An outbreak of Covid-19 has been confirmed on the Royal Navy's flagship, HMS Queen Elizabeth.

The BBC has been told there have been around 100 cases on the aircraft carrier, which is part way through a world tour.

Several other warships in the fleet accompanying it are also affected.

Defence Secretary Ben Wallace said all crew on the deployment had received two doses of a Covid-19 vaccine and the outbreak was being managed.

HMS Queen Elizabeth is about a quarter of the way through a 28-week deployment leading the Carrier Strike Group (CSG).

It has now entered the Indian Ocean, and the Royal Navy says it is due to continue on its voyage to Japan later this year.

Around 3,700 personnel are part of the CSG.

A spokeswoman said mitigation measured on board included masks, social distancing and a track and trace system.

"As part of routine testing, a small number of crew from the Carrier Strike Group have tested positive for Covid-19," she said.

"The Carrier Strike Group will continue to deliver their operational tasks and there are no effects on the deployment."

It is not the first Covid scare on board a Royal Navy ship.

Last year, the crew of HMS Northumberland was forced to return to shore and isolate over Christmas after "a number of suspected Covid cases" on board.

The world tour is HMS Queen Elizabeth's first operational deployment, and will cover 26,000 miles.

The £3bn warship departed from Portsmouth Naval Base in May.

The Queen and the prime minister both went onboard before it headed off for the Indo-Pacific region.

The ship began sea trials in 2017, having replaced HMS Illustrious which was scrapped in 2014.

It has eight RAF and 10 US Marine Corps F35B stealth fighter jets onboard and will be accompanied to Asia by six Royal Navy ships, a submarine, 14 naval helicopters and a company of Royal Marines.

Canadian home prices up 16% in June for largest 12-month gain on record, says index

Canadian home prices increased in June to mark the largest 12-month gain on record as prices climbed in all 11 markets, says the Teranet National Bank composite price index.

The index was up 16 per cent from June 2020, beating the 14.2 per cent rise of June 2017 that preceded the introduction of macroprudential measures designed to restrain home prices. Prices were up 10 per cent or more in an unprecedented 90 per cent of 32 urban markets and up 30 per cent or more in 42 per cent of these markets.

Halifax led with prices climbing 30.8 per cent over the past year, followed by Hamilton (28 per cent), Ottawa-Gatineau (25.8 per cent), Montreal (19.4 per cent) and Victoria (18.5 per cent). Toronto trailed the countrywide average at 15.9 per cent. The index rose 2.7 per cent from May for the 20th consecutive monthly increase. It was the second-largest monthly gain on record since the index started in 1999, trailing only the 2.8 per cent monthly increase recorded in May. It was also the first monthly deceleration since January, a cooling that coincides with a slowing of growth in sales of existing homes sales, which fell in June for a third straight month. The moderation in the pace of sales could mean a slowing of price rises in the coming months but price decreases aren't expected in the near-term. Ottawa-Gatineau led with a four per cent increase in monthly prices, followed by Hamilton (3.8 per cent), Victoria (3.6 per cent), Halifax (3.5 per cent), Montreal (3.4 per cent), Vancouver (2.7 per cent), Toronto (2.7 per cent), Calgary (1.4 per cent), Winnipeg (1.3 per cent), Quebec City (1.3 per cent) and Edmonton (1.1 per cent).

Since Biden months ago backed off the more aggressive Trump sanctions which sought to halt work on the Russia to Germany $11 billion Nord Stream 2 natural gas pipeline by dropping sanctions on the German company overseeing its side of it, he's come under bipartisan fire from Russia hawks for giving the Kremlin a greenlight to "punish" Ukraine and gain immense leverage over Europe's energy policy and dependency.

The White House strategy has lately switched to seeking "assurances" from Berlin that it won't turn a blind eye on potential future Russian attempts to use its energy resources as a punitive tool, with Chancellor Angela Merkel making vague promises that she'll use European level measures to prevent such a scenario, but any level of details have been lacking. President Biden had said while standing beside her last week: "Chancellor Merkel and I are absolutely united in our conviction that Russia must not be allowed to use energy as a weapon to coerce or threaten its neighbors." He vowed that "We will be actively acting should Russia not respect this right of Ukraine that it has as a transit country." Both sides came away from that White House meeting saying they'd failed to settle their differences, with days later a major US-Germany "deal" being teased which would address Washington's concerns at a moment the pipeline is widely estimated at 98% complete, with the final construction now nearing the finish line in German territory. The project is itself a 'done deal' thus this new agreement seems all about the Biden administration saving political face with East European allies, especially Ukraine, as well as domestically.

Some details of the draft of the deal are emerging Tuesday, which centers on commitments to ensure increased investment in Ukraine's energy sector - and at the same time a "warning" voiced to Russia that Berlin stands ready to retaliate should it use gas a geopolitical weapon. Recall that Kiev has in effect been bypassed in terms of collecting badly needed transit fees through its territory. This "retaliation" could include sanctions, according to a draft seen by Bloomberg, which details "The U.S. and Germany are close to a deal on the Nord Stream 2 pipeline that would threaten sanctions and other retaliation if Russia tries to use energy as a weapon against Ukraine, according to a draft text of the deal obtained by Bloomberg News." "Under the agreement, Germany would take unspecified national action if Russia commits such actions, a decision that may mark a concession from Chancellor Angela Merkel, who had previously balked at balked at making independent moves against the Kremlin over the gas pipeline that will run from Russia to Germany," Bloomberg continues.

The draft deal reportedly further commits Berlin to seeking punitive action against Russia at the European level if red lines are crossed - something Germany has been deeply resistant to in the past - given Merkel's repeat statements that NS2 is all about "business" and thus mixing politics would be detrimental. But whatever final form the deal takes, it's likely to still leave NS2 critics unsatisfied. It's said to include language of Germany "limiting" Russian gas flows into Europe via the pipeline, which seems but a meek and dubious effort at assuaging Washington's concerns at the most minimal level possible.

Under the draft agreement, the U.S. and Germany would seek to promote investments of as much as $1 billion in a so-called Green Fund to help Ukraine’s transition to cleaner sources of energy. Germany would commit to an initial $175 million investment in the fund, the text says. Germany would also appoint a special envoy - with $70 million of funding - to support bilateral energy projects with Ukraine. Lastly, the agreement would commit Germany to use leverage to extend Ukraine’s gas transit agreement with Russia for as long as 10 years after it expires in 2024. Those negotiations would start no later than Sept. 1. Ultimately this appears all about making minimal too-little-too-late vague promises to America's disappointed ally Ukraine. Bloomberg notes that "The agreement is expected to be pinned down in the coming days before Ukraine’s President Volodymyr Zelenskiy makes a U.S. visit."

So we'll soon see precisely what kind of consolation prize Zelensky will go to the White House and receive. Despite the Ukrainian president's publicly voiced "confusion" and "disappointment" over Biden's NS2 stance, he'll have little choice but to take whatever German "concessions" are doled out. Whether Germany would ever actually pull the trigger on punishing Russia - it's new lucrative pipeline partner - is another question.

California court overturns law that criminalized employees not using “preferred pronouns” of patients

SACRAMENTO, CA – In a ruling from the Court of Appeal of the State of California, 3rd Appellate District, the court ruled that an anti-misgendering law that criminalized employees of senior care facilities not using the preferred pronouns or names of patients was found unconstitutional.

On July 16th, the California 3rd Appellate District ruled that a portion of California’s HSC § 1439.51 was a violation of the First Amendment, specifically section HSC § 1439.51 (a)(5), which outlawed “a long-term care facility or facility staff” from using a resident’s preferred name or pronouns:

“[I]t shall be unlawful for a long-term care facility or facility staff to… Willfully and repeatedly fail to use a resident’s preferred name or pronouns after being clearly informed of the preferred name or pronouns.”

The case, brought forth by a group called “Taking Offense” and originally filed by Llewellyn Law Office’ Attorney David Llewellyn, has been going through the courts since 2017 and has faced an uphill battle.

When the law came into existence in 2017, it was found to be highly controversial by free speech advocates, since offenders could face jail time and fines in the thousands for misgendering a nursing home resident.

But when the 3rd Appellate District heard the arguments, the court determined that the case brought by “Taking Offense” was compelling with regard to the section of HSC § 1439.51 that criminalized speech that could at best be construed as offensive.

Numerous cases regarding free speech and freedom of expression were referenced in the decision, such as Miami Herald Pub. Co., Div. of Knight Newspapers, Inc. v. Tornillo, which specifically addressed the fact that someone doesn’t have to say someone’s preferred pronoun or preferred name simply because the bearer of said name/pronoun requested it:

“The government is also limited in its ability to compel a speaker to accommodate another speaker’s message.”

Citing Brandenburg v. Ohio, the court also found that:

“Generally, the free speech clause protects a wide variety of speech a listener may find offensive, including insulting speech based on race, national origin, or religious beliefs.”

Other landmark cases such as Cohen v. California were noted in the court’s decision, writing:

“Our Supreme Court has observed, “[s]urely the State has no right to cleanse public debate to the point where it is grammatically palatable to the most squeamish among us.’”

One of the main issues this law faced when being previously challenged was that the California Attorney General argued that “the pronoun provision is content neutral” within the state law, and that it doesn’t specifically dictate speech as elderly care facility “employees remain free to avoid using the pronouns at issue entirely.”

While the courts agreed that the California law didn’t compel a particular set of speech, the court did find that the government was instead forcing employees to voice the preferred speech of another person despite a contradictory set of beliefs or speech they’d prefer using:

Japan starts checking COVID-19 vaccination status of overseas arrivals

Japan has begun surveying overseas arrivals about their COVID-19 vaccination status as it explores the feasibility of exempting those vaccinated abroad from the country’s strict entry restrictions, government sources said Tuesday. While Japan has decided to issue so-called vaccine passports to enable residents who have been fully inoculated against the novel coronavirus to travel internationally, it has yet to ease border measures for holders of such vaccine certificates issued abroad. But with more than 10 different vaccines used around the world, a number of issues remain to be resolved, including whether those not approved by the government will be recognized.

The Ministry of Health, Labor and Welfare has been asking overseas arrivals quarantining at facilities to fill in voluntary questionnaires since early July, the sources said. The questionnaires, based on self-reporting with no proof required, ask whether individuals have received any doses of COVID-19 vaccine, including those not currently approved in Japan, and if 14 days have elapsed since their last shot. Japan has so far approved vaccines developed by U.S. pharmaceutical companies Pfizer Inc. and Moderna Inc. as well as Britain’s AstraZeneca PLC. The government plans to use the responses to its survey in conjunction with other data, such as each vaccine’s efficacy, to determine whether border measures can be eased in the future.

According to the Immigration Services Agency, around 43,000 Japanese nationals and 17,000 foreign nationals entered the country in June. The need for arrivals to quarantine in accommodation facilities has become a huge burden for them and health authorities, with some officials of the opinion that it “cannot continue indefinitely.”

80-Year-Old Man Found Dead in New York With ‘I Touch Little Girls’ Scrawled on His Chest

An 80-year-old man was found dead in his Staten Island apartment with the words “I touch little girls” scrawled across his chest.

The man, whose name is being withheld by police until his family is notified, was found face up with two black eyes and cuts on his forehead.

The New York Post reports that the elderly man was found just after 9:30 a.m. Monday inside the first-floor hallway of 256 Corson Ave., according to police.

The words “I touch little girls” were written on him with black ink. Additionally, cops also found the words “I take dolls in my room for girls age 1-5” on his stomach and “I touch” on his right foot, according to the Post.

The man had a lengthy record of 24 arrests, but none that indicate pedophilia, the report says. However, only two of the arrests were unsealed, which were two assaults against a girlfriend in 1987, a third assault in 1992 and drug possession rap in 1996.

He was not a registered sex offender.

The medical examiner has not yet determined the cause of death.

US defense chief Austin to visit Singapore, Vietnam, Philippines

U.S. Defense Secretary Lloyd Austin will travel to Singapore, Vietnam and the Philippines from later this week, Pentagon press secretary John Kirby announced Monday, in the first visit to Southeast Asia by a top member of the Biden administration.

Leaving Friday, Austin will stop in Alaska before heading to the region. In Singapore, he will speak at an event hosted by the International Institute for Strategic Studies, Kirby said in a statement. Nikkei reported on the planned trip earlier Monday. "Secretary Austin's visit will demonstrate the importance the Biden-Harris administration places on Southeast Asia and on ASEAN as an essential part of the Indo-Pacific's architecture," Kirby said. "This trip will underscore the enduring U.S. commitment to the region, and our interest in upholding the rules-based international order in the region and promoting ASEAN centrality."

With territorial tensions smoldering in the South China Sea as Beijing looks to extend its reach, Washington hopes to cooperate with countries in the region for a more unified approach to China policy. "For an effective Asia strategy, for an effective Indo-Pacific approach, you must do more in Southeast Asia," said Kurt Campbell, the National Security Council's Indo-Pacific coordinator, at an Asia Society virtual event on July 6.

As defense secretary, Austin has traveled to Europe twice to work on repairing relationships with allies there. He has also visited Japan, South Korea and India but has yet to go to Southeast Asia. He had been slated to attend the IISS's Shangri-La Dialogue in Singapore last month, but the event was canceled over the coronavirus pandemic.

China, apparently looking to capitalize on Washington's absence, has been flexing its muscle in Southeast Asia to assert its expansive maritime claims. Chinese vessels have moored in waters that the Philippines claims as its exclusive economic zone. Malaysia's air force in May scrambled jets in response to an apparent Chinese incursion into its airspace. Vietnam continues to butt heads with Beijing over oil and gas rights in the South China Sea. For the U.S., improving relations with Manila will be key to its Southeast Asia policy pivot.

Last month, the Philippine government again avoided a final decision on whether to maintain or terminate the Visiting Forces Agreement that provides a legal framework for the presence of U.S. troops in the country. President Rodrigo Duterte moved to scrap the deal in February 2020 but has suspended an official end to the deal three times. The Biden administration hopes to persuade Manila to keep the deal. In what some observers see as a move to this end, the State Department in late June approved $2.6 billion in proposed arms deals with the Philippines, including the sale of F-16 fighter jets, in a nod to the Duterte administration's push for defense support from Washington.

American forces in the Philippines are tasked mainly with counterterrorism operations in that country and are not an effective deterrent against China as things stand. Establishing a stronger presence in the South China Sea is a focus of the global force posture review that the Biden administration aims to complete by this fall. The U.S. military looks to spread out its forces to make them less vulnerable to a Chinese precision missile strike and will likely seek to expand access to military facilities in the Philippines for this purpose. Opportunities are growing for cooperation between Vietnam and the U.S. as Hanoi grows warier of Beijing. Washington lifted its remaining restrictions on sales of lethal arms to the country in 2016 under then-President Barack Obama, and has provided patrol boats and signed a deal to supply drones since then. An American aircraft carrier in 2018 visited Vietnam for the first time since the end of the Vietnam War in 1975.

The U.S. Navy has a logistical command unit in Singapore, and deploys ships and reconnaissance aircraft there for South China Sea patrols.

In a perfect sequence of events, nanoparticles (NPs) are injected into the bloodstream where they circulate until they reach the target tissue.

The ligand on the NP surface recognizes its specific receptor expressed on the target tissue and the drug is released in a controlled manner.

However, once injected in a physiological environment, NPs interact with biological components and are surrounded by a protein corona (PC).

This can trigger an immune response and affect NP toxicity and targeting capabilities.

In this review, we provide a survey of recent findings on the NP–PC interactions and discuss how the PC can be used to modulate

both cytotoxicity and the immune response as well as to improve the efficacy of targeted delivery of nanocarriers.

Background

Nanomedicine, an offshoot of nanotechnology, refers to highly specific medical intervention at the molecular scale

for curing disease or repairing damaged tissues, such as bone, muscle, or nerve.

Tom Barrack charged with illegally lobbying then-President Trump on behalf of UAE

Thomas Barrack, a private equity investor who is a close friend of former President Donald Trump, was arrested Tuesday morning on federal charges related to illegally lobbying Trump for the United Arab Emirates, the Justice Department said.

Barrack was chairman of Trump’s 2017 inaugural fund..

Barrack, 74, is a longtime friend of Trump’s, and the founder of the large private equity firm Colony Capital.

Thomas Barrack, a private equity investor who is a close friend of former President Donald Trump, was arrested Tuesday morning in Los Angeles on federal charges related to illegally lobbying Trump for the United Arab Emirates, the Justice Department said.

Barrack, who was charged in a seven-count indictment in New York federal court, was chairman of Trump’s 2017 inaugural fund.

Barrack, 74, is a longtime friend of Trump’s, and the founder of the large private equity firm Colony Capital.

The indictment accuses the Santa Monica, California, resident Barrack and several other defendants of unlawful efforts to advance the interests of the UAE at the direction of senior officials of that nation, “by influencing the foreign policy positions of the campaign of a candidate in the 2016 U.S. presidential election and, subsequently, the foreign policy positions of the U.S. government in the incoming administration,” the Justice Department said.

Charged with Barrack for acting and conspiring to act as agents for the UAW from April 2016 throough April 2018 were Matthew Grimes, 27, of Aspen, Colorado, Rashid Sultan Rashid Al Malik Alshahhi and Rashid Al‑Malik, a UAE national.

Barrack is also charged with obstruction of justice and making multiple false statements during a June 2019 interview with federal law enforcement agents.

“The defendants repeatedly capitalized on Barrack’s friendships and access to a candidate who was eventually elected President, high-ranking campaign and government officials, and the American media to advance the policy goals of a foreign government without disclosing their true allegiances,” said acting Assistant Attorney General Mark Lesko of the Justice Department’s National Security Division.

“The conduct alleged in the indictment is nothing short of a betrayal of those officials in the United States, including the former President,” Lesko said in a statement.

Barrack stepped down at Colony Capital’s CEO in 2020. In April, he resigned as executive chairman of the firm.

A spokeswoman for Trump did not immediately respond to CNBC’s request for comment on the arrest.

Abstract

DNA nanotechnology research has long-held promise as a means of developing functional molecules capable of delivery to cells. Recent advances in DNA origami have begun to realize this potential but is still at the earliest stage and a number of hurdles remain. This review focuses on progress in addressing these hurdles and considers some of the challenges still outstanding. These include stability of such structures necessary to reach target cells after administration; methods of cell targeting and uptake; strategies to avoid or escape endosomes and techniques for achieving specific subcellular localization. Finally, the functionality that can be expected once DNA origami structures reach their final intracellular targets will be considered.

Lay abstract

The DNA origami technique allows ‘nanorobots’ to be made from DNA. These have the potential to work as ‘smart’ drugs but only if they can be successfully delivered to cells. Here, we review progress in achieving this goal.
