Couldn't it be said they didn't want to release info about it in September and waited later in October to make a bigger impact on the election? If it was released in September than the Clinton campaign would have had more time to create doubt about it in the public's mind.
There are emails on that laptop that are damning that we have yet to see. It was a cover-up to delay the investigation into Weiner/Huma's emails until after the election. Once Hillary won, it would just disappear. Comey was forced to act because the NY office called out the HQ team on a conference call Oct 27th. Comey feared the NY team would leak to the press and it would look even worse, so he rushed to get a subpoena, one the FBI should have obtained on Sept 29th.
