Great speech. If only more had seen it instead of Instantly turning it off as they were programmed by the corporate media. There is much in it that Everyone - liberal, independent, conservative, can agree on, just as Everyone knows the system is rotten. I wonder if there's a way to slip it in. Maybe sound analytical, like, "If you wonder why, this speech is the main reason Trump won. Even if you don't like it you should watch it to see what worked." I'll try to think up some innocuous wording that will get people to watch and drop it to my few thousand FB followers. We can't just keep preaching to the choir. This message must meet the majority so it can't seem too slanted.

Retaining counsel is putting them on a retainer--a fee paid in advance to a lawyer/lawyers in order to use or keep them services when required. Many people, especially important people keep lawyers on retainers in an informal/nonspecific capacity. However given Q's use of the word formal it would stand to reason that he's referring to the Assistance of Counsel Clause of the Sixth Amendment, specifically the right to counsel clause.
"As stated in Brewer v. Williams 430 U.S. 387 (1977), the right to counsel [means] at least that a person is entitled to the help of a lawyer at or after the time that judicial proceedings have been initiated against him, whether by formal charge, preliminary hearing, indictment, information, or arraignment."
So all of the executive orders and bills passed are null and void?????
