1. In order to get those search warrants, Mueller's team would have needed to show probable cause why the warrants were necessary. This is the ordinary process within going to any federal judge for such matters (ie. Title 3 search warrants) under DOJ authority.

The Bank for International Settlements (BIS) announced, as part of its Annual General Meeting today, changes to its Statutes that will become effective in 2019. The changes will allow for greater flexibility in the composition of the Bank's Board of Directors.

At present, and in line with Article 27 of the BIS Statutes, the BIS Board may have up to 21 Directors. These include six ex officio Directors (the central bank Governors of Belgium, France, Germany, Italy, the United Kingdom and the United States), who may each appoint another Director of the same nationality. Moreover, nine Governors of other member central banks may be elected to the Board.

At an Extraordinary General Meeting in November 2016, the BIS shareholding community approved a Board proposal to change Article 27. This is one of the few Articles whose change requires approval from the signatory governments to the Convention establishing the Bank in 1930 (the governments of Belgium, France, Germany, Italy, the United Kingdom and Switzerland). In May 2017, the government of Switzerland as host state notified the BIS that the changes to Article 27 had been approved by all six governments.

The new Article will come into effect in January 2019. The main changes will be as follows:

The total number of Directors will be reduced from 21 to 18 to enhance the functioning of the Board.

The six ex officio Directors will agree on the appointment of one Director - instead of six - from one of their nationalities.

The number of elected Directors will be raised from nine to 11, enhancing the flexibility the BIS has to compose the Board.

However, one of the interesting bits of information is where Mr. Caputo notes the Clinton-Mueller team have the personal emails, phone call logs, communications and even text messages of every targeted member of the investigation. This little factoid is jaw-dropping important because it highlights the underlying reason why Deputy Attorney General Rod Rosenstein needed to grant a July 2017 extension of the Title-1 FISA surveillance warrant (initiated against Carter Page); that was actually being utilized by the FBI to conduct political surveillance of these same Trump officials.

Without the July 2017 FISA extension, Robert Mueller would not have predicate investigative authority to reach into the accounts of his targets and extract their personal communication. COMMON SENSE: Carter Page was a volunteer for the Trump campaign for a month or two—that’s all—but the FISA warrant against him was a Title 1 Warrant and not a Title 7 Warrant. The difference between the two is staggering.

A Title 7 Warrant allows the government to surveil the subject, based on incidental contact with someone suspected of being a foreign spy. Thus, the intrusion into the American’s life is limited.

A Title 1 FISA Warrant is completely different, and this is the one that was sought and obtained. It assumes the subject, Carter Page, was a spy working for a foreign government, and it allows the government to strip him, and everybody in his world, including Donald Trump, of their 4th Amendment right to “unlawful search and seizure.”

This means the Obama administration’s FBI and DOJ, based on the fraudulent Steele Dossier, was able to surveil Trump’s life—past and present—with impunity, and it was all based on paid for opposition research from the Clinton campaign and the DNC. All of this was based on Trump’s limited contact with Carter Page,

Trump’s life, as well as everybody in his campaign, was subject to investigation by the FBI…"
