The National Football Foundation announced in 1992 that it would move the Hall of Fame from the Cincinnati area to South Bend.
Then-Mayor Joe Kernan promised early on to secure corporate donations to fund the hall in South Bend, but he was able to raise less than $2 million.
The city government ended up issuing bonds to pay for the $18 million building, which opened in August 1995, and the city will continue paying off the $6.4 million worth of remaining debt until January 2018.β
