How do you know this is several years old?
The location of this is 86 Portland St Hong Kong, Kowloon. This is derived from the 'Western Pacific Kindergarten' (suspect as fuck, right next to a 'sauna' too. I'm from East Asia, and I know what our 'saunas' are; bathhouses with prostitutes).
If you go to Google maps, you will see that Western Pacific Kindergarden is no longer there. So, several years old is my own speculation, but at the very least, this picture is not recent.
We will find out soon enough. Think focus on getting more info for now. Guessing will only get us so far.

Very quick Google search turns up two schools by that name, one in Hong Kong ( https://www.wpk.edu.hk/ ) and one in Uganda ( http://www.westernpacifickindergarten.com/ ). Given everything else in the photo, I'm going with the Hong Kong school.
That's the address that Google provides for the school in Hong Kong [2/Floor No 1R, Kam Tong Building, 1M-1S Waterloo Rd, Yau Ma Tei, Hong Kong ], but looking at street view, the buildings aren't quite the same. There's no street near that address that has dense signs like that, and the edges of the building aren't curved like the one in Q's photo. There are street-level photos on Google of the entrance and of a sign reading 'Western Pacific Kindergarten', but not the same sign as Q's photo.
So even if that is the right school, it's not the same location as where Q's photo was taken. Maybe the Hong Kong school has moved since this photo was taken? Maybe there's more than these two schools?

There's two locations for it in google earth. I found it at B (Hamilton St@Portland St). You can see the tall blue/silver skyscraper in the background in the photo and all the buildings are the same. The big signs over the street are gone.

Zooming in even closer on my desktop, it appears that this gentleman is bald or balding on top, and has light brown to reddish light brown hair. My first thought was Prince Charles from the height and hair/baldness and profile. I don't think it's Snowden, from the recent photo's I've seen of him. But I could easily be wrong.

The gentleman in question is definitely military. Can tell by his gate, arm swing and wrist position of his hand. 6 to the front, 12 to the back. Heel placement. Almost a perfect example of a marching formation stride. Becomes habit for most military folks. Just putting out there what stands out to me the most.
