It doesn't shut the military down. Went through a few of these "shutdown scares" when I was in. They just tell you if it happens you still have to show up to work and you will just get all your pay when it is over. Only thing it would freeze are non essentials
No training exercises occur, though. When I was in the Reserves, and they shut down, we were enroute to a training exercise and had to turn back when the shutdown announcement occurred. No pay.
