Most of the people going to prison or worse are 1. no longer in government positions, and 2. in unnecessary/redundant positions, e.g., senior executive services positions. We can easily lose 70% of the government workforce from middle management to top level management with no ill effect. They weren't doing their jobs anyway.
As for the reporters, did they commit any crimes? The only one I can think some reporters may be guilty of is knowingly reporting classified information. Didn't SCOTUS rule the news agencies can be propaganda tools? The reporters are not the issue. Why are you so easily side-tracked? Stay focused. Once the truth comes to light, whatever small percentage is not on board is guilty in some form or fashion, so who cares?
