They took place at the beginning of the fourth month of the Egyptian year, when the annual flooding of the Nile began to recede and the submerged fields began to re-emerge, ready to be sown. The custom of kapparot in its Geonic and post-Geonic form with chickens was never universally accepted and was the subject of stringent criticism throughout the ages.

Originally, the ceremony was seen as a bribe that was offered to Satan, similar to the Azazel bribe described in Leviticus 16. A rooster was chosen for the bribe because (1) it was an animal that was not allowed to be sacrificed to God, and therefore an appropriate sacrifice for a devil, and (2) the masses thought that this bird resembled Satan: it had horns like Satan and its feet resembled the demon’s feet. The rooster was slaughtered with the sacrificial formality of laying of hands so that it would be accepted as a suitable sacrifice/bribe by Satan to induce the demon not to disparage Jews before God during Yom Kippur when Jews believed that their future fate was being determined by God in a heavenly judicial proceeding in which Satan served as prosecutor.

Yet, remarkably, in his commentary to Leviticus 16:8, Nachmanides, like many others, states that God told the Israelites to bribe Satan by sending him a goat that resembles him every year on the holiday of Yom Kippur. This was the Azazel goat. The purpose of the bribe, as stated earlier, was to stop the demon from traveling to heaven on this day, when decisions were being made concerning the future life and death of Jews, and persuading God to punish the Jews for their sins during the past year.

The purpose of kapparot according to Nachmanides and many others was identical. Although the destruction of the Temple in 70 C.E. stopped the public ceremony of Azazel, the bribery continued by individual Jews performing the kapparot rite.

 

The ancient custom of kapparot was to toss the entrails of the sacrificed rooster on the roof of one’s house. Like the water, the masses were convinced that the roof was a dwelling place of demons.

The practice of leaving food for Satan as a bribe was altered in ancient times to disguise its original superstitious intention. Natronai Gaon, the ninth-century head of the academy in Sura, Babylonia, reports that in his time food was no longer thrown into water or placed on roofs but was given instead to the poor. This was a somewhat subtle subterfuge since the masses were convinced that Satan frequently disguised himself as a poor man in order to test people. Thus the food was expected to end up in Satan’s hands.

President Trump is willing to give Iran sanctions relief and release Iranian frozen funds in return for concrete Iranian steps regarding the nuclear program, U.S. officials say.

 

But Trump took to Truth Social Monday evening to say such reports were "untrue."

 

Why it matters: The apparent U.S. message to Iran comes as Qatari and Pakistani mediators try again this week to strike a deal between the two warring countries.

 

At the moment, the two sides are far apart on key issues. Iran wants talks to focus on the Strait of Hormuz and U.S. naval blockade, while the Trump administration is demanding that Iran agree to nuclear concessions.

But the offer provides a glimmer of hope for a diplomatic breakthrough after Trump rejected Iran's most recent offer.

 

Driving the news: The mediators are meeting with Iranian Foreign Minister Abbas Araghchi in New York today to discuss a Qatari proposal that the parties have been negotiating the last few days.

 

Qatari mediators are expected to meet with Trump administration officials later Monday or Tuesday to try to reach a breakthrough.

A U.S. official with knowledge of the indirect talks called them "positive and constructive" and said Iran "has indicated they are flexible on the nuclear issues."

But the official also noted there are still gaps and stressed there won't be a deal "unless the nuclear issues are addressed."

"The sides still remain apart on the timing of the commitments and who takes which steps first," the official said.

 

What they're saying: "The Strait of Hormuz traffic continues to rise and the blockade and sanctions continue to degrade Iran's position. The U.S. position gets stronger every day and President Trump remains patient and fully committed to his goal that Iran never have a nuclear weapon," the official said.

 

The person added that the White House is skeptical about Iran's promises and accused the Iranians of breaking the last memorandum of understanding by firing at commercial vessels in the Strait of Hormuz in July.

"The U.S. needs assurances this time that Iran is serious and it's not just them trying to get out of the tough situation they are in," the official said.

Elon Musk is criticizing New York’s voting rules after his mother, Maye Musk, said a woman at a polling place angrily knocked away the ID she offered while voting.

 

Maye Musk, the 78-year-old model, dietitian, and author, was responding to a list of the 14 states that still refuse to require voter ID at the polls. Those states, as conservatives have noted for years, reliably deliver Democratic wins.

 

“Definitely New York,” she wrote. “When I voted and showed my ID, the woman was angry and hit it away.”

 

That is not a first for Maye. During the 2024 cycle she said early voting in New York City required no ID at all and that workers “won’t even look at your ID.” Later she described being told to sign a form, stuff it in an envelope, and drop it in a box while the worker “refused to see my ID.”

 

After his mother, Maye Musk, described being met with hostility when she tried to show identification at a New York polling place, the X owner dropped a charge that Democrats in the country’s two largest blue states have spent years pretending is “disinformation.”

The New York Attorney General’s official voting-resources page states, in black and white, that voters “are never required to present photo identification to cast an in-person ballot” and instructs New Yorkers: “If you see or hear of anyone improperly requesting voter identification, contact OAG.” Read it here.

 

Poll-worker guidance tracks the same line: do not ask for ID unless the voter file is already flagged. Signature matching is the substitute. No photo. No citizenship check at the table. Just a scribble.

 

That is why a poll worker would get angry at a woman holding out a government ID. The training says don’t look. The AG’s office says report the person who asks.

 

California is even more aggressive. In 2024, Gov. Gavin Newsom signed Senate Bill 1174, which bars cities and counties from requiring identification at the polls, a direct strike at Huntington Beach after voters there passed their own ID rule. Courts later killed the local measure. Sacramento made sure no charter city could close the barn door.

 

As The Gateway Pundit reported last month, California still lets applicants register online with no driver’s license and no Social Security number. The state’s own acceptable-ID list for the rare first-time voter who actually gets asked includes a gym card, an insurance card, or a credit card.

Dead Woman Found with Stab Wounds in New York’s Central Park Identified

As reported over the weekend, a woman in her 60s was found dead with multiple stab wounds and trauma to the head in Central Park on Sunday.

 

The victim was found in a gazebo near Central Park’s Boathouse, according to The New York Post.

 

On Monday it was reported that a suspect, a homeless man, was arrested and charged with murder.

 

“Police arrested Jonathan Robles, 36, Sunday night and charged him with murder and criminal possession of a weapon. Authorities said Robles is a resident of the Barbour Hotel, a Midtown homeless shelter. He later surrendered to detectives and was being evaluated at a hospital ahead of an expected arraignment,” ABC 7 reported.

 

According to The New York Post, the victim was identified as a homeless artist named Lee Rogers.

 

Lee Rogers painted birds of Central Park and was known to the community.

According to The Post, Lee Rogers and Jonathan Robles got into an argument before it escalated to violence.

Lee Rogers, 63, who buoyantly peddled intricate wildlife watercolors during her years of sleeping rough in the wooded Manhattan haven, died after being bludgeoned by a stick-wielding madman Sunday, law-enforcement sources said.

 

“She was like the Grandma Moses of Central Park,” said Robert DeCandido, a nature walk guide, referring to the 1950s American folk painter.

 

“When she did the bird feeders, the birders loved her. They would buy her artwork in the park,” DeCandido, who goes by “Birding Bob,” told The Post on Monday.

 

Sources said Rogers and Robles got into some type of argument that escalated into violence, although the details were unclear.

On his way out the door as the failed governor of Minnesota and failed Vice-Presidential candidate, Tim Walz (D), conducted what amounts to an ‘exit interview’ with the Minnesota Star-Tribune.

 

First, he stated the obvious after staggering fraud was allowed under his ‘leadership,’ resulting in taxpayers being defrauded of billions of dollars.

The fraud, according to Walz, “should have stopped it sooner.”

 

“We didn’t stop them. I accept that. I think there does need to be accountability with that. And part of it is that, yep, that’s with me, I’ll step aside.”

 

Walz then hoped history would be kind (or perhaps blind?) to his leagacy and focus on his “accomplishements” rather than his obvious failures.

 

“Those are legacy things to address climate. They’re legacy things to address livability,” Walz said. “And I get it, that fraud tainted a lot of that. It doesn’t change the fundamentals underneath it. This is the best state in the country to raise a child, and it will continue to be so because of those investments.”

 

Several lawmakers in Minnesota spoke to Fox News Digital and they are less inclined to let Walz off the hook.

 

“Governor Walz is correct, he shouldn’t only be remembered for fraud,” Minnesota state Sen. Julia Coleman told Fox News Digital. “We should remember him spending our $18 billion surplus, raising taxes $10 billion, creating an unsustainable budget, letting rioters burn down Minneapolis, hurting our students and businesses with lockdowns and pardoning a child rapist.”

 

Minnesota Republican House Speaker Lisa Demuth, running to replace Walz in November, shared:

 

“Tim Walz’s legacy will always be defined by the out-of-control fraud crisis that occurred on his watch,” Demuth said. “Yet Amy Klobuchar praised him as ‘an incredible leader who delivers for the people of Minnesota.’ As the senior member of our state’s congressional delegation, Sen. Longtime Trump loyalist Kurt Olsen and at least six other prosecutors have departed the so-called 'grand conspiracy' investigation in the Southern District of Florida - delivering a major blow to the Justice Department's long-running probe.

 

News of the departures, first reported by the Daily Mail, follows weeks of uncertainty over the fate of the investigation in Miami following the abrupt resignation of Trump ally Joseph diGenova earlier this month.

 

DiGenova had been tapped by Attorney General Todd Blanche in April to probe whether US intelligence and law enforcement officials, including former President Barack Obama's CIA Director John Brennan, were part of a years-long plot against Donald Trump.

 

News of their exits casts fresh doubt as to next steps in the wide-reaching investigation in Florida - which sources previously told the Daily Mail had been hitting dead ends for 'months.'

 

It was not immediately clear what, exactly, prompted Olsen's resignation from the probe, or if his departure was tied to others who had departed as of Monday evening.

 

A source familiar with the matter told the Daily Mail the total number of departures was between seven and eight.

 

Neither the Justice Department nor the US Attorney's Office for the Southern District of Florida immediately responded to the Daily Mail's request for comment.

 

The Daily Mail had exclusively reported last week that the so-called grand conspiracy probe was on the rocks - though DOJ officials had insisted the investigation would continue.

 

Maria Medetis Long, a senior career prosecutor, was reportedly taken off the case earlier this year after she expressed concerns about the strength of the evidence.

 

A coterie of Trump-friendly names was assigned to the probe instead, including longtime Trump ally Joseph diGenova, and Kurt Olsen, a former White House official and 2020 election denier.

 

As of this writing, both diGenova and Olsen are gone.

 

Olsen did not immediately respond to the Daily Mail's request for comment.

 

The Daily Mail previously reported that the probe in Miami had been hitting dead ends for months - suggesting that the so-called 'grand conspiracy' probe that the president has obsessed over, publicly and privately - for the better part of the last six years – is all but dead.

 

'This case was initiated to make the president and the public think something is happening down there, when in reality, it's not,' one DOJ official told the Daily Mail last week.

Nolan Wells Case: Grand Jury Says No Evidence of a Crime. Nolan’s White Friends Have Been Threatened

 

Mississippi: On July 4, 2026, Nolan Wells, a black 18-year old man, went to a party on an island, traveling by boat with his white friends to attend the gathering with about 300 of his former high school classmates.

He did not go home when his friends left, and he reportedly told them he would find another way home. Wells’ body was found on the shoreline two days later. Investigators initially reported that there was no evidence of foul play and that drowning was suspected.

 

Wells’ family retained attorney Benjamin Crump, who represented George Floyd’s family and has been criticized for racializing high profile cases. Crump speculated that foul play was involved in Wells’ death and he alleged racial bias in the investigation. The internet was set afire with misinformation and accusations of murder and racism against Wells’ white friends.

China has vowed to support Cuba against external interference after US President Donald Trump said Havana “will fall” and called for “fundamental change” on the island.

 

Foreign Ministry spokesman Guo Jiakun made the pledge on Monday as Beijing and Havana marked 66 years of diplomatic relations, saying China will support Cuba in “safeguarding its national sovereignty” and pursuing a “development path suited to its national conditions.”

 

In an address to the UN General Assembly last week, Trump described Cuba as an “absolutely failed state” and “a haven for foreign adversaries” on America’s doorstep.

 

What’s happening in Cuba?

Cuba is enduring its worst economic crisis in decades, marked by chronic fuel and food shortages and prolonged blackouts. Decades of US sanctions have restricted access to financing, fuel, and equipment, compounding low domestic production, dependence on imports, and aging energy infrastructure.

 

The crisis intensified sharply this year after oil deliveries from Venezuela and Mexico, which together accounted for around 86% of Cuba’s imported crude oil last year, dried up, according to S&P Global. Venezuelan shipments stopped following the US military operation that removed President Nicolas Maduro in January, while Mexico paused deliveries as Washington threatened tariffs on countries that supply Cuba with oil.

 

Why is the US squeezing Cuba?

Pressure intensified after Trump returned to office. In a January 2026 executive order, he declared Havana’s policies an “unusual and extraordinary threat” to national security and foreign policy. China has framed its support for Cuba as part of a broader foreign-policy approach of defending national sovereignty, opposing external interference and sanctions, and favoring diplomacy over military coercion and regime change.

 

Beijing has invoked similar principles during the US-Israeli war against Iran this year, opposing attempts at regime change and calling for disputes to be settled through negotiations.

 

Beijing has pursued what it describes as a multipolar international order based on greater sovereign equality and a stronger voice for developing nations.

 

Addressing the UN General Assembly on Saturday, Chinese Vice President Han Zheng urged the “relevant country” to “immediately stop using threat of force against Cuba” and “completely lift the blockade and sanctions.”

 

How is China aiding Cuba?

China has played a major role in the island’s rapid expansion of solar power, supplying equipment and financing. Solar accounted for just 2% of Cuba’s average daily electricity generation in January 2025; by September 2026, renewables as a whole were generating 21.4% of the country’s electricity, according to Cuban President Miguel Diaz-Canel.

The clock is ticking in the United States-Canada trade fight.

 

At midnight ET Tuesday, Sept. 29, sweeping U.S. import bans on a range of Canadian products, including alcoholic beverages, dairy ingredients and some motorcycles, are set to take effect unless the neighboring countries can reach a last-minute breakthrough emerges in an increasingly bitter dispute.

 

The restrictions stem from a series of proclamations President Donald Trump signed Sept. 8, accusing Canada of unfairly discriminating against U.S. commerce. The bans target dozens of products and mark the latest escalation in a trade standoff that has already rattled businesses on both sides of the border.

 

With only hours remaining before the restrictions take effect, Trump signaled Monday, Sept. 28, that he has no plans to back down, while suggesting Canada remains eager to strike a deal.

 

"They call us all the time. The problem is they've treated the U.S. very unfairly," Trump told reporters in the Oval Office.

 

What products are affected?

The White House has released separate lists covering alcohol, dairy-related products and motorcycles. Unless there is a last-minute change, those restrictions are scheduled to take effect at midnight ET on Tuesday, Sept. 29.

 

Alcohol products

Canadian alcohol is among the most visible targets of Trump's new import restrictions.

 

According to White House documents, the ban covers dozens of Canadian-made products, including whiskey, wine, beer, vermouth, tequila, vodka and rum.

 

Not every Canadian spirit will disappear from U.S. shelves, however.

 

One major exception appears to be Crown Royal. The popular Canadian whiskey brand can avoid the ban because of a provision that allows Canadian whiskey to enter the United States in containers larger than 1 gallon. While Crown Royal is distilled and aged in Manitoba, it is shipped in bulk to bottling facilities in the United States before reaching consumers, a process that allows it to sidestep the restrictions.

 

Dairy products

Dairy has long been one of the biggest flashpoints in trade negotiations between the United States and Canada, making its inclusion on the ban list unsurprising.

 

The White House says the restrictions cover products including whey and whey protein, ingredients commonly found in protein powders, nutritional supplements and a wide range of processed foods.

Whey is the liquid byproduct left behind during the production of cheese and yogurt. While it may not be familiar to many consumers, it plays a significant role in food manufacturing and the sports nutrition industry.

 

The Dairy Farmers of Canada criticized the move, calling the restrictions "deeply concerning" in comments reported by Global News, though the group did not estimate how much trade could be affected.

 

Motorcycles

The new restrictions extend beyond food and beverages.

 

Trump's Sept. 8 order also targets Canadian-made motorcycles, including certain mopeds and larger bikes.

 

According to White House documents, the ban covers motorcycles and cycles equipped with internal-combustion engines with cylinder capacities greater than 800 cubic centimeters.

U.S. Postal Inspectors Shut Down Website Selling Millions of Counterfeit

 

Miami, FL – The U.S. Postal Inspection Service and partner federal agencies have seized an internet domain, charging a Pakistani national with operating an unauthorized website that allegedly sold more than 5 million counterfeit U.S. Postal Service (USPS) postage labels, resulting in more than $126 million in losses.

 

Court records show Faheem Akram, 33, of Khanewal, Pakistan, operated LabelsBank.com, a website that allegedly sold counterfeit USPS postage at a fixed rate, typically charging $2 per label, regardless of the package’s weight, size, or destination. LabelsBank.com was not authorized to sell USPS products and services. The counterfeit labels allowed customers to ship packages at deeply discounted prices, resulting in a substantial loss in revenue to USPS for shipping services rendered.

 

Postal inspectors from the Miami Division of the Postal Inspection Service found more than 5,000 customers used LabelsBank.com to purchase more than 5.1 million counterfeit shipping labels. In conjunction with Akram’s indictment, a court order was issued authorizing the domain seizure and shutdown of the website.

 

Akram is charged with one count of conspiracy to defraud the United States and to make and sell counterfeit postage stamps, five counts of making and selling counterfeit postage stamp labels, and four counts of wire fraud. It is important to note that criminal charges are only allegations, and every defendant is presumed innocent unless or until proven guilty.

 

“Our reach goes beyond our borders,” said Miami Division Postal Inspector in Charge Bladismir Rojo. “If you are defrauding the Postal Service and targeting U.S consumers by pushing phony postage, we will find you and bring you to justice.”

 

“The alleged scheme was simple but massive: sell counterfeit postage online at fixed, cut-rate prices, as little as $2 per label, regardless of a package’s weight, size, or destination, enabling customers to avoid legitimate Postal Service charges,” said U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida. “The indictment alleges more than 5.1 million counterfeit labels and more than $126 million in losses. Through the work of the U.S. Postal Inspection Service and our prosecutors, the website has been shut down, the domain seized, and federal charges brought against its alleged operator, a Pakistani national.”

White House border czar Tom Homan plans to put more focus on security at the northern border during the last two years of President Donald Trump's administration.

 

In an interview airing on Sept. 26, Homan told Epoch Times senior editor Jan Jekielek that the U.S. - Canada border is a national security vulnerability and could receive greater attention after the administration beefed up security on the border with Mexico.

 

"The next two years, I'm really concentrating on the northern border," he said. "The southern border is the highest security we've ever had."

 

Homan said: "Now that we have the money and the time … I think we need to dedicate more resources to the northern border, whether it's manpower, technology, [or] infrastructure."

 

U.S. Customs and Border Protection (CBP) recorded 563 total apprehensions along the northern border in August and 586 in July.

 

The United States and Canada share more than 5,500 miles of border.

 

Homan said that security at the northern border has not been ignored, but that the Trump administration concentrated its efforts on the southern border because "you send the firemen where the biggest fire is."

 

Last month, CBP announced that daily apprehensions at the southern border were 94 percent lower than under the Biden administration.

 

Noting a pattern of decline in illegal border crossings and apprehensions, CBP said the border was "more secure than at any point in history."

 

Homan told Jekielek that since the southern border is now under control, the administration needs to begin "amping up the northern border," which he described as a "huge national security vulnerability."

 

"Canada's immigration laws are very lax," he said. "[It] doesn't take a lot to get into Canada."

 

Citing intelligence reports and personal experience, Homan said national security threats can enter Canada and then cross into the United States a lot easier than directly entering the United States.

 

Homan also said that drug trafficking along the northern border is another issue for both the United States and Canada.

 

The U.S. government has been working with Indian reservations on the American side of the border to increase drug enforcement, which he said was a problem.

 

The White House border czar suggested that cooperation with Canada is "one of the biggest things" needed for effective security along the northern border.

 

"I think the United States and Canada both want … [to] shut down cross-border crime because it's not good for either country," he said.

 

"I think we're both concerned with shutting down the criminal element, shutting down the drugs, and illegal immigration, especially those who pose a threat to our nations."

 

Homan told Jekielek that he visited all the northern border sectors over the past three months and that the individual areas have different requests for security improvements.

 

They included additional boots on the ground, technology, drones, air assets, infrastructure, and barriers, he said.

 

The U.S. House of Representatives passed the Northern Border Security Enhancement and Review Act on Sept. 16.

 

The bill would require the Department of Homeland Security to assess northern border threats, update the department's northern border strategy, and provide relevant oversight information to Congress.

 

It would also require CBP's Air and Marine Operations to develop performance measures regarding efforts to secure the border between ports of entry.

A Dublin, California, police sergeant was driving near the Dublin Sports Grounds in the San Francisco Bay Area when he saw a man lying on the ground in the parking lot, police said in a news release. Iran's Parliament Mulls 'Triple-Urgency' Bill To Withdraw From Intl Nuke Treaty

Iran's Deputy Speaker of Parliament has indicated that the national lawmaking body is reviewing a three-point plan to withdraw from the NPT, reports Fars news agency.

 

Iran has been a signatory to the NPT, or Nuclear Non-Proliferation Treaty, going all the way back to 1970, as a non-nuclear weapon state. Iran's parliament is now considering a "triple-urgency" bill which would order the withdrawal. This is all still at the level of political noise and signaling, for the time being at least.

 

"The three-point plan to withdraw from the NPT is being reviewed and will be considered the same day after it is announced; of course, the Parliament will also review its international dimension," First Deputy Speaker Ali Nikzad said Monday.

 

At this point a formal pullout from the NPT remains at the level of a threatened course of action, and is not yet close to reality. According to more:

 

Nikzad said lawmakers "do not trust" the UN nuclear watchdog or its director general, Rafael Grossi, accusing the agency chief of carrying out what he called superficial inspections and issuing negative reports on Iran. He added that lawmakers would examine the bill while taking its “international implications” into account.

 

Iranian officials have also long accused the IAEA of leaking classified and sensitive information on the Islamic Republic's nuclear sites to Israel. Iran has further frequently pointed out the obvious double standard - that Israel itself is armed with nukes and is not a signatory to the NPT.

 

This fact has long been an 'open secret' in Washington and among world leaders. But if the US government were to officially recognize Israel as a nuclear-armed power, it could trigger legal repercussions which would impact foreign aid to Israel.

 

According to the London-based and Saudi-supported outlet Iran International, "Iran’s parliament is unlikely to approve an urgent proposal to withdraw from the Nuclear Non-Proliferation Treaty, with the measure potentially securing no more than 70 votes, a member of parliament’s National Security Committee said on Sunday."

A New York Times executive was fatally shot in California, allegedly by his wife's elderly parents who have been arrested on suspicion of murder.

 

Jonathan McKinsey, 40, the newspaper's director of engineering for games player experience, was found with multiple gunshot wounds in a car park in Dublin - 35 miles (56km) west of San Francisco - on Saturday afternoon, police said.

 

Shouyong Zhang and Shili Chen, his parents-in-law who are both 77 years old, are facing multiple charges, including first-degree murder.

 

It was unclear whether the couple have a lawyer, and they are due to appear in court to formally face the charges on Wednesday.

 

McKinsey's death was confirmed by The New York Times.

 

His body was found at 15:00 (23:00 GMT) on Thursday afternoon outside the Dublin Sports Grounds.

 

Witnesses told KGO-TV in San Francisco that they heard a flurry of gunshots, before seeing the victim on the ground.

 

"I saw the guy drop to the floor: head bloody and chest bloody," witness Assad Razawi told the news outlet.

 

His daughter added that her father saw the couple "walking together and then casually walk away from the shooting".

 

The couple were arrested several minutes later by an officer passing by the scene. They had remained in the area after the attack, a witness said.

 

McKinsey was pronounced dead at the scene, according to police.

 

Police have not disclosed any motive for his killing.

 

The elderly couple are being held at the Santa Rita jail.

 

They also face charges of felony conspiracy, wilful discharge of a firearm with gross negligence, and child endangerment.

Five men arrested in RAF Fairford incident released on police bail

Five men who were arrested on suspicion of terrorism offences near RAF Fairford are being released on police bail, counter-terror police have said.

 

A major incident was declared and dozens of homes were evacuated after police were alerted to three "suspicious vehicles" near the airbase in Gloucestershire in the early hours of Sunday morning.

 

Counter Terrorism Policing (CTP) said officers were exploring "multiple lines of inquiry", including whether proxies or individuals working on behalf of a foreign state were involved.

 

The five men are all UK nationals in their 20s from London.

 

They were initially detained on suspicion of committing offences under the Explosives Act and then further arrested on suspicion of preparation of a terrorist act.

 

Counter-terror police said they remained under investigation and their release was "subject to stringent conditions on their movement and contact with others".

 

Three of the men live in Westminster, one in Camden and another in Willesden, police said, and they are aged between 23 and 25.

 

A farmer who called 999 to report the three white vans in the village of Whelford, which lies directly east of the base, told the BBC it was "pure luck" that she spotted them.

 

The woman, who wished to remain anonymous, said she arrived home to find the driveway and road blocked and saw a "large group of hooded and masked men".

 

"When they saw me they ran ahead of me - some into the field and some towards the neighbouring village of Kempsford. I then realised that something highly unusual was taking place," she told BBC Radio 4's Today programme.

 

She said that she called the Ministry of Defence police at RAF Fairford but received no answer. She then rang 999 at 01:36 BST and said "within 10 minutes the village was full of armed police".

 

"I believe that my 999 call foiled whatever plans they had," she added.

 

Assistant Commissioner Laurence Taylor, head of Counter Terrorism Policing, said on Monday afternoon that the three "suspicious vehicles" had been "subject to extensive examination, with the support of military assets and forensic experts".

 

Officers were considering the incident "from every possible angle", including that "this may be activity committed by proxies, or individuals either knowingly or unknowingly, working on behalf of a foreign state", he added.

 

Prime Minister Andy Burnham chaired a Cobra meeting on Monday afternoon and urged people "not to speculate while the authorities establish the full facts".

 

The Iranian embassy in London said it "categorically rejects and strongly condemns" what it called "unfounded and malicious speculations" linking Iran to the incident, adding that these would "serve no purpose other than to fuel Iranophobia propaganda in the UK".

 

The embassy said Iran "reserves the right to take appropriate legal measures, as necessary, to safeguard the rights and interests of the country and its people in response to misleading and damaging media narratives".

 

The RAF base has been used as a forward operating location by the US Air Force (USAF) for decades.

 

In recent months, US bombers have taken off from the base for the Middle East, after the UK approved a US request to use it for defensive strikes on Iran.

 

In July, Iran said "any base used for aggression against Iranian territory constitutes a legitimate target for our forces".

 

Speaking at the Oval Office on Monday, US President Donald Trump said he wouldn't have let the five men arrested out on bail, and that he was "surprised" they had been released.

 

"We know everything about them, we would not have released them," he said, adding that the UK had worked with the US "very closely" on this.

 

A large cordon remains in place near the base, while 85 households who were evacuated on Sunday have now been told by Gloucestershire Police that they can return home.

 

But police have said a cordon will remain around the three vehicles.

The Trump administration has been dealt a majorcourtroom blow after a federal judge blocked an attempt to tie hundreds of millions of dollars in anti-terrorism funding to sweeping changes in how states run their elections, RadarOnline.com can reveal.

 

According to court documents obtained by Radar, U.S. District JudgeAmir H. Aliruled on Monday, September 28, that the Federal Emergency Management Agency (FEMA) went beyond the power Congress gave it by making access to federal counterterrorism money dependent on states and local governments changing key election procedures.

 

Trump's Election Cash Fight

 

The ruling vacated the controversial conditions, including a 20 percent holdback affecting more than $200million in grant money,just two days before FEMA was expected to issue its 2026 Homeland Security Grant Program awards.

 

The money is intended to help state and local governments prepare for, protect against, and respond to acts of terrorism.

 

But under FEMA's new requirements, states and high-risk urban areas faced losing access to a portion of that money unless they complied with a series of election-administration demands.

 

Sweeping Election Demands

 

Those conditions included plans to transition certain voting systems to hand-marked paper ballots, conducting five percent post-election manual audits, and reconciling the number of voters with ballots cast.

 

=FEMA also sought citizenship verification of individuals in state voter-registration databases using the federal SAVE system, as well as citizenship checks for people working at polling places or operating election systems.

 

The court found Congress had authorized FEMA to distribute the grants to further counterterrorism objectives, not to use the prospect of federal funding to pressure states and local governments into carrying out the federal government's preferred election reforms at their own expense. The financial consequences could have been substantial. (Elections and voting have been destroyed by counterterrorism. So the money should be able to be used on protecting the elections!)

 

Millions of Dollars on the Line

 

Evidence cited in the ruling estimated Dallas County could face $7.25million in printing-equipment costs to comply with the ballot requirement, while Travis County and Nashville reported additional costs associated with other conditions.Ali also drew a distinction between protecting elections from terrorism and dictating routine election procedures.

 

The judge acknowledged FEMA can fund measures designed to protect election infrastructure from physical and cyber attacks, including cybersecurity assessments, DDoS protection, and physical security improvements.

 

But he concluded requirements concerning ballot forms, voter rolls, audits, and the eligibility of voters and poll workers went beyond what Congress authorized for the counterterrorism program.

 

Judge Pulls the Plug

 

The court said the conditions carried "substantial economic significance" because jurisdictions faced either investing significant amounts of their own money to comply or potentially losing federal funding. The ruling does not dismantle FEMA's wider Homeland Security Grant Program.

 

Instead, Ali vacated the election-administration conditions, the accompanying 20 percent holdback and FEMA's August 10 guidance explaining how states were expected to comply.

 

The ruling came after local governments in Texas, Tennessee and Ohio challenged FEMA's conditions, arguing the agency had exceeded its authority. The court ultimately agreed on that central statutory claim, delivering a significant setback to the Trump administration's effort to connect federal counterterrorism dollars with changes to election administration.

Soft-on-crime North Carolina Democrat Senate candidate Roy Cooper’s tenure as governor was marked by a number of scandals exposing a culture of corruption in plain sight.

 

Early in his tenure,Cooper used the power of his office to pressure energy companies into creating a $57.8 million slush fund as his administration held up a pipeline permit. Investigators called it “an abuse of power” in sworn testimony when Cooper’s top aides rewrote an agreement giving Cooper control over funds rather than the State of North Carolina.

 

A Duke Energy lobbyist said Cooper’s senior policy adviser, Ken Eudy, was not truthful when making statements to a legislative committee investigating the Cooper administration’s role in the project and slush fund, according to reporting from Carolina Journal.

 

According to the report, investigators said it would be reasonable to conclude Cooper used the power of his office to pressure ACP developers into creating a fund as a condition for getting an environmental permit.The report also concluded, “the information suggests that criminal violations may have occurred.”

 

The pipeline debacle also wraps in a questionable deal benefiting solar farm property owned by Cooper and his family. By industry standards, Cooper’s shady arrangement could have benefited him over $1 million.

The decision by Cooper and senior staff to use the pipeline permit as leverage to force Duke into cutting a deal with the state’s solar industry is documented in text messages, emails and memos included in a 19,216-page document dump released by the administration.

 

Cooper and senior officials said his negotiations over the pipeline permit between the state government and Duke Energy and the energy giant’s solar deals were separate issues. “But text messages and documents released by the Governor’s Office in December show otherwise,” WTBV reported.

 

Not only did Cooper insert his administration into this matter, he also used the governor’s office to reward the family and friends of a major political donor and dark-money operative with powerful appointments. The same donor was tied to a group that raised money by selling access to Cooper and his administration, the New York Post reported.

 

In another instance, Cooper is tied to a green energy company facing a record $1.1 billion fine in what federal regulators called a “scam for the history books” earlier this year.

 

NC Tribune reported in April of this year the family behind American Efficient, the disgraced company, has donated “at least” $886,526 to North Carolina Democrats over the years, including $72,850 to Cooper. The family includes a sitting North Carolina state senator and a prominent donor whom Cooper appointed to a major state housing board.

 

Cooper issued numerous executive orders promoting clean energy, including the launch of the NC Clean Energy Plan, a “Clean Energy and Equitable Economy” plan including net-zero carbon emissions, and committing North Carolina to zero-emission transportation — all serving to benefit companies like American Efficient.

 

Not only did Cooper work to enrich his family and top donors, he also used the power of his office to intimidate Bob Schurmeier, who served as the Director of the State Bureau of Investigation (SBI).

The North State Journal reported in March 2023:

Schurmeier said at times members of the governor’s office held multiple sensitive meetings concerning SBI confidential matters with Department of Public Safety secretaries – including former secretary Erik Hooks and current secretary Eddie Buffaloe.He told the committee he felt the purpose of those meetings was to “intimidate” him.

 

On two occasions, he said Cooper’s Chief of Staff Kristie Jones and General Counsel Eric Fletcher asked him for his resignation and threatened him with investigations of racial discrimination. Schurmeier strongly denied any accusations of wrongdoing.

 

Schurmeier pointed to meetings that occurred in a time frame of October-December 2022 in which, while recovering from surgery, he was asked to resign or face investigation. By December, according to Schurmeier, he was then asked if he wanted a second term – which he says left him flabbergasted. Upon telling them he did not, he was asked to put that in writing.

 

Johnson asks Schurmeier how he interpreted the meetings.“It was clear intimidation,”he responded.

 

Schurmeier also saidhe was unable to hire his preferred candidates for top positions within the agency, which resulted in more control going toward the governor’s office. In one example, he said he was informed he could not select his preferred candidates for a deputy director position and general counsel,instead being forced to hire a former lieutenant of Cooper’s who worked under him when he was attorney general.

 

Cooper’s bid for Senate is seeing a shortening gap between himself and Republican Michael Whatley. In September, GOP-aligned groups outspent Democrats for the first time in the cycle.
