A Seattle City Councilwoman called the police to her home Friday to report a crime she is effectively trying to legalize, according to media reports.

Lisa Herbold phoned authorities on Friday after a man reportedly threw a rock through her living room window, My Northwest reported. The councilwoman said “she was on the west side of the living room near the kitchen when she heard a loud noise that sounded like a gunshot and dove into the kitchen for cover,” according to a redacted police report obtained by the publication.

A neighbor told police that a person who is “unathletic and a bad runner” was seen leaving the area.

The witness told officers that he would recognize the suspect if he saw him again, but declined an officer’s business card to contact him for follow up.

The irony is that under a proposal introduced by Herbold, the suspect could avoid criminal charges if caught. Under the legislation, charges against most misdemeanor suspects could be dismissed if they can show symptoms of mental illness or addiction or if they can prove the crime provided for a need to survive, a so-called “poverty defense,” the paper reported.

Herbold said she would like a jury to hear a defendant’s reason for committing the crime.

“It’s giving people an opportunity to tell their stories and giving judges and juries the opportunity to hear those stories and make a decision based on the values of our city,” Herbold told the City Council’s Public Safety Committee Committee on Tuesday.

In a statement to Fox News, Herbold said local news reports of her trying to legalize crimes are incorrect.

“There are no crimes that I am ‘effectively pushing to make legal,'” she said.

The proposal has its supporters.

“In a situation where you took that sandwich because you were hungry and you were trying to meet your basic need of satisfying your hunger; we as the community will know that we should not punish that. Meanwhile, as for the intelligence community’s preparedness in the 2020 election versus 2016 to handle malign influence activities, an ODNI official told Fox News that the intelligence community is “significantly ahead of where it was in 2016 in terms of providing updates to the American people on election threats, including China.”

A GOP aide told Fox News that Republicans on the House Intelligence Committee, though, have had an investigation focused on China dating back to previous congressional sessions, noting that China is something "we're very concerned about."

Montana Legislature votes to hold 2021 session in person

Republican members of the Montana Legislature voted Wednesday to hold the upcoming session in person and with no precautions like mask use, distancing or testing protocols, though there is the option to participate remotely.

The vote came after pleas from many in the Helena community to follow public health guidance discouraging large, in-person gatherings. Many asked for what they called minimum precautions like wearing face coverings, which nearly all Republicans have refused to do.

The amendment to the rules that govern how the Legislature will function came from state Sen. Jason Ellsworth, a Republican from Hamilton. Lawmakers are sworn in Jan. 4 and the session lasts up to 90 days.

The vote came from the Joint House and Senate Rules Committee and fell on party lines, with 21 Republicans for the proposal and 13 Democrats against it.

"I would imagine that we are going to have members who get sick," Ellsworth said, adding that it's possible lawmakers will die from holding the session with in-person participation.

Ellsworth said his proposal will let people participate remotely if they want to and acknowledged that public health officials don't support meeting in person. But he said some legislators feel they will be more effective in person.
