Kiev’s ‘terrorist attacks’ foiled in several regions – MOD

Ukraine sent more than 20 drones to strike Russian territory, the Defense Ministry said

 

The Russian troops have thwarted Kiev’s plan to conduct “terrorist attacks” in several regions using drones, the Russian Defense Ministry said in the early hours of Thursday.

 

According to the MOD, 19 UAVs were “destroyed” over Crimea and the Black Sea. It added that Kursk, Belgorod and Oryol regions were each attacked by a single drone, all of which were intercepted mid-air.

 

Telegram channel Mash reported that residents heard “explosions” and the sound of anti-air weapons in several locations in Crimea, describing the drone attack as “the most massive one yet.”

 

On Wednesday, Ukrainian troops shelled the village of Maksimovka, killing a civilian and wounding one more person, Belgorod Governor Vyacheslav Gladkov said. A woman was injured during an attack on the village of Tyotkino on Monday, according to Kursk Governor Roman Starovoyt.

 

Kiev has stepped up drone and missile attacks on Russian territory in recent months, as Ukraine’s ground counteroffensive launched in early June failed to yield any significant victories. On September 13, cruise missiles struck a shipyard in Sevastopol in Crimea, damaging two Russian naval vessels.

If USCIS approves a pending Form I-821 or Form I-765 filed under the previous designation of TPS for Venezuela, USCIS will grant the individual TPS and issue an EAD valid through the same date.

 

Under the redesignation of Venezuela, eligible individuals who do not have TPS may submit an Form I-821, Application for Temporary Protected Status, during the initial registration period which will be specified in a forthcoming Federal Register notice. Applicants also may apply for TPS-related EADs and for travel authorization. Applicants can request an EAD by submitting a completed Form I-765, Application for Employment Authorization, with their Form I-821, or separately later.

 

There are currently approximately 242,700 TPS beneficiaries under Venezuela’s existing TPS designation. There are an additional approximately 472,000 nationals of Venezuela who may be eligible under the redesignation of Venezuela.

Google Accused Of Suppressing Rumble’s RNC Presidential Debate Link: REPORT

 

Google allegedly limited the visibility of Rumble’s livestream during the Republican National Committee’s (RNC) first presidential debate in August, The Intercept reported.

 

When a Google representative inquired about the RNC’s livestreaming plans for the debate, the committee told the tech giant that Rumble, a video competitor to Google-owned YouTube, held exclusive rights to it, according to emails obtained by The Intercept. Google’s attempts to obtain a livestream link from Rumble ahead of the debate to showcase it prominently were unsuccessful, and then the competitor’s link allegedly was obscured in search results during the event, according to the outlet.

 

Google is YouTube’s parent company and Rumble is viewed as its competitor because it is a popular alternative video service.

 

Rumble’s link to the debate did not make the first page of Google results, according to The Intercept. If an individual searched “GOP debate stream” on Google, they would receive links to YouTube, Fox News and articles related to the debate, according to screen recordings of searches at the time.

 

Rumble is engaged in an antitrust lawsuit against Google, according to a court filing.

 

“The first Republican presidential debate was yet another example of Google’s determination to squash competing video platforms,” Rumble general counsel Michael Ellis told The Intercept. “We look forward to proving Google’s continued anticompetitive conduct in court.”

 

Google denies it suppressed the platform, saying it would set up a Rumble livestream feature for the second RNC debate.

 

“The facts here are very mundane,” a Google spokesperson told the Daily Caller News Foundation. “People could easily find information about where to watch the debate in Google Search results. And as part of our ongoing effort to build dedicated features in Search to more prominently showcase events like debates, we reached out to the RNC and Rumble, but unfortunately it didn’t come together in time to test and create the livestream feature. We’ve already worked with the RNC and Rumble to get this feature set up for the next debate, as we would do with any livestream provider.”

F-35 pilot ejected from $100M jet over South Carolina due to ‘bad weather’ as experts reveal why plane couldn’t be tracked

The pilot who ejected from a $100 million F-35 fighter jet claimed to have lost the plane in the weather — and likely bailed out before he could activate its tracking system, sources and experts said.

“He’s unsure of where his plane crashed, said he just lost it in the weather,” a voice can be heard saying of the pilot on a Charleston County Emergency Medical Services call posted Tuesday by a meteorologist.

 

The unidentified pilot landed in a North Charleston residential neighborhood and was taken to a local hospital for treatment.

 

He has since been discharged.

 

Military officials have not yet released a specific reason for the pilot’s hasty exit, only referring to the incident as stemming from a “malfunction.”

 

The pilot said he lost the plane in bad weather before ejecting to safety.

 

Longtime military aviation expert and consultant Richard Aboulafia told The Post the pilot was likely operating the stealth fighter without any tracking capabilities activated — and ejected before he could do so.

 

“If you turned on the onboard device it would be easily trackable,” he said. “But this is a stealth aircraft. If you don’t turn that particular device on it’s going to be hard to make contact. Most likely, he or she did not have a lot of time to react.”

 

Military officials were compelled to ask for the public’s help in locating the plane — via a post on Facebook.

 

“It’s unusual,” Aboulafia said of that effort. “But what is the harm? The onboard device has not been turned on, it’s not being tracked. So it makes perfect sense that they’re going to ask for help from people in the area who might have seen a jet heading in their direction.”

 

The plane crashed into a rural field in South Carolina Sunday.

The plane ultimately crashed into a wooded area in South Carolina about 60 miles from where the pilot parachuted to the ground.

 

State law enforcement officers said they officially identified the plane on Monday and have since closed off a one mile stretch of road in Williamsburg County.

 

Local residents in the rural area said they heard an ear piercing screech before a massive boom that shook their homes.

 

Officials have not yet provided a specific “malfunction” that led to the pilot’s ejection.

The jet is part of the U.S. Department of Defense’s priciest weapons system program in the U.S. Department of Defense, according to a May 2023 report from the U.S. Government Accountability Office.

 

The agency is considering modernize the aircraft’s engine.

 

Aboulafia said although the high-tech model may have its issues, it is still considered the top fighter jet around the world and is coveted by a long list of governments.

 

“I understand the frustration with delays and cost overruns and whatever else,” he said. “But the fact is they can’t produce these fast enough for demand. And that’s the bottom line.”

WASHINGTON (AP) — President Joe Biden is creating the first-ever federal office of gun violence prevention, according to two people familiar with the plans.

 

The office will coordinate efforts across the federal government and will offer help and guidance to states struggling with increasing gun violence, while taking the lead on implementation of the bipartisan gun legislation signed into law last year. Biden tentatively plans to announce the new effort with an event Friday at the White House, said the people, who had direct knowledge of the plans and who spoke to The Associated Press on condition of anonymity because they were not authorized to speak publicly.

 

The office fulfills a key demand of gun safety activists who banded together as a coalition to endorse Biden for president in 2024, and is an effort by the White House to keep the issue front-and-center as the president pushes for a ban on so-called “assault weapons” and urges Congress to act.

 

“The creation of an Office of Gun Violence Prevention in the White House will mark a turning point in how our federal government responds to an epidemic that plagues every state and every community in America,” said Kris Brown, president of the gun safety group Brady, which has advocated for the office since 2020.

 

“Tackling this epidemic will take a whole-of-government approach, and this new office would ensure the executive branch is focused and coordinated on proven solutions that will save lives.”

 

Greg Jackson, the executive director of the Community Justice Action Fund, and Everytown for Gun Safety’s Rob Wilcox are expected to hold roles in the newly created office, which White House staff secretary Stef Feldman will oversee, the people said. The White House’s plans were first reported by The Washington Post.

 

“There are few people who care more about the work of gun violence prevention than President Biden,” said Sen. Chris Murphy, D-Conn., who has drafted legislation with Rep. Maxwell Frost, D-Fla., that would create such an office. “Establishing a White House office dedicated to this fight will save thousands of lives and strengthen the federal government’s implementation of the Bipartisan Safer Communities Act.”

 

Firearms are the No. 1 killer of children in the U.S., and so far this year 220 children younger than 11 have died by guns and 1,049 between the ages of 12 and 17 have died. As of 2020, the firearm mortality rate in the U.S. for those under age 19 is 5.6 per 100,000. The next comparable is Canada, with 0.08 deaths per 100,000.

 

But Republican support for gun restrictions is slipping a year after Congress passed the most comprehensive firearms control legislation in decades with bipartisan support, according to a recent poll from The Associated Press-NORC Center for Public Affairs Research.

 

Most Democrats, 92%, want gun laws made stronger, in line with their views in a UChicago Harris/AP-NORC poll conducted in July 2022. But Republican desire for more expansive legislation has dropped to 32% from 49% last summer and independents’ support has also declined slightly to 61% from 72%.

 

Yet despite the political divide, both sides believe it’s important to reduce mass shootings that plague the nation, the poll found. As of Monday, there have been at least 35 mass killings in the U.S. so far in 2023, leaving at least 171 people dead, not including shooters who died, according to a database maintained by the AP and USA Today in partnership with Northeastern University.

 

That puts the country on a faster pace for mass killings than in any other year since 2006, according to the database, which defines a mass killing as one in which four or more people are killed, not including the perpetrator, within a 24-hour period.

UK intelligence spun 2013 Syria chemical attack, leaked docs show

 

US officials suppressed internal assessments that Al Qaeda’s Syrian wing had an “advanced” sarin production cell even as the US publicly blamed the Assad government for a 2013 chemical weapons attack, a report reveals.

Leaked documents obtained by The Grayzone show a shadowy British intelligence contractor helped sell the story that Assad was responsible – and nearly triggered Western intervention.

 

On September 13, Pulitzer Prize-winning investigative journalist Seymour Hersh published a US Defense Intelligence Agency (DIA) appraisal detailing the chemical weapons arsenal possessed by the Al Qaeda-aligned Syrian armed opposition group known as Jabhat al-Nusra. The document claims the terror group acquired the ability to produce sarin through Saudi Arabia and Turkey, both sponsors of the Syrian proxy war, and was attempting to achieve “large scale production” of the highly toxic nerve agent. The memo lamented that al-Nusra’s “relative freedom of operation” in the country meant its “[chemical weapons] aspirations will be difficult to disrupt in the future.”

 

The disclosures raise serious questions about the infamous 2013 chemical weapons attack in Ghouta, including whether the estimated 280 to 1700 people killed were in fact massacred by al-Nusra, and not Syrian loyalist forces. The revelations also cast significant doubt on claims that the government of Bashar Al-Assad was responsible for other alleged chemical attacks during the Syrian crisis.

 

As Hersh notes, the incident in Ghouta nearly triggered Western military intervention in Syria, which likely would have resembled the NATO operation which led to the destruction of Libya two years earlier. It would’ve been a war based on deceit comparable to the false claims that precipitated the illegal US invasion of Iraq in 2003.

 

The role of British intelligence in attempting to escalate the conflict has been overlooked to this point. Now, never-before-seen official documents obtained by The Grayzone illustrate the crucial role UK intelligence played in the failed push to launch a NATO invasion of Syria.

‘High confidence’ intelligence assessment fails

 

While the Obama White House claimed to possess incontrovertible proof that the Syrian government was responsible for the attack in Ghouta, it stubbornly refused to disclose any. By contrast, communications intercepted by German spies suggested Assad neither ordered nor had any knowledge of the attack. Meanwhile, “multiple” US officials told AP that intelligence implicating Syrian forces was “not a slam dunk.”

 

The choice of wording was widely understood to be a deliberate reference to then-CIA Director George Tenet’s insistence that intelligence showed Iraq possessed weapons of mass destruction in 2002. Apparently, American spies did not want to be blamed for triggering an invasion on false pretenses this time around.

 

The DIA’s internal assessment explicitly states that Al-Nusra maintained sarin production facilities, describing the “al-Nusrah Front associated sarin production cell” as “the most advanced sarin plot since al-Qaida’s pre 9/11 effort.”

 

According to Hersh, the report in question never reached the White House. An anonymous senior intelligence official reportedly told the journalist that in the name of “political expediency,” evidence implicating al-Nusra was deliberately withheld from President Obama, who repeatedly insisted that no such proof existed:

 

“We do not believe that, given the delivery systems, using rockets, that the opposition could have carried out these attacks. We have concluded that the Syrian government in fact carried these out.”

At a briefing outlining the build up to voting day on October 14, the veteran election czar said while the number of people engaging in the behaviour was “tiny”, some of the rhetoric was concerning.

Mr Rogers singled out claims the AEC was using US-style voting machines which it did not use or was going to “erase” votes.

 

“We don’t use voting machines,” he said.

 

Mr Rogers said some of the threats online against staff were “a disgrace”.

 

“We’ve seen higher levels of abuse, I would use the term vitriol, online,” he said.

 

“This is the first social media referendum in Australia‘s history.”

 

He said there were ongoing negotiations with social media to take down misinformation promptly but it wasn’t always successful.

 

The AEC revealed that total enrolment for the referendum is at 17,676,347 people or 97.7 per cent of eligible Australians.

 

Youth enrolment stands at 91.4 per cent and Indigenous Australians is at 94.1 per cent.

 

The AEC is also working with emergency management authorities over contingency arrangements in the event of bushfires.

 

“We will be going the extra mile to ensure that all Australians have access to voting,” Mr Rogers said.

 

Mr Rogers has previously raised concerns that the tone of some of the online commentary was “aggressive”.

 

“It worries me greatly,” Mr Rogers said.

 

“We’re adapting our own social media footprint and the way in which we engage with individuals.

 

“There’s no point going down a rabbit hole when you know that someone is deliberately trying to take you down.”

 

Mr Rogers said he welcomed the recent federal court decision on the issue of “ticks and crosses”.

 

Controversy erupted in August when Mr Rogers confirmed the AEC would follow decades of precedent and count ticks as yes votes but crosses as informal.

 

Justice Steven Rares ruled in favour of the AEC this week explaining that cross is used “both as a means of selecting one of two or more choices and as indicating a negative choice” and is therefore “inherently ambiguous”.

 

“Unlike a cross, which has more than one signification, either approval or disapproval … the tick approves or selects the affirmative as the voter’s answer,” he said.

In the Houston area, ONS III was able to arrest 310 wanted fugitives with 399 felony warrants cleared, including 32 for murder, and seize 17 firearms and 6.4 kilograms of narcotics, officials say.

According to U.S. Marshals, more than 6,700 wanted fugitives have been arrested as part of ONS III, 900 of whom were charged with homicide. More than 900 weapons associated with violent crime were also seized.

The months-long surge of illegal immigrants on America's southern border has gone beyond crisis mode, and Catholic Charities has been at the center of it.

Church Militant's Kristine Christlieb briefs us on how the Catholic nonprofit may be profiting illegally from the migration catastrophe.

As Church Militant and the Lepanto Institute have been reporting for years, illegal immigration is a cash cow for nonprofit giant Catholic Charities.

Four Republican members of Congress plus the state of Texas are hot on the charity's trail, both claiming some of its immigration activities may be illegal.

Wednesday, in a letter addressed to the organization's Virginia headquarters, Congressmen Lance Gooden and Jake Ellzey of Texas, Andy Biggs of Arizona and Tom Tiffany of Wisconsin ordered the charity to "preserve all information related to any expenditures submitted for reimbursement from the federal government related to migrants encountered at the southern border."

The Congressmen promise an investigation, saying, "Catholic Charities is violating federal law and regulations, placing migrants and American communities at risk, and subjecting local communities to unreasonable burdens."

Catholic immigrant advocates reject claims of facilitating illegal crossings

NEW YORK – Immigrant advocacy organizations in Texas say they have not yet been contacted by state Attorney General Ken Paxton after he pledged to launch an investigation this week, at the request of the governor, into the alleged role of non-governmental organizations in illegal border crossings.

Joan Rosenhauer, the executive director of Jesuit Refugee Service, said in a statement to Crux that “accusations like this can create a false narrative, which can be damaging, about the work NGOs are doing at the border and ultimately cause harm to asylum-seekers and organizations serving them.”

The same day Abbott called for an investigation, Catholic Charities USA received a letter from four House representatives requiring it to “preserve all information related to any expenditures submitted for reimbursement from the federal government related to migrants encountered at the southern border.”

The letter is signed by Republican House representatives Lance Gooden of Texas, Tom Tiffany of Wisconsin, Jake Ellzey of Texas, and Andy Biggs of Arizona.

They allege in the letter that border NGOs “profit off of exploiting [U.S.] immigration laws,” and fuel the rise of migrants crossing the border.

Catholic Charities USA denied the allegations.

Texas Attorney General Ken Paxton has opened an investigation into the Texas Bar Foundation for its possibly aiding and abetting the mass influx of illegal aliens. The investigation is based on credible complaints filed by U.S. Congressman Troy Nehls (TX-22) and members of the public.

 

The Texas Bar Foundation is alleged to have knowingly given donations to entities that encourage, participate in, and fund illegal immigration at the Texas-Mexico border, and potentially using taxpayer dollars received from the State Bar of Texas, which appoints the Foundation’s trustees. If true, this is likely an improper use of charitable funds because the funds are diverted from their intended—and potentially unlawful—purpose.

The Attorney General is granted broad powers under the Texas Constitution and by statute to investigate charities to ensure they are operating for the public benefit and in compliance with state law.

 

“Unfortunately, at the very time that our state is facing an unprecedented border crisis and our brave men and women are serving Texas in Operation Lone Star, it appears that the liberal State Bar’s handpicked cronies are misusing charitable funds to make the situation even worse,” stated Attorney General Paxton, “I will not let this illegal behavior continue any further. Thank you to Congressman Nehls and other concerned citizens for bringing this to my attention.”

It’s truly disheartening when so-called “cherished” conservative institutions fall prey to Stage 5 TDS and careen off course. Sadly, this isn’t an uncommon occurrence, though it does offer us a chance to see how many of our supposed allies are, in fact, establishment RINOs. Even so, it’s a tiresome pattern we’ve witnessed repeatedly. And speaking of that pattern, recently, the founder of the “conservative” law group The Federalist Society, Steven Calabresi, made a surprising assertion, claiming that those attempting to remove Trump from the ballot using the 14th Amendment were justified and could likely succeed in their efforts.

 

Get this — Calabresi actually sat down with Norm Eisen (of Revolver News fame) back in January of 2021 and wrote an op-ed for the New York Times (archive link) saying Trump should be charged and impeached before he left office, or even afterwards, so that he could never hold office ever again.

 

Liberal activists and self-proclaimed “constitutional scholars” spanning the political spectrum have rallied behind the “14th Amendment theory,” asserting that Trump’s post-2020 election conduct disqualifies him from seeking future public office. This notion has garnered a wide array of supporters with varying political perspectives.

 

What’s truly disconcerting and thoroughly un-American is when uni-party regime elites attempt to remove the most popular candidate from the ballot using these questionable tactics. Last time we checked this was America, not North Korea. This kind of plotting goes against the principles of fair and democratic elections. Unfortunately, it’s become a recurring theme with the Trump-haters, who, in the pursuit of his downfall, are willing to cast aside even the most fundamental standards of our democratic process. The ends always justify the means when it comes to taking down Trump.

However, Steven’s commitment to the “14th Amendment” approach has proven to be short-lived. In a striking and rather dramatic change of heart, he now contends that Trump ‘isn’t covered’ by the 14th Amendment. His reversal stems from a newly published article that has swayed Steve’s opinion, arguing that the 14th Amendment does not apply to the president and he’s free to run for office.

 

The Messenger:

 

Law professor Steven Calabresi, who helped found the conservative legal group the Federalist Society, reversed his position on whether former President Donald Trump can appear on ballots due to the Constitution’s 14th Amendment and says he now thinks the former president cannot be barred from running.

 

“Former President Donald Trump isn’t covered by the disqualification clause, and he is eligible to be on the ballot in the 2024 presidential election,” Calabresi said in a letter to the Wall Street Journal.

He said his opinion was swayed by a new article that argued the phrase “officer of the United States” does not apply to the president for the purposes of Section 3, which states that no elected official in the U.S. can engage in “insurrection or rebellion against the same, or given aid or comfort to the enemies thereof.”

 

Sure, it’s commendable that Steven was open-minded enough to recognize the flaws in his previous stance. Nevertheless, the unfortunate reality is that many self-proclaimed “experts” often succumb to the trap of Trump Derangement Syndrome, leading them to make misguided judgments driven more by their political biases than their common sense or professional expertise.

The Biden family corruption scandal gets deeper with every passing day. Speaker Kevin McCarthy finally opened an impeachment investigation in the House last week, and now the first hearing in that investigation has been scheduled for September 28 before the House Oversight Committee.

So what is the potential impeachable offense? Now, with Biden, the conduct at issue goes by various euphemisms like “the family business,” “business dealings with foreign nationals,” “influence peddling,” “selling access,” or maybe just “corruption.” But are these impeachable offenses?

Well, how about “bribery”? In Biden’s case, there is no need for creative legal argumentation. Biden’s crime is right there in the list set out in Constitution Article II, Section 4:

The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

And yet for some reason participants in the public discussion of the Bidens’ conduct seem remarkably reluctant to call a spade a spade. The reluctance spans both sides of the political divide, and even extends to the websites of the House of Representatives that discuss the ongoing investigations. Here are a few recent examples (out of hundreds):

From NBC News, May 10: “The Republican chairman of the House Oversight Committee mounted more attacks Wednesday against President Joe Biden and his family, alleging that relatives of the president engaged in business with foreign nationals. . . .”

From ABC News, September 14: “[O]n Capitol Hill, House Speaker Kevin McCarthy this week said he would initiate an impeachment inquiry against President Biden over his alleged role in his son's influence-peddling. . . .”

From the New York Post, August 14: “The evidence that President Joe Biden benefited directly from son Hunter’s influence-peddling operation just keeps mounting.”

From PBS, today: “Republicans — led by House Speaker Kevin McCarthy — have contended in recent weeks that Biden’s actions from his time as vice president show a “culture of corruption,” and that his son used the “Biden brand” to advance his business with foreign clients.”

Or even from the House Oversight Committee itself, September 13: “There is mounting evidence that Joe Biden was involved in his family’s influence peddling schemes, including while he served as Vice President.”

“Bribery” is not a complicated crime to understand. It has its own section of the U.S. criminal statutes, 18 U.S.C. Section 201. In case there were any doubt what this is about, the title of the section is “Bribery of public officials and witnesses.” Here are the parts of that section relevant to Biden’s conduct:

(b) Whoever—(2) being a public official or person selected to be a public official, directly or indirectly, corruptly . . . seeks, receives, accepts, or agrees to receive or accept anything of value personally or for any other person or entity, in return for:

(A) being influenced in the performance of any official act; . . .

shall be fined under this title or not more than three times the monetary equivalent of the thing of value, whichever is greater, or imprisoned for not more than fifteen years, or both, and may be disqualified from holding any office of honor, trust, or profit under the United States.

Read through that, and you find that the crime of bribery of a public official only has three elements: (1) “corruptly seek[ing], receiv[ing] [or] accept[ing] anything of value”; (2) “in return for”; and (3) “being influenced in the performance of any official act.”

It’s high time that everybody stopped calling Biden’s alleged wrongdoing by euphemisms like “influence peddling” or “foreign business dealings” — neither of which are terms specifically referencing an impeachable offense, let alone a crime. We should all start using the correct and obviously applicable constitutional and statutory term, which is “bribery.”

California’s latest tobacco ban isn’t just cutting sales. It’s cutting funding for kids

Hi, I’m Jenny Gold, a reporter on The Times’ early childhood education team. This year marks the 25th anniversary of Proposition 10, a hefty cigarette tax that has generated billions of dollars for early childhood programs in California.

 

Back in 1998, voters passed — by a slim margin — a great experiment promoted by actor-director Rob Reiner: Slap cigarettes with a “sin tax” to discourage smoking, and use the revenue to fund a network of agencies to help young families. The First 5 groups were named for the first five years of life.

 

Over the years, about $11 billion in tobacco tax money has funded preschools, pediatric healthcare, literacy projects — and among the most successful services, maternal home care visits.

 

But with tobacco revenues falling fast, the agencies are now facing an existential crisis, as I reported this week.

 

What’s the issue?

 

Thanks in part to higher taxes, there are far fewer smokers in 2023 — a public health success story. But the downside is that there’s less money to distribute to programs for kids.

 

Funding peaked in the first year of the First 5 program and has been declining steadily since then. Now that decline is accelerating under Proposition 31, the flavored tobacco ban passed by voters last year.

 

Over the next two years, First 5’s revenue is expected to take a 20% nosedive and the agencies are already feeling the hit, especially those in smaller counties. Some, such as First 5 Butte County, have already started cutting services.

 

Bigger regions, such as First 5 LA in Los Angeles County, are slimming down their offerings, and hoping to shift some of the programs they once funded to county agencies. In the case of L.A.’s early preschool expansion, the work has largely been done. The state is in the process of creating a year of free public education for all 4-year-olds called transitional kindergarten.

 

But there’s a disagreement within the network of First 5s, which includes a state agency that gets 20% of the tobacco funding, and 58 agencies serving each individual county: Should they scale back further, or should they ask the state for new sources of revenue?

 

What programs are at stake?

 

Home visits are one of First 5’s most widespread and popular programs throughout the state.

 

First 5 LA spends $32 million on the Welcome Baby home visiting program, which served 15,000 families last year throughout the country.

 

Several county agencies I spoke with said their home visiting programs would be the last services to go.

 

Unless new revenue sources are found, some of the smaller First 5 agencies may close up shop. But First 5 is unlikely to disappear entirely. One possible direction is transitioning programs to a policy role, lobbying the state to invest more and scale up the most successful First 5 programs.

 

“What we know about tobacco is that it’s addictive,” said Jackie Thu-Huong Wong, executive director of First 5 California, the statewide agency. “I hate to sound so dark. But I don’t foresee a future without First 5.”
