Five Ws

The Five Ws (sometimes referred to as Five Ws and How, 5W1H, or Six Ws)[1] are questions whose answers are considered basic in information gathering or problem solving. They are often mentioned in journalism (cf. news style), research and police investigations.[2] According to the principle of the Five Ws, a report can only be considered complete if it answers these questions starting with an interrogative word:[1]

 

The Five Ws and How were long attributed to Hermagoras of Temnos.[5] But in 2010, Michael C. Sloan[6] established Aristotle's Nicomachean Ethics as the source of the elements of circumstance or Septem Circumstantiae. Thomas Aquinas had much earlier acknowledged Aristotle as the originator of the elements of circumstances, providing a detailed commentary on Aristotle's system in his "Treatise on human acts" and specifically in part one of two Q7 "Of the Circumstances of Human Acts". Thomas Aquinas examines the concept of Aristotle's voluntary and involuntary action in his Summa Theologiae as well as a further set of questions about the elements of circumstance.[7] Primarily he asks "Whether a circumstance is an accident of a human act" (Article 1), "Whether Theologians should take note of the circumstances of human acts?" (Article 2), "Whether the circumstances are properly set forth (in Aristotle's) third book of Ethics" (Article 3) and "Whether the most important circumstances are 'Why' and 'In What the act consists'?" (Article 4).

 

For in acts we must take note of who did it, by what aids or instruments he did it (with), what he did, where he did it, why he did it, how and when he did it.[7]

 

For Aristotle, the elements are used in order to distinguish voluntary or involuntary action.

 

Because Aristotle employs this schema as a primordial crucible for defining the difference between voluntary and involuntary agents (a topic of incalculable importance in the works of Aristotle), the benefits of locating this schema within Aristotle, and ultimately providing clarification of the passage, may prove helpful to a number of disciplines (Sloan 2010, 236).

 

These elements of circumstances are used by Aristotle as a framework to describe and evaluate moral action in terms of What was/should be done, Who did it, How it was done, Where it happened, and most importantly for what reason (Why), and so on for all the other elements. He outlines them as follows in the Ethics as translated by Sloan.

 

Therefore it is not a pointless endeavor to divide these circumstances by kind and number; (1) the Who, (2) the What, (3) around what place (Where) or (4) in which time something happens (When), and sometimes (5) with what, such as an instrument (With), (6) for the sake of what (Why), such as saving a life, and (7) the (How), such as gently or violently…And it seems that the most important circumstances are those just listed, including the Why.[6]

 

For Aristotle (in Sloan), ignorance of any of these elements can imply involuntary action.

Senate panel approves Fed nominee Judy Shelton by 13 to 12 vote

 

The Senate banking committee on Tuesday approved controversial Federal Reserve nominee Judy Shelton as well as Christopher Waller for two vacancies on the central bank’s board of governors.

 

Their nominations now head to the full Senate for confirmation. President Donald Trump had announced his intention to nominate the pair in July 2019 but the move had been held up during the coronavirus pandemic and amid mounting controversy over Shelton.

 

Shelton gained the committee’s nod on a party-line 13-12 vote five months after a contentious confirmation hearing on her views.

 

“Every Democratic member of this committee thinks we should have another hearing and talk to her and frankly reject her,” said Sen. Sherrod Brown, D-Ohio. “Dr. Shelton is a threat to our economy, our democracy, our country.”

 

Waller was approved by an 18-7 margin.

 

If the two get final approval, that would mean Trump has filled six of the seven Fed governor seats.

 

While Waller faced little opposition during a confirmation hearing in February, Shelton had a much harder time.

 

She faced persistent and at-times hostile questions about her support for the gold standard, her beliefs on whether bank deposits should be insured and whether the Fed should be independent of political influences.

 

Leading up to Tuesday’s vote, Rep. Don Beyer, D-Va., vice chair of the Joint Economic Committee, released a statement opposing Shelton’s move to the central bank, said her “extreme ideas” should disqualify her from confirmation.

 

“The current economic crisis once again has underscored the critical role of the Federal Reserve and the need for strong, independent leadership at the central bank. Judy Shelton miserably flunks that test,” Beyer said.

 

During her confirmation hearing, Shelton walked back some of her more controversial positions, earning still more scorn from Democrats who said she was disowning those beliefs for the sake of being confirmed.

 

Sen. Mike Crapo, the Idaho Republican who chairs the banking panel, said Shelton during the hearing and in subsequent written testimony addressed the questions raised by the committee.

 

“I’m confident that her deep understanding of the Fed’s monetary policy toolkit, monetary history and commitment to maintaining Fed independence will serve the Fed well in its ongoing efforts to stabilize markets, and toward its mission of price stability and full employment,” Crapo said.

 

In addition to her role as an advisor for Trump, Shelton has worked at the Hoover Institution and was the U.S. director for the European Bank for Reconstruction and Development. Waller’s nomination was far less controversial.

 

More than 100 economists signed a letter to the Senate advocating for his confirmation. He is executive vice president and director of the St. Louis Fed. Waller also has taught economics at Notre Dame and the University of Kentucky.

 

Still, Brown voted against Waller, saying that the nominee favored less restriction on banks. Brown also objected to the “package deal” nature of the nominees.

Photo Appears to Show Black Lives Matter Supporters Holding Down and Kneeling on Neck of White Baby

 

UPDATE: The Clark County Sheriff’s Office in Ohio has launched an investigation over the photo.

 

UPDATE 2: The grandmother of the child from the father’s side, who was not involved, says that the child is safe and with her son.

 

A photograph of a black man kneeling on the neck of a white baby while a black woman holds the diapered child’s arms is stirring up a massive amount of rage on social media.

 

The shocking and disturbing photograph, which was captioned by the abusers as “Blm now mf” is beginning to make the rounds after being uncovered by Vincent James of Red Elephants.

 

Posts on Facebook from people claiming to be familiar with the man said that his name is Isaiah Jackson and that he has been arrested in Ohio.

 

The man in the photograph does appear to be Jackson, based on his Facebook profile, but we have not been able to verify other allegations against him in the screenshots included in James’ Facebook post. An Isaiah Jackson was arrested on July 20 in Ohio for a probation violation.

 

The grandmother of the child in the photo wrote on Facebook that it was taken while the two-year-old was with his mother. His mother is dating Jackson.

 

The very angry grandmother said that the baby is now with her son and safe. She is currently attempting to find out who was holding the child’s legs and who took the photo.

 

“My son is beyond pissed. He took his boy to the ER to get checked out and everything came back good,” the grandmother wrote. “He better be glad nothing bad happened to my grandson and he better hide from all the people who will be coming for him when he gets out of jail.”

 

WHIO TV 7 reports that “investigators in Clark County said they are investigating the post, however no arrests have been made and charges have not been filed.” Their report said that according to emergency scanner traffic, deputies, police, and medics were called to two different addresses Tuesday morning in Clark County as a part of the investigation.

 

 

“We are looking into this case, however it is still an active investigation. At this point we are actively looking into it and we are VERY early on into this investigation,” Maj. Chris Clark said in an emailed statement to the station.

'Circumstances have changed': DOJ ready for more Mueller report declassifications

 

More than a year after special counsel Robert Mueller’s report was released, the Justice Department has determined more of the redacted report can be declassified. Civil division attorneys, including trial attorney Courtney Enlow, filed a four-page submission to a Washington, D.C., federal court on Tuesday, providing sealed responses to the judge’s questions about the redactions in Mueller's 448-page report and noting willingness to reveal more after a judge's ruling. The response came after Judge Reggie Walton, a district court appointee of President George W. Bush who previously questioned Attorney General William Barr's "credibility" in the Freedom of Information Act case brought by the Electronic Privacy Information Center and BuzzFeed, provided the Justice Department a spreadsheet with questions about the redactions.

 

“The Department conducted another comprehensive review of the redactions. In the intervening more than a year since the Department first asserted its FOIA exemptions, a number of circumstances have changed, including the completion of trials and investigations, the provision of discovery in litigation, the evolution of malicious influence actors’ tactics and techniques, and the release of information in response to congressional and other requests. For example, as litigation has progressed in certain matters, techniques used during the investigations have become known," the Justice Department said. “Accordingly, in conducting this additional review, the Department determined that certain information in the Report now could be released without harming government interests or pending matters," the DOJ added. "Because of the time and resources needed to reprocessing records, which necessarily impairs the Department’s ability to process other records in a timely fashion, the Department plans to re-process the Mueller Report after the Court has issued its ruling on the redactions.” The Justice Department will meet with the judge for an ex parte hearing on Aug. 17.

 

Mueller’s report, released in April 2019, said the Russians interfered in 2016 in a “sweeping and systematic fashion” but "did not establish that members of the Trump campaign conspired or coordinated with the Russian government.” The special counsel also laid out 10 possible instances of Donald Trump obstructing justice but did not reach a conclusion. Barr and Deputy Attorney General Rod Rosenstein concluded Trump had not obstructed justice. DOJ lawyers also filed a 17-page, heavily redacted declaration from Vanessa Brinkmann, a senior counsel in the Office of Information Policy, with the court on Tuesday, providing possible hints about what new information could be revealed in the future while explaining the current redactions. “The information pertains to specific sources of information as well as to capabilities and techniques that are used by the United States to obtain critical foreign intelligence information. In particular, [Redacted],” the declaration noted. “[Redacted] OIP took care to release as much information related to the Internet Research Agency’s (IRA) use of social media as possible, without creating an unwarranted invasion of the personal privacy of unwitting third parties. For example, [Redacted].” Brinkmann also wrote: “The individuals who comprise these groups were unwittingly utilized by ⁠— and in that sense, were essentially victimized by – interference efforts emanating from Russia, because they apparently did not know that their contacts or activities involved Russian nationals. Modified my theory from a few days ago based off of all the dots given over the past years and the past few days.

He'll "step out" of the campaign right before the convention claiming that he isn't cognitively able to continue, "forcing" the DNC delegates to "scramble" and pick a new nominee. I don't think it'll matter much if he picks a running mate. The Democrat Convention will pick Hillary as the nominee, and assign Hussein as her running mate, which they believe will push her over the finish line knowing how half of the country thinks he's a sort of savior. MS. MCENANY: Yeah, I’m aware of the details of that situation. I haven’t heard the audio of the video, though I’ve seen it. And I’d refer you to DHS about the extenuating details. We always encourage the appropriate use of force, and we always also encourage those in the area to remain peaceful towards our law enforcement officers.

 

Q And my second question is: Where in the Constitution does the President derive the authority to send federal law enforcement officers to the streets of American cities against the will of the elected officials in those cities?

 

MS. MCENANY: Yes, well, what you’re referring to is Portland. And 40 U.S. Code 1315 gives DHS the ability to deputize officers in any department or agency, like ICE, Customs and Border Patrol, and Secret Service. Quote, “As officers and agents,” they can be deputized for the duty of — “in connection with the protection of property owned or occupied by the federal government and persons on that property.” And when a federal courthouse is being lit on fire,commercial fireworks being shot at it, being shot at the officers, I think that that falls pretty well within the limits of 40 U.S. Code 1315.

 

Q So that’s a matter of protecting federal property, like a federal courthouse, in the case of Portland. Does he see limitations to that power? How much — how far does that power extend into the streets of the city of Portland? How — you know, what — are their limitations on that —

 

MS. MCENANY: So, under the —

MS. MCENANY: Under the law, we believe that agents can conduct investigations of crimes committed against federal property or federal officers.
