• Revisiting Biden-Poroshenko Corruption -

The Office of the Prosecutor General (OPG) has instructed the National Anti-Corruption Bureau (NACB)

and the State Bureau of Investigation (SBI) to investigate the criminal proceedings that were launched

in connection with the audiotapes of conversations that took place between former United States

vice president Joseph Biden and former Ukrainian president Petro Poroshenko on November 16, 2016,

which Member of Parliament Andrii Derkach (independent) made public on Tuesday.

Prosecutor General Iryna Venediktova announced this to the Ukrainian News Agency.

According to Venediktova, the National Anti-Corruption Bureau will investigate the proceedings under

the Criminal Code’s Article 364 (abuse of power or official position) and the Security Service of

Ukraine will investigate them under Article 111 (high treason).

She did not provide further details.

Venediktova later clarified that investigation of the criminal proceedings under Article 111 of the

Criminal Code would be handled by the State Bureau of Investigation.

As Ukrainian News Agency earlier reported, the Office of Prosecutor General has opened criminal

proceedings based on Derkach’s tapes of conversations between Biden and Poroshenko.

According to the tapes, Poroshenko asked Biden to pressure the Samopomich parliamentary faction to

support appointment of former finance minister Natalia Yaresko as Ukraine’s prime minister in 2016.

How a fake letter revived a claim the UK bugged Donald Trump

Feb 1, 2018

OnJune 22, 2017, an anonymous user under the poster ID “yFIaEkoh” posted a forged letter to 4chan, an online forum popular with far-right and conspiracy theorist groups. The letter claimed to show that Britain’s electronic intelligence agency, GCHQ, spied during the 2016 U.S. presidential elections on the campaign of then-candidate Donald Trump at the behest of President Barack Obama.

Despite repeated exposure as a fraud, including on 4chan itself, the letter continued to circulate and was used to bolster claims that Trump remains the victim of an international “deep state” conspiracy aimed at undermining his presidency.

@DFRLab tracked the forgery across the internet, as a case study in how fakes can continue to spread through willing or engaged audiences, even when their falsehood is manifest.

The letter — content

The letter, dated November 2016, purported to be a request from then-GCHQ director Robert Hannigan to UK Foreign Secretary Boris Johnson, to extend permission “to surveil” Trump’s New York headquarters, “at the request of the US President”.

The text of the letter provided some logistical details, which implicated then-National Security Advisor Susan Rice.

To judge by the image posted online, the letter had been printed out on GCHQ headed paper, signed by Hannigan, then folded twice and scanned:

However, several internal factors confirm that the letter was a forgery. Paragraph four referred to “former MI5 agent Michael Steele,” who had provided “actionable leads” on apparent “communications with Russian hostile actors.” This was a glaring error: in fact, it was a former MI6 agent, Christopher Steele, who produced a dossier on Trump’s Russian connections.

Even if the author of a “TOP SECRET” document had been so sloppy as to give the source’s name — which is unlikely — it is beyond plausibility that they would get both Steele’s first name and his affiliation wrong in a communication with their own government.

The term “to surveil” was also indicative. For one thing, the verb is typical of American English, rather than British; for another, “surveillance” is a term proper to human intelligence, not signals intelligence, which is GCHQ’s remit. This may appear a technicality, but GCHQ is a technical organization.

The White House has withdrawn its nominee to head the Bureau of Alcohol, Tobacco, Firearms and Explosives several months after Republicans voiced concern over the candidate's track record on gun rights.

Chuck Canterbury, previously the president of the Fraternal Order of Police, faced opposition from Republican members of the Senate Judiciary Committee in July due to the FOP's historical support of gun control policies. Canterbury dodged questions from Republican senators over those matters.

He was criticized at the time by Judiciary Committee members, including Louisiana Sen. John Kennedy, who told him the senators were "entitled to know both morally and legally what you believe" about gun control.

The White House announced on Tuesday that it was withdrawing Canterbury from the nomination process. The police official had actually been re-nominated by Trump in February after efforts stalled last year.

He had not run for re-election as president of the FOP due to his nomination; he has since been succeeded in that role.

A BILL

To authorize the Secretary of Health and Human Services to award grants to eligible entities to conduct diagnostic testing for COVID–19, and related activities such as contact tracing, through mobile health units and, as necessary, at individuals’ residences, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “COVID–19 Testing, Reaching, And Contacting Everyone (TRACE) Act”.

SEC. 2. COVID–19 testing and contact tracing using mobile health units.

(a) In general.—The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may award grants to eligible entities to conduct diagnostic testing for COVID–19, to trace and monitor the contacts of infected individuals, and to support the quarantine of such contacts, through—

(1) mobile health units; and

(2) as necessary, testing individuals and providing individuals with services related to testing and quarantine at their residences.

(b) Permissible uses of funds.—A grant recipient under this section may use the grant funds, in support of the activities described in subsection (a)—

(1) to hire, train, compensate, and pay the expenses of individuals; and

(2) to purchase personal protective equipment and other supplies.

(c) Priority.—In selecting grant recipients under this section, the Secretary shall give priority to—

(1) applicants proposing to conduct activities funded under this section in hot spots and medically underserved communities; and

(2) applicants that agree, in hiring individuals to carry out activities funded under this section, to hire residents of the area or community where the activities will primarily occur, with higher priority among applicants described in this paragraph given based on the percentage of individuals to be hired from such area or community.

(d) Distribution.—In selecting grant recipients under this section, the Secretary shall ensure that grants are distributed across urban and rural areas.

(e) Federal privacy requirements.—Nothing in this section shall be construed to supersede any Federal privacy or confidentiality requirement, including the regulations promulgated under section 264(c) of the Health Insurance Portability and Accountability Act of 1996 (Public Law 104–191; 110 Stat. 2033) and section 543 of the Public Health Service Act (42 U.S.C. 290dd–2).

(f) Definitions.—In this section:

(1) The term “eligible entity” means—

(A) a Federally qualified health center (as defined in section 1861(aa) of the Social Security Act (42 U.S.C. 1395x(aa)));

(B) a school-based health clinic;

(C) a disproportionate share hospital (as defined under the applicable State plan under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.) pursuant to section 1923(a)(1)(A) of such Act (42 U.S.C. 1396r–4));

(D) an academic medical center;

(E) a nonprofit organization (including any such faith-based organization);

(F) an institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001));

(G) a high school (as defined in section 8101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801)); or

(H) any other type of entity that is determined by the Secretary to be an eligible entity for purposes of this section.

(2) The term “emergency period” has the meaning given to that term in section 1135(g)(1)(B) of the Social Security Act (42 U.S.C. 1320b–5(g)(1)(B)).

(3) The term “hot spot” means a geographic area where the rate of infection with the virus that causes COVID–19 exceeds the national average.

(4) The term “medically underserved community” has the meaning given to that term in section 799B of the Public Health Service Act (42 U.S.C. 295p).

(5) The term “Secretary” means the Secretary of Health and Human Services.

(g) Authorization of appropriations.—To carry out this section, there are authorized to be appropriated—

(1) $100,000,000,000 for fiscal year 2020; and

(2) such sums as may be necessary for each of fiscal year 2021 and any subsequent fiscal year during which the emergency period continues.

1.8The Central Intelligence Agency. All duties and responsibilities of the CIA shall be related to the intelligence functions set out below. As authorized by this Order; the National Security Act of 1947, as amended; the CIA Act of 1949, as amended; appropriate directives or other applicable law, the CIA shall:

(a) Collect, produce and disseminate foreign intelligence and counterintelligence, including information not otherwise obtainable. The collection of foreign intelligence or counterintelligence within the United States shall be coordinated with the FBI as required by procedures agreed upon by the Director of Central Intelligence and the Attorney General;

(f) Conduct services of common concern for the Intelligence Community as directed by the NSC;

(g) Carry out or contract for research, development and procurement of technical systems and devices relating to authorized functions;

(h) Protect the security of its installations, activities, information, property, and employees by appropriate means, including such investigations of applicants, employees, contractors, and other persons with similar associations with the CIA as are necessary; and

(i) Conduct such administrative and technical support activities within and outside the United States as are necessary to perform the functions described in sections (a) through (h) above, including procurement and essential cover and proprietary arrangements.

UK: Home Office will release grooming gang report after public outcry

The United Kingdom’s Home Office has agreed to release a report it had prepared describing the characteristics of grooming gangs after initially refusing to do so. Its release comes as the result of a public campaign demanding that it be disclosed.

Grooming gangs are criminal organisations which exploit children for the aims of pornography, prostitution, and human trafficking. They have become a serious problem in the United Kingdom in recent years, with evidence having emerged that law enforcement looked the other way while these gangs were brutally victimising children due to the fact that the people running such groups are typically migrants — frequently Pakistanis. Last month, two migrant men were convicted of raping underage girls as part of a grooming gang in Huddersfield, England, as previously reported by Voice of Europe.

The previous Home Secretary, Sajid Javid, said in July 2018 that he was ordering the preparation of a report on grooming gangs following a number of high-profile cases involving them, most famously in Rotherham, as previously reported by Voice of Europe. When the report was completed, however, its findings were kept secret. The British newspaper The Independent then filed a Freedom of Information request to compel the Home Office to release the report, but in February the Home Office refused the request on the grounds that doing so would not be in the “public interest” and that the report was purely for internal use.

In response, a petition was circulated demanding that the government release its research into grooming gangs in full. As of now, the petition has been signed by nearly 126,000 British citizens. Survivors of the grooming gangs likewise are accusing the government of making “empty promises.”

Yesterday, however, the Home Office reversed itself and announced that it will “publish a paper into group-based child sexual exploitation in order to better understand the characteristics of group-based offending and help deliver justice for victims,” according to a report by The Independent. In their statement, the Home Office said that the report will include the characteristics of both offenders and victims involved in child sexual exploitation.

The announcement came on the date that had been set by a parliamentary committee to consider whether or not a House of Commons debate on the issue of why the report had not been released should be held.

The report is scheduled to be published later this year following a review by a panel of experts. Sarah Champion, an MP from the Labour Party for Rotherham, said she is pleased the report will finally be issued but is disappointed that the government has set no publication date, given that “every day we are waiting there’s the possibility of another victim.”

“What happened to these children remains one of the biggest stains on our country’s conscience,” Priti Patel, the current Home Secretary, said. “It is shameful. I am determined to deliver justice for victims and ensure something like this can never happen again.”
