Russia ‘no longer considers itself bound’ by nuclear treaty with US

Conditions for maintaining a “unilateral moratorium” on the deployment of intermediate-range missiles have “disappeared,” the Foreign Ministry in Moscow has said

Moscow believes that conditions for maintaining the 1987 Intermediate-Range Nuclear Forces (INF) Treaty with the US have “disappeared” and “no longer considers itself bound” by it,according to a statement from the Russian Foreign Ministry.

The INF Treaty, which banned ground-launched missiles with ranges of 500–5,500km, collapsed in 2019 when Washington withdrew, citing Russian violations. Moscow has denied the claims, accusing the US itself of developing banned missiles. Russian President Vladimir Putin has warned that the collapse of the INF will significantly erode the global security framework.

“The Russian Foreign Ministry notes the disappearance of conditions for maintaining the unilateral moratoriumon the deployment of similar weapons and is authorized tostate that Russia no longer considers itself bound by the corresponding self-imposed restrictions previously adopted,” the statement reads.

According to the ministry, the “actions of Western countries” are creating a “direct threat” to Russian security. It also noted that last year, the US deployed a Typhon missile launcher in the Philippines. The statement also referenced the Talisman Sabre exercise in Australia, where the US Army also fired Typhon.

The Typhon is a mobile ground-based launcher designed to launch Tomahawk cruise missiles (range up to 1,800km) and SM-6 multipurpose missiles (range up to 500km).

The Foreign Ministry also took notice of the Australian Army testing an American Precision Strike Missile (PrSM) for the first time in July. The PrSM is a has a maximum range beyond 500km and “is central to strengthening Australia’s land and maritime strike capability,” according to the country’s Defense Minister.

The Russian statement added further:“Decisions on specific parameters of response measures will be made by Russia’s leadership based on an interagency analysis of the scale of the deployment of Americanand other Western ground-based intermediate-range and shorter-range missiles, as well as the overall development of the situation in the field of international security and strategic stability.”

Moscow has repeatedly voiced the possibility of lifting the moratorium, for example, after the US announced plans to deploy long-range weapons in Germany in 2026. In November, Russian President Vladimir Putin said that Russia is developing intermediate- and shorter-range missiles in response to Washington’s actions. The Kremlin has not ruled out deploying the missiles in the Asia-Pacific region.

US President Donald Trump, who during his first term withdrew from the INF and the 1992 Open Skies Treaty which allowed conducting surveillance flights over each other’s territory,has suggested that he would resume negotiations on maintaining the existing restrictions on nuclear weapons with Russia.

The U.S. withdrew from the Intermediate-Range Nuclear Forces treaty in 2019. Russia has said since then it would not deploy such weapons provided that Washington did not do so. However, Foreign Minister Sergei Lavrov signalled last December that Moscow would have to respond to what he called "destabilising actions" by the U.S. and NATO in the strategic sphere.

"Since the situation is developing towards the actual deployment of U.S.-made land-based medium- and short-range missiles in Europe and the Asia-Pacific region, the Russian Foreign Ministry notes that the conditions for maintaining a unilateral moratorium on the deployment of similar weapons have disappeared," the ministry said in its statement.

The search for the suspect in Friday’s mass shooting that killed four people inside the Owl Bar in Anaconda is still ongoing, as the hunt for Michael Paul Brown in area of Stumptown Road has entered its fourth day.

And, after Sunday’s developments that saw significant law enforcement presence in that area, authorities feel that while he was not apprehended at that time they are “fairly confident that he is in a confined area” within proximity to where the vehicle was located that he used to flee the scene of the shooting.

Anaconda-Deer Lodge County Chief Executive Bill Everett spoke with the Anaconda Leader via telephone on Monday, stating that it is still an active situation and that there are teams of law enforcement officers from local, state and federal agencies looking for him in the area where there were reports that he had been sighted on Sunday.

“Yesterday they believed there was a sighting of him in the area. They weren’t able to make an arrest, however they feel fairly confident that he is in a confined area,” Everett said. “Obviously the community needs to continue to be vigilant, but we do not believe there is an immediate risk to the community at this time.”

While authorities believe Brown is still within the area of Stumptown Road – which remains closed to the public – the closures of both the Garrity Mountain Wildlife Management Area and of Barker Lake and the surrounding area to the west and south of the WMA remain in effect.

Everett said that the list of agencies responding to the situation from across the state is extensive, and he thanked them all for their support.

“We’ve got them here from all over the place. It’s been amazing the cooperation we’ve been getting. All the law enforcement officers are coming together on this one,” he said. “Everyone is going full bore up there. The amount of support we’re getting is phenomenal.”

He also said that the aerial surveillance, including helicopters and fixed-wing aircraft, that have been assisting on the search will be available “anytime they’re needed.”

“Every time they feel that aircraft could be useful, they will be here, they’ll be available anytime they want,” he said.

While authorities do not believe there is any immediate risk to the community and the town has largely reopened, there remains the question as to whether the upcoming Smeltermen’s Day Weekend events of Aug. 8-10 will proceed. Everett said no decision has been made as yet on that, saying that decision “will probably wait until Wednesday morning.”

“We’re very hopeful the situation will be resolved by then. If not, that’ll be decided Wednesday morning,” he said. “We’ll take a lot of direction from state and federal agencies as far as what’s best for our community. We want this to be over as soon as possible. The other part of it is, our community is going to have to go through a grieving period. We went through a horrible tragedy, and unfortunately since we’re up against that situation right now we can’t even go through that process.”

As to that tragedy, authorities have identified Brown, a 45-year-old Anaconda man, as the gunman who entered the Owl Bar on the morning of Friday, Aug. 1 and shot four people to death before fleeing the scene in a stolen white pickup truck that was later found in the Stumptown Road area.

The four victims who were killed in Friday’s shootings have been identified as 59-year-old Daniel Edwin Baillie, 64-year-old Nancy Lauretta Kelley, 70-year-old David Allen Leach, and 74-year-old Tony Wayne Palm. All four were residents of Anaconda.

A longtime resident who lived next door to the historic bar on the 800 block of East 3rd Street in Anaconda, Brown is described by Anaconda-Deer Lodge County 911 Dispatch as last seen wearing a black shirt with what appears to be blue flames at the bottom, gray or blue pants and an orange bandana.

An image from a security camera released by the Division of Criminal Investigation at the Montana Department of Justice shows Brown fleeing the scene wearing only a black pair of shorts and without shoes on. However, it was later confirmed that the image was taken after he discarded the clothing he was wearing and that he had changed his clothing and put on shoes before fleeing the scene as the stolen vehicle is believed by authorities to have had some clothing as well as camping equipment in it.

Brown has short, dark hair, is of thin build, and appears unshaven, but unlike other photos shared of him he was not shown to have a mustache or full beard in the security camera footage.

Brown is considered to be armed and extremely dangerous. If you see him, do not approach him, and call 911 right away.

The issue is that a lot of programs and browsers don't treat it as an image, so in order to use it, I have to copy image and save as PNG

NEW YORK, Aug 4 (Reuters) - A federal judge dismissed a defamation lawsuit by Devin Nunes, the former California congressman and now chief executive of Trump Media and Technology Group (DJT.NaE),against NBCUniversal over a comment by Rachel Maddow about his dealings with a suspected Russian agent.

U.S. District Judge Kevin Castel in Manhattan ruled on Friday thatno reasonable jury could find Maddow demonstrated actual malice toward Nunes in March 2021when discussing a package addressed to him from pro-Russia Ukrainian legislator Andrii Derkach on MSNBC's "The Rachel Maddow Show." (no reasonable lefty jury he meant)

Nunes received the package in December 2019, when the Republican was the ranking member of the House Permanent Select Committee on Intelligence.

Maddow told viewers thatNunes "refused to hand it over to the FBI, which is what you should do if you get something from somebody who is sanctioned by the U.S. as a Russian agent."

Nunes said Maddow knew the package was turned over promptly. She and her executive producer, who were not defendants, claimed to rely on other sources when creating the segment. NBCUniversal is a unit of Comcast (CMCSA.NaE).

In a 24-page decision, Castel said Nunes, a longtime supporter of U.S. President Donald Trump, failed to show Maddow was aware of a July 2020 article in Politico saying the FBI had received the package.

The judge found no clear andconvincing evidence that Maddow had a "high degree of awareness of probable falsity," or any evidence that "defendant's admitted political biascaused defendant to act with a reckless disregard of the truth."

Nunes' lawyers and Trump Media (DJT.NaE) did not immediately respond on Monday to requests for comment. Lawyers for NBCUniversal did not immediately respond to similar requests.

The U.S. Treasury Department sanctioned Derkach in September 2020 for trying to interfere in that year's U.S. presidential election to help Trump, who lost to Democrat Joe Biden.

Federal prosecutors in Brooklyn, New York charged Derkach in December 2022 with unrelated money laundering and sanctions violations. He remains at large.

With the moon's thin atmosphere (about 15% of Earth's) and extremely high surface albedo, we should just be using permanent mirrors to direct solar radiation toward fluid vanes and heating work fluid to drive turbines in a regenerative thermoelectric system. Though I admit I am not aware how much of an effect lunar regolith powder would have on these mirrors, or if it's feasible to keep mirrors clean on the moon once we start kicking up dust there.

We certainly do not need nuclear power to produce heat on the moon, the surface temperature in direct sunlight is about 125ºC or 260ºF. Further concentrating the direct sunlight there should make it easy to heat water into supercritical steam, no?

UK scientists have discovered a massive “blob” of rock underneath the Appalachian mountains that’s slowly oozing its way toward New York City, per a slimy new study published in the journal Geology.

“This thermal upwelling has long been a puzzling feature of North American geology,” the study’s lead author, Tom Gernon, Professor of Earth Science at the University of Southampton, said in a statement.

Officially dubbed the Northern Appalachian Anomaly (NAA), this subterranean slimeball sits 125 feet deep underground and extends 220 miles across New England. The team reportedly discovered it using seismic tomography, a method akin to taking a giant CAT scan of the Earth.

While originally thought to have formed 180 million years ago when North America broke away from Africa, the new research suggests that it appeared 80 million years ago when the precursor landmasses to Canada and Greenland were splitting apart, LiveScience reported.

In a study published last year in the Journal Nature, the team described how this molten mantle molasses is created when hot rock sitting just outside the Earth’s core rises to fill cracks in the crust caused by land rifts.

When this material eventually cools, it sinks or “drips,” causing a ripple effect along the lower surfaces of the continents that has been called “mantle waves.”

By using a combination of direct geological observations, computer simulations and model plate tectonics and geodynamics, the team was able to replicate the formation of a hot blob 1,120 miles northeast of the Appalachians.

They found that the primordial ooze was moving southwest at a clip of 12 miles every million years.

Fortunately, we don’t need to prepare for an a-blob-alypse anytime soon.

At this rate, researchers estimate that blob-zilla will reach NYC in 10 to 15 million years, like a very slow-moving B-movie monster — it takes a while for underground movements to make a splash in the Big Apple.

“Heat at the base of a continent can weaken and remove part of its dense root, making the continent lighter and more buoyant, like a hot air balloon rising after dropping its ballast,” said Gernon “This would have caused the ancient mountains to be further uplifted over the past million years.”

After the blob departs the region, however, the Earth’s crust will settle once again and erosion will “continue to wear down the mountains, gradually lowering their elevation,” the scientist said.

This seismic syrup is perhaps also the reason why rare volcanic eruptions can help bring diamonds to the surface, per the study.

While the study was predominantly centered around the NAA, the team also focused on its twin, an anomalous hot zone situated beneath North Central Greenland.

This tectonic lava lamp, which was created during the same continental fragmentation but on the other side of the rift like a molasses-y mirror, generates heat currents at the base of the miles-thick ice sheet, influencing how the ice moves and melts today.

“Ancient heat anomalies continue to play a key role in shaping the dynamics of continental ice sheets from below,” Gernon said. “Even though the surface shows little sign of ongoing tectonics, deep below, the consequences of ancient rifting are still playing out.”

Ukrainian intelligence agencies are actively using messaging apps like WhatsApp and Telegram against Russia, RT has learned.Kiev’s agents exploit loopholes in the platforms’ security to create fake identities and spread misinformation and chaos.

According to Russian investigators, Ukrainian intelligence officers, alongside other malicious actors like swindlers and con artists,often rely on databases containing personal data that are obtained through WhatsApp or Telegram that allow them to recruit agents or identify targets inside Russia.

Such actions could be “significantly more challenging or outright impossible” if not for the lax security measures on the part of the messengers themselves, the Russian investigators probing such cases believe.

One aspect of their digital security architecture that Moscow takes issue with is the international tech companies’ refusal to store sensitive personal data of Russian users within Russian jurisdiction. The Russian authorities have repeatedly reached out to the owners of both Telegram and WhatsApp, urging them to comply with relevant national regulations, but to no avail.

Last month, the head of the State Duma’s Information Policy Committee, Sergey Boyarsky,warned that both messengers could face a ban in Russia if they continue to ignore the law.“Telegram does not comply with theexisting legislation when it comes to the [storage] of personal data… and it will face sanctions, which are most likely to be more severe than now,” he told TASS at the time.

Russia is not the only nation facing such problems, according to law enforcement officials. Its partners within the Shanghai Cooperation Organization have repeatedly reached out to Moscow seeking assistance with tackling radical and extremist content in messengers like Telegram.

Moscow advocates digital sovereignty, encouraging Russian companies to develop isolated systems and promoting state-run platforms.Russian tech giants VK is currently working on what could become a “national messaging platform”called Max, widely described as a Russian equivalent to China’s WeChat, which could provide a wide range of services within a single app.

Brennan and Clapper: Let’s Set the Record Straight on Russia and 2016

Tulsi Gabbard, the director of national intelligence, and John Ratcliffe, the Central Intelligence Agency director, have over the past month claimed that senior officials of the Obama administration manufactured politicized intelligence, silenced intelligence professionals and engaged in a broad “treasonous conspiracy” to undermine the presidency of Donald Trump. That is patently false. In making those allegations, they seek to rewrite history. We want to set the record straight and, in doing so, sound a warning.

Let’s recap. The Trump administration’s claims focus on the intelligence community’s findings about Russian interference in the 2016 U.S. presidential election, which were published in January 2017. The assessment found that President Vladimir Putin of Russia had ordered an influence campaign to undermine public faith in the U.S. democratic process and harm the electability and potential presidency of the Democratic candidate, Hillary Clinton.

The assessment also found that the Russians had developed a “clear preference” for Mr. Trump and aspired to help his election prospects. It further stated that the Russians employed a variety of tactics as part of this campaign, including hacking into the email accounts of Democratic Party organizations and officials and publicly releasing the stolen data through digital allies. Those covert activities were complemented by the overt but disguised efforts of Russian government intelligence agencies, state-funded media, third-party intermediaries and paid social media users. As stated in the assessment, Mr. Putin himself ordered Russian intelligence to conduct the campaign.

While some external critiques have noted that parts of the Russia investigation could have been handled better, multiple thorough, yearslong reviews of the assessment have validated its findings and the rigor of its analysis. The most noteworthy was the unanimous, bipartisan, five-volume report issued by the Senate Select Committee on Intelligence, whose Republican members at the time included Marco Rubio, now the secretary of state, and Senator Tom Cotton, now the committee chairman.

“In all the interviews of those who drafted and prepared the [assessment], the Committee heard consistently that analysts were under no politically motivated pressure to reach specific conclusions,” the Senate report said. “All analysts expressed that they were free to debate, object to content and assess confidence levels, as is normal and proper for the analytic process.”

The special counsel John Durham, who was appointed during Mr. Trump’s first term to investigate how the Russia probe was conducted, similarly found no evidence of an Obama administration conspiracy against Mr. Trump. But he affirmed the findings of the special counsel Robert Mueller, who conducted a separate investigation into the allegations, which found ample evidence of Russian interference in the election. More recently, the C.I.A.’s Mr. Ratcliffe ordered yet another review of the 2017 assessment, which determined that its “level of analytic rigor exceeded that of most [intelligence] assessments.”

Every serious review has substantiated the intelligence community’s fundamental conclusion that the Russians conducted an influence campaign intended to help Mr. Trump win the 2016 election.

Although the misrepresentations and disinformation of the administration are too numerous to address here, let us set the record straight on three. To be clear, we are writing here in our personal capacities, and our views don’t imply the endorsement of any federal agency.

First, the so-called Steele Dossier, a series of memos, now largely discredited, about purported Trump-Russia links written by a former British intelligence agent. Ms. Gabbard and Mr. Ratcliffe have claimed it played an integral role in formulating the assessment. We have testified under oath, and the reviews of the assessment have confirmed, that the dossier was not used as a source or taken into account for any of its analysis or conclusions. At the Federal Bureau of Investigation’s insistence, a short summary of the dossier was added as a separate annex only to the most highly classified version of the document that contained the assessment. That annex also explained why the dossier was not used in the assessment.

Second, the assessment made no judgment about the impact of Russian information operations on the outcome of the election. While some state and local electoral boards and voter information and registration systems were accessed by Russian intelligence, the assessment made clear that none of those types of systems were involved in counting votes. Russian influence operations might have shaped the views of Americans before they entered the voting booth, but we found no evidence that the Russians changed any actual votes.

Finally, and contrary to the Trump administration’s wild and baseless claims, there was no mention of “collusion” between the Trump campaign and the Russians in the assessment, nor any reference to the publicly acknowledged contacts that had taken place.

The sole focus of the assessment was on Russia’s actions, not on whom they might have been interacting with in the United States. Although Mr. Trump, during the 2016 campaign, publicly encouraged the Russians to find and expose Mrs. Clinton’s missing emails — to which Russian cyber actors apparently responded in a matter of hours — we left that inappropriate public entreaty unmentioned.

There is a remarkable irony about this whole affair. Despite claims by Trump administration officials of a nefarious political conspiracy, we did everything we could at the time to prevent leaks of intelligence reports, including Russia’s preference for Mr. Trump, a requirement that President Obama regularly emphasized. We knew such reports would be political dynamite. And despite substantial reporting on the matter, we succeeded in preventing such leaks before the election.

In keeping with this solemn obligation to avoid entanglement in American politics, the Obama administration released a written statement one month before the election warning about Russian interference. The statement deliberately said nothing about Mr. Putin’s preferred candidate, despite the evidence already accumulated by U.S. intelligence agencies about his preference.

The real politicization is the calculated distortion of intelligence by administration officials, notably Mr. Trump’s directors of national intelligence and the C.I.A., positions that should be apolitical. We find it deeply regrettable that the administration continues to perpetuate the fictitious narrative that Russia did not interfere in the 2016 election. It should instead acknowledge that a foreign nation-state — a mortal enemy of the United States — routinely meddles in our national elections and will continue to do so unless we take appropriate bipartisan action to stop it.

A non-parent adult (such as a friend, teacher, mentor, neighbor, or coach) can self-declare they have a "family-like or mentoring relationship" with the child or child’s family.

That person can then sign an affidavit under penalty of perjury stating the child lives with them and they are acting as the caregiver.

The affidavit does not require a parent’s signature or court approval.

It grants that person legal authority to:

Enroll the child in school

Consent to medical, dental, and mental health treatment

Providers (schools, doctors, etc.) who rely on the affidavit are protected from liability, even if the parent later objects — unless the provider had actual knowledge the affidavit was invalid.

There is NO FEMA requirement tied to Israel in any current NOFO. No states have lost funding, and no new conditions have been imposed.

FEMA grants remain governed by existing law and policy and not political litmus tests. DHS will enforce all anti-discrimination laws and policies, including as it relates to the BDS movement, which is expressly grounded in antisemitism. Those who engage in racial discrimination should not receive a single dollar of federal funding.

Keep in mind that it is a thousand times more dangerous to hold Cop/LEOs to account for five minutes, than it is for the average LEO in the course of their entire career.
