zalmay Khalilzad said, referring to Gen. Scott Miller, the head of US and NATO forces in Afghanistan.

“This means reduced numbers of operations. At present too many Afghans are dying. With the re-set, we expect that number to drop significantly,” Khalilzad said.

The statement comes after heavy fighting between the Taliban and the US-backed government in Afghanistan’s Helmand Province prompted US airstrikes against the Taliban, a rare action since the peace deal was signed in February.

The fighting in Helmand was based around Lashkar Gah, the provincial capital. The Taliban failed to take the city, and the Afghan government launched counter-attacks against the group along the 601 highway. The clashes displaced thousands, and government officials said at least 70 Taliban fighters were killed.

The US-Taliban peace deal calls for a total withdrawal of US forces by 2021. The withdrawal hinges on a reduction in violence, success of the intra-Afghan talks that are ongoing in Doha, and a guarantee from the Taliban not to allow ISIS and al-Qaeda to gain a foothold in the country.

FBI secretly investigated suspected Egyptian link to Trump's 2016 election campaign for three years

Federal prosecutors spent three years investigating whether millions of dollars flowed through a state-owned Egyptian bank to Donald Trump's election campaign in 2016, it has been revealed.

The investigation, which predated and outlasted the Robert Mueller Russian collusion probe, was looking into whether an illegal donation of $10million by a foreign power was made to the presidential campaign.

Mueller, the FBI and prosecutors conducted the inquiry in secret until it was shut down by acting US Attorney for DC Michael Sherwin with no charges filed, according to CNN.

In the final days of the Trump's presidential bid in 2016, he gave a huge $10million contribution to his campaign.

The investigation centered on whether Trump had financed the donation or whether it had flowed to him via Egypt's state-owned bank.

It was kept so secret that investigators even locked down an entire floor of a courthouse so Mueller's team could fight for the records of the Egyptian bank to be revealed in closed-door proceedings.

It is not known if there was any concrete evidence of Egyptian involvement but sources said there was enough suspicion to justify a grand jury subpoena, and keep the probe open after Mueller's other investigation ended.

Questions have also been raised about Trump's decision not to include Egypt in his travel ban against majority Muslim countries in 2017.

A court filing from last month shows the Justice Department confirmed Mueller transferred his ongoing foreign campaign contribution investigation to prosecutors in Washington after his office shut down in 2019.

A source told CNN: 'The case was first looked at by the Special Counsel investigators who failed to bring a case, and then it was looked at by the US attorney's office, and career prosecutors in the national security section, who also were unable to bring a case.

'Based upon the recommendations of both the FBI and those career prosecutors, Michael Sherwin, the acting US attorney, formally closed the case in July.'

Initial interest was raised after an informant suggested Trump's $10million injuection could have come via the Egyptian bank.

The investigation even went as far as the Supreme Court, the only time during Mueller's two-year probe that it reached that stage, although justices declined to hear the case.

Jason Miller, a senior adviser to the Trump 2020 campaign, said: 'President Trump has never received a penny from Egypt.'

Giuliani admitted in the essay that Biden was not her first choice for president, but urged Americans who are considering casting a symbolic vote or abstaining from the process altogether to reconsider.

The First Space Force Recruits Are Headed to Basic Military Training

U.S. Space Force may not yet have its own boot camp, but the service's very first direct enlistees are about to head to entry-level training nonetheless.

Chief Master Sgt. Roger Towberman, senior enlisted leader of the Space Force, said seven new recruits will head to basic military training at Lackland Air Force Base, Texas, where they'll train alongside Air Force recruits – albeit with a few distinctions.

"They needed to know they were different; that's important to us," Towberman told Military.com in an interview Thursday.

In addition to their Occupational Camouflage Pattern uniforms with service-specific blue-stitched name tapes, the recruits will each have tablets loaded with information about the fledgling service they're joining, he said.

"We've preloaded those tablets with some learning materials and different things that they can get a head start on – 'Hey, what is this Space Force thing all about?'" he said.

And while the majority of the 8.5 weeks of Basic Military Training will be spent training together with Air Force recruits, a little over 20 hours will be specialized instruction and mentoring from Space Force personnel, Towberman said.

"There's several hours where we will cull them from the herd, if you will, and bring them somewhere else and give them a very different experience," he said, emphasizing that the training approach and specialized content offered will evolve based on feedback from students.

"They'll graduate, I think, the first week of December, so I hope to be there … and thank them as they graduate, and give them a Space Force coin instead of the airman's coin that we hand all the airmen," Towberman said. "And they'll get their own salute at the end."

Following that, newly minted Space Force operators will move on to technical training in line with their job requirements.

Since Space Force was formally activated on Dec. 20, 2019, the service has welcomed dozens of new Air Force Academy graduates to its ranks. Beginning in September, it began the process of adding in thousands more troops transferring from other services.

Towberman said he was glad to no longer be the only enlisted member of Space Force.

I think, after three roller coaster years, I have figured out Q. And I can best relate it using a story - really a vision.

Attacks against us would intensify, to the point that many of us would fall away due to sheer exhaustion and frustration. We would be betrayed by many Judas's within our midst, motivated by threats or riches. Like the mythical Cassandra, we would know future events but our warnings would be completely ignored. As time went on those of us who remained would finally recognize that we were blessed (or cursed) to be participating in a titanic spiritual battle that would decide the very future of America and the free world. It would be Biblical.

We would learn to attack the enemy through many means - whether by casting sterilizing sunshine on their actions or ridiculing them through our memes these darts would hurt them. Death by a thousand cuts is still death, and we would learn to cut deep.

If we participated in this mad experiment in digital warfare, if we amplified the President's messages, if we constantly and fervently opposed those who would destroy this country, if we held fast… by election time 2020, a storm would be formed to match no other in human history. Not all Americans will know the truths we would have exposed, and not all would believe them. They would, however, be available to every American because of our efforts. The first truly informed presidential election in our country's history could occur.

"What's in this for us?" A tenuous voice would ask. "What will we get?"

"Your country back" Q would state flatly. "And our undying gratitude."

Q would lean forward to warm his hands closed to the fire, knowing what the next question would be. "Will we win?" The question will come from one, or all of us. "Will it be worth it?"

More than 14 million Americans have already voted in the presidential election, with thousands of people lining up for hours to cast their ballots early in several key swing states this week.

The coronavirus pandemic has undoubtedly raised the stakes for the 2020 presidential race which will be the culmination of a year mired with race issues as well as voter fraud allegations.

The unprecedented circumstances have also sparked debates on the early voting process during a time when going to the polls is considered a risky act.

Early voting kicked off across multiple states this week, including Texas, Georgia, Virginia and Tennessee, where thousands of people donned masks as they stood in line for hours at designated polling centers.

Nationally, 14.6 million people have already cast ballots by mail or through in-person voting, compared to roughly 1.4 million at the same point four years ago, according to the United States Elections Project. Two million of those votes were received in key swing states such as Florida.

In Georgia, which is viewed as more of a contested state this election, voters set a record for the first day of early voting with 126,876 ballots cast on Monday - amounting to 242,000 votes in the first two days.

The first day of voting however, did not go down without a hitch.

In Savannah, residents reported three-hour waits, while hundreds stood in line for up to four hours to vote in Atlanta.

In Gwinnett County, wait times at certain locations were as long as eight hours on Monday, according to Patch.

Polling centers across the state saw a particularly large turnout of black voters, many of whom saw giving up time to cast a ballot for the next president as worth the trade.

'Many individuals went through a lot, suffered a lot for this opportunity,' said Donovan Stewart, a 56-year-old military retiree, as he waited on line in Duluth.

'So I could stand in line for four hours to do my civic duty. That's what we're called to do, to vote and try to make a change.'

Secretary of State Brad Raffensperger said pandemic-related cleaning procedures and a large turnout resulted in the long waits voters encountered so far during early voting.

'If you look at those lines, they look like they're long, but everyone is spaced six feet out on center, and that just makes your lines look a whole lot longer,' he said during a news conference at the Capitol.

The willingness of many black voters to queue up instead of coming back another day is a measure of their determination and their skepticism about the system.

Those in Georgia acknowledged they could have voted by mail or returned to a polling place at a different time; but with no expectation of voting becoming easier in the weeks to come, they saw waiting as a necessary step to ensure their votes get counted.

Similar scenes unfolded in Texas, where some voting locations, particularly in Tarrant County, had wait times of more than an hour.

A Congressman wrote to the CIA looking for answers about his state’s role in an illegal program that unlawfully detained and tortured hundreds of Muslims, but his late and limited election-time appeal smacks of political showmanship.

Democratic Congressman David Price wants the CIA to come clean about its Rendition, Detention, and Interrogation (RDI) program which detained, interrogated, disappeared, and tortured potentially thousands of Muslims at CIA “black sites” around the world from the fall of 2001 until 2009 when its discovery led to its notorious end.

In a letter addressed to CIA director Gina Haspel last week, the North Carolina representative and chairman of the Transportation and HUD appropriations subcommittee asked for more details about his state’s role in the covert operation, requesting the release of certain classified materials pertaining to the use of North Carolina facilities and residents in the rendition process.

Price raises important questions that remain unanswered despite several years of research and pressure by activist organizations and journalists into the still elusive truth about the systematic policy of kidnapping and torture instituted via a secret memorandum signed by George W. Bush only six days after the events of September 11, 2001.

Congressman Price frames his letter to Haspel in terms of concern for the people of his home state of North Carolina, which is enough to embody at least the pretense of justice. But, given the unspeakable suffering and horrors visited upon the unknown number of innocent victims of the RDI program, Price’s late and limited election-time appeal smacks of political showmanship.

Laudable as the Congressman’s efforts may be, they still fall short of probing the darkest truths behind the RDI program, which threaten to expose the American war machine and the interests that motivate it.

Tara Cardinale, 40, pleaded guilty to criminal sexual contact stemming from her arrest in January.

Other moguls to give to Preserve America include Home Depot co-founder Bernie Marcus, who gave $5 million, investment banker Warren Stephens, who gave $2 million, and businesswoman Diane Hendricks, who gave $1 million. The vast majority of money spent by Preserve America has been utilized in attack ads on Biden, accounting for $76 million of the $77 million raised by the super PAC.

Repurposed antiviral drugs for COVID-19 – interim WHO SOLIDARITY trial results

ABSTRACT

BACKGROUND

WHO expert groups recommended mortality trials in hospitalized COVID-19 of four re-purposed antiviral drugs.

METHODS

Study drugs were Remdesivir, Hydroxychloroquine, Lopinavir (fixed-dose combination with Ritonavir) and Interferon-β1a (mainly subcutaneous; initially with Lopinavir, later not). COVID-19 inpatients were randomized equally between whichever study drugs were locally available and open control (up to 5 options: 4 active and local standard-of-care). The intent-to-treat primary analyses are of in-hospital mortality in the 4 pairwise comparisons of each study drug vs its controls (concurrently allocated the same management without that drug, despite availability). Kaplan-Meier 28-day risks are unstratified; log-rank death rate ratios (RRs) are stratified for age and ventilation at entry.

RESULTS

In 405 hospitals in 30 countries 11,266 adults were randomized, with 2750 allocated Remdesivir, 954 Hydroxychloroquine, 1411 Lopinavir, 651 Interferon plus Lopinavir, 1412 only Interferon, and 4088 no study drug. Compliance was 94-96% midway through treatment, with 2-6% crossover. 1253 deaths were reported (at median day 8, IQR 4-14). Kaplan-Meier 28-day mortality was 12% (39% if already ventilated at randomization, 10% otherwise). Death rate ratios (with 95% CIs and numbers dead/randomized, each drug vs its control) were: Remdesivir RR=0.95 (0.81-1.11, p=0.50; 301/2743 active vs 303/2708 control), Hydroxychloroquine RR=1.19 (0.89-1.59, p=0.23; 104/947 vs 84/906), Lopinavir RR=1.00 (0.79-1.25, p=0.97; 148/1399 vs 146/1372) and Interferon RR=1.16 (0.96-1.39, p=0.11; 243/2050 vs 216/2050). No study drug definitely reduced mortality (in unventilated patients or any other subgroup of entry characteristics), initiation of ventilation or hospitalisation duration.

CONCLUSIONS

These Remdesivir, Hydroxychloroquine, Lopinavir and Interferon regimens appeared to have little or no effect on hospitalized COVID-19, as indicated by overall mortality, initiation of ventilation and duration of hospital stay. The mortality findings contain most of the randomized evidence on Remdesivir and Interferon, and are consistent with meta-analyses of mortality in all major trials. (Funding: WHO. (CNN)US authorities are investigating whether recently published emails that purport to detail the business dealings of Joe Biden's son in Ukraine and China are connected to an ongoing Russian disinformation effort targeting the former vice president's campaign, a US official and a congressional source briefed on the matter said.

The conservative-leaning New York Post claimed in a series of articles this week that it obtained "smoking-gun" emails about Hunter Biden and his dealings in Ukraine. CNN has not determined the authenticity of the emails.

President Donald Trump and his allies have used this topic to smear the Bidens over the past year and seized on the recent articles to attack Biden in the final weeks of the presidential election. The specific new allegations touch on the same topics as the Kremlin's ongoing disinformation campaign against the Bidens, which the US intelligence community said this summer was intended to weaken Biden's candidacy against Trump.

The FBI is leading the investigation, the official and congressional source said. NBC was first to report the inquiry.

The probe is part of a larger investigation into Russian disinformation that dates back to before the impeachment inquiry last fall. The alleged disinformation campaign is aimed at tying the former vice president to his son's dealings with the Ukrainian energy company Burisma, according to US officials familiar with the matter.

The New York Post says it obtained the emails through two Trump confidants: His personal lawyer Rudy Giuliani and his former chief strategist Steve Bannon.

Giuliani has openly coordinated with a known Russian agent to promote disinformation about the Bidens. The Washington Post reported Thursday the White House, and Trump personally, were warned in 2019 that Giuliani "was being used to feed Russian misinformation" to the President. Separately, Bannon was recently charged by the Justice Department with orchestrating a million-dollar fraud scheme and accused of deceiving thousands of donors to his nonprofit.

In a Fox News interview Friday, Giuliani said Trump never mentioned the warning to him and that he hasn't been told by US intelligence officials that he is peddling Russian disinformation.

Several experts on foreign disinformation quickly warned that there were major red flags about the articles published by the New York Post, including Giuliani's involvement, the changing stories about how the emails were obtained, and the digital metadata of images posted by the newspaper.

The US government announced last month that one of Giuliani's Ukrainian allies is an "active Russian agent" who has targeted Western media with "false and unsubstantiated narratives" about alleged "corruption" by the Bidens.

Facebook and Twitter took unprecedented steps Wednesday to slow the spread of the articles, triggering a wave of outrage from Trump and Republicans.

North Carolina Democrat Cal Cunningham's family business repeatedly ranked among the state's top polluters. The candidate now presents himself as an environmental champion in his bid to unseat Republican senator Thom Tillis (N.C.).

Cunningham was a shareholder in the now-defunct Cunningham Brick Company as recently as 2015, court documents obtained by the Washington Free Beacon show. According to emissions reports filed with the North Carolina Department of Environmental and Natural Resources, the company released at least 1,700 tons of carbon monoxide, nitrogen oxide, sulfur dioxide, and other harmful substances between 1993 and 2011, making it a major polluter in the state.

Cunningham has since placed environmental issues at the center of his campaign, railing against "longstanding" environmental disparities that disproportionately impact the state's "communities of color." But Cunningham Brick was ranked among the state's top 40 air polluters by the Environmental Protection Agency in 2009, having released more than 114,000 pounds of "toxic" emissions.

Cunningham and other shareholders acknowledged the company's environmental woes in a May 2015 court filing obtained by the Free Beacon. In the filing, Cunningham Brick noted that it was "aware of environmental issues" caused by "approximately 27,500 tons of contaminated soil" that "needed to be remediated" at a company plant in Thomasville, N.C. A subsequent filing noted that the cleanup effort would cost $400,000.

Four coronavirus drugs were found to have "little or no effect" on hospitalized patients, according to preliminary results from a World Health Organization study.

Anticipated findings from the WHO’s multi-country Solidarity trial were posted ahead of peer review in medRxiv on Thursday, which assessed remdesivir, hydroxychloroquine, interferon and an HIV-drug combo lopinavir-ritonavir.

“The main outcomes of mortality, initiation of ventilation and hospitalization duration were not clearly reduced by any study drug,” according to the study.

While hydroxychloroquine and lopinavir were dropped from the WHO trial over the summer over futility, the remdesivir findings directly contrast with results from a U.S. NIH-led study, which showed to shorten patients' path to recovery by about four to five days. Those results were recently upheld by a final report, of which John Beigel, associate director of clinical research in the division of microbiology and infectious disease at NIAID, told TIME that “these data reinforce the value of Remdesivir in hospitalized patients.”

The drug manufacturer of remdesivir, Gilead Sciences, released a statement voicing concerns over the WHO trial.

"The emerging data appear inconsistent with more robust evidence from multiple randomized, controlled studies published in peer-reviewed journals validating the clinical benefit of Veklury® (remdesivir)," company officials wrote. "We are concerned that the data from this openlabel global trial have not undergone the rigorous review required to allow for constructive scientific discussion, particularly given the limitations of the trial design."

Gilead previously ran its own clinical trials on the drug, and found that 65% of moderately ill patients had improvement after 11 days.

The WHO study involved over 11,000 adults across 405 hospitals in 30 countries on multiple treatments tested against a control arm; 2,750 patients were allocated remdesivir. (The NIH study involved 1,062 patients who were randomly assigned remdesivir or a placebo for 10 days.)

In the company statement sent to Fox News, Gilead pointed to the WHO trial's "significant heterogeneity in trial adoption, implementation, controls and patient populations" because the trial design prioritized broad access.

Dr. Soumya Swaminathan, WHO chief scientist, touted the Solidarity trial on Wednesday, calling it a "wonderful global collaboration" that benefited from preparations and investments made over the last few years, having learned from Ebola and other outbreaks. She said, in approaching the trials for COVID-19, investigators knew how to write protocols quickly, ideas were shared around the clock and drug manufacturers came forward to donate drugs.

She called it a "good experience" all-in-all, and on Wednesday before the data was released, she said next plans will involve monoclonal antibodies, immunomodulators and new antiviral drugs developed within the last few months.

Debunked claims about Ukraine

Senate Republicans investigated the Bidens' dealings in Ukraine – a probe that received bipartisan criticism as being a politically motivated endeavor. The Republican in charge even said he hoped the findings would convince people not to vote for Biden, but the investigation ended in September without uncovering any evidence that Biden abused his powers or changed US policy because of his son's business ties.

One of the New York Post articles claims there is a "smoking-gun email" about an alleged meeting in 2015 between Joe Biden and an executive from Burisma, where Hunter Biden was on the board. In response to the articles, Biden campaign spokesman Andrew Bates said, "We have reviewed Joe Biden's official schedules from the time and no meeting, as alleged by the New York Post, ever took place."

The New York Post did not respond to a request to comment.

The first paragraph of one of the New York Post stories contains blatant disinformation that was debunked last year. It says the alleged meeting in 2015 was problematic because Joe Biden "pressured government officials in Ukraine into firing a prosecutor who was investigating" Burisma. Trump championed this false narrative during his impeachment.

In reality, the Burisma investigation was dormant when Biden urged Ukraine to fire its top prosecutor, Viktor Shokin. Biden's actions were in support of US and European policy, who wanted Shokin ousted because he was corrupt. Firing him would have increased not decreased investigative scrutiny of Burisma.

The article also quotes the Ukrainian energy executive, in another alleged email, saying he was going to be sharing information with Amos Hochstein, who worked closely with Biden when he was Vice President as the special envoy and coordinator for international energy affairs. Hochstein said he never saw any of that information, and he had never been in touch with the Ukrainian energy executive.

"The Republican Senate investigation subpoenaed all my records, including emails and calendars and found no mention of this man. I led the US energy efforts in Ukraine and never even heard of him before yesterday. Our anti-corruption efforts in Ukraine undermined Burisma interests," Hochstein said.

George Mesires, a lawyer for Hunter Biden, did not respond to a request for comment.

"Joe Biden carried out official US policy toward Ukraine and engaged in no wrongdoing. Trump Administration officials have attested to these facts under oath," Bates, the Biden campaign spokesman, told CNN, referring to testimony from officials during Trump's impeachment.

DHS, ICE announce arrests of more than 170 at-large aliens in sanctuary jurisdictions

WASHINGTON – The Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE) announced Thursday the conclusion of a week-long targeted enforcement operation that resulted in the apprehension of more than 170 at-large aliens throughout the U.S., where sanctuary policies have largely prohibited the cooperation of law enforcement agencies in the arrest of criminal aliens.

ICE officers assigned to field offices in Seattle, Denver, New York, Philadelphia, Baltimore and Washington D.C. conducted the enforcement actions Oct. 3 through Oct. 9. The enforcement actions focused on aliens subject to removal who were arrested for crimes but were released by state or local law enforcement agencies despite having active immigration detainers in place. More than 80% percent of aliens arrested had criminal convictions or pending criminal charges at the time of arrest.

“Last fiscal year, 86 percent of people arrested by ICE had criminal convictions or pending charges. ICE focuses its resources on those who pose the greatest threat to public safety. The men and women of ICE put their lives on the line every day to keep these individuals off the streets,” said Acting DHS Secretary Chad F. Wolf. “The Department will continue to carry out lawful enforcement actions in order to keep our communities safe, regardless of whether or not we have cooperation from state and local officials. Politics will not come before safety when enforcing the law and keeping our citizens safe.”

“ICE continues to protect communities by taking criminal aliens off the streets regardless of any locality’s cooperation policies – which is part of our Congressionally mandated mission,” said ICE Senior Official Performing the Duties of the Director Tony H. Twitter Alters Content Moderation Policy After Backlash

Twitter announced policy changes after backlash following the way it handled users sharing a New York Post expose on Hunter Biden, son of Democratic presidential nominee Joe Biden, with the company announcing it was implementing the changes “to address the concerns that there could be many unintended consequences to journalists, whistleblowers, and others in ways that are contrary to Twitter’s purpose of serving the public conversation.”

Vijaya Gadde, global lead for legal, policy, and trust and safety at Twitter, wrote in a statement that Twitter would no longer remove hacked content unless it is directly shared by hackers or those acting in league with hackers, and that the company will label tweets to provide context, rather than blocking links from being shared on the platform.

“All the other Twitter Rules will still apply to the posting of or linking to hacked materials, such as our rules against posting private information, synthetic and manipulated media, and non-consensual nudity,” she wrote.

She noted that the changes came after Twitter received “significant feedback (from critical to supportive)” about how the company enforced its Hacked Materials Policy with respect to the New York Post article.

Twitter took extraordinary steps against the New York Post, which is among the top five newspapers by circulation, over the Hunter Biden article. The company added warning labels to tweets and prohibiting users from posting the link to the Post article—both publicly and in direct messages—and locked out some users who did. Among those to be locked out were the New York Post itself and White House press secretary Kayleigh McEnany.

McEnany, using her official government account, accused both Twitter and Facebook of “censorship.” Facebook said it had reduced distribution of the Post article.

ICE arrests 25 during week-long statewide sanctuary enforcement operation in Colorado

DENVER — Today U.S. Immigration and Customs Enforcement (ICE) announced the conclusion to a week-long targeted enforcement operation that resulted in the apprehension of 25 at-large aliens in Colorado where sanctuary policies have largely prohibited the cooperation of law enforcement agencies in the arrest of criminal aliens.

ICE’s enforcement operation, which took place Oct. 5 – 9, targeted aliens subject to removal who were arrested for crimes but were released by state or local law enforcement agencies, despite having active immigration detainers in place.

“Local officials continue to let politics get in the way of public safety endangering the very people they say they are protecting,” said John Fabbricatore, field office director, Denver. “We’ve repeatedly sent our teams into the field to arrest criminals who should have rightfully been handed to us in the safe confines of a jail. Many of these individuals have assault charges and are dangerous to us and the community-at-large.”

Colorado law prohibits local and state agencies from cooperating with ICE, even in instances where illegal aliens have committed crimes.

During these recent enforcement actions, ICE officers identified, targeted and arrested many criminal aliens who were previously released from local and state law enforcement custody despite having lawful immigration detainers lodged with local law enforcement officials.

The declined detainers of aliens with criminal histories that include homicide, sexual assault, sex crimes involving children, assault, robbery, domestic violence and DUI.

Arrests made during this enforcement action included:

Ruben Manzo-Palma, 38, is a citizen of Mexico charged with strangulation and causing reckless injury, crimes he committed prior to being released from the Boulder County Jail May 26. He was granted two voluntary returns to Mexico in 2009.

Elmer Moreira-Esparza, 34, a citizen of Mexico was arrested for domestic violence in 2016 and 2018 and most recently for criminal impersonation. The El Paso County jail did not honor an ICE detainer and released him from custody Aug. 1, 2019. He was previously removed to Mexico April 26, and May 14, 2014 and granted seven voluntary returns to Mexico between 2002 and 2014.

Jose Silva-Jimenez, 29, is citizen of Mexico residing in Longmont, Colorado who was arrested by ICE Oct. 9. Silva was convicted of illegal reentry in 2018 and extradited to Boulder County to face additional charges. Boulder County released Silva on three separate occasions between 2018 and 2020; he was convicted Oct. 2, of felony menacing with a weapon, child abuse, and a violation of bail bond conditions and sentenced him two years of probation.

“How many victims will it take before common sense prevails and these criminals are handed to ICE so they can be returned to their home country,” said Fabbricatore. “We’ve already seen a city council member needlessly attacked by a criminal released by local police. Sadly, the violence will only continue so long as this misguided policy remains in place.”

Nationally, approximately 86% of ERO’s administrative arrests in FY2019, consisted of aliens with criminal convictions or pending criminal charges.

The total number of individuals arrested in the Denver area of responsibility which encompasses both Wyoming and Colorado is 34.

Contradictions and inconsistencies

According to the Post, the emails were allegedly found on a laptop hard drive that was brought to a computer repair shop in Delaware in the spring of 2019. The paper wrote that the person who handled the computer's repairs "couldn't positively identify the customer as Hunter Biden" but claimed the customer did not retrieve the laptop for several months after it was serviced.

The Post cites a tip from Bannon in late September about the existence of this hard drive and claims Giuliani provided the hard drive to the paper on Oct. 11. In text messages with CNN, Giuliani declined to say how he learned about the hard drive.

"The New York Post never asked the Biden campaign about the critical elements of this story," Bates, the Biden campaign spokesman, said in a statement to CNN. "They certainly never raised that Rudy Giuliani whose discredited conspiracy theories and alliance with figures connected to Russian intelligence have been widely reported claimed to have such materials."

Giuliani has spent the past year openly colluding with controversial Ukrainian officials to smear Joe Biden and spread disinformation about Hunter Biden. To this end, Giuliani collaborated with current and former Ukrainian officials, including one that the US says is a Russian agent and was sanctioned by the Treasury Department, and a second who had his visa revoked by the State Department.

Attempts to speak with Bannon about his involvement in the story were unsuccessful. Bannon told Dutch broadcast Nieuwsuur/NOS in a September 28 interview that he had the "hard drive of Hunter Biden" and that people should "stand by" for its release.

Giuliani's own attorney, Robert Costello, told CNN on Wednesday he received a tip from the person in the Delaware computer shop via an email to one of Giuliani's company addresses in late August. Costello said this person gave him a copy of the hard drive in late August or early September, which Costello then began sifting through.

That shop employee has been identified as John Paul Mac Isaac. He spoke to CNN on Thursday in Wilmington. Mac Isaac said that in April 2019 someone claiming to be Hunter Biden brought in a damaged laptop computer to retrieve the data on it. This required him to manually transfer the computer's data to a separate hard drive, Mac Isaac said, which is how he came to see what some of the files contained.

"Something that has the potential of being damaging," said Mac Isaac about the files he saw. "That's what I feel somebody would come looking for. I needed a level of protection."

Contradicting what he told reporters the day before, Mac Isaac told CNN he did not contact anyone at the FBI about what he saw but that he made "other plans" to get in touch because he "didn't feel comfortable." Eventually, he said, the FBI came and seized the laptop with a subpoena on Dec. 9, 2019. He said he has a receipt for the seized property but declined to share a copy of the FBI paperwork with CNN.

Both the office of the US attorney in Delaware and the FBI declined to confirm or deny the FBI's involvement or the existence of any investigation when asked by CNN.

DHS, ICE announce arrests of 23 at-large aliens in sanctuary jurisdictions in the National Capital Region

WASHINGTON – The Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE) announced Thursday the conclusion of a week-long targeted enforcement operation that resulted in the apprehension of more than 170 at-large aliens throughout the U.S., where sanctuary policies have largely prohibited the cooperation of law enforcement agencies in the arrest of criminal aliens. Twenty-three arrests occurred in the National Capital Region, with 12 arrests in Maryland and 11 arrests in Virginia.

ICE officers assigned to field offices in Baltimore and Washington D.C. conducted the enforcement actions Oct. 3 through Oct. 9. The enforcement actions focused on aliens subject to removal who were arrested for crimes but were released by state or local law enforcement agencies despite having active immigration detainers in place. More than 90% percent of aliens arrested in the National Capital Region had criminal convictions or pending criminal charges at the time of arrest.

“Last fiscal year, 86 percent of people arrested by ICE had criminal convictions or pending charges. ICE focuses its resources on those who pose the greatest threat to public safety. The men and women of ICE put their lives on the line every day to keep these individuals off the streets,” said Acting DHS Secretary Chad F. Wolf. “The Department will continue to carry out lawful enforcement actions in order to keep our communities safe, regardless of whether or not we have cooperation from state and local officials. Politics will not come before safety when enforcing the law and keeping our citizens safe.”

“ICE continues to protect communities by taking criminal aliens off the streets regardless of any locality’s cooperation policies – which is part of our Congressionally mandated mission,” said ICE Senior Official Performing the Duties of the Director Tony H. Pham. “Officers and agents of U.S. Immigration and Customs Enforcement are sworn federal law enforcement officers who enforce U.S. immigration laws created by Congress to keep this country safe.”

“Public safety is best served when law enforcement works together. When jurisdictions across the region choose not to honor lawful detainers and warrants, individuals are released into the community and may reoffend,” said Francisco Madrigal, acting Baltimore field office director. “Decisions made in one noncooperative jurisdiction impact communities in other parts of the region as offenders cross state lines. This is a regional public safety issue.”

“ICE’s mission has remained consistent — to enforce immigration laws passed by Congress. That means if we cannot gain custody of an individual through a safe transfer in a jail, we must pursue and arrest them at-large in the community, as we did during this operation,” said Matthew Munroe, acting Washington, D.C. field office director. “Working in cooperation with federal law enforcement is the safest and simplest way to pursue our shared public safety goals.”

During these recent enforcement actions, ICE officers identified, targeted and arrested multiple criminal aliens who were previously released from local and state law enforcement custody despite having lawful immigration detainers lodged with local law enforcement officials.

Trump staffers promoted the articles all week and his campaign held a press call Wednesday attacking Hunter Biden's foreign dealings. Trump went on extended riffs about the Hunter Biden stories at his campaign rallies this week, during an interview on Fox News, and he tweeted or re-tweeted more than two dozen posts about the situation since the stories were published.

But Facebook said it decided to "reduce distribution" of the article "pending fact-check review" as part of its policy against "misinformation." Twitter later blocked users from tweeting links to the main story as part of its policy against spreading "hacked materials," even though it wasn't clear whether the underlying emails attributed to Hunter Biden were hacked, copied, or fabricated.

Trump responded with new attacks against the social media companies, saying in one tweet that it was, "so terrible that Facebook and Twitter took down the story" and claiming the articles were "only the beginning."

Trump routinely promotes New York Post articles and columns that boost his political agenda.

A photo emerged on social media of Trump holding Wednesday's edition of the New York Post, featuring the headline, "BIDEN SECRET E-MAILS." One of the first people to post the image was Andrii Telizhenko, a former Ukrainian diplomat who has worked with Giuliani to spread conspiracies about the Bidens, and whose visa was recently revoked by the US government.

White House spokesman Judd Deere told CNN the image of Trump was authentic. Telizhenko did not answer questions about how he obtained the photo, which was taken in the Oval Office.
