More than 1,000 arrests and USD 27 million intercepted in massive financial crime crackdown

 

INTERPOL-coordinated operation saw 22 jurisdictions around the world cooperate to swiftly intercept the illicit proceeds of online fraud

 

LYON, France: An operation coordinated by INTERPOL codenamed HAECHI-II saw police arrest more than 1,000 individuals and intercept a total of nearly USD 27 million of illicit funds, underlining the global threat of cyber-enabled financial crime.

 

Taking place over four months from June to September 2021, Operation HAECHI-II brought together specialized police units from 20 countries, as well as from Hong Kong and Macao, to target specific types of online fraud, such as romance scams, investment fraud and money laundering associated with illegal online gambling.

 

In total, the operation resulted in the arrest of 1,003 individuals and allowed investigators to close 1,660 cases. In addition 2,350 bank accounts linked to the illicit proceeds of online financial crime were blocked. More than 50 INTERPOL notices were published based on information relating to Operation HAECHI-II and 10 new criminal modus operandi were identified.

 

HAECHI-II is the second operation in a three-year project to tackle cyber-enabled financial crime supported by the Republic of Korea and the first that is truly global in scope, with the participation of INTERPOL member countries on every continent.

 

The operation also saw INTERPOL officials pilot test a new global stop-payment mechanism – the Anti-Money Laundering Rapid Response Protocol (ARRP) – which proved critical to successfully intercepting illicit funds in several HAECHI-II cases.

 

“The results of Operation HAECHI-II show that the surge in online financial crime generated by the COVID-19 pandemic shows no signs of waning,” said INTERPOL Secretary General Jürgen Stock.

 

“It also underlines the essential and unique role played by INTERPOL in assisting member countries combat a crime which is borderless by nature.

 

“Only through this level of global cooperation and coordination can national law enforcement effectively tackle what is a parallel cybercrime pandemic,” added Secretary General Stock.

 

As INTERPOL looks to officially launch the ARRP next year, the organization’s financial crime unit is continuing to work with member countries to integrate the system into existing communications channels.

Race against time

 

Far from the common notion of online fraud as a relatively low-level and low stakes type of criminality, the results of Operation HAECHI-II show that transnational organized crime groups have been using the Internet to extract millions from their victims before funneling the illicit cash to bank accounts across the globe.

 

In a single case in Colombia, a prominent textiles company found itself defrauded of more than USD 8 million through a sophisticated business email compromise scam. The perpetrators impersonated the legal representative of the company, giving the order to transfer more than USD 16 million to two Chinese bank accounts. Half of the money was transferred before the company uncovered the fraud and alerted the Colombian judicial authorities, which in turn quickly contacted INTERPOL’s financial crime unit through their National Central Bureau (NCB) in Bogota.

 

Leveraging the new ARRP network, international police cooperation channels were activated between INTERPOL bureaus in Beijing, Bogota and Hong Kong to freeze the transferred funds. Thanks to this new network, which streamlines police communication in international stop payment cases, over 94 per cent of the money was intercepted in record time, saving the Colombian company from bankruptcy.

 

"Intercepting the illicit proceeds of online financial crimes before they disappear into the pockets of money mules is a race against time and we have worked closely with the Attorney General’s Office to move as decisively as possible," said General Jorge Luis Vargas Valencia, Director General of the Colombian National Police.

In this undercover investigation, our reporter, Sikiru Obarayese, exposed how security operatives abet child prostitution, trafficking and make millions of Naira from the illegal activities in Osun communities.

 

Sometime in early 2021, a 17-year-old girl, Victoria, who came from Southern Nigeria, followed a boyfriend to an Osun community in search of greener pasture. After she was maltreated and sent out on the street by her boyfriend, the teenager met a young woman in an Osun community offering her “woman’s job” with no further explanation about the offer.

 

Victoria was later invited to Ilesa by a young lady identified as Precious where she would start the “woman’s job” — Vitoria had told Precious, who claimed she is 22-year-old, about her inability to gather fare from Osogbo to Ilesa, in which the lady promised to settle the fare after meeting her at a park.

 

In another conversation with Precious among several discussions they had; Victoria, who is an undercover agent, asked again to reaffirm if being a 17-year-old old girl – an underage – would not be a problem. The young lady acknowledged her age and gave her the green light to meet her at a roundabout, near a motor park in Ilesa.

 

Victoria eventually met with Precious who is a sex worker at Frayo, Itishin area in Ilesa. The brothel is one of the few with high numbers of underage girls trafficked from eastern and northern parts of the country.

 

Lucrative business?

 

Child trafficking, according to the United Nations Organization, refers to the recruitment, harbouring, transportation, provision, obtaining, patronizing, or soliciting of a minor for the purpose of exploitation, forced labour, slavery and commercial sex act.

 

Sex trafficking on the other hand is human trafficking for the purpose of sexual exploitation, including sexual slavery, which is considered a form of modern slavery.

 

Though there is no law against prostitution in Nigeria about age or consent, but according to the UN, it is illegal when someone is harbouring, transporting for the purpose of exploitation, or forced labour for commercial purposes.

 

Meanwhile, security operatives in Osun community have been exploiting and benefitting from the sexual escapades of the little girls. Sources told our reporter that police makes millions of Naira weekly from aiding the act.

'Plausible Deniability': Joe Biden Was Aware of Hunter's Chinese Deals, But Knew No Details – Report

 

Details on an alleged deal that involved the Beijing-linked head of a Chinese energy giant came from one of its purported members, investor Tony Bobulinski, and a laptop that allegedly belonged to Hunter Biden, the son of the US president.

Joe Biden was aware that his brother Jim and his son Hunter were using his name to move forward acquisition deals in the interests of the Chinese company CEFC even though he was still US vice president, an upcoming book by New York Post columnist Miranda Devine claims.

Relying on documents extracted from the laptop, which purportedly belonged to Hunter Biden, and US investor Tony Bobulinski's account of events, Devine describes one episode that allegedly shows that Joe Biden was aware of his son's business dealings abroad, despite repeatedly claiming otherwise.

'High Level' Meeting

According to Devine's book "Laptop From Hell", Tony Bobulinski was tapped by Hunter Biden and his confidant and friend of the family, Rob Walker, to work out the structure of a future joint venture with the Chinese energy giant CEFC. The latter's chair, Ye Jianming, was seeking to make acquisitions around the world to promote China's Road and Belt initiative, and needed a prominent name to negotiate them, the book claims. Ye Jianming reportedly chose the Biden family for this purpose.

In May 2017, Hunter and Jim Biden invited Bobulinski to Los Angeles to meet with Joe Biden and discuss the joint venture with the CEFC, the book claims. The four met in the lobby bar at the Beverly Hilton, where Joe Biden arrived after giving a speech at the Milken Institute Global Conference, Devine claims. Hunter Biden reportedly told Bobulinski that the meeting was needed to acquaint him with Joe, while Jim stressed that the sit-down was strictly "high level", meaning no details would be discussed.

"We will not go into any detail about the business. I just want my dad to be comfortable with you", Hunter told the investor.

After Joe Biden showed up, he and Bobulinski shook hands and the investor had the chance to present his resume, the book says. Biden then reportedly thanked Bobulinski for "helping [his] son" and the 45-minute meeting was over. Bobulinski claims that it was obvious from the meeting that despite Hunter and Jim organising the deal with the CEFC, Joe Biden was "the final decision-maker".

 

"Great to meet u and spend some time together, please thank Joe for his time was great to talk thx", the investor texted Jim Biden via WhatsApp after the meeting with Joe, records obtained by the NYP columnist claim.

How to Get Away With Abuse of Power

The day after the meeting with Joe Biden, Bobulinski met again with Hunter and Jim, who filled him in on the details of their efforts over the past two years: they used the influential name of the then-US vice president to advance the CEFC deals and the Belt and Road agenda across the world, the book claims. The fact that all this was done while Joe Biden still held office at the White House could not but surprise Bobulinski:

"How are you guys getting away with this? Aren’t you concerned that you’re going to put your brother’s [2020] presidential campaign at risk? You know, the Chinese, the stuff that you guys have been doing already in 2015 and 2016, around the world?"

I think he's a great patriot, but he ain't "in on it".

Protesters who gather outside Canadian hospitals will face a maximum ten years in prison under Criminal Code amendments proposed by cabinet, says Blacklock's Reporter.

 

Bill C-3 An Act To Amend The Criminal Code And Canada Labour Code would forbid anyone from attempting to impede a doctor or nurse “in the performance of their duties” or “intentionally obstruct or interfere with another person’s lawful access” to a hospital or clinic.

 

“We have all seen the protests during the pandemic,” Attorney General David Lametti told reporters. “Even this week COVID deniers were trying to stop children from receiving vaccinations. Imagine trying to stop a child from receiving a potentially life-saving vaccine.”

 

“It would create a new intimidation offence,” continued Lametti. “That offence would make it illegal for anyone to deliberately make a health care worker or someone assisting them so afraid they cannot do their job. This would also extend to someone who simply wishes to access health care services.”

 

The Attorney General acknowledged federal law already prohibits uttering threats, unlawful assembly and damage to property. “These amendments would give police and prosecutors additional tools,” he said.

 

In September a series of protests occurred outside hospitals across Canada in opposition to mandatory vaccine requirements being introduced for hospital staff.

 

Many of the protests, largely including hospital employees themselves, were mischaracterized and falsely reported as threatening or obstructive to hospital staff and operations.

Of course, Justin Trudeau decided to exploit this nothing-burger with non-fries by stating that if re-elected, his government would make it a crime to block access to healthcare facilities. As well, it would be a crime to intimidate healthcare workers or medical patients.

 

Prime Minister Justin Trudeau on September 14 suggested the Criminal Code amendments while campaigning in British Columbia. “It is not okay that across the country hospitals are having to put up barricades today to manage the mobs coming their way,” Trudeau told reporters at the time.

'Freaked out': Melbourne café owner hit with death threat and vandalism

 

The owner of a small business in Melbourne's north has been given a death threat and his café has been vandalised in what is believed to be a politically-motivated attack.

The social media company bought Fabula AI, a London-based startup that uses artificial intelligence to automatically detect fake news, Twitter's chief technology officer, Parag Agrawal, announced in a June 3 blog post. The financial terms of the deal between Twitter and Fabula have not been disclosed.

"This strategic investment … will be a key driver as we work to help people feel safe on Twitter and help them see relevant information," Agrawal wrote.

The acquisition comes at a time when fake news and disinformation are frequently being deployed as weapons in political warfare. The U.S. government concluded that Russians led a systematic campaign to interfere with the 2016 presidential election using fake social media posts, advertising and videos that seized on divisive issues like race relations, immigration and gun rights. More recently, an edited video made House Speaker Nancy Pelosi appear impaired or drunk, a doctored image suggested Sen. Elizabeth Warren had a racist doll decorating her kitchen cabinet, and false stories have circulated claiming Sen. Kamala Harris had an affair with a married man and accusing South Bend, Indiana, Mayor Pete Buttigieg of sexual assault.

“The impact of made-up news goes beyond exposure to it and confusion about what is factual,” Amy Mitchell, director of journalism research at Pew Research Center, told the Guardian. It could be an article with one inaccurate sentence or an article with no truths at all.

Two years ago, Facebook founder Mark Zuckerberg wrote an open letter that said ending the spread of "fake news" would take "many years" because it would require the development of artificial intelligence "that can read and understand news."Fabula, however, has taken a different approach, one that Agrawal calls "novel." The company's algorithms analyze how fake news spreads rather than the content itself.

"There is … a mounting amount of evidence that shows that fake news and real news spread differently,” Fabula co-founder and computing professor at Imperial College London, Michael Bronstein, told TechCrunch. He pointed to a 2018 study by researchers at Massachusetts Institute of Technology that found false news spreads "farther, faster, deeper and more broadly" than true news. Another Fabula co-founder, Damon Mannion, defines fake news as "stories published on social media containing intentionally false information." To check for accuracy, Fabula relied on data from third-party fact-checkers like Snopes and PolitiFact.

Using machine learning — or computer programs that don't rely on explicit instructions but rather make inferences by analyzing patterns in data — Fabula can detect 93 percent of fake news within hours of dissemination, Bronstein told TechCrunch. And in contrast to traditional machine learning techniques, Fabula's patented technology works on datasets that are extremely large and complex — think millions of tweets, likes and retweets every single day.

"Our initial focus when Fabula joins the Twitter team will be to improve the health of the conversation, with expanding applications to stop spam and abuse and other strategic priorities in the future," Agrawal wrote.

Trump challenges ‘fake news media’ to public debate

 

Donald Trump continues to insist the 2020 presidential election was fraudulent, now going so far as to challenge the “heads of the various papers” and “far left politicians” to debate him in a “ratings bonanza” television event.

 

“I am willing to challenge the heads of the various papers or even far-left politicians, who have perpetuated the Real Big Lie, which is voter irregularities and fraud on a massive and determinative scale,” the former president wrote in a Sunday evening statement sent through his Save America PAC. He insisted once again the previous election results were “fake.”

 

Anyone willing to debate should “let me know,” Trump added, though he admitted the low likelihood his critics would ever agree to such an event, claiming they “cannot argue the facts.

 

Trump did not give names of anyone in media or politics who he would like to debate, though he did blast the Congressional subcommittee investigating the January 6 Capitol riot. Members of this “highly partisan” committee, the Republican said, “refuse to delve into what caused the January 6th protest,” which he claims were the election results.

 

If any politicians or media heads agreed, however, the former president claimed it would be a “ratings bonanza for television.”

 

Trump has continued to push his belief that the 2020 presidential election was fraudulent and rigged in now-President Joe Biden’s favor, though there has been no official proof of the alleged widespread fraud.
