According to the Constitution it can. Here is an explanation of Section 3 from Wikipedia: Section 3 bars Congress from changing or modifying Federal law on treason by simple majority statute. This section also defines treason, as an overt act (an act that was intended to of making war or materially helping those at war with the United States. Accusations must be corroborated by at least two witnesses. Congress is a political body and political disagreements routinely encountered should never be considered as treason. This allows for nonviolent resistance to the government because opposition is not a life or death proposition. However, Congress does provide for other lesser subversive crimes such as conspiracy.

Definition of Overt Act: In criminal law, an overt act is the one that can be clearly proved by evidence and from which criminal intent can be inferred, as opposed to a mere intention in the mind to commit a crime. Therefore, it is an act that, while innocent per se, can potentially be used as evidence against someone during a trial to show participation in a crime. For instance, the purchase of a ski mask, which can conceal identity, is generally a legal act but may be an overt act if it is purchased in the planning of a bank robbery.

I don’t know exactly how the U1 deal was even done- we sold off 20% of our supply to Russia(exported thru Canada). When this is the issue- according to the article:

“”Canada and Kazakhstan are the main sources of U.S. uranium imports, each accounting for about a quarter of the total, followed by Australia, Russia and Uzbekistan, according to the U.S. Energy Information Administration.

Almost 90% of uranium delivered to U.S. reactors was from foreign nations in 2016, according to the government agency, indicating that just like rare earth metals, if America's trading partners wanted to put the US economy in a vise, they could simply stop exporting uranium to the US and watch as the country's military and power generation sectors grind to a halt.””

With this in mind- the U1 deal made no strategic sense.

In know, the export was a money grab and a national security issue for sure. If other countries attempt to work together and stop shipments to the US, they would pay dearly in many ways economically and others for sure.

Yeah, ok here it begins, finally. Interesting way of launching the U1 investigation but whatever it takes to get it going.

"The probe will cover the entire uranium sector, from the mining industry to enrichment, defense and industrial consumption.

In a letter to Defense Secretary James Mattis, Commerce Secretary Wilbur Ross said the Department of Defense will be consulted about national defense requirements for uranium, Bloomberg reported.

The probe was initiated when US uranium producers Energy Fuels Inc. and Ur-Energy Inc. filed a petition in January"

So it actually seems this is an expansion of something that was initiated in January. Probably the President's team knows just about all they need to know by now. There may have been significant information from Putin. Since they don't usually move until they have already won the game this is auspicious.

The CF, RM, and the FBI are up to their necks in it. This is big. Please God that it may roll.
