The vast majority of executive branch personnel are aware that the Hatch Act places limits on partisan political activities by civilian employees in the workplace. (Members of the military services are subject to similar restrictions under DOD Directive No. 1344.10.) The “Hatch Act Amendments of 1993” removed the majority of restrictions related to voluntary, “free-time” or “off-duty” activities on behalf of partisan candidates or political parties, while not engaged in their federal jobs and away from federal premises. Some of the rules:

May not invite subordinate employees to political events or otherwise suggest to subordinates that they attend political events or undertake any partisan political activity.

May not knowingly solicit or discourage the participation in any political activity of anyone who has business before their employing office.

May not engage in political activity — i.e., activity directed at the success or failure of a political party, candidate for partisan political office, or partisan political group — while the employee is on duty, in any federal room or building, while wearing a uniform or official insignia, or using any federally owned or leased vehicle.

May not use any e-mail account or social media to distribute, send, or forward content that advocates for or against a partisan political party, candidate for partisan political office, or partisan political group.

May assist in voter registration drives.

May attend political rallies and meetings.

May campaign for or against candidates in partisan elections.

May distribute campaign literature in partisan elections.

May express opinions about candidates and issues. If the expression is political activity, however — i.e., activity directed at the success or failure of a political party, candidate for partisan political office, or partisan political group — then the expression is not permitted while the employee is on duty, in any federal room or building, while wearing a uniform or official insignia, or using any federally owned or leased vehicle.

An employee who violates the Hatch Act is subject to a range of disciplinary actions, including removal from federal service, reduction in grade, debarment from federal service for a period not to exceed 5 years, suspension, letter of reprimand, or a civil penalty not to exceed $1000.

Individual departments and agencies all maintain their own rules and restrictions on lobbying activities, as well as guidance on what is permitted. These restrictions may well be narrower and stricter than any of the existing statutes and regulations, and it’s incumbent upon individual personnel to learn and follow their own agency rules and guidelines. To make matters even more complicated, jurisdiction over alleged violations of both the Hatch Act and the Anti-Lobbying Act are frequently confusing and overlapping, and may involve the Office of Special Counsel, the Justice Department, OMB, or the Inspector General and/or ethics office of the department or agency.

Two Florida schoolgirls have been arrested and accused of plotting to kill classmates in a satanic rite.

Police say the pair, 11 and 12, told officers they were Satan worshippers and planned to kill at least 15 students at Bartow Middle School.

Police Chief: Turkey Fueling Islamic State Pipeline to Iraq

The government of Turkish President Recep Tayyip Erdogan is helping the Islamic State (ISIS) rebuild a clandestine terror network inside Iraq that poses an ongoing security threat, according to Iraqi National Police Brigadier General Aref al-Zebari.

In an interview in his Mosul office, General Zebari detailed a series of recent arrests of ISIS fighters who had gone to ground in the Mosul area after the end of major military operations last year.

“We found one cell of seventeen fighters trying to reconstitute themselves into an active terror cell,” General Zebari said. “When we arrested them, they were carrying fake IDs, money, weapons, and communications equipment. They told our interrogators, ’our leaders are in Turkey.’”

ISIS continues to be led by foreign fighters – Chechens, Afghans, Syrians, and Pakistanis – based inside Turkey, General Zebari said: “Here in Mosul, they are moving into new neighborhoods. During the occupation, there were around 30,000 to 35,000 ISIS fighters in Mosul. Of those, 7,000 were killed, 7,000 escaped, and 7,000 we arrested. We believe around three to four hundred remain underground.”

To avoid attracting attention to their activities, he noted, ISIS is increasingly using women as couriers. “Just two weeks ago, we arrested a woman who was distributing money to ISIS families in and around Mosul,” General Zebari said. “She told us that her leader was in Turkey.”

“In recent months, we have arrested forty women just in our sector, which is East Mosul. These women are being used to reconstitute ISIS and handle communications, logistics, messages, and money. They were protected and aided by the Turkish government,” he said.

Asked about reports that Turkish President Erdogan’s daughter had built hospitals just inside Turkey along the Syrian border to treat wounded ISIS fighters, General Zebari was unequivocal. “That is true. We see an ongoing pipeline to ISIS from Turkey. If ISIS reappears, it will be because of Turkey.”

Considering currency, environment, and human inputs, both of the biogas projects have the ability of disposing waste and potential for development. The proportion of biogas output is much more than fertilizer output; so, fertilizer utilization should be emphasized in the future. In comparison, BPF is better than BPC in the aspects of ecological-economic benefits, environmental benefits, and sustainability. The reason is the difficulty of corn straw seasonal collection and degradation. Thus it is proposed that BPC should be combined with the other raw materials.

TWO MEMBERS OF Congress are seeking a formal investigation into claims that the bidding process for a contentious $10 billion Pentagon contract was rigged in favor of Amazon.

The contract in question would give one company full reign over the Defense Department’s Joint Enterprise Defense Initiative, or JEDI Cloud—a program that the Pentagon has described as “truly about increasing the lethality of our department.” JEDI is part of the DOD’s quest to bring military operations into the modern era by partnering with a commercial cloud provider to streamline defense operations, upgrade data-analytics programs using artificial intelligence, and provide soldiers with real-time mission data.

In a letter to the Defense Department’s inspector general on Monday, House Appropriations committee members Tom Cole of Oklahoma and Steve Womack of Arkansas, both Republicans, accused military leaders of violating federal law and departmental ethics standards by moving forward with plans to award the JEDI contract to a single company, despite extensive criticism from industry leaders and lawmakers. Womack is also chair of the House Budget Committee; Cole chairs an appropriations subcommittee.

The two legislators expressed concern that the proposed contract was written in a way that seemed “to be tailored to one specific contractor,” who they described as having “significant connections” to a number of military leaders involved in drafting the oddly specific requirements for the JEDI program. The lawmakers did not specify the contractor, but it is clear that their comments were a reference to Amazon. Oracle, IBM, and Google, as well as some outside experts, have expressed similar concerns in the months since the details of the solicitation process were first released.

Amazon long has been considered the likely winner of JEDI contract, as it is one of the only cloud providers with the infrastructure, funds, and security clearance necessary to meet all of the Pentagon’s requirements. The criticism is more acute because of the Pentagon’s insistence on awarding JEDI to a single bidder, rather than several companies and contractors.

Both Oracle and IBM have filed official protests with the US Government Accountability Office, on the grounds that the DOD’s decision to award the $10 billion contract to just one company both restricts innovation and poses a massive security risk. “JEDI turns its back on the preferences of Congress and the administration, is a bad use of taxpayer dollars, and was written with just one company in mind,” IBM General Manager Sam Gordy said in a statement in advance of JEDI’s bid deadline.

Congress has held numerous meetings with Pentagon officials in an attempt to address these claims, but Womack and Cole's letter indicates that some lawmakers still have serious concerns about the program and the intentions behind it. “The department has not provided any adequate explanation as to why they continue to insist on a contract structure that has been widely criticized by Congress and industry,” reads the letter.

The DOD's Office of Inspector General said it is reviewing the request. An investigation would further delay the award process for JEDI, which has already been subject to numerous setbacks on account of inquiries from Congress and GAO protests.

At the WIRED25 summit earlier this month, Amazon CEO Jeff Bezos affirmed his support for the DOD and defended the company’s decision to continue to pursue government contracts amid protests from tech workers. “If big tech companies are going to turn their back on US Department of Defense, this country is going to be in trouble,” said Bezos.
