China’s Coast Guard Enters Disputed Waters in East China Sea

BEIJING, March 15 (Reuters) – China’s coast guard entered the waters around disputed East China Sea islets on Wednesday to counter what it called the incursion of Japanese vessels into Chinese territorial waters.


Disputed East China Sea islets claimed by China and Japan have long been a sticking point in bilateral ties. China calls the islands Diaoyu while Japan calls them Senkaku.


China Marine Police spokesperson Gan Yu said in a statement that coast guard vessels entered the waters of the Diaoyu for a “normal rights protection patrol” calling it a “routine move.”


“(This also?is a strong countermeasure to the Japanese side’s intrusion of one yacht and several patrol vessels into our territorial waters,” Gan said, though he did not specify any incident.


China’s coast guard said in late January that the Shinsei Maru and four other Japanese ships illegally entered the territorial waters of the Diaoyu islands before being driven away by Chinese coast guard vessels.


Wednesday’s patrol comes a day before Japanese Prime Minister Fumio Kishida is set to hold a summit with South Korean President Yoon Suk Yeol in Tokyo, the first such meeting in Japan in more than a decade, at a time when the United States hopes the two neighbors can form a more united front against Beijing.

Financial shares fall as Credit Suisse becomes latest crisis for the sector

Shares of the Swiss bank slid after its biggest backer said it won't provide further financial support.

The move appeared to be hitting large and regional U.S. banks as well.

While Credit Suisse's struggles appear unrelated to the mid-tier U.S. banks, the combination of the two issues could spark a broader reexamination of the banking system among investors, according to Peter Boockvar of Bleakley Financial Group.


Bank stocks were under pressure on Wednesday as the sharp drop of Credit Suisse rattled a segment of the market that was already reeling from two large bank failures in the past week.


Shares of the Swiss lender fell more than 20% after the chairman of its biggest backer — the Saudi National Bank — said it won't provide further financial support, even though it sees Credit Suisse as a strong bank and is happy with its turnaround plan.


After European markets closed, the Swiss National Bank said in a statement that it would provide additional liquidity to Credit Suisse if necessary. U.S.-listed shared pared some of their losses following the news and closed down about 14%.


Credit Suisse announced Tuesday it had found "material weakness" in its financial reporting process from prior years. Other European banks also slid, including a 6.8% drop for the U.S.-traded shares of Deutsche Bank.


The move appeared to be hitting large U.S. banks as well. Shares of Wells Fargo fell more than 3%, as did Goldman Sachs. JPMorgan shed 4.7%, while Citigroup slid 5.4%.


Some regional bank stocks saw even bigger declines. Shares of First Republic dropped more than 21% after its debt rating was downgraded by S&P Global Ratings and Fitch. PacWest Bancorp slid nearly 13%. Western Alliance saw steep losses in morning trading before reversing higher, continuing a volatile trend of trading in the stock.


Credit Suisse's struggles come on the heels of the collapse of Silicon Valley Bank and Signature Bank in the U.S. Those failures caused steep sell-offs in regional bank stocks on Monday. The SPDR S&P Regional Bank ETF (KRE) fell 1.6% on Wednesday.


While Credit Suisse's woes appear unrelated to mid-tier U.S. banks, the combination of the two issues could spark a broader reexamination of the banking system among investors, according to Peter Boockvar of Bleakley Financial Group.


"What this is telling us is there's the potential for just a large credit extension contraction that banks are going to embark on [to] focus more on firming up balance sheets and rather than focus on lending," Boockvar said Wednesday on CNBC's "Squawk Box."


"It's a balance sheet rethink that the markets have. Also you have to wonder with a lot of these banks if they're going to have to start going out and raising equity," he added.

In that vein, Wells Fargo on Tuesday filed to raise $9.5 billion of capital through the sale of debt, warrants and other securities. The bank said the new cash will be used for general corporate purposes.


The fallout from the collapse of SVB could also lead to more regulation and rising costs for the U.S. banking sector, including the potential for higher fees to regulators to pay for deposit insurance.

William E. ("Bill") Biggerstaff, whose career included senior positions with Ford and Wells Fargo Bank, culminating in 1983 as a co-founder of Silicon Valley Bank,passed away Nov. 15 in Portola Valley, Calif. He was 91 years old.

Knight Biggerstaff, a Cornell University professor emeritus of history who assisted U.S. Gen. George C. Marshall's effort in 1946 to construct a peace plan to avert a Chinese civil war, died of bronchial pneumonia May 13 in Ithaca. He was 95.


Because he was a China expert at the height of the Cold War, an acquaintance of Sinologist Owen Lattimore and because of his affiliation with the Institute of Pacific Relations, Biggerstaff was falsely branded as a Communist sympathizer in the 1950s. For about two years, Biggerstaff waged a battle – ultimately successful – against the federal government to preserve his reputation.


As a noted scholar of contemporary China,he served as a China specialist in the U.S. Department of Stateduring World War II. In 1945, Biggerstaff became the Chinese language secretary at the American Embassy in Chongqing, working under United States envoy Gen. Patrick Hurley. Because of Biggerstaff's ßuency in Mandarin Chinese, he became an interpreter during peace negotiations.


In the hot Chongqing summer of 1945, as the Allies sat on the verge of victory over Japan, a truce between Chiang Kai-shek's Nationalist Kuomintang government and Mao Tse-tung's Communists began to unravel. Ambassador Hurley invited Mao and communist leader Chou En-lai, Chiang, Biggerstaff and four others to the ambassador's residence for lunch to resume negotiations, according to Biggerstaff's unpublished memoir.

Little progress was made between Chou, who was dressed in peasant drab, and Chiang, a more cosmopolitan dresser. However days later, Biggerstaff recalled, Chou had been fitted with a "very snappy Shanghai suit." Hurley, meanwhile, stumbled over negotiations between the Nationalists and the Communists and often disagreed on policy with U.S. Foreign Service officers. The U.S. negotiators sought out Biggerstaff to set the ambassador on a preferred course of bargaining. Biggerstaff later recalled, "Whenever they had problems with Hurley, they would say, 'Knight, it doesn't matter if you get fired, you want to go back to Cornell anyway. Now go in there and argue with him."


Eight years earlier, the Japanese had invaded China during what is now known as the Nanking Massacre, or the Rape of Nanking. From that time to the end of World War II, the countries were sworn enemies. On the night of the Allies' victory over Japan in August 1945, Biggerstaff was at a party where Mao and Chiang – "each teetotalers and each hating the other one's guts," he later recalled – posed for a snapshot together toasting Japan's defeat.


In November 1945, Hurley resigned his post and President Harry S. Truman replaced him with Marshall. By the time Marshall arrived, the Nationalists and the Communists had seemingly begun to warm to the idea of a coalition government. Biggerstaff prepared the original coalition peace plan for Marshall. It was that blueprint that led to a subsequent plan that the Nationalists and the Communists agreed to in early 1946.


The plans did not matter. Neither side abided by them and subsequently civil war broke out that would last until the Communists came to power in mainland China in 1949.


After the agreement's collapse, Biggerstaff resigned from the State Department – against Marshall's wishes for him to stay on – and returned to teaching Chinese history at Cornell.


As an academic,Biggerstaff had cursory acquaintance with the noted Harvard Chinese scholar Owen Lattimore,who would later be hounded as a Communist sympathizer by Sen. Joseph McCarthy. Lattimore's son was a Cornell student, and Biggerstaff would invite the father to his home for tea when he visited Ithaca.


When Biggerstaff applied for civilian consultant credentials with the U.S. Army, his acquaintance with Lattimore, as well as his past association with the Institute of Pacific Relations, raised questions about his own loyalties. "My first reaction, knowing that the charges concerning me … were completely untrue, was to ignore the whole thing …," Biggerstaff wrote in a letter in 1954. "But on second thought … I realized that by my taking no action would be accepted as a confession of some kind of guilt by the [Eastern Industrial Personnel Security] Board and that I probably would never be able to serve my country again." The board was a McCarthy-era organization established to ferret out alleged Communists. In his bid to quash the charges, Biggerstaff was represented by Leon Lipson, a young Wall Street attorney, who had successfully defended other victims of McCarthyism and who filed a 32-page avadavit denying to the charges. (Lipson, who died in 1996, eventually joined the Yale Law School faculty and became the Henry R. Luce Professor of Jurisprudence.)


During an appeal before the Security Board, Biggerstaff was asked pointedly if he thought the United States lost China to the Communists. He replied, "No, I feel very strongly the United States did not lose China to the Communists. As a matter of fact, this is a very complicated problem, and I feel that the statement that China was lost to the Communists by the United States is a bad overstatement. Just as the statement that China was won for Communism by Russia is a bad overstatement."


Biggerstaff was eventually cleared of the charges.

His books Earliest Modern Government Schools in China , Some Early Chinese Steps Toward Modernization and An Annotated Bibliography of Selected Chinese Reference Works (authored with the late Teng Ssu-ying) are still widely used by the academic community.


At Cornell he chaired the Department of Asian Studies from 1946 to 1956, helping to create the university's China (now East Asia) and Southeast Asia programs. He chaired the history department from 1956 to 1963. Biggerstaff helped to launch a quarterly journal, now The Journal of Asian Studies.


He is survived by his wife, the former Nancy Echols, of Ithaca; his sister, Helen Way, of Santa Rosa, Calif.; his brother, William, of Portola, Calif.; two step-daughters; and three step-grandchildren. Biggerstaff's first wife, Camilla, died in 1982.

Nuclear watchdog raises alarm over missing uranium – Reuters

Two tons of “natural uranium” reportedly disappeared from a storage site in Libya


An estimated 2.5 tons of uranium that was supposed to be stored at a site in Libya was not there when International Atomic Energy Agency (IAEA) inspectors came to visit, Reuters reported on Wednesday citing a confidential statement by the UN watchdog.

IAEA inspectors “found that 10 drums containing approximately 2.5 tons of natural uranium in the form of UOC(uranium ore concentrate) previously declared by [Libya] … as being stored at that location were not present at the location,” Reuters cited Director-General Rafael Grossi as saying.


The inspection was carried out on Tuesday. It was originally scheduled for last year, but “had to be postponed because of the security situation in the region,” Grossi noted in the one-page report sent to IAEA members.


IAEA will carry out “further activities” to determine the uranium’s whereabouts and how it went missing from the site. The agency did not name the location, saying only that it wasnot under the control of the internationally recognized governmentand that reaching it required “complex logistics.”


The loss of knowledge about the present location of nuclear material may present a radiological risk, as well as nuclear security concerns.


Libya had obtained uranium enrichment centrifuges and atomic bomb designs, but gave up its nuclear weapons program in 2003, in a bid to repair relations with the West. Eight years later, NATO backed an insurrection against the government of Colonel Muammar Gaddafi in Benghazi, bombing Libya on behalf of the militants.


On March 17, 2011, the UN Security Council voted for the US proposal to establish a “no-fly zone” over Libya, on humanitarian grounds. Brazil, Russia, India, China, and Germany abstained.


Within days, NATO would launch a bombing campaign against the government, while the US and UK navies blockaded the Libyan coast.Gaddafi was gruesomely executedin October 2011. When US Secretary of State Hillary Clinton was informed of his death during a TV interview, she laughed and said “We came, we saw, he died.”


Once the most prosperous country in Africa, Libya soon collapsedinto civil war between rival warlords. The UN-backed interim government was supposed to organize elections in December 2021, but never did. The country has been de facto partitioned between factions based in Tripoli and Benghazi.

NATO hopeful says Ankara ready to ‘fulfill promise’

Finland expects Türkiye to green-light its application later this week, but Sweden’s fate remains uncertain


President Sauli Niinisto of Finland said on Wednesday that he expects a positive answer on Helsinki’s membership in the US-led military bloc when he meets his Turkish counterpart Recep Tayyip Erdogan later this week.


Niinisto is scheduled to arrive in Türkiye on Thursday and tour the regions affected by the February earthquakes that claimed almost 50,000 lives. He will meet with Erdogan in Istanbul on Friday, to hear the Turkish president’s decision in person.


Asked on Tuesday if Türkiye would greenlight Finland’s application,Erdogan responded, “God willing, if it is for the best.” (Erdogan doesn’t speak like this!)


Finland and Sweden applied to join NATO last year, after the escalation of the conflict in Ukraine. All 30 members of the bloc must ratify their admission. Stockholm’s application has been held up by Ankara, however, over outstanding issues involving Kurdish activists – which Türkiye considers terrorists – sheltering in Sweden, an arms embargo, and religious provocations.


Though the NATO leadership wanted to admit both Scandinavian countries together, last month Finland signaled it was ready to go ahead on its own. Sweden reluctantly accepted the turn of events, still hoping the issues with Türkiye would be ironed out.


Visiting Germany on Tuesday, Swedish PM Ulf Kristersson said he hoped Ankara would ratify his country’s application after the Turkish general election, which is scheduled for mid-May.


Helsinki and Stockholm’s NATO aspirations also hit a snag in Hungary, which was supposed to ratify their applications this week. The government has postponed the parliamentary session, however, citing “a delay in negotiations with Brussels.” The EU has made a set of policy demands it says Budapest must meet before the funds earmarked for Hungary can be released.


Hungarian PM Viktor Orban has accused fellow EU members Finland and Sweden of spreading “outright lies” about the state of democracy and the rule of law in his country. The ruling Fidesz party has said it would make a decision about the NATO application once the parliamentary delegation that visited Sweden and Finland reports its findings.

Explosive devices found at Russian pipeline – Transneft

The oil transport company says it has uncovered evidence of a plot to attack the connector supplying oil to western European markets


Workers at the Russian oil pipeline transport company Transneft have reportedly found several explosive devices at the Novozybkov oil-pumping station of its Druzhba pipeline in the Bryansk regionnear Ukraine, according to company spokesperson Igor Demin.


Speaking to TASS, he stated that on Tuesday evening and on Wednesday morning, the devices were found in destroyed plastic cases of “non-industrial production” with a striking warhead in the form of steel balls.


“Presumably, the destruction of the cases occurred afterhitting the ground when falling from drones,” Demin suggested. He added that on Wednesday afternoon another explosive device was seen being dropped from a UAV, “likely similar to the other two [devices].”


At the same time, the Transneft representative pointed out that the Novozybkov pumping station had not been in operation throughout 2023 and that its reserve tanks are empty.


Demin added that, given the steel balls found in the explosives, the perpetrators of the sabotage likely did not intend to destroy the facility but instead wanted to kill members of the civilian personnel working at the Druzhba station.


The spokesperson noted that an investigation is currently underway and that nobody at the Novozybkov facility had been injured.


The Druzhba (Friendship) oil pipeline is one of the longest in the world and connects eastern parts of Russia to several points in Europe, including Ukraine, Belarus, Poland and Germany. However, the pipeline has repeatedly come under attack from Kiev’s forces since Russia launched its military operation in Ukraine.


The last attack was reported on February 1, when Demin stated that a missile had landed on the territory of the Novozybkov station but ultimately failed to cause any damage or to injure any of the workers. On February 3, another attack was reported by media outlet Mash, but Transneft said it had no information on the alleged incident and that the pipeline was working normally.


The pipeline segment that is apparently being targeted by Ukraine is located some 39 kilometers from the border with Russia and leads in the direction of Belarus, where it branches off into two sections, one going to Germany and Poland and the other to Ukraine, Hungary, Slovakia, Austria and the Czech Republic.
