Russian President Vladimir Putin on Thursday morning announced the start of military action in Ukraine. For information purposes only, we publish here the text of his address.

Because the website of the Kremlin containing the full text of Vladimir Putin’s Feb. 24 address announcing the start of Russia’s military operation in Ukraine has been hacked, and because of requests from readers, we provide the entire transcript here, obtained from the Kremlin site before it was brought down and from Bloomberg News, which still has the full text here. It is presented without endorsement and for information purposes only.

President of Russia Vladimir Putin: Citizens of Russia, friends,

I consider it necessary today to speak again about the tragic events in Donbass and the key aspects of ensuring the security of Russia.

I will begin with what I said in my address on February 21, 2022. I spoke about our biggest concerns and worries, and about the fundamental threats which irresponsible Western politicians created for Russia consistently, rudely and unceremoniously from year to year. I am referring to the eastward expansion of NATO, which is moving its military infrastructure ever closer to the Russian border.

It is a fact that over the past 30 years we have been patiently trying to come to an agreement with the leading NATO countries regarding the principles of equal and indivisible security in Europe. In response to our proposals, we invariably faced either cynical deception and lies or attempts at pressure and blackmail, while the North Atlantic alliance continued to expand despite our protests and concerns. Its military machine is moving and, as I said, is approaching our very border.

Why is this happening? Where did this insolent manner of talking down from the height of their exceptionalism, infallibility and all-permissiveness come from? What is the explanation for this contemptuous and disdainful attitude to our interests and absolutely legitimate demands?

The answer is simple. Everything is clear and obvious. In the late 1980s, the Soviet Union grew weaker and subsequently broke apart. That experience should serve as a good lesson for us, because it has shown us that the paralysis of power and will is the first step towards complete degradation and oblivion. We lost confidence for only one moment, but it was enough to disrupt the balance of forces in the world.

As a result, the old treaties and agreements are no longer effective. Entreaties and requests do not help. Anything that does not suit the dominant state, the powers that be, is denounced as archaic, obsolete and useless. At the same time, everything it regards as useful is presented as the ultimate truth and forced on others regardless of the cost, abusively and by any means available. Those who refuse to comply are subjected to strong-arm tactics.

What I am saying now does not concerns only Russia, and Russia is not the only country that is worried about this. This has to do with the entire system of international relations, and sometimes even US allies. The collapse of the Soviet Union led to a redivision of the world, and the norms of international law that developed by that time – and the most important of them, the fundamental norms that were adopted following WWII and largely formalised its outcome – came in the way of those who declared themselves the winners of the Cold War.

Of course, practice, international relations and the rules regulating them had to take into account the changes that took place in the world and in the balance of forces. However, this should have been done professionally, smoothly, patiently, and with due regard and respect for the interests of all states and one’s own responsibility. A CAPTURED Russian soldier has been caught sobbing down the phone to his mum, telling her Vladimir Putin's forces had destroyed Ukrainian nurseries and maternity wards.

Former Illinois Democrat Speaker Michael Madigan has been charged with crimes related to running a criminal enterprise for nearly a decade.

The Chicago Sun Times reports today:

The bombshell federal racketeering indictment of former Illinois House Speaker Michael Madigan alleges the once-powerful Democrat met with then-Governor-elect J.B. Pritzker amid a scheme to get corrupt Chicago Ald. Danny Solis a lucrative state board position after Solis’ retirement from the Council.

That scheme is just one of those outlined in the 106-page indictment that accuses Madigan of leading a criminal enterprise for nearly a decade. It also alleges schemes involving ComEd and a parcel of land in Chinatown.

The indictment does not accuse Pritzker, also a Democrat, of wrongdoing.

Madigan met with Pritzker Dec. 4, 2018, to discuss state boards, among other things, according to the indictment. That meeting would have taken place days after the feds made public their intense corruption probes by raiding Ald. Edward M. Burke’s offices.

Also charged in Wednesday’s indictment was longtime Madigan confidant Michael McClain. Madigan and McClain are each charged with a racketeering conspiracy.

Madigan is now one of the most significant politicians in Illinois history ever to face criminal charges, despite having left office more than a year ago. The news is the culmination of one of the most significant, expansive public corruption investigations Illinois has seen in years, already leaving an indelible mark on state politics by knocking Madigan out of power in January 2021.

Contaminants found in Hawaii water after Navy’s purification efforts

As some military families in Hawaii continue to press for testing of water in more homes, officials this weekend released water test results showing higher-than-acceptable levels of petroleum and other contaminants in key areas — including lead in the water at an outdoor utility sink at a child development center.

Meanwhile, residents were questioning the visit of Secretary of the Navy Carlos Del Toro Feb. 25-28, described in a Navy press release, where Del Toro met with about a dozen families in a town hall. On the Joint Base Pearl Harbor-Hickam Facebook page, families wanted to know why there was no announcement ahead of time about a town hall. They also questioned how families were chosen for the limited town hall, and asked why the town hall wasn’t offered on Facebook Live like past events.

On Feb. 26, Navy officials reported finding higher levels of lead in a sample that came from a child development center at the former Submarine Base Pearl Harbor. The sample from an outdoor utility sink tested positive for lead at a level of 49 parts per billion. The Environmental Protection Agency says a level of lead higher than 15 parts per billion indicates a potential threat to human health and may require future study.

The finding was one of eight announced by the Navy on Feb. 26 of contaminants found in the water that the Navy has worked for weeks to decontaminate. These are comprehensive tests for many contaminants, to include fuel, and have been part of the process the Navy has undertaken to flush the Navy water system, including the distribution system as well as the homes and facilities, following contamination.

About 9,000 households have been affected by the fuel-tainted water in the Navy water system. As of March 2, the water in four out of 19 neighborhoods has been cleared as safe for residents to use.

“Remediating this situation is a heavy lift,” said Del Toro, in a press release about his visit last weekend. “Many of our service members, civilians and families have been living in hotels since December or receiving bottled water for drinking, bathing, and cleaning in their homes. I want to personally thank them all for their patience through this unfortunate situation. Our teams are working around the clock to properly fulfill the needs of every family affected and we must continue to press forward until we have established a new normal that is better than before.”

Some residents questioned the limited town hall mentioned in a Navy press release after the event. “I’m confused, how were these families even chosen that he saw? Why didn’t he hold a publicized event like last time? This seems shady on all levels,” wrote one resident on Facebook.

Residents are calling for an in-person town hall with Navy officials. Daily water updates have been providing information and answering questions emailed from residents or posted on Facebook, but it’s not an interactive discussion.

Navy officials said there is no transcript or recording of the townhall.

“It was intended to be an intimate conversation between the Secretary and those families who attended,” said Navy spokesman Capt. Jereal Dorsey.

He added that those who attended volunteered through their commands, and their names were provided to Joint Base Pearl Harbor Hickam leaders, who helped coordinate the meeting.

“Due to space limitations not all who volunteered were able to attend,” Dorsey said.

A dozen families affected by the water crisis attended, including a mix of Navy, Air Force and civilian personnel who live in the various neighborhoods, he added. Topics included Temporary Lodging Allowance reimbursement, the testing and flushing process, health care concerns and a variety of other concerns.

When Del Toro visited Hawaii and held a town hall for families Dec. 5, hundreds of people attended in person and virtually. During the event, they grilled senior leaders about the causes and the response to the water crisis. At that Dec. 5 town hall, Del Toro apologized to the families and pledged to fix the problem.

As the comprehensive test results from independent laboratories on the U.S. mainland are being received and evaluated by an interagency team, the tests are showing some elevated levels of contaminants in various buildings, including homes, after extensive flushing to remove the contaminants. Officials are posting test results, and notifying residents about issues of contaminants in specific buildings.

But some residents have been raising concerns about the Navy’s transparency, asking for the first tests on samples of their homes before the flushing decontamination process was started. Residents are concerned about the health effects of any contaminants being found.

Some are reporting persistent fuel smells and fuel sheens in their water after the flushing. Some are pressing for testing of all the homes before the water in neighborhoods is deemed safe, rather than the 10% currently being tested. Officials have responded that the Environmental Protection Agency generally recommends that 5% of homes be tested after such a flushing, but the decision was made in this case to test twice that number — 10%.

Officials have also been encouraging families who are still having problems with their water to contact their teams set up to return to the home and investigate.

Contaminants found

Lead was found in one child development center sample out of 21 samples collected at the former submarine base, officials said. The Interagency Drinking Water System Team has determined that the next steps are to sample, flush and re-sample. The Navy has also replaced the fixture at the outdoor utility sink.

According to the Centers for Disease Control and Prevention, the most common sources of lead in drinking water are lead pipes, faucets and plumbing fixtures. Household plumbing fixtures, welding solder and pipe fittings made prior to 1986 may also contain lead. The combined limit for TPH set by the Hawaii Department of Health is 211 parts per billion. Officials are sampling, flushing and re-sampling the building, as well as sampling nearby facilities.

-One house in the Halsey Terrace neighborhood reflected a level of 460 parts per billion of a petroleum compound, compared to the acceptable level of 211 parts per billion. Officials are re-flushing and re-testing the house.

-A vacant house in the area of McGrew and Halawa neighborhoods showed a level of 42.4 parts per billion of an organic compound called bis(2-ethylhexyl)phthalate, also known as di(2-ethylhexyl)phthalate or DEHP. DEHP is frequently used in the production of polyvinyl chloride or PVC, and is not a known component of JP-5 fuel, officials said. Officials are re-flushing and re-testing the house.

-Two non-residential buildings in the neighborhoods of Catlin Park and Radford Terrace also showed elevated levels of DEHP — 23.8 parts per billion and 18.3 parts per billion. Re-flushing and re-testing has been ordered.

-A non-residential building in a ship forces work area at Pearl Harbor Naval Shipyard at a level of 26.4 parts per billion. More sampling, flushing and re-sampling is on order.

Shock rocker Marilyn Manson is suing his former fiancée Evan Rachel Wood and the artist Illma Gore, accusing them of concocting an elaborate "conspiracy" to cast him as "a rapist and abuser," thereby derailing his "successful music, TV, and film career."

In a complaint filed Wednesday in Los Angeles Superior Court, Manson (whose real name is Brian Warner) alleges that Wood and Gore (also known as Ashley Gore and identified as Wood's "on-again, off-again romantic partner") recruited women to falsely accuse him of sexual assault, hacked into his social media accounts and computers, created a fake email account to frame him for transmitting illicit pornography, and impersonated an FBI agent to "create the false appearance" that his accusers and their families were in danger. The singer is seeking a jury trial.

Manson's attorney Howard King said in a statement provided to EW, "This detailed complaint has been filed to stop a campaign of malicious and unjustified attacks on Brian Warner. Years after the end of Evan Rachel Wood's long-term relationship with Warner, she and her girlfriend Illma Gore recruited numerous women and convinced them to make false allegations against him."

Wednesday afternoon, Manson tweeted a link to the complaint and wrote, "There will come a time when I can share more about the events of the past year. Until then, I'm going to let the facts speak for themselves."

Representatives for Wood did not immediately respond to EW's request for comment, and Gore did not immediately respond to a direct message sent via Twitter.

Wood, an actress whose credits include the HBO sci-fi series Westworld and the coming-of-age film Thirteen, was in a romantic relationship with Manson from approximately 2006 to 2010. Last year she was one of several women who came forward with allegations of abuse against Manson. She said the singer "horrifically" abused and groomed her during the course of their relationship, which began when she was 19 and he was 38. Manson has denied all such allegations against him, calling them "horrible distortions of reality."

Manson's suit comes about two weeks before the HBO debut of Wood's two-part documentary Phoenix Rising. The film, which premiered at Sundance in January, delves into Wood's allegations against Manson, including the accusation that he "essentially raped" her on camera in 2007, during the making of his "Heart-Shaped Glasses" music video. (Manson again denied the allegations.)

King referenced Phoenix Rising in his statement Wednesday, saying Wood "duped" HBO into "distributing a one-sided 'documentary' premised on the existence of an entirely fictitious federal investigation." EW has reached out to HBO reps for comment.

Russian President Vladimir Putin chose this war, Joe Biden said in his Thursday afternoon speech to America regarding the conflict in Ukraine. That is true, but U.S. elites also had something to do with Putin’s ugly and destructive choice—a role that Democrats and Republicans are eager to paper over with noble-sounding rhetoric about the bravery of Ukraine’s badly outgunned military. Yes, the Ukrainian soldiers standing up to Putin are very brave, but it was Americans that put them in harm’s way by using their country as a weapon, first against Russia and then against each other, with little consideration for the Ukrainian people who are now paying the price for America’s folly.

It is not an expression of support for Putin’s grotesque actions to try to understand why it seemed worthwhile for him to risk hundreds of billions of dollars, the lives of thousands of servicemen, and the possible stability of his own regime in order to invade his neighbor. After all, Putin’s reputation until this moment has always been as a shrewd ex-KGB man who eschewed high-risk gambles in favor of sure things backed by the United States, like entering Syria and then escalating forces there. So why has he adopted exactly the opposite strategy here, and chosen the road of open high-risk confrontation with the American superpower?

Yes, Putin wants to prevent NATO from expanding to Russia’s border. But the larger answer is that he finds the U.S. government’s relationship with Ukraine genuinely threatening. That’s because for nearly two decades, the U.S. national security establishment under both Democratic and Republican administrations has used Ukraine as an instrument to destabilize Russia, and specifically to target Putin.

While the timing of Putin’s attack on Ukraine is no doubt connected to a variety of factors, including the Russian dictator’s read on U.S. domestic politics and the preferences of his own superpower sponsor in Beijing, the sense that Ukraine poses a meaningful threat to Russia is not a product of Putin’s paranoia—or of a sudden desire to restore the power and prestige of the Soviet Union, however much Putin might wish for that to happen. Rather, it is a geopolitical threat that has grown steadily more pressing and been employed with greater recklessness by Americans and Ukrainians alike over the past decade.

That Ukraine has allowed itself to be used as a pawn against a powerful neighbor is in part the fault of Kyiv’s reckless and corrupt political class. But Ukraine is not a superpower that owes allies and client-states judicious leadership—that’s the role of the United States. And in that role, the United States has failed Ukraine. More broadly, the use of Ukraine as a goad against enemies domestic and foreign has recklessly damaged the failing yet necessary European security architecture that America spent 75 years building and maintaining….

The Babi Yar memorial was not damaged by the Russian missile strike, according to a Ynet reporterin Ukraine who visited the site on Wednesday.

On Tuesday, it was reported that Russian forces shelled an area in Kyiv next to Babi Yar - the site of a World War Two massacre of tens of thousands of Jews by German occupation troops and Ukrainian auxiliaries. The attack prompted outcry from many world leaders and organizations, including from Ukraine's President Volodymyr Zelensky.

Ynet's reproter in Kyiv, however, said after visiting the site the memorial was not harmed and no bomb, missile or artillery shell hit the site itself.

The damage was caused to nearby Kyiv's communications and television tower complex, some 300 meters (400 feet) away from the new memorial and a kilometer (3,000 feet) from the old one.
