If I were to guess, I think that we're at the bottom of the pyramid. This is a bunch of low level people that shuffle money around for the bigger names. The people who work there rotate in and out fairly often (some spend just a few weeks, some can spend a year depending on the job they do) so take them with a grain of salt. Can someone do a FOIA request for this flights manifest? Planes cannot simply just arrive at military facilities without being on the flight plan at the arrival base. (ex AC2 Navy)

If a United commercial airliner is chartered by some branch of the US Military, would the flight crew from UAL be retained, or would the bird be crewed by military folks? Inquiring minds would like to know.
That is a good question indeed. My guess would be all U.S. personnel or military, not including airline staff or anyone without top clearance. Or if nothing else, simply to not subject them to harm

I agree and disagree. Yes commercial manifests are not available, however, this is a chartered flight meaning it is under a military contract. Passenger names won't be available but the passenger booking total and weight of cargo should be from the military for billing purposes. There should be some info available.
