Judge Ketanji Jackson Supreme Court Confirmation Hearings will Begin March 21

 

Radical Obama Judge Ketanji Brown Jackson’s Supreme Court Senate confirmation hearings will begin March 21.

 

Senate Judiciary Chairman Dick Durbin said he looks forward to Jackson’s appearance before the committee and to “respectful and dignified hearings.”

 

The Democrats want a “respectful and dignified hearing” after destroying Trump’s SCOTUS nominee Brett Kavanaugh with lies.

 

“As I have said from the time that Justice Breyer announced his retirement, the Committee will undertake a fair and timely process to consider Judge Jackson’s nomination,” Durbin wrote in the letter. “I look forward to Judge Jackson’s appearance before the Committee and to respectful and dignified hearings.”

 

Durbin said he hopes to have Jackson confirmed to the Supreme Court by April 9.

Judge Ketanji Brown Jackson’s Supreme Court confirmation hearings will begin on Monday, March 21 and will last four days, the Senate Judiciary Committee announced Wednesday.

 

Sen. Dick Durbin (D-Ill.), the committee’s chairman, released a letter notifying his colleagues on the panel of the schedule that week and promised a thorough review of the D.C. Circuit Court of Appeals judge who President Biden has tapped to fill Justice Stephen Breyer’s seat.

 

The four days of hearings will begin on March 21 with opening statements from committee members, people tasked with introducing Jackson and the judge herself. Committee members will be able to question Jackson the following Tuesday and Wednesday, and the panel will also hold a closed-door meeting that Wednesday to discuss her FBI background investigation, which is routine for all Supreme Court nominees.

 

Ketanji Brown has an awful record. Several of her major decisions were overturned.

 

Lindsey Graham, Susan Collins and Lisa Murkowski voted to confirm her as District Judge and they will support her again.

Israel gets involved in diplomatic solution to Russia-Ukraine, vows 'unprecedented' aid

 

Israeli Prime Minister Naftali Bennett, over the weekend, reportedly offered Vladimir Putin the option of negotiating through Israel.

 

The president of Israel says his country is attempting to help push for a diplomatic end to the war in Ukraine and is offering up assistance to achieve that goal.

 

Following talks earlier this week between President Isaac Herzog and his counterpart in Cypress, Israel has announced it will send an "unprecedented amount" of humanitarian aid to Ukraine.

 

Three flights left Israel on Monday and Tuesday carrying medical supplies, systems that can provide safe water, and winter gear. In total, Israel has sent 100 tons in aid.

 

President Herzog called the decision a "moral obligation" that arrives following a missile attack on the Babi Yar Holocaust memorial in Kyiv that he said "epitomizes the huge pain and suffering of people there" and the "terrible tragedy that we’re seeing unfolding in front of our eyes."

 

Israel, according to its president, is contemplating more ways to offer support to the Ukrainian people as the continue to endure Putin's invasion.

 

Israel, at the moment, is in the relatively rare spot of having a good working relationship with both Kyiv and Moscow. Its response to the conflict has, therefore, been measured, and on Friday, Ukrainian President Volodymyr Zelensky asked Israeli Prime Minister Naftali Bennett to intercede with Russia on Ukraine's behalf.

 

Bennett, over the weekend, called Putin to offer up Israel as a negotiator between the two countries – an offer with which Putin was reportedly not pleased.

France detains Foreign Legionnaires on Ukraine-bound bus – media

 

Paris police have reportedly arrested soldiers who were suspected of trying to join Kiev’s fight against Russia

 

Fourteen French Foreign Legionnaires of Ukrainian origin have reportedly been arrested in Paris on suspicion that they were traveling to fight for their native country against Russia.

 

Police stopped a Ukraine-bound bus on Tuesday evening and found that 14 of the 30 passengers were Foreign Legion soldiers, France’s TF1 media outlet reported. The 16 civilians were released and investigators found that five of the Ukrainian-born legionnaires had been absent from their units without permission. The other nine soldiers had been given leave for 15 days to go to Poland and find family members who have fled Ukraine.

 

Neither the deserters nor the military personnel on leave were allowed to go to Ukraine. Those who were granted time off to travel to Eastern Europe were prohibited from entering Ukraine under a protocol that the Legion has had in place since Russia’s war with Kiev began.

 

The bus was allowed to resume its journey after passenger identities were checked. Police did a thorough search of the vehicle for weapons and found only blankets and “basic equipment,” according to the media report.

 

NATO member nations have allowed civilians to fight for Ukraine as volunteers. In fact, UK Foreign Secretary Liz Truss has encouraged Britons to join the fight. Ukrainian President Volodymyr Zelensky signed a decree on Saturday forming an international legion to fight alongside government forces.

 

However, the US and other NATO members have pledged not to send their own troops to fight in Ukraine, apparently seeking to avoid an escalation into a wider war with Russia. Moscow launched its invasion last week, pledging to “demilitarize and denazify” Ukraine.

 

About 700 of France’s Foreign Legion members are originally from Ukraine. The force is a branch of the French Army and has about 8,000 men.

Netflix Joins List of Tech Giants Blocking Content Linked to Russia

 

U.S. streaming giant Netflix Inc. confirmed it will not add 20 free-to-air Russian TV channels to its platform, which the streaming service could be obligated to carry out under Russian law.

 

“Given the current situation, we have no plans to add these channels to our service,” a Netflix spokesman said in a statement on Monday, referring to Russia’s attack on Ukraine.

 

Politico first reported that Netflix, which launched its service in Russia in October 2020, would fall under the new Russian regulations requiring compliance from March.

 

The regulations, overseen by Russia’s communications regulator, Roskomnadzor, require audiovisual services with more than 100,000 subscribers in that country to distribute 20 free-to-air news, sports, and entertainment channels.

 

The spokesman did not disclose how it would avoid the regulation and said it is monitoring the situation closely. Netflix’s service will continue to be available to people in Russia.

 

The streaming giant joined a string of major tech companies that have recently blocked content from Russia, including Facebook, Google, Twitter, and Microsoft.

 

Google barred the likes of RT and Sputnik and several other Russian channels from earning money for ads on their websites, apps, and YouTube videos, in line with recent EU sanctions.

 

Facebook parent company Meta Platforms on Monday said it will restrict access to Kremlin-backed news outlets RT, formerly known as Russia Today, and Sputnik on its platforms across the European Union.

 

Elsewhere, Twitter said it is adding labels and reducing the visibility for tweets containing content from websites like RT and Sputnik, while Microsoft said it would remove RT apps from its app store, no longer display any state-sponsored RT and Sputnik content, and de-rank search results from Bing in an effort to “exposure of Russian state propaganda, as well to ensure our own platforms do not inadvertently fund these operations.”

 

The move by the companies come after European Commission President Ursula von der Leyen on Feb. 27 said the EU would ban RT and Sputnik, which she referred to as the “Kremlin’s media machine.”

 

“The state-owned Russia Today and Sputnik, and their subsidiaries, will no longer be able to spread their lies to justify Putin’s war,” von der Leyen said. “We are developing tools to ban their toxic and harmful disinformation in Europe.”

Rewatched 'Wag the Dog' the other night. Interesting. The ending was more unnerving than anon remembers it. Seeing it through new eyes. BTW there is a 'Pepe' in the credits.

Gunmen kill female polio worker in Pakistan vaccination campaign

Fourteen French Foreign Legionnaires of Ukrainian origin have reportedly been arrested in Paris on suspicion that they were traveling to fight for their native country against Russia.

 

Police stopped a Ukraine-bound bus on Tuesday evening and found that 14 of the 30 passengers were Foreign Legion soldiers, France’s TF1 media outlet reported. The 16 civilians were released and investigators found that five of the Ukrainian-born legionnaires had been absent from their units without permission. The other nine soldiers had been given leave for 15 days to go to Poland and find family members who have fled Ukraine.

 

Neither the deserters nor the military personnel on leave were allowed to go to Ukraine. Those who were granted time off to travel to Eastern Europe were prohibited from entering Ukraine under a protocol that the Legion has had in place since Russia’s war with Kiev began.

 

The bus was allowed to resume its journey after passenger identities were checked. Police did a thorough search of the vehicle for weapons and found only blankets and “basic equipment,” according to the media report.

 

NATO member nations have allowed civilians to fight for Ukraine as volunteers. In fact, UK Foreign Secretary Liz Truss has encouraged Britons to join the fight. Ukrainian President Volodymyr Zelensky signed a decree on Saturday forming an international legion to fight alongside government forces.

 

However, the US and other NATO members have pledged not to send their own troops to fight in Ukraine, apparently seeking to avoid an escalation into a wider war with Russia. Moscow launched its invasion last week, pledging to “demilitarize and denazify” Ukraine.

US Test Launch of Minuteman III Ballistic Missile Postponed, Pentagon Says

 

A scheduled test launch of a Minuteman III intercontinental ballistic missile (ICBM) has been postponed," the Pentagon announced on Wednesday.

"Last weekend, Putin directed special alert of Russian nuclear forces. We saw this as dangerous and irresponsible. Such provocative rhetoric is unacceptable. The US has not taken any similar steps. In an effort to demonstrate that we have no intention to engage in actions that could be misunderstood, our Minutemen III test launch will be postponed from this weekend," Pentagon spokesperson John Kirby told reporters.

A newspaper group in Russia has risked the wrath of government authorities by publishing editions that carry a stern anti-war message.

On Tuesday morning the Wisconsin Assembly Committee on Campaigns and Elections held an informational hearing on the Gableman 2020 Election Report featuring invited speakers Special Counsel and Former Supreme Court Justice Michael Gableman and Attorney Eric Kaardal.

 

During his presentation, Justice Gableman played video of several victims of elderly abuse and voter theft. Several brave Wisconsin families reached out to Gableman and his committee after they discovered someone had voted for their loved one who resides in a nursing home. This happened all over Wisconsin.

 

Justice Gableman disclosed during the hearing that the nursing homes in the Zuckerberg-funded cities had a 95% to 100% turnout. This is clear voter fraud they discovered.

 

The video that played during the hearing today was heartbreaking.

It takes a special kind of evil to abuse disabled seniors.

 

On Wednesday Just the News published more information on the nursing home voter fraud.

 

The special counsel investigating suspected irregularities in Wisconsin’s 2020 election has found that 91 nursing homes in the counties of Milwaukee, Racine, Dane, Kenosha, and Brown had voter turnout rates ranging from 95% to a 100% in 2020 — as compared to overall nationwide participation rates of 67% in 2020 and 60% in 2016.

 

The nursing home data only reflects voting at the facilities that the special counsel “has been able to vet to this juncture,” according to the report compiled by retired state Supreme Court Justice Michael Gableman for the state Assembly. “There are more facilities in these counties, and after auditing the votes from other facilities, the above percentages may change.”

 

The Mark Zuckerberg-funded Center for Tech and Civic Life gave $8.8 million towards the administration of the 2020 election in Wisconsin.

 

One of Sinkula’s colleagues knew ahead of time “how the outcome was going to come in November,” Sinkula claimed, because the colleague knew people who had registered nursing home residents who didn’t normally vote and apparently voted for them.”

 

Slowly we are learning the full picture on the 2020 election steal.

Jerome Powell is planning on raising interest rates this month from the zero percent that Democrats have benefitted from in the White House this century. Rates have been kept at zero percent for almost all the time that Democrats are in the White House since 2000.

 

He spoke in front of Congress this morning. PBS reports:

 

Federal Reserve Chair Jerome Powell made clear Wednesday that the Fed will begin raising interest rates this month in a high-stakes effort to restrain surging inflation.

 

Fed Chief Jerome Powell also shared the potential to have more than one reserve currency in the world. This is a shocking statement coming from the head of the Fed.

 

The US has benefitted from having the reserve currency of the world. We’ve reported on this for months and how under Biden the US has reached the lowest point in decades.

 

As the Biden gang continues to spend the dollar continues to get weaker. Now the US is pushing Russia away from using the US dollar as its reserve currency and this may not be so smart.

 

In addition, the US has benefitted from having the USD the currency used for oil transactions worldwide. This ‘petrol dollar’ arrangement may go by the wayside as some fear Russia and the Saudis have already made an arrangement to trade oil outside of the dollar.

 

Back in 2014 under Obama/Biden people were worried about the petrodollar as well. Maybe this was reasonable as Biden/Obama helps Iran gain a nuclear weapon. Iran and Iraq are enemies. When Obama and Biden help Iran, they push the Saudis away. No wonder the Saudis aligned with Russia after Biden stole the election. Also, no wonder they cheered when President Trump joined them early in his Administration. See video below from the Obama era.

 

Powell may be saying that it’s alright to have more than one world reserve currency because there is little he and the Biden Administration can do to stop it. This could have long-lasting negative impacts on the US and make the US weaker than Biden has already has made the country.

The submarine-rescue ship USS SKYLARK (ASR-20) stood by overhead. At 0903 SKYLARK received a garbled transmission over the underwater telephone: THRESHER reported “Experiencing minor difficulties. …Have positive up angle…attempting to blow.” But THRESHER and the 129 men she carried—including 17 civilians—never returned to the surface.

 

The remains of the sub, broken up into six major sections, were eventually found scattered over a large area in more than eight thousand feet of water. After a thorough examination of photographs, objects recovered from the bottom, and records of the sub’s construction and maintenance, a Court of Inquiry concluded that THRESHER’s troubles likely began with the joints in her saltwater piping system, many of which had been brazed rather than welded. (Welding involves the heating to melting and direct joining of two pieces of metal, whereas brazing uses another material, one that melts at a lower temperature, to “glue” two pieces of metal together. In THRESHER’s case, a silver alloy was used as “glue.”) It has been theorized that at least one of those joints failed, permitting seawater to leak into the boat and short out an electrical panel which in turn triggered a scram, or shutdown, of the reactor. Without a means of propulsion, THRESHER, gaining weight as water flooded in through the failed joint, began to sink.

White House Degrades Russia's Energy Primacy With Oil Tech Export Controls; Also Sanctions 22 Defense Entities

 

Update(1538ET): Estimates in media reports based on Pentagon sources now after a week of the offensive on Ukraine indicate Russia has fired about 450 missiles of various types.

 

The widely reported "40-mile column" of infantry, tank and artillery forces expected to mount a major assault on Kiev is still stalled according to the Pentagon, likely due to significant logistical hurdles including lack of adequate food and fuel slowing the pace of advance.

 

And in a significant afternoon development, the White House is mulling taking action against Russian oil and gas, while trying to mitigate the blowback to Americans and the global economy. A fresh statement said the US and its allies "share a strong interest in degrading Russia’s status as a leading energy supplier." China Won't Join Russia Sanctions, Banking Regulator Warns

 

After urging ceasefire talks between Ukraine and Russia, China on Wednesday announced that it would not join the West in imposing sanctions on Russia.

 

The announcement was made by China’s banking and insurance regulator Guo Shuqing during a press briefing on Wednesday.

 

"Everyone is watching recent military conflict, or war, between Russia and Ukraine," Guo Shuqing, chairman of the China Banking and Insurance Regulatory Commission, said during a press conference in Mandarin.

 

"China’s position has been stated clearly by the Ministry of Foreign Affairs. Our international policies are consistent.” “Regarding financial sanctions, we do not support that,” said Guo, noting particular opposition to “unilateral” sanctions, which he said don’t effectively address problems. “China won’t join such sanctions.“

 

Guo also happens to be the CCP's secretary of the People’s Bank of China, the PRC's central bank. He added on Wednesday that he hopes all sides will maintain 'normal economic exchanges' and insisted that the sanctions have had no apparent impact on China so far.

"As far as financial sanctions are concerned, we are not in favor of such unilaterally initiated sanctions, because they are not effective and have no legal basis," Guo Shuqing, chairman of the China Banking and Insurance Regulatory Commission, said during a press conference held at the State Council Information Office.

 

Guo stressed that his agency will not participate in such sanctions and will continue to maintain normal economic and trade exchanges with relevant parties.

 

Talking about the potential disruption that Western financial sanctions against Russia could inflict on the Chinese economy, Guo said that "it does not seem to be too obvious at the moment and needs to be further observed.

 

Generally speaking, it will not have much an impact, since our economy and our financial system are very stable and resilient," Guo said.

 

Guo isn't the only CCP official to rebuke the West over its treatment of both Russia and China during the Ukraine crisis.

The imperatives of action disguise an ugly truth: in the field of power politics it is outcomes, not intentions, that matter most. Failure to slow down and examine the assumptions and motivations behind our choices may lead to decisions that feel right in the moment, but fail to safeguard our interests, secure our values, or reduce the human toll of war in the long run.

 

When confronted with a new geopolitical crisis my thoughts often turn to Michael Mazarr’s 2019 book, Leap of Faith: Hubris, Negligence, and America’s Greatest Foreign Policy Tragedy. Mazarr’s book is a study of the decision-making process behind the 2003 invasion of Iraq. To discover how the United States leapt headlong into catastrophe, Mazarr read all of the administration memoirs, tracked down all available open-source material on the pre-war debates, and interviewed just about everybody involved save George W. Bush himself. His book (and others like it, such as Draper’s How To Start a War or Mann’s Rise of the Vulcans) pop a few common myths about the Bush administration’s drive to war. The administration did not intentionally mislead the nation into battle; motivated reasoning, not deceit, warped their understanding of events. Oil was never central to the campaign; when it appeared in war council discussions, it did so only under the rosy assumption that Iraq’s oil revenues would be sufficient to cover reconstruction costs. Contrary to the received wisdom in many quarters today, the invasion of Iraq was not about about spreading liberal democracy in the Middle East. That justification for the war came mostly in 2004 and the years that followed, when the WMD threat had been exposed as delusion. Liberalism did not lead us into Iraq so much as keep us there.

 

Perhaps the most astonishing fact about America’s invasion of Iraq is that the National Security Council never formally debated the decision to wage war. “One of the great mysteries to me,” wrote one NSC principal after leaving office, “is exactly when the war in Iraq became inevitable.”1 His confusion is understandable: there was no moment, no meeting, where the pros and the cons of invasion were laid out in full. No one ever asked “should we invade?” Instead they debated questions like “if we decide to invade, what must we do to prepare?” and “When we invade, what must our objectives be?” Mazarr explains this curious lack of first-order thought, the origin point of the motivated reasoning that produced both flawed intelligence assessments and unnecessarily hasty demands for action, as a byproduct of moral imperatives. …the second factor I am seeking to highlight: an intuitive, emergent mechanism of judgment that is driven primarily by imperatives—a sense among a nation’s leadership group at a specific moment that a given choice is “the right thing to do” in a sense that is more moralistic than calculatedly rational.

 

Most conceptions of what is called “rational” decision-making include a few essential claims about the ways in which human beings approach choices. Someone acting rationally is trying to maximize some gain and so weighs various alternatives to judge which one will give the most value in those terms. Such a conception is therefore dominantly “consequentialist.” It is obsessed with outcomes, because only by taking outcomes seriously can one anticipate benefits and costs. It is also what is termed “instrumental,” in the sense that actions aim to produce some outcome that serves the decision-maker’s interests.

 

But there are powerful alternative models for human judgment, models that emphasize values rather than consequences and paint a picture of decision-makers serving an imperative or norm rather than maximizing objectives. One of these is sociologist Max Weber’s concept of value rationality. Whereas “instrumental rationality” refers to efforts to anticipate possible outcomes and calculate advantage, value rationality describes situations in which people make decisions, not based on what they think will most benefit them, but to fulfill the right thing to do—that is, to do something right for its own sake. I am arguing that, often enough on major foreign policy issues, leaders and senior officials come to be guided by precisely such value-based, rather than instrumental or outcome-oriented, thinking. Rather than what has been called a logic of consequences (weighing the value and cost of outcomes relative to one’s goals), they employ a logic of appropriateness, a form of judgment in which decision-makers are concerned about doing what is right or appropriate given their role and the circumstances.

 

The resulting mindset looks very much like a commitment to what some scholars have labeled “sacred values.” These are distinct from material interests by their moralistic case; they are, “or ought to be, absolute and inviolable.” They cannot be compromised or traded off against other values; they are absolute rather than instrumental, and must be followed regardless of consequences. In pursuing such sacred values, decision-makers will display “harsh trait attributions to norm violators, anger and contempt, and enthusiastic support” for the enforcement of norms against those who doubt the course of action; they will “censure” and “ostracize” those who disagree. Even sacred values can promote utilitarian calculations, but more often they are “derived from rules that circumscribe certain actions independently of expected outcomes or prospects of success, and that we act in accordance with them because they are the right thing to do.”

 

Examples of such thinking are legion in the history of US foreign policy. The American commitment to Vietnam was based in part on the idea that the strategic values at stake were inviolable, that fighting communism in Southeast Asia was the right thing to do. The attack on Castro’s Cuba at the Bay of Pigs emerged from a similar sense of obligation; it had to be done, because Castro had to go. More recently, the American commitment to NATO enlargement has taken on a similar moralistic flavor: it cannot be abandoned or even qualified because the countries at stake have a right to make that choice. These and other examples demonstrate how concerns that remain political and strategic can nonetheless take on the aspect of sacred values, and present themselves not as the better or more valuable choice but as the “right” one.2

Key to the emerging moral consensus in 2002 was the rapid, intuitive nature of the value judgements informing policy:

 

In the process, the character of these judgments diverges in another way from the sometimes nearly mathematical calculations of classic rationalism. They emerge through a sort of intuitive imagination, a creative leap to make sense out of events rather than a weighing of anticipated gains and likely risks.… Henry Kissinger has called the practice of imaginative meaning-creation “conjecture.” “The choice between… policies did not reside in the ‘facts,’ but in their interpretation,” he has written. Foreign policy decision-making demands the “ability to project beyond the known.” And in this area, “there’s really very little to guide the policy-maker except what convictions he brings to it.”

 

This is true for one dominant reason: the overwhelming complexity and uncertainty surrounding major national security choices. There are simply too many variables at work, too much nonlinearity, to judge outcomes with any degree of precision. Decision-makers lack the sort of comprehensive information assumed by rational decision-making theories and operate instead in an environment of “deep uncertainty.” And so decision-makers hunt for simplified decision rules—key values or imperatives that can slice through the complexity and offer a clear basis for choice.

 

Confronting such complex situations, decision-makers cannot read objective truth out of a situation—they must construct meaning from their experience. And the result is that the interaction of senior decision-makers with complex issues is a fundamentally interpretive and imaginative enterprise. Facts in such a world are like images in an abstract painting, or the cloud of shapes on a Rorschach blot—ambiguous and open to multiple understandings. Observers are creating meaning, not simply reading or determining it…

 

This mechanism of judgment looks and feels to the participants like rationalism. We feel as if we are considering objectives, as if we are goal-directed, as if we weigh various options based on how well they contribute to clearly identified interests we are trying to maximize. In fact, though, what we’re doing is internalizing a mass of information and allowing our unconscious to do mostly involuntary work in bubbling forth judgments. The philosopher Alfred Schütz referred to this approach as “an anticipation of future conduct by way of phantasying.” Judgment is a fundamentally imaginative enterprise. It emerges as a vision, an illusion, an invented narrative; a conviction, a belief—anything but a formally reasoned calculation.

 

Such an approach to arriving at judgments allows us to see the Iraq decision for what it was: a creeping (or sudden and powerful) feeling that a given course of action was the right one, based on simple rules or convictions that were more moralistic or normative than analytical. And the fact that the decision had this character allows us to better understand many seemingly confusing aspects of it: the moralistic language that surrounded the policy process, the resistance to dissent, and the refusal to take risks seriously. Judgments undertaken in such a frame of mind have more of the cast of faith than of consequentialist decision-making, more in common with revelation than calculation. When people are applying sacred values, they come to have an almost thoughtless conviction in what they are doing. It is right—it feels right, from the depths of their well-honed intuitive judgment—and practical arguments have little place in such a thought process.

 

George Ball, the famous dissenter in the US escalation decisions for Vietnam, wrote of the fact that analytical arguments simply bounced off people who believed they “must” do something. “To my dismay,” he wrote of the reactions to his prescient arguments that US strategy in Vietnam was bound to fail, “I found no sympathy for these views. Both McNamara and Gilpatric seemed preoccupied with the single question, How can the United States stop South Vietnam from a Viet Cong takeover? How did I propose to avoid it? The ‘falling domino’ theory was a brooding omnipresence.” Official statements of US commitment to South Vietnam, Ball continued, “had the sound and solemnity of a religious oath: ‘We now take the decision to commit ourselves to the objective of preventing the fall of South Vietnam to Communism.” The solemnity of a religious oath—exactly the right way, I think, to understand the convictions that burst to the fore after 9/11.3

The first element of the diad is inevitable. The demand to “do something” is a certain sequel to the high emotions of danger and outrage—be they emotions prompted by a terrorist attack in the heart of America or an invasion on the marchlands of Europe. The “interagency” system was partially designed with this inevitably in mind. When working properly, it leads officials to confront their own assumptions and emotions. But the system is not infallible. For the Bush administration the default to intuition was the product of a dysfunctional national security team; the bureaucratic acumen and fractious interpersonal conflicts of its leading officials destroyed all procedural guide-rails that might have brought the administration back down to reality.5 We still suffer the consequences of that procedural implosion.

Today the danger is different. We approach the fifth dawn of a fast-moving war; decision makers are determined to respond to an event which has not yet concluded. This rush to act while action is still possible means that all slow paced proceduralism will of necessity be suspended. In the days to come those in high places will be forced to rely on snap judgements and emotional response to guide their decisions.

 

Certain ground realities make this danger more pressing. As the dramatic policy reversal in Berlin displays, this war overturns the old assumptions that guided foreign policy across the continent. What new assumptions should guide us in the future have not yet been hashed out. The invasion of Ukraine was a violation of the moral norms upon which the European order stands. The cognitive shock and moral outrage we feel is deepened by the relative uselessness of our position. Without risk of nuclear escalation NATO’s ability to prevent Ukrainian defeat is limited. This is a humiliating position for the most powerful statesmen in the Western world. Any man forced into such circumstance will feel compelled to find some way to reassert his agency. Our emotions will demand that we do something if only to prove to ourselves that we still have the capacity to act.

 

This sort of moral resolution is not inherently bad. It is the only wellspring of daring or fortitude. But our daring must accord with the outcomes we desire! Many of the policies mentioned in the first paragraph of this missive have consequences that will endure long past the end of this war. Have we truly thought through what they might be?

 

Do we crush the Russian economy because we earnestly think that doing so will unseat Putin, reverse his army’s march in Ukraine, or deter him from similar resort to arms in the future? Or do we do it because we must do something and economic coercion is the only tool in our box?

 

Have we balanced the strategic effects of removing the Russians from SWIFT from the likely creation of a parallel SWIFT system that we have less leverage over?

 

How would America have responded if the Russians had been openly, brazenly arming insurgents in Iraq and Afghanistan? This sort of thing is not unprecedented in the history of Russian-American relations… but it has consequences. What do we think the Russian response might be?

 

One can make a convincing defense for any one of these measures. It is quite possible that all of them, combined with the other options now being discussed in Western capitals, will successfully blunt Russian aggression, strengthen NATO’s long term defense, or deter countries like China from repeating the Russian playbook in places like Taiwan. It is possible. Yet events are passing swift. The rapidly spiraling deployment of these policies does not suggest a carefully calculated campaign of pressure so much as a rushed attempt to meet the demands of our own moral imperatives.

 

The logic of the imperative has led the West into disaster before. We must be vigilant lest we blindly leap into catastrophe once again.
