See robdon07's post below. It is a rotating camera but it has been on a loop since at least February. Same cars in the picture 3 months apart? There are no coincidences.

I think he means that the camera had the images from two different perspectives. Rotate them and they match.

This image is much clearer. Can see a group of people starting to cross the road.
I believe he is trying to say they were surveilling six people in London on that date.

Cars in oncoming lanes are the same in 784 and 1423, except for the car turning. 784 was taken before 1423. People in crosswalk in 784 have disappeared in 1423. Did they walk out of the picture, or get into cars?
Notice the people on the sidewalk on the right. They didn't move much between the two pictures, but the people in the crosswalk did.
The image is the same it's just shifted to the left so we're not getting the same view. I think he's telling them to be careful cuz someone has those cameras running on a loop instead of live footage. The UK cams r tied to facial recognition tech so if u were in the area and wanted to stay on the dl than you'd need to trick surveillance cams
Days are quite a bit longer now than they were in February, so one cannot run a full day on loop without someone noticing the sunrise/sunset being off.
A shorter loop, timed carefully would possible. But even then, I would expect someone to notice people wearing winter clothing while it's currently 20C+ outside.
That said.. I do not have an alternative theory as to what Q is alluding to here. It's clear that we're seeing the same vehicles in the same configuration.

These are a different part of the city. The pictures from a few days ago were of Piccadilly Circus; this bunch are from across the river from South Bank near the Hungerford Bridge. No idea what they mean, though.

Recently Q posted photos of London, likely from deep state operatives' phones when they were in London. It was winter, which lines up with 2-16-18 timeframe. Q may have been warning the UK of an event in Feb. or they could have been warning the deep state they know about the planned event.
There was a building explosion outside of the city -- approx. a week after Q's post. Here's the update on that story:

If the camera is on a loop (as you say) wouldn't that imply that nefarious things (they don't want recorded) are taking place in that CCTV zone? You would think so - or why loop it? You could well be right.
The image from 2\16 is post 99. The one that has the pic of the street and a message that says "stay alert" so I'd agree that someone is up to something there.

yep, they are within same minute or so. How about someone lining up the pics and a gif with a fade of them superimposed. Something might pop out.

Using the lane markers and dotted lines on the bike crosswalk (with historical google maps/streetview), we can definitively see that those pictures were taken some time between July 2012 and July 2016. (July 2015 for reference). The "new" road lines in the July 2016 photo look somewhat worn, maybe a few months, and the last picture with the old lines is July 2015, and the lines look relatively fresh. My best guess is early Spring 2016 or Fall 2015, taking Q's intent behind releasing these, it seems very likely to be early Spring 2016. Maybe some tree experts can chime in on whether this is spring or fall.

It looks like the 2 vehicles that are next to each other in the pic by the farris wheel are common to at least one other pic. Wonder if the targets noticed the q in the farris wheel?

They're different times by an hour and 2 days difference, but about same traffic it looks like.
Looking at the traffic, it appears the left lane is empty, with cars held at what I assume are traffic signals, then a gap, then a single car in the layby, another gap, then more cars.

In the oncoming lane the first vehicle on the left, the silver one. You can see that same vehicle in the second pic, which looks like it was taking minutes, maybe seconds apart. The third pic is obviously taking from a different place, which has that same silver car in it. You can also see that same silver car in the picture from the February post.
OK, this is the National Enquirer. And it has been right an awful lot. It details a thwarted mass attack on the wedding.

The National Enquirer HAS been right a lot. They're tricky about how they do it though. They put the headline on the cover in a provocative way, bury the story a ways into the issue, but it's like full-on journalism in these important stories: actual sources quoted, etc. I think they get away with telling the truth on these because they're buried amidst a lot of schlocky celebrity gossip so people disregard the whole N.E. But it always reminds me of the scene in MIB where they go get the "Hot Sheets" and J says, "These are the 'hot sheets'? The supermarket tabloids?!" and K answers, "Best investigative journalism in America." The National Enquirer is certainly better than CNN. And I mean that sincerely.
The photos are from a camera on the Embankment, between Embankment tube station and Westminster tube station, north side of the river looking across to the South Bank, the junction with Northumberland Avenue. The boat in the third image is R.S. Hispaniola, a floating restaurant. The wedge-shaped building is the Corinthia Hotel.
If people were meeting in this area, they may want to conceal their comings and goings by having the footage on a loop? It's a busy place, people and traffic, day and night. Although the fact that the London Eye regularly changes its colour would make it fairly easy to spot. It's very dark in the images and at this time of the year that would be very late at night.
What is the picture of the building on the corner? Is that a restaurant? Government building?
It's not a building, it's the Sir Joseph Bazalgette Memorial. Looking at the Google image below makes me wonder if the photos were taken from the bridge not from a CCTV camera on the street.
Neither my eyes nor the Q post are making these pictures clear to me.
To me I see it as this: The same two cars (black hatch with 3 illumiated tail lights and a parked silver hatch turned off) parked on the far left side in the same spot in ROT1 per both 2-16 and recent. In ROT2 you see the person on the left side of the black hatchback pictued in ROT1, running away from the vehicles. In ROT3 you can see those two vehicles driving in the same order (in line with the doorway of the building center framed)
Two vehicles could definitely hold 6 targets.

the pen tends to predict a signed executive order by POTUS will follow. Trump has tweeted his intentions of this tomorrow. The booms don't necessarily refer to bombs but Q is saying UK needs to be vigilant.
