The Maryland mother and son who disappeared when their kayak drifted down Cheasapeake Bay on Thursday have been identified as Maeve Kennedy Townsend and her son, Gideon Joseph Kennedy McKean.

Their identities were confirmed by Maeve's husband, David McKean on Thursday afternoon. McKean is the granddaughter of Senator Robert F Kennedy McKean and the grand-niece of former president John F Kennedy.

David McKean told the Washington Post that the family had been at a home belonging to his wife's mother, Kathleen Kennedy Townsend, when a ball being played with flew out into the water.

British mobile network providers have been forced to debunk 'baseless' theories circulating online that 5G masts are linked to coronavirus after several were set on fire.

MobileUK, the trade organisation representing Three, O2, EE and Vodafone, added it was concerning the pandemic was being used to further such untruths and said some of the industry's key workers are being abused over the unfounded 5G myths.

It comes after videos emerged online of phone masts ablaze, including one in Birmingham and one in Coventry.

Shocking footage posted to Facebook captured the moment the 70ft (21m) masts erupted in flames, with firefighters dispatched to tackle the inferno.

Putin Responds To Trump Oil Gambit: 10MM Production Cut "Possible" But US Needs To Join

Earlier today we said that ahead of Monday's (virtual) R-OPEC conference, a new ask had emerged from within the oil producing nations - any production cut would have to include the US, which alongside with Russia, Saudi Arabia and others R-OPEC nations, would to around 10 million b/d.

Then moments ago, Vladimir Putin confirmed just that. The Russian president said that he had spoken with US President Trump saying "we are all worried about the situation" and that he is "ready to act with the US on oil markets" with 10mmb/d in oil production needed to be cut, adding that cuts must be taken from Q1 2020 levels which was a jab at Saudi Arabia which is hoping to "cut" by 3 million b/d to go back to where it was in February. And by we, he meant the "we" that includes the US, because as he explained "joint actions" are required on oil markets, i.e., shale too.

Observing that the situation on global energy markets remains difficult and that demand is falling (by 26mmb/d according to Goldman), Putin said that he wants "long-term stability" of the oil market, and that he is comfortable with $42 oil.

The Russian president was also kind enough to summarize the reasons for the oil price collapse which he blamed on the coronavirus, the lack of oil demand and, drumroll, the Saudi withdrawal from the OPEC+ deal.

At this point Russia's energy minister Novak chimed in and explained what it would take to get such a cut: speaking to Putin, the Russian energy minister said it is necessary to cut oil production for everybody, including Saudi Arabia and the US, and that output should be cut for the next few months and gradually recovered thereafter.

Novak also said that Saudis are still negatively influencing oil market, and that oil storage could be filled for next 1.5 to 2 months only.

Finally, there was some speculation that Russia would not be present at next week's R-OPEC conference, so Novak defused any confusion, by confirming that the meeting is set for April 6th.

Cop Kills Unarmed Teen After Mistaking Fellow Cop’s Gunfire as the Teen’s

After fatally shooting a teenager nearly four years ago, two Chicago Police officers have finally been fired. The officers were the subject of intensive criticism over the years for the shooting death of 18-year-old Paul O’Neal. After the release of a series of body and dash cam videos showing a number of procedural errors — and a startling lack of coordination — including firing at a fleeing vehicle and an astounding admission by the cop who fired the fatal shot that he did not know if O’Neal was even armed, a small bit of accountability has happened.

The NY Times reports that in an 8-0 decision, the Chicago Police Board found that the officers, Michael Coughlin and Jose Torres, had violated the department’s safety rules by firing at a moving car and endangering the lives of other officers. Both men were discharged from their positions, according to a decision issued by the board in March.

“I think their actions, as the department said, were ridiculous, totally out of line and improper,” Michael Oppenheimer, a lawyer for Mr. O’Neal’s family, said. “I would even call them criminal. Because what happened was those actions helped to result in Paul O’Neal’s death.”

The admission by police at the time of the shooting appears to indicate that cops perceived crossfire shots from the other officers on scene had been fired by O’Neal, when in fact the teen did not have a weapon at all. In direct violation of departmental policy, officers fired at the vehicle they believed O’Neal had stolen — worse, that gunfire directly endangered not only the suspected car thief, but other officers and everyone in the neighborhood.

The staggering lack of coordination in officers firing their weapons likely inadvertently led to O’Neal’s death as cops believed gunfire was emanating from the suspect instead of each other.

In the series of nine videos, one officer accuses the suspect of firing at them, while another expressed doubt, saying:

“They shot at us too, right?”

Another says the suspect “almost hit my partner. I f**king shot at him.”

Torres can be heard lamenting that he’s going to be on “desk duty for 30 f**king days now” — as if what amounts to a paid vacation for taking someone’s life is something to be concerned about in the immediate aftermath. Well, now he’s been fired.

Officers in the footage clearly aren’t certain who is firing on whom — indicating that none of them should have been doing so.

According to the Times:

By repeatedly firing his weapon at a moving stolen vehicle, Mr. Coughlin broke Police Department rules, the board wrote, and “endangered the lives of everyone around him, including his own partner and fellow officers as well at the occupants of the stolen vehicle.” The board called his use of force “unreasonable and unjustified at all points it occurred.”

Like Mr. Coughlin, Mr. Torres endangered the lives of other officers on the scene and the occupants of the car by firing his weapon, the board found. He also violated basic traffic safety requirements, the decision said.

Police claim the body camera of the officer, Officer Jose Diaz, who fatally shot the teen in the back as he fled was not operational at the time. Authorities theorized the impact of the stolen Jaguar hitting the patrol vehicle — which deployed its airbags — accidentally forced the camera to begin recording. They point to the fact the camera began recording immediately after the shooting as evidence the officer thought he’d actually recorded the shooting and then shut the power off.

“We don’t believe there was any intentional misconduct with body cameras,” asserted police spokesman Anthony Guglielmi at the time.

While the department claims there was no intentional misconduct in the lack of body camera footage, it conveniently kept from public light, the actual fatal shot, fired by Officer Diaz — after O’Neil crashed the car, got out, and was running away.

An autopsy would later reveal that the shot that killed O’Neil was fired into his back.

Though he was suspended at the time of the teen’s killing, Diaz was not fired.

At the request of FEMA, the Department of Defense will expand its medical support to include COVID-19 positive patients at the Javits Federal Medical Station (FMS) in New York City, the Morial FMS in New Orleans, Louisiana, and the Kay Bailey Hutchinson FMS in Dallas, Texas.

These three DoD-supported locations will now provide support to COVID-19 positive patients in convalescent care, as well as low-acuity patients. These patients, who require a lower level of medical care, must first be screened at a local hospital.

Additionally, screening for care on the USNS Comfort will be modified and will now occur pier-side in an effort to reduce the backlog at some of the nearby New York hospitals. The screening effort for the USNS Comfort will no longer require a negative test, but each patient will still be screened by temperature and a short questionnaire.

This assistance will further unburden the local hospital and ambulance systems in these areas, allowing them to focus on the more serious COVID-19 cases. We will immediately implement this action and work with local officials in each area on the details of patient arrival.

We understand that introducing COVID-19 positive patients into the FMS environments elevates the risk of transmission to other patients and our medical providers. This decision was risk-informed and made to ensure that DoD can continue to provide these local communities the type of medical care they most need. Force health protection is a top priority and our medical professionals will have the required personal protective equipment needed for this mission.

Maeve Kennedy Townsend McKean and her 8-year-old son, Gideon Joseph Kennedy McKean, have died. Members of the famous Kennedy family, they were confirmed as the two boaters who went missing in the Chesapeake Bay on Thursday evening, The Washington Post reported. According to a statement from Maryland’s Governor Larry Hogan, cause of death for mother and son was drowning.

“Maryland authorities said an overturned canoe matching the description of the Kennedy’s had been recovered. Maryland Gov. Larry Hogan held a news conference Friday and announced Maeve and Gideon had drowned,” TMZ reported.

According to husband David McKean, the family gathered at a waterfront house in Shady Side, Maryland, owned by Maeve’s mother, Kathleen Kennedy Townsend. His wife and son eventually took a canoe into the water to retrieve a ball they were playing with and “got farther out then they could handle.”

Per CBS Baltimore, a man called emergency services from a Columbia Beach pier after seeing Maeve and her son in the Bay, and the Maryland Department of Natural Resources (DNR) reported the pair missing at approximately 4:49 p.m. on Thursday. On Friday, Maryland DNR confirmed that an overturned canoe matching the description of the one they used was recovered at around 7:00 p.m.. McKean did not reveal that detail to The Washington Post.

The search for the pair ended on Thursday at approximately 7:30 p.m. and began again on Friday morning. CBS Baltimore reported that several local air and boat teams joined police and fire departments in the search.

The weather in the area was reportedly windy on Thursday. According to The Washington Post, a storm off the coast of New England fueled gusts that sped up to 40 miles per hour into the D.C. area.

The Kennedy family has faced many tragedies throughout its history, including the assassinations of Maeve’s grandfather, Robert F. Kennedy, and uncle, John F. Kennedy, as well as the 2019 death of her cousin, Saoirse Kennedy Hill, last year.

A paddleboarder was arrested in Malibu Thursday after ignoring lifeguards’ orders to get out of the ocean amid social distancing rules, authorities said.

The lifeguards flagged down deputies for assistance, but the man ultimately chose to stay in the water alongside the Malibu Pier for about 30 to 40 minutes, Los Angeles County sheriff’s officials said in a Facebook post.

Deputies summoned their patrol boat from Marina Del Rey, and the man swam to shore once it arrived, officials said.

He was subsequently arrested on suspicion of disobeying a lifeguard and violating Gov. Gavin Newsom’s stay at home order, a misdemeanor.

He was booked at the sheriff’s station in Calabasas before being released with a notice to appear in court, deputies said.

Officials did not release any identifying information on the man. He could face a $1,000 fine, up to six months in jail, or both.

So far, the state order has not been widely enforced by police agencies, but this isn’t the first time this week a Southern California man has faced consequences for being in the ocean.

According to the Los Angeles Times, a surfer in Manhattan Beach was fined $1,000 last weekend after similarly ignoring repeated orders to exit the ocean.

But it’s unclear how many, if any, other people in the region have been arrested for violating the governor’s order.

Kim Prather, who works at the Scripps Institution of Oceanography, told the Los Angeles Times that the beach could be one of the most dangerous places in California amid the outbreak. She said she fears the virus is being washed into the ocean and transferred back into the air along the coast.

“I wouldn’t go in the water if you paid me $1 million right now,” she told the newspaper.

Appearing on NBC’s “Today” show, Dr. Anthony Fauci, a leading voice on the White House coronavirus task force, called the stunning loss of 10 million American jobs in two weeks “inconvenient,” maintaining that the economic hit is a mere side effect of necessary COVID-19 precautions.

“This is inconvenient from an economic and a personal standpoint, but we just have to do it,” Fauci told host Savannah Guthrie, backing what is effectively a national 30-day stay-at-home order.

Dr. Fauci then suggested an upcoming extension of the federal stay-at-home order until there is a vaccine, which could take well over a year or potentially years.

The shutdown “is our major weapon against this virus right now,” he said. “We don’t have a vaccine that’s deployable. This is the only thing we have.”

The Department of Labor announced Thursday “the highest level” of jobless claims in the history of the United States.

“After 3.3 million people claimed unemployment two weeks ago, which was by far the largest number ever for the country, another 6.6 million filed for new unemployment benefits last week, bringing the total to nearly 10 million in just two weeks. The previous high was 695,000 in a week back in 1982,” The Daily Wire reported.

According to a release from the Department of Labor, COVID-19 and the federal response to the virus “continues to impact the number of initial claims.”

“Nearly every state providing comments cited the COVID-19 virus,” the summary reads. “States continued to identify increases related to the services industries broadly, again led by accommodation and food services. However, state comments indicated a wider impact across industries. Many states continued to cite the health care and social assistance, and manufacturing industries, while an increasing number of states identified the retail and wholesale trade and construction industries.”

Over the weekend, the Trump administration announced the continuation of so-called “Slow the Spread” guidance, now tentatively set to end April 30, demolishing President Donald Trump’s initial goal of Easter Sunday as a possible start-up date for at least parts of the country.

Dr. Fauci told CNN on Monday that he “argued strongly” with the president to extend guidance until April 30.

“We felt that if we prematurely pulled back, we would only form an acceleration or rebound of something, which would put you behind where you were before, and that’s a reason why we argued strongly with the president that he not withdraw those guidelines,” the doctor told CNN’s “New Day,” The Hill reported. “And he did listen.”

Israel seals off ultra-Orthodox town hit hard by coronavirus

Israel put up roadblocks on Friday to seal off an ultra-Orthodox Jewish town badly affected by the coronavirus, but ordered in soldiers to support the residents.

Emergency regulations approved by Prime Minister Benjamin Netanyahu’s cabinet late on Thursday declared Bnei Brak, near Tel Aviv, a “restricted zone” due to its high rate of infections. The new designation allows authorities to tighten curbs on public movement.

Police units, wearing surgical masks and gloves, moved swiftly early on Friday to cordon off major intersections around the town and enforce the new rules.

“Bnei Brak is on lockdown, as of this morning, and police will prevent any movements in or out of the city,” police spokesman Micky Rosenfeld said. “People are only allowed in or out for medical reasons or medical support.”

Military Reverses Course, Will Open Field Hospitals to Coronavirus Patients

Makeshift military hospitals built by the U.S. Army Corps of Engineers and U.S. Navy in New York, New Orleans and Dallas will treat patients with the novel coronavirus, the Defense Department announced Friday.

The medical centers – at the Javits Convention Center in New York, the New Orleans Morial Convention Center and the Kay Bailey Hutchison Convention Center in Dallas – were originally expected to take patients with non-COVID-19 conditions to relieve pressure from hospitals overwhelmed by the pandemic.

But the DoD, responding to a Federal Emergency Management Agency request, agreed to accept COVID-19 patients, officials said.

New York Gov. Andrew Cuomo said Friday that the change is the result of a request he made of President Donald Trump in a phone call Thursday night.

"It's a big deal for us" to have the Javits Center take in coronavirus-positive patients, Cuomo said at a news conference Friday.

"Federal agencies were not eager to do it," but they came around after he spoke to Trump about the crisis in the city, he added.

The locations will treat recovering COVID-19 patients and "low-acuity patients" – those who are ill but whose symptoms don't require intensive or emergency care. All patients will be screened first at a local hospital, the DoD said.

In addition to the changes at the field hospitals, the Navy is changing its procedures for screening patients at its hospital ship, USNS Comfort, which will continue to see only non-COVID-19 patients needing hospital care.

According to the DoD, patients will now get temperature checks and complete a questionnaire pier-side before they are admitted to the ship. The Navy had been requiring evidence of a negative COVID-19 test before admitting them – a belabored process that left 98% of the ship's 1,000 beds empty as of Thursday.

Defense Department officials said the "assistance will further unburden the local hospital and ambulance systems in these areas, allowing them to focus on the more serious COVID-19 cases."

They added that force health protection remains a top priority, adding that medical personnel will have face shields, masks and other personal protective equipment needed to treat contagious patients.
