Charlie Sheen revealed that he is undergoing plastic surgery on his neck after watching himself on TV.

 

The 58-year-old actor recently reunited with Chuck Lorre when he guest-starred in two episodes of the "Two and Half Men" creator's MAX comedy series "Bookie." During a recent interview with Deadline, Sheen recalled being displeased with his appearance when he viewed the episodes on a "giant screen" at the Warner Bros. studio lot with the show's cast and crew.

 

"I’m focused, laser-focused … on a physical trait of mine. And I’m like, I need to fix that. It was my neck," Sheen shared.

Supreme Court temporarily allows Trump to pause billions in foreign aid

Chief Justice John Roberts on Tuesday allowed the Trump administration to freeze billions in foreign aid payments for now,putting on hold a lower court ruling that required officials to spend $4 billion of that money by the end of the month.

 

Roberts, who handles emergency appeals from federal courts in Washington, DC, issued what’s known as an administrative stay – a temporary order intended to give the justices more time to review the case.

 

The order does not necessarily indicate how the court will ultimately resolve the appeal, though it could make it harder for the groups that sued over the cuts to recover the money approved by Congress.

 

Roberts ordered the groups challenging the move to respond to the Trump administration by Friday afternoon.

 

At issue is $4 billion in foreign aid, including for global health and HIV programs, that was approved by Congress but that President Donald Trump has deemed wasteful. Trump signed an executive order on his first day in office attempting to curtail foreign aid spending, and his administration has for months been fighting lower court orders that blocked his effort.

 

The spending of foreign aid is a “joint enterprise between our two political branches,” US District Judge Amir Ali wrote in a March opinion that mostly sided against Trump.

 

But in this case, Ali wrote, “the executive not only claims his constitutional authority to determine how to spend appropriated funds, but usurps Congress’s exclusive authority to dictate whether the funds should be spent in the first place.”

 

Ali, who was appointed to the federal bench by President Joe Biden, then ruled late Wednesday that the administration can’t withhold the money without congressional approval. The US Court of Appeals for the DC Circuit declined to pause that ruling, and the Trump administration asked for emergency intervention from the Supreme Court on Monday.

 

“The president can hardly speak with one voice in foreign affairs or in dealings with Congress when the district court is forcing the executive branch to advocate against its own objectives,” US Solicitor General D. John Sauer told the court.

 

Grant recipients had sued over access to billions of dollars for global health and HIV/AIDS programs that were appropriated by Congress to be disbursed by the State Department and the now-essentially shuttered US Agency for International Development.

 

The administration told the Supreme Court that it intends to spend $6.5 billion of the foreign aid that was at issue in the case by September 30, but it wants the justices to allow it to withhold another $4 billion.

 

In late August, Trump alerted Congress that he intended to claw back that money using a rare “pocket rescission.” That move, which would effectively cancel the spending unless Congress considers the proposal, has complicated negotiations to avoid a government shutdown by the end of the month.

 

The groups that sued over the cuts argued that an administrative stay could effectively decide the case in the government’s favor, allowing the administration to run out the clock and never spend the money at issue.

 

“The government’s theory that the agencies need not comply with enacted legislation mandating that they spend funds, because the president has unilaterally proposed legislation to rescind those statutory mandates, would fundamentally upend our constitutional structure,” the groups told the court.

Brothers I hate to admit this. But today something serious happened in me. The events and news after the stabbing of this girl set fourth seeds within me I never previously could have imagine: I started to hate freedom.

Through my entire life I have been a libertarian promoter of "maximal freedom for everyone", total tolerance, radical empathy and so fourth but I cannot stay quiet on this anymore. I am afraid I have started to feel a genuine murderous and unquenchable hatred in my heart on a primordial level I cannot even explain to myself. These emotions make me very sad and and I am not proud of them but the hatred is frothing, burning, itching, urging and unsatiable. I am afraid to admit this, but I simply cannot imagine hating niggers more than anything else in the entire world in this specific moment right now. Its as if I almost hate them more than satan himself, nay more than hell and death. The darkness has taken over me.

I did not know someone could be this dark in the heart but here I am. I wish I wouldn't feel like this but I would give anything to see them all exterminated completely from this entire planet as a natural enemy and as a final tumorous cancer on the soul of human existence.

The U.S. Department of Health and Human Services and the Food and Drug Administration today announced sweeping reforms to rein in misleading direct-to-consumer pharmaceutical advertisements. Today, the FDA is sending thousands of letters warning pharmaceutical companies to remove misleading ads and issuing approximately 100 cease-and-desist letters to companies with deceptive ads.

 

In addition to enforcing existing law, the FDA is initiating rulemaking to close the “adequate provision” loophole created in 1997, which drug companies have used to conceal critical safety risks in broadcast and digital ads, fueling inappropriate drug use and eroding public trust.

 

“Pharmaceutical ads hooked this country on prescription drugs,” Health and Human Services Secretary Robert F. Kennedy, Jr. said. “We will shut down that pipeline of deception and require drug companies to disclose all critical safety facts in their advertising. Only radical transparency will break the cycle of overmedicalization that drives America’s chronic disease epidemic.”

 

The FDA is concerned patients are not seeing a fair balance of information about drug products. This concern is magnified when serious risks are not clearly presented, or the information is too difficult for seniors to read or hear.

 

“For far too long, the FDA has permitted misleading drug advertisements, distorting the doctor-patient relationship and creating increased demand for medications regardless of clinical appropriateness,” said FDA Commissioner Marty Makary, M.D., M.P.H. “Drug companies spend up to 25% of their budget on advertising. Those billions of dollars would be better spent on lowering drug prices for everyday Americans.”

 

Americans also live in a new era of social media. An increasing reliance on digital and social media channels, including undisclosed paid influencer promotion, has blurred the lines among editorial content, user-generated media and pharmaceutical advertising, making it increasingly difficult for patients to distinguish between evidence-based information and promotional material.

 

A 2024 review in the Journal of Pharmaceutical Health Services Research reveals that while 100% of pharmaceutical social media posts highlight drug benefits, only 33% mention potential harms. Moreover, 88% of advertisements for top-selling drugs are posted by individuals and organizations that fail to adhere to the FDA fair balance guidelines.

 

The stakes surrounding prescription drug ads are high. While these ads can raise awareness of disease states and beneficial therapies, they must also disclose important risks and limitations. Current law requires that advertisements present a fair balance between a product’s risks and benefits; avoid exaggerating benefits; not create a misleading overall impression; properly disclose financial relationships; and include information regarding major side effects and contraindications.

 

Despite widespread violations, the FDA has been increasingly lax and reactive in its enforcement approach over the last few decades. The FDA used to send more than a hundred warning letters each year, and misleading ads were rare. But over time, enforcement waned and the number of warning letters sent to pharmaceutical companies dropped to one in 2023 and zero in 2024.

 

The FDA will no longer tolerate such deceptive practices. Going forward, the agency will aggressively deploy its available enforcement tools. The FDA is already implementing AI and other tech-enabled tools to proactively surveil and review drug ads.

 

The Trump Administration and HHS Secretary Kennedy are committed to restoring transparency, accountability, and trust in health care. By closing loopholes and stepping up enforcement, the FDA will protect patients, safeguard public health and hold the pharmaceutical industry accountable.

"This brutal attack on an innocent woman simply trying to get to her destination is an attack on the American way of life. Of course, crimes like this affect the victim the most – Iryna deserves justice, and we will bring justice to her and her family," U.S. Attorney Russ Ferguson said in a statement on Tuesday.

During a press conference on Tuesday, Ferguson described the incident as a "terroristic act" and said he and North Carolina FBI Special Agent James Barnacle Jr. spoke to Zarutska's mother and uncle to alert them of the federal charges. Ferguson said the family is "suffering like any of us would be."

"No one should sit in fear while on the light rail," Ferguson said as he held back tears.

The charges come after Charlotte Mayor Vi Lyles said the city is now increasing security on commuter trains "effective immediately," as the attack continues to spark outrage among elected officials.

"As I reflect on the tragic murder of Iryna Zarutska my heart continues to go out to her family and our community as we try to make sense of this horrific and senseless loss," Lyles said in a statement Monday evening.

Zartuska, who was previously living in a bomb shelter in Ukraine before coming to the U.S., was stabbed while riding the Lynx Blue Line in Charlotte, according to an affidavit obtained by ABC News. She had just finished work and was on her way home when she was "brutally murdered," Ferguson said.

The recent release of the attack on video has caused national outrage, with U.S. Transportation Secretary Sean Duffy saying the department is investigating the city and "its failure to protect Iryna Zarutska."

"If mayors can't keep their trains and buses safe, they don't deserve the taxpayers' money," Duffy said in a post shared to X on Monday.

North Carolina Gov. Josh Stein also said he was "appalled" the the unprovoked murder.

 

"We need more cops on the beat to keep people safe," Stein said in a statement on Monday.

 

This comes after the Charlotte Area Transit System, or CATS, confirmed to ABC News there was not security on board the train at the time of the attack, with a spokesperson saying a security team "patrols the system, they are not stationed in one area."

 

"At the time of the incident they were riding on a train directly in front of where the incident occurred," a spokesperson for CATS told ABC News.

 

Lyles said "effective immediately" CATS security personnel will be "re-deployed for a stronger presence on Blue Line platforms" and police will also be "increasing patrols at key areas across the transit system."

 

"Residents across our community and visitors to our region depend on public transit. We owe it to them to make sure our public transit system and our city are safe and secure," Lyles said.

The Trump administration is targeting "misleading drug advertisements" by initiating rule making to close a 1997 loophole that enables drug advertisers to conceal safety risks in broadcast and digital ads.

 

The Department of Health and Human Services (HHS) and the Federal Drug Administration (FDA) sent thousands of warning letters across the pharmaceutical industry on Tuesday. Sources familiar with the letter told Fox that companies who practice widespread advertising like Hims/Hers are among those receiving the notice.

 

Fox News Digital also obtained a copy of a letter sent to a pharmaceutical company, which outlines concerns that "patients are not seeing a fair balance of the information regarding a drug product" and directing the company to "remove any noncompliant advertising and bring all promotional communications into compliance."

A massive blaze has engulfed Nepal’s Singha Durbar Palace in central Kathmandu, the country’s main administrative complex, after violent protests swept the Himalayan nation’s capital.

 

Footage circulating online shows the building being consumed by flames. The palace, built in 1908, serves as the seat of Nepal’s government, hosting several ministries, and other key institutions.

 

The demonstrations, led mainly by people in their late teens and early 20s, erupted on Monday after authorities banned major social media platforms, including Facebook, YouTube, and X.

 

The protests turned violent, with dozens confirmed dead in Kathmandu and about 500 injured, including more than 100 police officers.

 

On Tuesday, demonstrators reportedly broke through the western gates of the Singha Durbar, forcing their way into the restricted area and setting parts of the entrance on fire. One thing that's always bothered me about open hedonism is that sexual matters have always been something which I absolutely do NOT want subjected to the machinery of society, because it's SO much better when people actually develop on their own, at their own pace, and learn their own "styles". I just have little respect for people who do want it to be part of every day life for everyone, because things which get that treatment become rote and bland, they don't get better. Who IsTeresa Stokes?Charlotte Judge Who Released DeCarlos Brown Jr.

Judge Teresa Stokes has attracted scrutiny on social media after it emerged that she presided over a previous case involving DeCarlos Brown Jr. months before he was accused of murdering a Ukrainian refugee.

Records show that Brown has been arrested 14 times in over a decade and was diagnosed with schizophrenia.

He has previously been convicted of felony larceny, robbery with a dangerous weapon and communicating threats, leading to a six-year prison sentence in 2015 for incidents dating to 2013 and 2014. He was released in 2020; then, months later, he was charged with assaulting his sister.

Newsweek reached out to Mecklenburg County Court via email outside of normal office hours for comment.

The Context

The attack occurred on the Lynx Blue Line near the Camden Road area in Charlotte's South End shortly before 10 p.m., police said. A video released by the Charlotte Area Transit System shows Zarutska sitting on the train shortly before Brown allegedly stood up and stabbed her in the neck from behind with a folding knife.

Zarutska was pronounced dead at the scene, and a suspect was taken to the hospital for treatment due to a hand injury. A folding knife was located near the platform, according to the Charlotte-Mecklenburg Police Department.

Stokes is a magistrate judge for the Charlotte District in Mecklenburg County Court, North Carolina.

She has also been linked to a charity that provides mental health and addiction support by social media users, though Newsweek was unable to verify these claims.

In January 2025, Brown was arrested for alleged "misuse of the 911 system" and was released after signing a written promise to appear at his next court hearing, according to court documents signed by Stokes and seen by Newsweek.

This is a tragic failure on several levels," Matthew Mangino, a former district attorney in Lawrence County, Pennsylvania, told Newsweek. "Judge Stokes is responsible for making bail decisions. The standard is 'will the accused appear for future proceedings' and 'is the accused a threat to the public.' It would appear that DeCarlos Brown, Jr. had a history of violent criminal conduct.

"The unseen failure is the dismantling of community mental health care. Brown has mental health problems. Was he receiving mental health treatment while on the street? Unfortunately, for some former offenders, the only place they receive mental health care is in jail or prison," he continued.

"Should a judge send someone 'accused' of a crime to jail simply because they are mentally ill?"

Florida Representative Randy Fine, on X: "I'm going to introduce legislation to hold judges accountable when violent repeat offenders they release commit new crimes. It's easy to release criminals when you're protected by an armed bailiff at all times. The rest of us aren't so lucky. Those 12+ judges that released Decarlos Brown Jr. should have their day in court too."

A paedophile who sexually abused a young girl in foster care is seeking to quash his conviction, arguing the child's alleged "sexual experience" should have been revealed to the jury.

Judge Teresa Stokes

He was released by Magistrate Judge Teresa Stokes on a promise that he would return to court. He should have been detained with his rap sheet. Stokes runs a treatment center and some online believe it’s a conflict of interest. However, there is no evidence that she committed an offense using the therapy center other than releasing a dangerous criminal. on to the streets

 

Brown’s own mother had sought an involuntary commitment for him. He is homeless and has Schizophrenia. Despite his violent criminal history, mental illness, and lack of a fixed address, Stokes let him go with no bond required.

 

Stokes, appointed and supervised by the chief district judge in Mecklenburg County, is not a licensed attorney or a member of the North Carolina State Bar, although magistrates in the state are not required to be. Under law, magistrates may qualify with a four-year college degree or a two-year associate degree and four years of experience in a related field.

 

She is not even a lawyer. We need better people making these decisions.

 

Stokes’s name appears on a now-deleted Bold.Pro profile listing her as director of operations at the Second Chance Recovery and a magistrate, but that listed role could not be confirmed independently.

 

Someone answering the phone told Washington Examiner the crime has nothing to do with them. So far, that appears to be accurate.
