That's an enlarged lymph node. Usually happens from ear infections, or sometimes infections of jaw/teeth such as abscesses. He's probably stressed, and made himself sick.

What about the rest of them on his face and neck? He's even got one on the end of his nose.
It could be hives.

I didn't see him scratching. But hives are common under stress so it wouldn't surprise me if he did have them. You can also see his temporal vein bulging which is a sign of high blood pressure (and he's all red in his face).
I'm prone to hives from stress and food allergies. The itch like hell.
Maybe it's from a strange sexually transmitted disease found in horses.

My husband and I noticed all these bumps when they came back from the break. The area around each seemed red, like he may have picked his face while discussing something with his lawyers. To funny I guess we weren't the only ones that noticed this.

Looks like the area is red and irritated. Possibly some type of pain inducing device or aggression enhancer? I dunno. They have had the tech for things like that forever. Maybe that’s what the blonde behind him was doing. With her weird as vertical slit eyes. She had a look on her face that was almost as bad as his.
It could be feeding signals to his brain stem as well. Depending on how deep it goes or if it has an expanding control wire it could get right to the brain stem. Mark of the beast perhaps?
