We’re one week away from an enormously important moment for the next four years of our country.

 

On Jan. 5, two runoff races in Georgia will determine which party will control the Senate β€” whether Joe Biden will have a rubber stamp or a much-needed check on his agenda.

 

Unfortunately, you’re obsessed with the next day, Jan. 6, when Congress will, in a pro forma action, certify the Electoral College vote. You have tweeted that, as long as Republicans have β€œcourage,” they can overturn the results and give you four more years in office.

 

In other words, you’re cheering for an undemocratic coup.

 

You had every right to investigate the election. But let’s be clear: Those efforts have found nothing. To take just two examples: Your campaign paid $3 million for a recount in two Wisconsin counties, and you lost by 87 more votes. Georgia did two recounts of the state, each time affirming Biden’s win. These ballots were counted by hand, which alone debunks the claims of a Venezuelan vote-manipulating Kraken conspiracy.

 

Sidney Powell is a crazy person. Michael Flynn suggesting martial law is tantamount to treason. It is shameful.

 

We understand, Mr. President, that you’re angry that you lost. But to continue down this road is ruinous. We offer this as a newspaper that endorsed you, that supported you: If you want to cement your influence, even set the stage for a future return, you must channel your fury into something more productive.

 

If Republicans David Perdue and Kelly Loeffler win, they will prevent Biden from rolling back what you have accomplished. A Republican Senate can pressure Biden against returning to the old, failed Iran deal, can stop him from throwing open our southern border, will prevent him from packing the court.

 

Now imagine a government controlled by your nemeses β€” Nancy Pelosi in the House, Chuck Schumer in the Senate, Joe Biden in the White House. How high will taxes go? How many of your initiatives will be strangled? And, on a personal note, do you think they won’t spend the next four years torturing you with baseless hearings and investigations?

 

Consider this. You came out of nowhere to win the presidency. Not an elected official, not a lawyer, not beholden to any particular faction of the swamp. You took on the elites and the media who had long lost touch with average working people. You changed politics, which is something few in American history can say.

 

If Georgia falls, all that is threatened. You will leave your party out of power, less likely to listen to what you have to say or to capitalize on your successes, such as expanding the Hispanic voting bloc for the GOP.

 

Democrats will try to write you off as a one-term aberration and, frankly, you’re helping them do it. The King Lear of Mar-a-Lago, ranting about the corruption of the world.

 

Securing the Senate means securing your legacy. You should use your considerable charm and influence to support the Georgia candidates, mobilizing your voters for them. Focus on their success, not your own grievances, as we head into the final week.

 

If you insist on spending your final days in office threatening to burn it all down, that will be how you are remembered. Not as a revolutionary, but as the anarchist holding the match.

Some of the "over-representation" is attributed in the article to the fact mosques, remained open and the immigrants continued to interact as normal. What, imo, is not accounted for is why those afflicted and dying among the immigrants are significantly younger. Differences in certain receptors in lungs, perhaps?

 

If I remember correctly Gordon Chang has accused China of using an extensive database of Americans' genetic information to create bioweapons with racial preferences. I hope someone has that reference if it exists.

My tech saw that I write code in emacs and gave me vim in evil mode on a mac with a complex algorithm. I managed to get through the test and write the algo but not without jumping all over the place. Emacs and Vim are two totally different keyboard bindings. I know hundreds of shortcuts on Emacs that if you accidentally use in Vim it can move, delete stuff, or do something nasty.

Pope Francis issued a new law Monday reorganizing Vatican finances following a series of scandals.

He first announced the shake-up in an Aug. 25 letter to Vatican Secretary of State Cardinal Pietro Parolin that was made public on Nov. 5 after the Secretariat of State was engulfed by accusations of financial mismanagement.

 

The pope promulgated the new law in an apostolic letter issued motu proprio (β€œon his own impulse”).

 

The text, entitled β€œA better organization” and released in Italian, also set out new regulations for the oversight of Peter’s Pence, an annual worldwide collection supporting the pope’s mission.

 

Vatican officials have been forced to deny that money raised for Peter’s Pence was used to cover losses on a controversial London property deal overseen by the Secretariat of State.

 

The document, signed Dec. 26 and coming into force before the start of the Vatican’s new fiscal year, contains four articles. The first concerns the transfer of investments and liquidity from the Secretariat of State to APSA. The second regulates the management of papal funds. The third sets out β€œprovisions on economic-financial control and supervision” and the fourth addresses the functioning of the Secretariat of State’s administrative office.

 

Under the new law, APSA will gain ownership of funds, bank accounts, and investments, including real estate, previously administered by the Secretariat of State from Jan. 1, 2021.

 

APSA’s management of its new responsibilities will be subject to β€œad hoc control” by the Vatican’s Secretariat for the Economy, established in 2014 to oversee the financial activities of the Holy See and Vatican City State. The Secretariat for the Economy will in future also serve as the Papal Secretariat for Economic and Financial Matters.

 

The law requires the Secretariat of State to β€œtransfer as soon as possible, and no later than February 4, 2021,” all of its liquid assets held in current accounts at the Institute for the Works of Religion, commonly known as the β€œVatican bank,” and foreign banks.

 

The law asks APSA to create a budgetary provision called β€œPapal Funds” which will be included in the Holy See’s consolidated financial statements. It will contain a sub-account called β€œPeter’s Pence.” Another sub-account, called the β€œHoly Father’s Discretionary Fund,” will be operated solely at the pope’s direction.

 

The motu proprio gives the Secretariat for the Economy, led first by Cardinal George Pell and now by Fr. Juan Antonio Guerrero Alves, S.J., supervisory powers over entities previously overseen by the Secretariat of State. Various Vatican entities will transmit their budget and final balance sheets to the Secretariat for the Economy, which will then pass them for approval to the Council for the Economy, founded in 2014.

 

The text also says that the Secretariat of State’s administrative office should maintain β€œonly those human resources necessary to carry out activities related to its internal administration” and transfer relevant archive material to APSA.

 

The Holy See press office said Dec. 28 that the motu proprio converts into law the decisions set out in the pope’s August letter to Parolin, which led to the creation of a commission overseeing the transfer of responsibilities from the Secretariat of State to APSA. The press office explained that the commission would β€œcontinue to clarify some technical details until Feb. 4, as was expected.”

 

β€œThis new law reduces the number of economic managers in the Holy See and concentrates administration, management, and economic and financial decisions in the dicasteries that correspond to the purpose,” the press office said.

On the basis of this principle, the Secretariat of State, which also supports more closely and directly the action of the Supreme Pontiff in his mission and represents an essential point of reference for the activities of the Roman Curia, it is not appropriate for it to perform those functions in economic and financial matters already attributed by competence to other Departments.

Having learned from the Heads of the Bodies concerned about the progress made regarding a more functional exercise of their respective competences, I felt it necessary to establish some rules to better determine the various functions of the Secretariat of State, the Administration of the Patrimony of the Apostolic See and the Economy.

Article 1

Transfer of investments and cash

Β§1 With effect from 1 January 2021, the ownership of funds and bank accounts, of movable and real estate investments, including investments in companies and investment funds, up to now in the name of the Secretariat of State, is transferred to the Administration of the Assets of the Headquarters Apostolica who will take care of their management and administration. They will be subjected to an ad hoc control by the Secretariat for the Economy, which from now on will also perform the function of Papal Secretariat for economic and financial matters.

Β§2 The Secretariat of State transfers as soon as possible, no later than 4 February 2021, all its liquid assets held in current accounts held by it at the Institute for Works of Religion or in foreign bank accounts, to the Administration of the Assets of the Apostolic See on a bank account indicated by it.

Β§3 In the event that it is not possible or convenient to change the ownership of the accounts, investments and shareholdings, the Secretary of State provides as soon as possible, and no later than 4 February 2021, to provide the President of the Administration with the assets of the Headquarters. Apostolic of a general power of attorney to act in the name and on behalf of the Secretariat of State, attributing to it exclusively all powers of ordinary and extraordinary administration for:

a) the management of bank current accounts;

b) the management of the securities and securities held in the name of the Secretariat of State;

c) the exercise of the rights deriving from the interests of the Secretariat of State in companies and investment funds;

d) the management of properties owned directly or indirectly by the Secretariat of State.

Β§4 Starting from the financial year 2021, contributions for any reason due or freely devolved to the Holy See by ecclesial bodies of any kind, including those of the Governorate of the Vatican City State and the Institute for Works of Religion , as well as those referred to in canon 1271 CJC, will be paid into an account called the " General Budget of the Holy See ", managed by the Administration of the Patrimony of the Apostolic See according to current legislation, based on the approved budget. The transfers of the sums from the General Budget account of the Holy See to the APSA must be previously authorized by the Prefect of the Secretariat for the Economy.

Β§5 The Administration of the Patrimony of the Apostolic See is responsible for the payment of the ordinary and extraordinary expenses of the Secretariat of State according to the budget of the same Secretariat approved on the basis of current legislation and without prejudice to the provisions of art. 11 of the Statute of the Secretariat for the Economy. An expense item for unforeseen activities or emergencies will be set up in the budget of the Secretariat of State, which will be regularly reported. For reserved matters, the provisions of the Statute of the Commission for Reserved Matters will be observed.

Article 2

Management of Papal Funds

Β§1 The Administration of the Patrimony of the Apostolic See will constitute a budget provision called Papal Funds , which for greater transparency will form part of the consolidated financial statements of the Holy See, for which separate accounts must be kept, with the opening of specific sub-accounts for:

a) the Fund called Β« Obolo di San Pietro Β», with all its various subdivisions and articulations;

b) the Fund known as the " Holy Father's Discretionary Fund ";

c) each of the funds called Β« Entitled Funds Β», which have a particular destination constraint by the will of the donors or by regulatory provisions.

Β§2 All the funds mentioned in the previous Β§1 retain their purpose. Cash and investments relating to each of the sub-accounts indicated in Β§1 are placed in dedicated accounts opened by the Administration of the Patrimony of the Apostolic See.

Β§3 The Administration of the Patrimony of the Apostolic See periodically informs the Secretariat of State on the situation of the funds, which continues to collaborate in the collection of the same.

Β§4 The expenses and other acts of disposition from the Holy Father's Discretionary Fund sub-account can be carried out only upon your personal decision.

Β§5 Expenses from the other sub-accounts will be paid by the Administration of the Patrimony of the Apostolic See at the request of the Secretariat of State according to the approved budget. All other acts of disposition on these sub-accounts and those not provided for in the budget are submitted by the President of the Administration of the Patrimony of the Apostolic See to the prior authorization of the Prefect of the Secretariat for the Economy, who exercises specific control by verifying in advance correspondence with the instructions received from the Holy Father on the use of your funds, their capacity and liquidity and the compliance of the provisions with any destination restrictions.

Β§6 In any case, the unspecified payment and investment provisions from the Papal Funds given by the President of the Administration of the Patrimony of the Apostolic See must be countersigned by the Prefect of the Secretariat for the Economy, who checks in advance the correspondence. the provisions and authorizations given pursuant to this article.

Article 3

Provisions on economic-financial control and supervision

Β§1 All the entities referred to in Article 1 Β§1 of the Statute of the Council for the Economy, including those hitherto under the economic and financial control of the Secretariat of State, are subject to the control, supervision and direction of the Secretariat for the Economy as defined by its Statute and by the current legislation, with the sole exception of those Bodies for which the Holy Father has expressly provided otherwise.

Β§4 The President of the boards of statutory auditors or auditors, however named, or the statutory auditor or the sole auditor, where provided for by the Statutes of the entities included in a list approved by the Council for the Economy, are appointed by the Prefect of the Secretariat for Economics, which verifies the integrity and professionalism requirements and verifies the existence of any conflicts of interest.

Β§5 The members of the statutory internal control bodies referred to in the previous paragraph participate without the right to vote in the meetings of the body responsible for the administration of the Entity, however named, and have the right to ask the directors for information and documents on the progress activity of the Entity or on certain business.

Β§6 The reports due by the statutory internal control bodies of the Entities referred to in Β§4, on the basis of the law and the Statute, are sent to the Secretariat for the Economy. In any case, it is the duty of the members of the statutory internal control bodies to report to the Secretariat for the Economy about situations of serious irregularities in the management or organization, of any violations of the law or of the Statute and of any danger of economic failure Body.

Β§7 Superiors, directors, employees and professional collaborators of the supervisory and control bodies are incompatible with the appointment in the administrative bodies of the Entities included in the list referred to in Β§1.

Β§8 The provisions of this article automatically replace any deviating clauses contained in the statutes of the Bodies .

Β§9 The competences of the Council for the Economy, the Office of the Auditor General and the Supervisory and Financial Intelligence Authority remain valid, as defined by their own Statutes and by the legislation in force.

For my Guerrilla Sniper Rifle subject, I utilized a Savage bolt action 308 (short action length), a Choate Folding Sniper Stock, and a Nikon 3-9 x 40 BDC reticle scope. That and a minimal set of supporting accoutrements are really all one needs.

 

First, why a bolt action?

 

In the Guerrilla Sniper role, it is unlikely that multiple fast follow up shots will be needed, at least in the context of how I foresee such activity. We are generally talking about one or perhaps at most three well placed shots, and then scoot. A bolt action does this with a lighter, more accurate, less complicated, and usually much cheaper implementation than a semi-auto battle rifle. A solid bolt action is simple and offers several tactical advantages (brass retention, ease of scoping, superior suppressor platform, etc.). Keep it simple when you can and you will usually find that you have the best tool for the job. So I chose a bolt action.

 

Second, why the Savage 100/10/Stevens 200 action in particular?

 

From my analysis, I think there are three significant advantages that this action offers:

 

1) Accuracy/Economy ratio – they are the most affordable option and inherently accurate

 

2) Barrel changes – to be able to replace or exchange barrels yourself is unique and enabling

 

3) Accutrigger – to have an excellent trigger out of the box is a significant advantage

 

That all said, don’t get too hung up on requiring the gun to have an Accutrigger, as most of the standard triggers can easily be made quite serviceable (possible exception being the basic β€œtwo screw” variety that comes on the Stevens 200 and some older Savages). The three screw models I’ve played with are just fine. If this is not the case for you, several excellent aftermarket triggers exist.

 

As to barrels, while one can make do with the standard 22” factory sporter barrel, the Guerilla Sniper concept really shines when you utilize a shorter barrel, something in the 16” – 20” range. It may not seem like much, but shortening the barrel by just a few inches significantly improves the handiness of the rifle when in use and opens up whole new areas for transport and storage with the stock folded. I have played with barrels from 22” down to 18” so far, with a 16-1/2” barrel next in the queue for testing.

The significant accomplishments we have achieved during my tenure in Luxembourg make me very proud. The founding of the Luxembourg Forum, which brought the U.S. Supreme Court to Luxembourg to meet with the European Court of Justice, a meeting to reoccur every three years; the extraordinary cooperation between our two governments on the enormous issues faced by the UN Security Council during Luxembourg’s two-year mandate; continuing support of the business community with the launch of a quarterly CEO Forum of U.S. companies to bring the business executives together with the highest-level Luxembourg Government officials; and last but not least, the opportunity to make more than 60 visits to every LycΓ©e (Classique, Technique, and Agricultural) in the country. In addition, the creation of entrepreneurship workshops to teach the young people of Luxembourg the basics of business was especially rewarding.

Finally, I am extremely grateful for the many commemorative events that take place every year – most especially the 70th anniversary commemorations of the liberation and the Battle of the Bulge in 2014 - reminding us about the deep and special relationship between the United States and Luxembourg, forged during WWII and continuing today.

I am grateful for the outstanding Foreign Service officers at Embassy Luxembourg. I leave behind a strong, smart group of professional diplomats and colleagues, to be led by Ms. Alison Shorter-Lawrence as ChargΓ© d’Affaires.

Thank you for all the wonderful memories and cooperation - may the friendship between our two countries continue to grow in the future.

BTW,

If you are making a livable wage for a single person (anything over 75k a year), you don't get as much. If you make over 95k, you get jack shit. So basically, people that are making up a majority/lion's share of current taxable earned income, the people that got fucked on the last tax plan, you get another shaft with this bill.

 

So you could imagine there's a chunk of majority taxpayers that are getting about sick and tired of getting fucked from both sides.
